<isgivings, it's the translation problem.  I think it means Joran will only release the INFORMATION to Aruban authorities.  I don't think Peru is going to release Joran himself to anybody any time soon. 

Also, although he will likely be provided some measure of security until his trial, he has to be able to see, hear and smell the rest of the prison.  I'd love to see his face as he takes it all in.
