There’s no shortage of shadiness wrapped up in the tax package the Senate is moving to pass before the end of the year, but one of the most alarming examples is Senator Lisa Murkowski’s (R-AK) effort to use the budget reconciliation process as a way to finally open up the Arctic National Wildlife Refuge to drilling. Murkowski, who is the chairman of the Committee on Energy and Natural Resources, has long been a proponent of drilling in the Arctic Refuge, and with this newest tactic she is getting dangerously close to allowing development of one of America’s last untouched landscapes—and one of the most important breeding grounds for more than 200 species of migratory birds.

WASHINGTON D.C. (KTUU) - President Jimmy Carter signed the Alaska National Interest Lands Conservation Act on Dec. 2, 1980. The bill preserved millions of acres of Alaskan wilderness and set aside a coastal plain in one national wildlife refuge for resource development, per Congressional approval.
Now, 37-years later to the day, Alaska woke up to the possibility that drilling would begin in the Arctic National Wildlife Refuge (ANWR), decades after it was first promised.
The Republican tax reform bill that passed the Senate contained a provision written by Sen. Lisa Murkowski (R-Alaska) “that opens a small portion of the non-wilderness 1002 Area of the Arctic National Wildlife Refuge (ANWR) for responsible energy development.”

At the heart of the battle over ANWR – a 19-million-acre tract of land flanked by the Brooks Range to the south, the Beaufort Sea to the north and Canada’s Yukon province to the east – is a section of the refuge called the coastal plain, or section 1002.
Along with Alaska’s Republican lawmakers, the fossil fuel industry sees the estimated 11.8 billion barrels of oil under the coastal plain as a boon to the state’s flagging economy that has suffered from low oil prices on the global market and a decline in crude flowing through the Trans-Alaska Pipeline.
On the other side are environmental groups and the indigenous Gwich'in people, who consider the coastal plain sacred land and say oil drilling would ruin a fragile habitat for gray wolves, polar bears, porcupine caribou and more than 200 species of migratory birds.
“It’s outrageous that the oil lobby and their allies in Congress are trying to destroy the crown jewel of America’s wildlife refuge system after nearly four decades of bipartisan support for protecting it,” Nicole Whittington-Evans, the Wilderness Society’s Alaska regional director, told Fox News in an email. “The coastal plain is vital habitat for millions of migratory birds, wolves, musk oxen, threatened polar bears, and the Porcupine Caribou Herd. It has value far beyond whatever oil might lie beneath it.”

Republicans may be celebrating their great tax rip off they sneaked through last Friday night, which included the hugely disputed proposal of drilling of the Arctic National Wildlife Refuge (ANWR), but opening up America's last true wilderness to oil exploitation is still far from certain.
Firstly, drilling in ANWR is deeply unpopular with the American public; secondly, it still has to get past the House, where some Republicans are opposed to opening up ANWR; thirdly, even oil industry consultants think drilling now is not economically sensible and fourthly any development will be fought tooth and nail in the courts.
All this means that any drilling is not going to happen any time soon. It is worth remembering that pro-drilling Republicans have tried more than 50 times to drill in ANWR already and they have failed.

If all the Republican members of the House who are members of the Caucus vote against the ANWR provision

then the bill is dead.
As the Miami Herald noted: "The caucus includes 31 House Republicans, enough members to vote down a tax bill, since the GOP can only afford 22 No votes if all Democrats vote against the bill."
Curbelo may already be feeling the pressure. Monday, the Herald reported that "a group of protesters from the Sunrise Movement, a climate change advocacy group, staged a protest in Curbelo's office urging him to vote against a tax bill that 'sells out the Arctic.'"
Sunrise Co-Founder Evan Web told the paper: "If Representative Curbelo, the founder of the Climate Solutions Caucus, is serious about stopping climate change, protecting the vulnerable people of his district in South Florida, and protecting the Arctic from drilling, he'll vote 'no' on this Big Oil bailout of a tax bill."

Tucked into the Senate version of the mammoth tax bill is a longstanding Republican priority that has been unable to win approval on its own: authorization for oil and gas exploration in part of Alaska’s 19-million-acre Arctic National Wildlife Refuge.
In 1995, President Clinton vetoed a budget that would have permitted drilling. In 2005, a filibuster by Democrats stopped it. This year, if Republicans in Congress can agree on a final version of the tax bill and ram it through both Houses, it probably will be included. There is little doubt President Trump would sign it into law.
That doesn’t mean, though, that drilling is likely to start anytime soon. The immediate future is more likely to be dominated by lawsuits and the economics of the global petroleum market. Longer term, if Democrats can retake Congress or the presidency, the action may well be limited or reversed.
