I agree..but I think JP wants to swear in 15 ASAP..then he can go for the rest.  If he swears in 15 relatively quickly he will be making them use Back strikes relatively quickly if need be..and they don't know who will be coming in next..so this will make them somewhat prudent..or they can risk using backstrikes now and then having less options available later.
