Awww.  Yes, parakeets are great, I agree.  We just lost our little blue parakeet "Cindy Lou Who" on Sunday.  She was our cockatiel's companion.  We miss her so much already.  She used to chirp and "sing".  Cindy Lou was such a cheerful little thing.

I am sorry I missed Deenie yesterday.  I saw she was talking about Kale and I need a new recipe for it.  I have so much Kale growing and kids are tired of it the way I make it.  If anyone has a good Kale recipe I would really apprecite it.

Government could reap a wealth of information from its citizens

Every day millions across the country navigate to government webpages, to read pertinent information. Since 2000 that access has been safeguarded, thanks to a prohibition on government websites using cookies or other tracking technology to track users.  Agency exceptions could only be granted under cases of "compelling need".

Now the Obama administration is looking to overturn that prohibition and potentially begin harvesting a wealth of data on its citizen's activities.  Under the plan, the prohibition would be replaced with a set of privacy provisions.  Aides say that it would increase government transparency and "increase public involvement".

The measure, though, has many opponents.  The American Civil Liberties Union spokesman Michael Macleod-Ball commented that the measure would "allow the mass collection of personal information of every user of a federal government website."

Other opponents dislike that the government may be looking to revoke the protections at the request of search-engine giant Google and other parties.  The Electronic Privacy Information Center and Electronic Frontier Foundation, both of which oppose the measure, pointed to a February 19 contract with Google and an unnamed federal agency over an exemption to use the YouTube player.

EPIC retrieved the proposed changes, negotiated by the General Services Administration, through a Freedom of Information Act request and says they "expressly waive those rules or guidelines as they may apply to Google."  States EPIC Executive Director Marc Rotenberg, "Our primary concern is that the GSA has failed to protect the privacy rights of U.S. citizens.  The expectation is they should be complying with the government regulations, not that the government should change its regulations to accommodate these companies."

Currently, government content is banned from having tracking cookies, but third-party content, such as YouTube videos on federal websites may have tracking cookies.  Google spokeswoman Christine Chen declined to discuss the new rules, but thanked the government for its use of YouTube, stating, "[The use of YouTube] is just one example of how government and citizens communicate more effectively online, and we are proud of having worked closely with the White House to provide privacy protections for users."

Megan Kelly was questioning what happens to email addresses of people who contact DC about health care reform.The guy she was talking to would not confirm that the email addresses were destroyed or not.finally he asked why should they.then he said news people like her were causing people to be more or less paranoid.My phrasing there.I'll try to find it.

The Office of Management and Budget is considering reversing a nine-year ban on using "cookies" to track users' preferences and interests on federal Web sites.

The shift in policy is being billed as a way for government to enter the 21st century and for federal agencies to use the same technology utilized on news sites, retail sites and social media networks. Online retailers, for example, use cookies to suggest items of interest based on previous purchases. If you recently bought a New York Yankees jersey, a Web site might recommend buying a book about Alex Rodriguez the next time you visit.

But some privacy advocates say changing the policy for federal Web sites is troubling. If you check out the FBI's Most Wanted List, they say, the government would know. If you want information from the CDC about pregnancy or AIDS, the government would know. Big Brother could quite literally be watching you.

"Without explaining this reversal of policy, the OMB is seeking to allow the mass collection of personal information of every user of a federal government website," Michael Macleod-Ball, acting director of the American Civil Liberties Union's Washington Legislative office, said in a statement. "Until OMB answers the multitude of questions surrounding this policy shift, we will continue to raise our strenuous objections."
Robert Siciliano, an author and Internet security expert, described cookies as the "cousin" to spyware -- software installed on a computer that tracks information about users without their consent.

"Now, cookies aren't spyware, but they're very close," Siciliano told FOX News. "Spyware, as we know, can be malicious and track everything we do -- every username, password and Web site we visit. The problem here is privacy advocates are concerned if government enables cookies on federal Web sites, then they could now merge into spyware. What's next?"

But Vivek Kundra, the nation's chief information officer, says citizens' privacy will remain a top priority, and he points out that no change has been made yet.

"Our main goal in revisiting the ban on using persistent cookies on Federal websites is to bring the federal government into the 21st century," Kundra wrote on a blog explaining the cookie policy. "Consistent with this Administration's commitment to making government more open and participatory, we want federal agencies to be able to provide the same user-friendly, dynamic, and citizen-centric websites that people have grown accustomed to using when they shop or get news online or communicate through social media networks, while also protecting people's privacy."
Because of privacy concerns, federal agencies have been prohibited from using Web-tracking technologies like cookies since June 2000 unless approved by the head of an agency due to a "compelling need," Kundra wrote in an earlier blog post.

"In the ensuing time," he wrote, "cookies have become a staple of most commercial websites with widespread public acceptance of their use. For example, every time you use a 'shopping cart' at an online store, or have a website remember customized settings and preferences, cookies are being used."

Judge Andrew Napolitano, FOX News' senior judicial analyst, said the potential policy change could be a violation of the Privacy Act of 1974, which regulates the "collection, maintenance, use and dissemination" of personal information by federal executive branch agencies.

"It also prohibits the government from watching you while you browse a book in a library or getting copies of the books you take out of a library," Napolitano told FOX News.

"What is the Internet? It's a modern day library. It's the gateway to knowledge. Just as the government can't be over your shoulder with a camera when you're browsing for books in the library, the government cannot watch you as your browse through a Web site or browse the Internet. It's equally as prohibited by the Privacy Act."

OMB officials told FOXNews.com that any change to the federal cookie policy would be in "full compliance" with the Privacy Act, and they said no decisions have been made as to when -- if at all -- the change will take effect.

OMB is currently considering a three-tier approach that would track users over single and multiple Web sessions, either to analyze Web traffic statistics or to remember the data, settings and preferences unique to individual users.

A public comment period on the potential change ended on Monday, and a timeframe for a final decision has not been set.

Al Shabaab Reportedly Beheads 4 Christians, Rips Gold Teeth From Locals' Mouths

 Four Christians working for an NGO that helps orphans in Somalia have been beheaded by al-Shabaab, according to the human rights watchdog International Christian Concern.

The Christian orphanage workers were reportedly kidnapped on July 27 in the coastal Somali town Marka, some 56 miles from Mogadishu.

The reported executions come as residents of Mogadishu say the extremist group has been forcibly removing their gold and silver teeth using rough tools — or even just their hands

The group alleges that such artificial teeth are used for fashion and beauty, and therefore break strict Muslim religious law, residents from Marka told Reuters.

Al Shabaab has been rounding up anyone seen with a silver or gold tooth and taking them to a masked man who then rips the teeth out with basic tools, Reuters reported.

"I never thought al Shabaab would see my denture as a sin. They took me to their station and removed my silver tooth," resident Bashir told Reuters.

"I met several men and women whose dentures were being pulled out by a masked man they called a doctor. The doctor used a pincer or his gloved hand depending on the strength of the tooth," Bashir said.
"As you smile your silver tooth accuses you. I was at a counter with my friend when three armed al Shabaab ordered me to follow them," he added.

"I am afraid they want to make money from taking all this precious metal."

Al Shabaab officials declined to comment.

Al Shabaab, which means "Youth" in Arabic, is an Al Qaeda-inspired militant group that has taken control of large portions of south and central Somalia.
