Search for missing Boise boy, Robert Manwill, will continue Wednesday

Boise police say they will resume their grid search for missing 8-year-old Robert Manwill Wednesday.

The family, through Robert's aunt, Trish Burrill, called for continued community support in the search.

"Anyone who has Robert in their heart is invited to wear a green ribbon upside down until Robert is found," she said.

Boise police worked Tuesday to recreate a detailed timeline of what Robert Manwill did on Friday — the day the 8-year-old disappeared and sparked a more than three-day intensive search in his neighborhood around south Vista Boulevard in Southwest Boise.

Police now say the boy was last seen wearing a faded blue T-shirt with a Superman logo, blue jeans and dark tennis shoes. He went missing from his mother's apartment complex near the intersection of Vista and Targee Street — about half a mile from Interstate 84 and even closer to the New York Canal.

Police, FBI agents and more than 100 volunteers have scoured the neighborhood, looking for nooks and crannies where the boy may have hidden — including tiny places where a small boy could tuck himself.

"Act like you're looking for a lost baseball," Officer Will Reimers told a group of volunteer searchers Monday.

"The family has said that he likes to sneak around and crawl in little places. He's an inquisitive little kid," said police spokeswoman Lynn Hightower.

Robert lives with his father in New Plymouth, but was visiting his mother and her family Friday, police said.

Police stopped traffic and searched nearby homes over the weekend. They have interviewed more than 100 registered sex offenders living nearby and chased 100 leads — none of which have panned out.

From an Idaho National Guard helicopter, police scanned the New York Canal and nearby railroad tracks and pools. A pond near the apartment complex was drained and searched.

Police have set up a dedicated tip line and e-mail address: 208-570-6457 and findrobert@cityofboise.org.

The family has thanked the more than 100 volunteers for their aid. But police said Tuesday they no longer need people to offer up their help in the search — although they still want anyone living in the area to take an extra close look at any place in and around their property the boy may be hidden.

Comments from Deputy Chief Jim Kerns of the Boise Police Department:

Standing with me is Robert Manwill’s family. They are here to show their love for Robert and their support for our efforts to find him. They come from the Treasure Valley, and some from as far away as New Mexico. We thank them for being with us tonight under these very difficult circumstances.

8 year old Robert Manwill is still missing tonight , after an intensive four-day search that has involved… not only dozens of police investigators and support staff… but hundreds of Boise citizens.

This has also been an intensive four days for representatives of our local media.
Before we get into our update on todays search and investigation, I have to take a moment to thank all the members of our local Treasure Valley media….You’ve helped tremendously in our efforts by sharing Robert’s story, sharing with the community our efforts to find him, and for making so many aware that Robert is missing and how everyone can help. We thank media members for e-mailing us questions in advance of this press briefing so we can address them. Thank you for your time and respecting the time of the investigators.

There’s a poster of Robert on the Boise Police web site that citizens are downloading and posting around town. We also have several new images of Robert posted at www.boisepolice.org. As you can see from those pictures, he’s a handsome young man with a shy smile. We have one focus … finding Robert.

Dozens and dozens of volunteers have spent the past three days out in the hot sun searching for any sign of Robert. Dozens more have called the Boise Police Department asking how they can help. And we know that citizens have been checking their garages, their backyards and parked cars searching for Robert.

We have some of the best investigators in the country here in Boise working on this case.
Citizens are calling dispatch thinking they may have seen Robert in a park or on a street. We are responding to every one of those sightings.
We have yet to find Robert. But we’re hopeful.

We’ve had many questions today from media about the nature of the leads… who have we talked to… what can we say about certain people. We understand you have those questions and have the right to ask them. But we want you to understand, it’s the very nature of police investigations, that until the case is concluded… in this case… until we find Robert… specifics and details of this very active, ongoing, priority investigation cannot be released.

What I can say, is after four days of round-the-clock investigation, detectives have a lot of information and are following dozens of leads.

Our system of justice demands we focus on evidence. Our investigative experience tells us we cannot jump to conclusions. Right now this is about finding Robert…where ever he is.

Until Robert is found, every lead in any direction is being worked. Nothing is being discounted, everything is being scrutinized.

Moving onto the search today…

Today, approx. 40 officers continued their house to house search, talking to anyone who may have seen Robert. Specifically, the officers are, not only looking for evidence, but still trying to determine a timeline of Robert’s activities on the day he disappeared.

More than a dozen Registered Sex Offenders were contacted and questioned today. More than 100 Registered Sex Offenders within a 2-mile radius of where Robert disappeared have been questioned at least once by detectives.

Some 120 Volunteers continued their grid search… today focusing on several square blocks…. from Shoshone on the west… the New York canal to the south... Columbus on the east… and to Nez Perce on the north. Some of the areas searched today have been searched once… but investigators felt needed to be looked over again. Volunteers from Idaho Mountain Search and Rescue searched along the Interstate 84 between Broadway and Orchard.

The dedication and commitment of the volunteers… some of whom have been searching in the hot sun for 3 days now… is absolutely inspiring. Here at Boise Police, we had dozens more calls from citizens who wanted to help. To be sure we preserved anything a volunteer might find that may be of interest... and to be sure volunteers were safe and educated on how to conduct a proper and thorough search, the number of volunteers was kept to the size needed for the task at hand.

There have been questions from media as to why the volunteers aren’t searching longer, even when some would like to. First of all, we recognize these volunteers are just that – volunteering their time. They come from all walks of life, are taking time out of their lives and jobs to help us. We also realize what they are searching for….evidence…evidence of a little boy that may indicate where he’s been…where he is… or what’s happened. Should a volunteer come across evidence, that item must be carefully examined, documented and preserved.

Each day, following the volunteer effort, the search has to be evaluated and progress documented. Right now, we have ten Boise Police officers assigned full time to help with the volunteer search. That’s an intensive commitment that we feel in necessary.

We turned to our partners who have expertise conducting volunteer searches… locally that’s the Idaho Mountain Search and Rescue team. We also utilize expertise from Team Adam, from the National Center for Missing and Exploited Children, who are here in Boise with us… and to members of the FBI, from their Child Abduction Rapid Deployment team. The FBI “CARD” team as they’re known, bring us national experts in searching for and investigating a missing child. The expertise of all these resources has been called upon by the Boise Police Department to help direct us and manage the search effort.

Any volunteer effort must be organized and managed carefully to be effective.

We thank those leading and directing the search… and especially those who have volunteered your time.

Since Sunday, the volunteers have helped us cover one square mile around the location where Robert disappeared…

We also appreciate all those who wish they could have been out here helping search for Robert. We don’t know what direction this investigation may lead. If we need additional volunteers, we will again turn to our community. Those of you who are helping us with thoughts and prayers… your efforts too are also greatly appreciated.

Also, we’ve had questions on how helpful other agencies have been to Boise PD.

I don’t know how to answer that excect to say – invaluable.

Every local police agency in this valley has – to some degree – dropped what they were working on to help in the search for Robert.

Officers from other local, state and federal agencies are pounding the pavement… doing interviews… making phone calls… doing what they do best… hoping to find this little boy.

The FBI has been tremendous. What citizens may not know is… the FBI is required to offer their services when any person of tender age – that means 12 years old or younger… is reported missing.

In this case, Boise Police called the FBI for their assistance and expertise very early in the investigation. We have a long standing and close partnership here in Boise with our federal colleagues.

But I can tell you, more than two dozen FBI agents and staff are in Boise looking for Robert – not because they have to – but because they want to be here. FBI agents are working side by side with Boise Police and other officers.

And they bring invaluable experience. Sadly, Robert is not the only missing child in the country. FBI resources bring to Boise experience, manpower, and brainpower.

So is Team Adam from the National Center for Missing and Exploiting Children. They too bring national resources, experience, and a genuine desire to help find Robert.

Having said that… getting back to leads… we still believe Robert is in Boise. At this time, we have no evidence he’s out of this area.

We’re still hopeful we’ll find Robert. We have the help of his family, our community, and of numerous law enforcement experts.

Media has also asked… what’s next… what happens if nothing turns up. That’s a fair question. But at this point, we are focusing on today and tomorrow… and we are still hopeful.

Leads continue to come in. Volunteers will continue their search efforts. Robert is very much alive in our thoughts and prayers.

Again – our investigative focus remains in Boise. Leads coming in have been numerous. Investigators are digging into every and all possible directions.

I have faith in the Boise LE. They are doing a wonderful job trying to find this little guy. They called in all the right people, they are doing a proper organized ground search and they are keeping the media and Robert's community updated daily.

They are keeping the leads close to the chest but I can tell by the professionalism that they are looking at everyone in this child's life and anyone outside of this child's life as the evidence leads them. They are looking at all known sex offenders in the area. They are following up on tips coming in through Robert's tipline.

I pray their professionalism and expertise pays off and Robert is found safely and soon.

Tonight is the fifth night little Robert has not slept in his bed. It breaks my heart.

Trail of tragedy follows family of missing 8-year-old
In the hunt for Robert Manwill, an anguished family legacy emerges

"Anyone who has Robert in their heart is invited to wear a green ribbon upside down until Robert is found," said Trisha Burrill, the boy's aunt, Tuesday.

On the fifth day of an exhaustive search for a missing Boise boy, court documents revealed a family tale of abuse, tragedy and more.

Robert Manwill's mother is on probation for fracturing the skull of Robert's infant half brother, a boy the state removed from her custody.

Robert's mother's boyfriend has been convicted of burglary, battery and possession of drug paraphernalia, and is banned by the courts from being alone with Robert's half sister.

Robert's father, meanwhile, has already lost a son. In 1993, his first wife stabbed their 4-year-old boy in the chest. She spent 10 years in a federal prison after pleading guilty to voluntary manslaughter.

Boise police won't talk about the family or the details contained in the court documents.

The family has declined to comment except for brief statements by Robert's aunt. But police have repeatedly said they have no suspect - or even evidence to believe there is one - in Robert's Friday night disappearance at the mother's Boise Bench apartment, and have no evidence of any foul play.

"We've had questions from the media ... who we have talked to,what can we say about certain people," Boise police Deputy Chief Jim Kerns said Tuesday. "It's the very nature of police investigations that until the case is concluded - in this case, until we find Robert - specifics and details of this very active priority investigation cannot be released."

Police say the family is cooperating fully.

"We have a single focus - that's to find Robert ... he's an 8-year-old little guy and he needs our help," Kerns said. "We remain hopeful we are going to find Robert."

Here's what the court records say:

ROBERT'S MOM

Melissa Scott Jenkins pleaded guilty in March to a misdemeanor charge of injury to a child, after an October 2008 incident that left her infant son with a fractured skull.

According to court records, Jenkins "did willfully inflict" the wound "by striking the child's head on a surface, causing a fracture to the child's skull," on Oct. 19, 2008. She was sentenced to 29 days of work release, fined $75.50 and put on probation for two years.

In February, at least, the child was still in the care of the state Department of Health and Welfare, court documents said.

Jenkins, reached by phone Tuesday, declined comment and directed inquiries to Trisha Burrill, the boy's aunt who has spoken on the family's behalf.

Burrill, flanked by Jenkins and several other family members, addressed a group of reporters Tuesday night while clutching Robert's teddy bear.

"We are a joined family at this time in this crisis," Burrill said. "We are acting as one, with one goal in mind. To bring Robert back."

HER BOYFRIEND

Daniel Edward Ehrlick - Jenkins' boyfriend and the father of her infant son - has served time in Idaho prisons and faced multiple charges.

An April 2008 court document outlining Jenkins' visitation rights with her 2 Ý-year-old daughter states that the girl shall never be left "alone with Danny Ehrlick." The document does not say why.

Ehrlick, too, attended press conferences with the family.

ROBERT'S DAD

Robert Manwill's father, Charles Manwill, has had custody of the boy since January 2008, according to court records.

The records show Jenkins was admitted to the hospital that month for early pregnancy complications and was unable to care for Robert, who has lived with his dad in New Plymouth ever since. Jenkins has visitation rights, and the boy was visiting her the night he disappeared.

Almost 15 years earlier, Manwill was an officer at Fort Polk Military Base in Louisiana, in his early 20s and married to a woman named Silke Fatma Manwill.

In November 1993, according to federal court documents and Louisiana newspaper reports, Silke Manwill "upon sudden quarrel and in the heat of passion" stabbed their 4-year-old son, Michael, in the chest.

She was charged with first-degree murder; that charge was dropped when she pleaded guilty to voluntary manslaughter.

She served 10 years in federal prison and was released in 2002, federal documents show. Her sentence included five more years of supervised release.

Somewhere between when mom said no, little Robert Manwill took off. Now whether he went out the door and then, well, managed to just go miles from here or just a half mile, that`s what`s under question right now.

HURST: Where did he go?

CASAREZ: I`m sorry. Go ahead.

HURST: I just was going to say that, you know, where he did go from there? That`s the big question. Little boy, 8-year-old, wants to go a birthday party. And from there, in one knows.

CASAREZ: OK. All right. That`s a very good description. We want to show everybody, we`ve got a map of registered sex offenders in the area.

To Marc Klass, president and founder of KlaasKids Foundation, an Amber Alert could not happen in this case because the requirements were not met. Your thoughts on that?

MARC KLAAS, PRESIDENT AND FOUNDER, KLAASKIDS FOUNDATION (via phone): Well, my thoughts were very simple, Jean. The Amber Alert requirements should be guidelines. They shouldn`t be chiseled in stone.

We`re seeing time after time, cases where Amber Alerts should be activated but because one of the criteria seems not to have been met, they`re not activated. I think what we need to do with Amber Alerts in that country is put that process in the hands of the local authorities, the authorities that we are willing to give guns to protect us but not willing to let -- activate Amber Alerts to bring little children home.

If we were to do that, I think we would not create "cry wolf" scenarios but instead we would probably recover many more children much more quickly than is being done now.

We knew most of it before the paper published it, but to see it laid out like that. ::shakes head:: those poor babies.

My son, when he was 17 was the designated driver and taking his friends home from a party one night. He doesn't drink but likes to make sure his friends that do, get home ok. He is pulled over and he didn't know it but his friend had an open bottle tucked in his jacket.

Because my son was the driver, he also got charged with "open container."

We contacted a lawyer and he said that open container is a hard one to fight because their is little to "plead down" to. It's a traffic ticket but because of the under 21 laws in IL, it's not just a simple fine for young people. He said he would represent my son but odds are my son would still be found "guilty", even without drinking or having knowledge of the booze being in the car. He wanted a three grand retainer. My son wound up choosing the public defender. LOL

He got a $2500 fine that included court costs, lost his license for 3 months, 1 year of court supervision and had to attend 3 months of outpatient "treatment". (which cost him a pretty penny)

Our court system sucks.

Raymond Sohms for little girl (who seems to be in foster care still, per court documents regarding the state seeking child support from both parents)
Daniel Ehrlick Jr for Aidan Ehrlick (skull fracture) who may or not be in foster care still.

My son, when he was 17 was the designated driver and taking his friends home from a party one night. He doesn't drink but likes to make sure his friends that do, get home ok. He is pulled over and he didn't know it but his friend had an open bottle tucked in his jacket.

Because my son was the driver, he also got charged with "open container."

We contacted a lawyer and he said that open container is a hard one to fight because their is little to "plead down" to. It's a traffic ticket but because of the under 21 laws in IL, it's not just a simple fine for young people. He said he would represent my son but odds are my son would still be found "guilty", even without drinking or having knowledge of the booze being in the car. He wanted a three grand retainer. My son wound up choosing the public defender. LOL

He got a $2500 fine that included court costs, lost his license for 3 months, 1 year of court supervision and had to attend 3 months of outpatient "treatment". (which cost him a pretty penny)


She beats an infants head against a table, causes a skull fracture and gets 29 days work release, $75 buck fine and two years probation.


Our court system sucks.

 

Yes it does!  Until children are viewed more than just objects for ownership I am afraid this will never change.

POLO, Mo. -- Seven-year-old Colton Smith rode a train more than 50 miles in between train cars, leading his family scrambling to find the missing boy.

Colton has ambition to work on the railroad and plenty of toy trains. However, his family never expected the boy to end up on a train by himself.

When Colton went missing Saturday morning, Colton's mother Heather Smith thought he had gone to a friend's house. When he wasn't found on his block, the mother started to worry.

The family started an all-out search and eventually got the help of police, friends and even K-9 units from a nearby prison. The search team searched the railroad tracks, too.

"And I'm thinking 'Oh no, something tells me he got on one of those trains,'" Heather said.

A few hours later, the family discovered Colton rode on the couplings between to rail cars for 52 miles to Chula, Mo. The train traveled at speeds of up to 45 mph.

"After I found out he rode on the couplings, I was really shocked," Dakota, Colton's older brother, said.

When the train stopped in Chula, sheriff's officials said, Colton walked to a nearby house. The house happened to be owned by a woman who works as a first-responder. Officials said Colton did not require any medical attention.

Heather said she is convinced someone was watching over Colton, and based on how he described his experience, she said she is pretty sure it's the last time Colton will be testing fate on a freight train.

"I asked him, I said, 'Did you have fun?'" Heather said. "And he says, 'No, I hated it. It was scary.'"

Dakota said he doesn't quite get his little brother's obsession with trains, despite his own obsession with skateboarding.

"One day he liked tornadoes and the next day he was just the biggest fan of trains I've ever seen," Dakota said.

Hundreds of volunteers sought for Manwill search

BOISE - The Boise Police Department is ready to mount a large-scale search for missing Robert Manwill, and is asking for a big push of community volunteers Friday.

Three 3-hour shifts are being set up - and officers are hoping 700-1,000 volunteers will turn out and help scour an area on the Boise Bench near where Manwill went missing.

"The Boise Police Department is asking for volunteers to help us in a one day push to find Robert," BPD Deputy Chief Jim Kerns said. "This will allow the BPD to put in place a massive strucuture to handle the... volunteers"

Kerns also says a better timeline is coming together regaurding Manwill's whereabouts, after more than 5,000 man hours and hundreds of volunteer hours.

Police continue to refuse to answer media questions - and it is unclear why crews are waiting until Friday for the large-scale effort.

Manwill went missing Friday, and was last seen near his Boise apartment complex in the area of Targee and Vista in Boise. Since that time, crews have scoured the area looking for the boy. He is 4' 2" tall, weighs 50 Lbs and has short brown hair.

If you would like to volunteer, you are asked to show up at one of three locations - South Junior High at 805 Shoshone, Garfield Elementary at Broadway Ave. and Boise Ave. or the Hillcrest Branch of the Boise Public Library at Overland Rd. and Orchard St.

The three shifts will begin at 9 a.m., noon and 3 p.m. Volunteers may work more than one shift if they choose. Those showing up are asked to be prepared to walk, and should bring sunscreen and water. Dogs and small children should be left at home. Businesses are being asked to volunteer workers as well.

Kerns says they are not sure how far the search will stretch - that will be determined by the number of volunteers that show up.

"Our top priority is to find Robert, even when other significant events are happening in our city," Kerns said.

Police looking for up to 1,000 volunteers for massive search

BOISE - Authorities are asking the public's help this Friday in an orchestrated massive search for missing 8-year-old Robert Manwill.

Police said at a Wednesday afternoon press conference that they're seeking up to 1,000 volunteers for the search on Friday.

"This is a one day push," said Jim Kerns, Boise Police deputy chief. "The time is now for new volunteers."

Manwill has been missing now for five days. He was last seen on Friday.

"Robert is still missing," Kerns said. "(The effort to find him) is a tremendous committment to the citizens of this city."

The Friday search will be operated at three spots in Boise.

Search locations:

# South Jr. High - 805 Shoshone Street
# Garfield Elementary - 1914 S Broadway Avenue
# Boise Public Library - Hillcrest Branch - 5246 W Overland Road

Volunteer Criteria:

# Must be 18 years old (bring ID)
# No dogs or children
# Shifts are in three-hour blocks (9 a.m., noon, 3 p.m.)
# Bring water, sunscreen and good walking shoes.
