2NJ my Dad started out as a cook in the Navy on a battleship!  He loved to cook southern, and he used to laugh at some of the comments on his food.  He spent 30 years in the Navy and retired as a Commander.  He loved his cooking days best I think!!

ARUBA: A DRUG TRAFFICKER'S PARADISE

 
Located only 20 miles off the coast of Venezuela, the island paradise of Aruba serves as a trans-shipment point for illicit drugs—primarily cocaine from South America. Smugglers generally move large loads of cocaine into Aruba on fishing vessels, private yachts, and go-fast boats. They also move drugs out of Aruba inside maritime containerized cargo and airfreight. Drug trafficking organizations continue to exploit Aruba's air and sea links to the continental United States, South America, Europe, Puerto Rico, and other Caribbean nations. Most of the cocaine transiting Aruba is destined for European markets—primarily the Netherlands.

Aruba has large free-zone facilities (areas that allow goods to be held and then re-shipped elsewhere without paying an import or duty tax), which provide opportunities for bulk shipments of cocaine to transit the area without the scrutiny of local officials. Cocaine shipments in containerized cargo increasingly are transiting the area, specifically through the free zone. The free-zone facilities on Aruba are conducive to transshipments, not only of drugs, but also chemicals used in illicit manufacture of drugs. Some firms in the free zone are suspected of involvement in money laundering.

Couriers on commercial flights and cruise ships smuggle small (usually from 1- to 10-kilogram) amounts of cocaine and, to a lesser extent, heroin, into and out of Aruba, either concealed in their luggage or taped to their bodies. Commercial air couriers, sometimes swallow up to 1 kilogram of cocaine or heroin per trip. Drug couriers easily blend into the hundreds of thousands of tourists who visit Aruba each year.

The proximity of Aruba to South America, a high standard of living in Aruba, and an underdeveloped law enforcement infrastructure make the country an attractive meeting place for South American, European, and U.S. drug traffickers. Colombian traffickers play a major role in the shipments of cocaine and heroin that transit the island, having forged trafficking relationships with local Arubans. In the past, some airline employees and cruise-ship personnel have smuggled drugs through Aruba.

Aruba plays a significant role as an offshore center for drug-related money laundering. Money laundering organizations are well established on Aruba and enjoy protection from considerable bank secrecy laws and a stable currency. The organizations use Aruba's offshore banking and incorporation systems, free-zone areas, and resort/casino complexes to transfer and to launder drug proceeds. Although money laundering was made illegal in 1999, the legislation requires a provable underlying crime with a penalty of at least 4 years. The Government of Aruba also has an asset-seizure law that allows for seizure at the time of arrest to prevent criminals from moving assets prior to conviction.

The Government of Aruba has recently issued several decrees on money laundering that include increased oversight of casinos and insurance companies. The Government of Aruba also is in the process of instituting reporting requirements for cross-border currency movements in excess of 20,000 Aruban florins (approximately US$11,200). Aruba has a Financial Intelligence Unit (FIU), known as the Meldpunt Ongebruikelijke Transacties (MOT), and is a member of the Egmont Group, an international group of FIUs.

Aruba is not a source country for any of the chemicals used in illicit drug production and has no specific legislation controlling essential chemicals. Difficulties abound when attempting to gauge the levels of chemical transshipment through Aruba, as most chemicals legally pass through Aruba's Free Trade Zone—an area in which local law enforcement has limited oversight due to local regulations and manpower shortages. The reporting of chemicals transiting the island is strictly voluntary.

The Aruba Organized Crime Unit, a small investigative team of the Aruba Police, or Politie, has responsibility for investigating large-scale drug trafficking crimes. The Coast Guard of the Netherlands Antilles and Aruba (CGNAA) is responsible for maritime drug interdictions around Aruba and the Netherlands Antilles. The Governments of the Netherlands Antilles and Aruba have agreed to work more closely with the other coast guards operating in the region in order to present a united front against drug trafficking. The CGNAA has its own Criminal Intelligence Division (CID) which is separate from the Politie. However, due to Dutch law, unless the CGNAA can demonstrate that a given vessel is either coming from or going to territorial waters of the Netherlands Antilles or Aruba, any drug law enforcement, other than an administrative boarding, is considered illegal. Dutch investigators also support law enforcement investigations in the Netherlands Antilles.
 

Cocaine, heroin, and marijuana are readily available in Aruba. Wholesale amounts of cocaine sell for from US$3,800 to US$4,500 per kilogram among drug traffickers; heroin sells for about US$23,000 per kilogram; and marijuana sells for about US$2,000 per kilogram. These low prices suggest a heavy flow of drugs into Aruba. According to Aruban statistics, an estimated 14 percent of Arubans regularly use illicit drugs.
 
Aruba serves as one of two forward operating locations (FOLs) in the Caribbean for U.S. counterdrug aircraft. The FOL, located at Queen Beatrix Airport near Oranjestad, provides a landing and servicing area for counterdrug detection and monitoring missions in the region. The United States and Aruba do not have a formal maritime law enforcement agreement.

We have one big landfill in Aruba, about 7 minutes from the airiport. It’s open 24 hours a day., There is a guard

there that writes down the car number and asks you where your from. You give him your bags, he throws them in the bin.

I tend to agree with you on AG as Simian....that last one though mixed insurance with restaurant owner, so it pulled me a little.

It's most likely really Deepak but he's BSing us about the location, IMO.  We know he's in Aruba and not Miami.  Remember, we saw pictures of KLPD taking him from his home when they did the home inspection a couple weeks ago.

I think but of course am not sure that he could get a work Visa. I do not know what the requirements are but I do know I have worked with quite a few Nurses from Canada who kept their Canadian citizenship. These are single folks as well as married.

Well, whomever this friend is that is worried about Americans abusing their system and insurance, must have had a knot in the brain.  I do not doubt that Americans drink too much.  It is advertised as a place to drink, drug and obviously have as much sex as your body can take, as we have seen nothing but that from the ads, particularly those in the Aruban rags and all the my spaces.  I think it must be something in that water piped in there because it seems the whole island is possessed with drugs, drinking and sex.  Of course, it is the ugly american who props up their pauper economy, so I would assume with the drop in tourism, we ugly drunks are getting the message that they want to save all the alcohol, drugs and sex for themselves without our intrusion or purchase thereof.  So be it, let them swim or drown in their own depravity.

Yes, Sam....I thought about it after posting...people go to foreign countries for months at a time....not me, though...I've only gone for a week or two at a clip.  The work or study visas do come into play and/or visitor visa first, from my experience with co-workers from Inda.  Guess it's too easy for anyone to enter any country...

Hubby filled out a boatload of paperwork and mailed it from the UK; I filled out the same boatload of paperwork and mailed it from here; I had to give the government access to my bank account so they could determine if I could support hubby if he didn't get a job; hubby had to pay to get the most extensive physical exam you can imagine; then we did a bunch more paperwork and sent in a bunch more money; hubby had to take the results of his physical (including x-rays) on the plane with him when he came over and was held up for forever at the airport while they interviewed him and looked at his physical results.

It took nine months to get the visa, and he only arrived here two weeks before the wedding.   :shock:

In addition - all the above requirements are only for legal visitors to any country.  Illegals do not need any paperwork, visas, passports or other official requirements, unless they are able to obtain fraudulent documentation.  Only requirement is a sneaky and dishonest disposition and more than their fair share of luck.  :evil:  :evil:

My hubby came on a student visa to do a surgical residency and advanced medical training.

We were married and had two kids attend his final citizenship ceremony by doing things legally.  It took a change in government administration for him to be granted full citizenship.

They did grant green card fairly quickly as they wanted doctors here badly but for citizenship, it seemed impossible for six years.  His kids got little American flags at the swearing in ceremony in Birmingham.   :roll:

I think if he had not been a member of a wanted profession, he would have had to return to his own country under some "we do not want to be a brain drain to poor countries" regulations at that time.  When that changed, he could become a citizen.   :roll:

Anna, I saw a TV program one time that compared what Cubans arriving in the US got compared to Americans. The Cubans (at least at that time) were automatically granted some type of monthly income from our government. The show illustrated how that monthly payment was higher than the social security income of some retired US citizens. It showed some of the elderly Americans eating pet food to survive while the Cuban immigrants were enjoying life.

That's why I asked you if SM had that "feed" thing that lets people know when something new has been posted.  Don't think it does and I know nothing about it but at times, there is tremendous traffic on the M&C Thread.

I don't find your scenario THAT unlikely at all! IF the Dutch are TRULY close (me and robots seem to be among the few who believe they are), I would think they have our FBI enlisted and cooperating. You are spot on, Anna.  When you try to do things the correct way and fulfill all the legal requirements it takes forever, but if you just rock up on the doorstep, so to speak, you get everything handed to you on a silver platter. It is the same here.  Refugees and other assorted non-invited get all the free stuff while genuine immigrants with all necessary documents etc wait months, even years.  Then it seems to depend on the size of their bank balances rather than their talents.

I posted this way back but there was something I found from records from our CIA stating how underdeveloped Aruba's law enforcement was.  That was written by the Bush administration shortly before Natalee's disappearance, and yet ALE would not let our FBI participate and used that soverign nation thing.  If the NL was what they should be, they would have intervened immediately and settled this.  Ghana asked for our FBI's help and so did the family of the missing girl.  It really makes a difference when there is cooperation.  I expect Aruba is filled with know-it-all's like the Simian post where the restauranteer says Americans are abusive of all things on their island.  I do so hope anyone planning a trip there is apprised of this as Americans appear to be nothing but meal tickets for Arubans, but they could have been comparing all Americans to Julia Renfro.

I've always been asked for my passport at the ticket counter when I was leaving the country.  It's been a while since I was out of the country, but I do remember being asked for the paperwork.  I don't think the airline wanted to deal with a stranded passenger at the destination.

Same here, LilPuma.  I think it may have more to do with making sure you can get back in without any hassle, or as you say a stranded passenger which would mean they would have to have the trouble of returning you from whence you came.  Not sure at whose expense that would be... probably the long suffering taxpayers.

Police: Two callers allude to one person in girl's disappearance

OVERLAND PARK, Kansas, June 05, 2007 (AP) - Police say two callers to a tip line set up to help in the search for an Overland Park girl have alluded to the same individual. Detective Bob Miller said this morning that police are confident they can "get this guy identified today."

Police say parking lot surveillance tape shows 18-year-old Kelsey Smith being forced into her car at a Target store Saturday night. Detectives say that video has not been released to the public because of its quality, but police are working to enhance it

 

 

Lieutenant Tom Fredrickson said the girl left the store around 7:10 p.m. and put packages into her car when someone ran toward, her, then pushed her into the car.

Police also said they're looking for a "person of interest" shown on security tape entering the store after Smith and leaving before she did. That tape has been released to the news media. Investigators said they don't know if Smith was picked at random or abducted by someone she knew.

Smith had been expected home by 7:30 pm to meet her boyfriend, who was waiting for her so they could attend a party and then go to dinner to celebrate their six-month anniversary.

Miller said the Smith family was holding up "as well as can be expected." But he said they're "starting top crumble" a little, now that the 48-hour window has passed.

Kelsey's father is Greg Smith, a 16-year veteran Overland Park police officer.

So we shall see.  I think it is always best to be conservative and call a relationship a friendship until the parties admit to it being more.

I just wish all parties and innocent people who have a broken heart some happiness in this life and wish all well.  That would also include Jug Twitty whom I also hold in very high regard for the support he provided Beth during all this.

The stress on their relationship must have been overwhelming. My heart breaks for them. My sincere prayer is that the end of the Jug and Beth Twitty story has yet to be revealed.

I seem to recall that the Ramseys had another daughter, of young adult age, who died in a car crash a few years before Jon Benet died. That would give him additional empathy for BHT.

I have to say I always liked AG and enjoyed her posts when she was here.  However, shortly before she left SM I was vacationing without a computer and missed all the "action", so I do not really know what all went on or why she left.  I also do not read at the dark side, so I am not aware of what she says there.  She and I briefly corresponded via email regarding photography and I found her to be very willing to share and humble about her photography skills.

Having said all that, I enjoyed her piece at Easy's blog.  I think it shows she doesn't take herself too seriously.

I am off to bed, but will check tomorrow to see if "bring on the questions" Gabriel Leo ever answered the questions.

WILLEMSTAD – A sniffle dog of the police corps in Curacao died from a heat stroke in the car on Friday afternoon.  The ventilator in the car didn’t work properly and caused the animal’s death, confirmed a police spokesperson.  A second dog that was in the car was admitted in an animal clinic at the vet’s.  The special car for the transportation of dogs was acquired together with almost an entire new fleet of cars in February of last year.  The person that takes care of the sniffer dog is very sad due to the death of the animal.  A new training center for police dogs was opened in Zapateer in March of this year.  The animals are being trained to locate drugs and firearms.

PG asks for advice on factual investigation minister Croes  

ORANJESTAD – Procurator-General (PG) Nico Jörg has asked his Neth.Antillean colleague in Curacao for advice on the dossier that the National-detectives have drawn up as a result of the letter that the AVP -party has sent them, which contains possible corruption of Justice-minister Rudy Croes (MEP) regarding residence permits.      

A factual investigation is started as a result of AVP ’s letter, which actually does not characterize a reporting of a penal offence.  A factual investigation investigates the facts and behaviours with a possible criminal aspect.  Such investigation can already take place when there are indications that give reasonable suspicion of a penal offence.   A factual investigation can be follow by a criminal investigation.    

The question is now, are the facts that up till now were gathered, a reasonable suspicion of guilt of a penal offence, so that the starting of a criminal investigation is justified or that the factual investigation reveals sufficient clues to allow a criminal investigation that can lead to conclusion and clarification of a penal offence.  

FIRING LINE

The reason for asking his colleague in Willemstad for advice on this decision has to do with his analysis of the penal statute in Aruba .  In an interview with the Wereldomroep last week, Jörg declared that the Aruban penal statute does not have sufficient guarantee that prevents the PG (and the OM ) from wrongfully getting in the political line of fire.  It would be much better if ministers or former ministers can only be prosecuted because politics assumes the responsibility for this and does not pass the buck to the PG.  That will protect the OM against unjust accusations of political manipulation.

Like for example in the Netherlands ; such decisions are reserved for the Lower House or the Crown.  Such system will never work for the ministers in office in Aruba .  That’s the reason why he is looking for another solution.  

SOLUTION

He thinks that he has found a solution within the Cooperation-regulation between Aruba and the Antilles .  The PG’s of Aruba and the Antilles deliberate with each other on a regular basis and give each other advice.  The PG of the Antilles is the official that can give the requested advice.  He is immune to which ever manipulation from Aruba and the government of the Antilles can also not influence his advice to the PG of Aruba .  Any appearance of political influence can this way be avoided; appearance that can harm the confidence in the independence and objectivity of the Public Prosecutor and with that, in a good administration of justice in Aruba in general.

The PG in Willemstad has given the file to the Solicitor General in Willemstad for advice.  The PG of Aruba has already committed to the advice.  Fraud within the Ministry of Justice must in any case be prosecuted.  The judicial-technical advice must reveal whether the factual investigation comes up with sufficient indications to start a criminal investigation.

Well, for what it's worth when I watched the video the second time via the flat screen that works on occasion, I did see who I thought was Guido leaning into Paulus and giving him something or a high sign with his hand.  I was told that I was imagining things, but I was also told that when I first saw the video and thought it was Paulus.

Let's see here...Gabe disavows any knowledge of Shango. I was told( not naming names just yet) by a person or persons that Gabe Leo was posting as Shango on the FP.  I am not wrong in saying this...I have the emails to prove it.  Now, Gabe tells us he doesn't know anything about Shango.  

Gabe claims he's not MEP...we have seen the photos.  

Gabe says he did not got with Charles Croes to the Sloots house that night.

Gabe does not like Jossy...claims he is the one that started the crab cage story, the gardener story ( I thought that gardener was a real person) and the helicopter story.  I got the impression he was implying that Jossy made all this up.  It is very clear that Jossy rings his bell and he is not happy about it.
