After Celina's body was found, I thought surely there would be an arrest.  But so far, nothing.  I hope there will be justice for Celina  ::justice2NJ::

Me too Muffy..it's been a long time, for such a small town to keep it's secrets.

If Wendall was holding his own version of a proch social with his friends..then I would think LE have talked to them.

If Kevin cam home and found the place dark and everyone in bed..no Celina on the sofa..although her Aunt says there was a pillow and comforter on the sofa in the morning...then I am suspicious of both these men. 

Kevin says he assumed she was sleeping downstairs that evening..yet her sister wasn't home..which he says he didn't know..he did know that she wouldn't sleep down there alone...IDK..I still think something is off with Kevin...so between 9-9:30 and midnight something happened to Celina that no one heard and she was already off the property and everyone else in bed...he even said he drove by and saw Wendall on the porch with his friends..what time was that and why would that stop him from coming home..err right he was at his friends ..then driving around town with his friend..  then back at his friends.. then home by midnight..where everything was dark and quiet and he thought Celina was downstairs asleep..with the pillow and blanket on the sofa in the living room upstairs..it just doesn't add up in my mind. 

Wendall was there, but would he murder her or have an accident happen and then have friends to cover for him the entire time his wife and mother are upstairs asleep?  I know from the pics that apartment had a side door also..so Wendall's on the front porch..what was to stop Kevin from going in the side door and taking her out that way..cruising with his friends and something bad happened...IDK..none of it adds up..none of it.

Was it ever said that the pillow and blanket were on the sofa in the morning?  I've never seen that but I could be wrong.  I know the aunt said that Celina wouldn't sleep alone downstairs when Kayla wasn't there and that she would sleep on the sofa.

GypsyDD, I agree, I'm still suspicious of both Wendall and Kevin.  Someone killed her, wrapped her in a blanket and threw her in the river and they both had trucks.

Yes ..her Aunt who lived in the same building said that the comforter and pillow were on the sofa that morning when everyone realized she was missing.   The quote is back in the first thread..then nothing more was ever stated..except that she would not sleep down stairs in the basement alone without her sister ..and that has been stated by many people..her sister, her aunt, even Kevin.

IDK..by now..they should have a person in their sights..but I suspect it comes down to Kevin or Wendall..just like it does for us..

I just think if something went wrong during Wendall's porch social the other people there at the time would know...and that there wouldn't be much time between his porch social and Kevin getting home..and even Kevin's driving by to witness Wendall on the  porch with friends..to leave time to murder someone, clean the scene, drive out to the river, leave the body there, drive home, and clean the truck and the crime scene....  Just in my opinion..Kevin seems to have a pat answer for everything ..IDK..I still don't have a good feeling about him.

An awful thought ~ what if Wendell's beverage buddies were involved, also.......too much to comprehend . ::MonkeyTears::

Even if they were..I just can't comprehend that in such a small town..I mean a really small town where everyone knows each other and their business.  How could all the drinking buddies keep something like the murder of a teen secret..they couldn't really..someone..a friend or relative would have noticed them acting strangely.  And I believe that most people who were just at a friends for a social drink and then witnessed something like this just could not carry on the next day or even the next week or month like everything was fine..their friends and family would know they were acting differently.  And why would a group of people..of course it just said friends which could be two other people..why would anyone keep something like this secret if it was an accident or if they weren't involved..and if involved it would have to effect their behavior.

I want to see a pic of Kevin's Dad..I think Kevin looks like Celina. 
Kevin's mother died of cancer..therefore his Mom isn't Louisia..but Kevin and Celina sure look alike..and Celina does not have her father's last name..could her bio Dad be Kevin's Dad?

I've either never seen these before or I somehow missed them.  I checked in on Wendall's facebook page today and he has lots of pictures posted from his wedding to Louisia.  The problem is I don't know how to bring them over here but I'm going to try so have patience with me.  There are some lovely pictures of Celina at the wedding that I've never seen before.

Early on in Wendells FB those pictures were not there. The album must have been private or something. Anyway, I posted some of the pictures on the photo thread from your link. If you click on the photo in your browser, try right clicking, then choose "copy image location" then when you reply choose the "image html icon" (under the italics icon) and paste the html inside there just like you do when you post a link to an article. I hope this helps. I have trouble with it sometimes too (mostly because I forget how I did it last time  ::MonkeyHaHa::)

He must have opened them up because I do not recall them being there before.  Great pictures of Sweet Celina.  Sad to see them though...especially thinking that the marriage may have lead to her early death.

Thank you so much cartfly for the help.  It's appreciated and now I'll keep that in mind. 

I check out Wendall's page every so often and I just knew they weren't up before because I checked photos many times also and there was only that one picture of him.  So I agree that he's definitely attempting to do damage control.  It's a little late to make them available at this point because people know that they were never there before.

    so on my walk today i saw u riding in passenger seat of a car with no care in the world.and knowing u killed a 11 year old girl.why is it if u had nothing to do with celina cass cousin of many dying,the police haven't given u back your truck????hmmmm???perhaps u didn't get all the evidence thought and hell yes u will be caught!!!!!out out brief killer!!!

    i am very sorry for the loss of celina cass cousin of many i never had chance to meet.i am sorry for our north country for this has taken the innocence out of our towns now.it seems obvious to me we are not safe from predators.i have lived here most of my life and know lots of people and those who know me know what i want.i am very mad at the system and i don't see how this can go on unsolved.how they can let someone they know is responsible not pay for his crime?releasing these animals on our streets to prey again.where is the justice i ask?u kill u still live your life like nothing is wrong.thinking u will get away well i have news for u u well never be safe killer!!!

Wow!  You did a powerful lot of work there tcumom! Inquiring minds wanted to know and you provided it.  I'm going to leave it as is.  My only suggestion in future if you can't do a screen shot for something long is to divide it into like 3 or 4 parts, and note each part 1, part 2 maybe? (divide it into a few posts?)  Weren't you worried you would lose what you were posting?  I'd post it to notepad first so I wouldn't lose anything.  Anyway, thank you for all what you've provided.  I'll let Klaasend decide if she wants to change anything.  I don't want to mess with all your work.  I'm sort of tempted to copy it over to a thread, but like I said, I'd defer it to Klaas.  Thank you for posting it.   :smt024 And one more thing... needs link.   ::MonkeyWink::

i heard a rumor that colebrook police and town are being paid to protect a killer.well for one thing celina cass cousin of many was killed in stewartstown,n.h. not colebrook.i know my brother steve chief of police for all his life he is honest as they come and he is very upset about celina cass dying!and here is a question for u rumor starters.who is paying the town?do u think the killer has that kind of money that a town would risk law suits?this is a state and fbi investigation.oh and if u knew what u were talking about from the beginning there was a reward put up by the fbi and many others here and far away.

No answers, arrests in Cass case

As families and friends gather this weekend to celebrate the Christmas holiday, a small town in Northern New Hampshire continues to struggle with the unsolved murder of 11-year-old Celina Cass and a growing list of unanswered questions.

Residents in West Stewartstown, a small town with a population of about 1,000 people, and Celina’s classmates say they miss Celina every day, and are anxious for justice. Several memorial services have been held during the last few months. This week, friends placed a Christmas tree at the site where her body was pulled from the river, near a PSNH hydro dam. They gathered at the site, they said, to help Celina celebrate her first Christmas in heaven.

In the meantime, the lives of everyone within Celina’s personal community have changed: Celina’s mother, sister and Kevin have moved from the West Stewartstown apartment to a new apartment in Vermont. About a half a mile from their new home, Wendell Noyes lives in his new apartment in Colebrook. He and Louisia separated shortly after Celina’s body was found. A former boyfriend is now living with Louisia; he is the father of Kevin Mullaney, the young man who has lived with Louisia for over a year now. Investigators continue their questioning and the rumors continue surrounding the mystery of the little girl’s disappearance and death.

Family, friends celebrate Celina Cass’ 12th birthday

On the second day of the new year, Celina Cass’ mother wanted to celebrate her daughter’s 12th birthday as best she could.

Louisia Noyes and her friend, Mark Mullaney, visited the PSNH dam in West Stewartstown where divers pulled young Celina’s body from the Connecticut River in July. They left Happy Birthday balloons and personal messages of love and hopes for justice.

A simple message from a mother to her daughter, written on one of the balloons read: “Celina, Happy Birthday #12. Mommie misses you. W/lots of love. Your always in my heart and thoughts.”

A few others shared the same message: “Dearest Celina, Happy 12th birthday in heaven. I hope the angels sing to you, I hope you get to have birthday cake. There’s not a day that goes by that the town doesn’t wish to see your smiling face.”

Others expressed anger and frustration that no one has been brought to justice for taking Celina’s life. The investigation and search for her killer continues.

“The investigators continue to work on this case daily,” said Senior Assistant Attorney General Jane Young of the state attorney general’s office.

Now in jail, he's close to Celina case

A young man living in Celina Cass’ home in West Stewartstown before her murder last summer has been jailed on several charges, including the forgery of the name of Cass’ mother, the New Hampshire Union Leader has learned.

Kevin Mullaney, 23, of Lemington, Vt., has been in the Coos County jail in West Stewartstown since Jan. 10. He is being held on $31,000 cash bail on charges unrelated to the homicide of the 11-year-old girl.

Mullaney was jailed on Jan. 10, according to a jail official. He is also charged with possession of stolen property, breach of bail and felon in possession of a firearm.

Two people who saw Celina Cass at her West Stewartstown apartment the night before she was reported missing — and may have been among the last to see her alive — said they have been told by the authorities not to speak with the media.

Cassandra Hunt and Jason Atwood visited Celina's stepfather, Wendell Noyes, on the porch at 863 Washington St. while Celina played on the computer and watched television inside in the nearby living room on the evening of July 25, 2011. A massive search was launched the following day.

BOSTON -- A New Hampshire grand jury now investigating the Celina Cass case is now zeroing in on her stepfather's family.

Cass, 11, vanished from her West Stewartstown, N.H. home last July 25 and her body was found in the Connecticut River a week later near a hydroelectric dam that spans the river between Celina's hometown, Stewartstown, and Canaan, Vt.,

According to the Boston Herald, prosecutors have grilled the mother and brother of Wendell Noyes.

Richards said she and son Josh Richards of Clarksville each testified for long stretches before the grand jury Friday.

Richards’ daughter, Winnie O’Neil, and daughter-in-law, Telina Richards, Josh’s wife, were questioned to the point of tears in a separate room, Richards said, adding she almost broke down at times.

“Winnie cried and her husband had to go into the room,” Richards said.

Celina’s mother, Louisia Noyes, separated from Wendell and moved to Lemington, Vt., after Celina’s slaying. Richards said Wendell told her he had nothing to do with Celina’s death.

Senior Assistant Attorney General Jane Young was relentless in her questioning, Richards said.

“I should have asked Jane Young why are they pushing us,” Richards said. “They don’t have anything and they are looking for something.” Young said she couldn’t comment on any proceedings involving a grand jury.

“I can say that we are in contact with the lead investigators on this case two or three times a day, including today,” Young said. “The police, our office — everyone involved — is working to bring the murderer, or murderers, in this case to justice.”

Richards said Celina’s mother should appear before the grand jury as well.

“There’s no reason she shouldn’t be called,” Richards said.

Reached by phone Thursday night, Louisia said she hasn’t been called before the grand jury, but would testify if it would help find Celina’s killer.

“Right now I don’t think I’m in any shape to testify,” Louisia said. “I’m a wreck. Put yourself in my shoes.” Louisia said she took and passed a lie detector test, but doesn’t know if Wendell took one. Wendell Noyes couldn’t be reached for comment.

LANCASTER — A 24-year-old West Stewartstown man questioned extensively by authorities in connection with the death of 11-year-old Celina Cass in that town last summer has been indicted on three felony charges apparently unrelated to the murder case.

But the little girl's mother, Louisia Cass, and her stepfather, Wendell Noyes, are listed as victims in a forgery indictment against Kevin Mullaney.

A Coos County Superior Court grand jury spent most of Friday considering whether to bring charges in cases given to them by county prosecutors. They returned some 50 indictments, which court personnel processed Monday before making them public on Tuesday.

Included were three indictments against Mullaney, a man with an extensive criminal record who was staying as a guest at the Cass-Noyes home last summer. Following the killing, Louisia Cass separated from Wendell Noyes, who at the time had been her husband for about a year.

According to a Coos County indictment, Kevin Mullaney, 24, forged checks that belonged to Louisia Cass.

The indictment said the forgery took place last October.

Mullaney is also charged with possession of a stolen pistol and being a felon in possession of a firearm.

A Coos Country Grand jury met today/Monday in Lancaster as the investigation into the death of 11-year-old Celina Cass continues.

As NHPR’s Chris Jensen reports, the dead girl’s stepfather was questioned.

Wendell Noyes is the stepfather of Celina Cass, whose body was found last August in the Connecticut River not far from her home in Stewartstown.

Noyes is thought to have been one of the last people to see the girl before she disappeared from her home.

Noyes spent much of the day being questioned behind closed doors by officials including Senior Assistant Attorney General Jane Young.

Celina Cass - The 11-year-old New Hampshire girl was found in the Connecticut River in August 2011.  She was last seen July 25, 2011, in her home in West Stewartstown around 9 p.m.  Celina's body was discovered wrapped in a blanket.  The medical examiner ruled her death a homicide, but will not reveal how Celina died.  A grand jury convened, and among the witnesses called was Celina's stepfather, Wendell Noyes.  The grand jury did not return an indictment. The investigation remains active.

Information about a man charged in the random kidnapping and murder of an 18-year-old girl in Alaska in February has been shared with investigators in New Hampshire, according to Senior Assistant Attorney General Jane Young.

The man, Israel Keyes, 34, is also reported to be a person of interest in the random abduction and murder of an Essex, Vt., couple who disappeared last year, the month before 11-year-old Celina Cass was found slain in West Stewartstown.

New Hampshire “State Police are aware of Mr. Keyes, and they are being provided information through the FBI,” Young said.

Young wouldn't comment on whether Keyes is a suspect in Celina's murder or two other unsolved North Country cases.

Ramsey, agent in charge of New Hampshire's FBI office, said he couldn't comment on whether a task force is looking into Keyes' background or the Keyes case in general.

“In context of the Celina Cass case, we are looking at every such possibility and continue to look,” Ramsey said. “We are not eliminating anyone or turning our heads to any connection.”

Keyes came to the public's attention in New England nine days ago when Vermont's U.S. attorney, Tristram Coffin, held a news conference to say Bill and Lorraine Currier, the couple from Essex who had mysteriously disappeared in June 2011, had in fact been randomly abducted and murdered.

Coffin didn't identify the suspect, but said in a news release the alleged killer was being held on charges in another state.

“No charges have yet been brought against this person for the Curriers' murders, but charges are anticipated,” Coffin said in the news release.”

Keyes had previously lived in Washington state and has a cabin in Constable, N.Y., on the Canadian border, according to news reports.

Constable is a little more than a four-hour drive from West Stewartstown, where on Thursday townspeople turned out for a vigil, seeking justice for Celina Cass.

The 11-year-old was last seen alive July 25, 2011, inside the apartment she shared with her mother, stepfather, sister and a boarder. A week later, Celina's body was found submerged in the Connecticut River, not far from her home and not far from the Canadian border.

Authorities have not released her cause of death, but have ruled it a homicide.

Two other cases have baffled investigators in the North Country over the years,

Maura Murray was a 21-year-old University of Massachusetts nursing student when she disappeared on Route 112 in Haverhill after a minor car crash on Feb. 9, 2004. According to the New Hampshire State Police website, her disappearance is being treated as suspicious.

Louise Chaput, 52, a social worker from Sherbrooke, southern Quebec, Canada, was last seen on Nov. 15, 2001. She was reported missing when she failed to return from a scheduled hiking trip in Pinkham Notch. Her body was found a week later near the Glen Ellis Falls parking lot at Pinkham Notch. Authorities said she died from multiple stab wounds.

Anchorage police Lt. Dave Parker said because of the brazen nature of Keyes' alleged crimes, it is likely authorities would look at other cases in other states to see whether he was connected.

“When they get a person like Mr. Keyes, they automatically start looking at any other cases in any other places they can confirm he has been for the possibility of him being suspect,” Parker said.

Crimes that include kidnapping, robbery and murder would be a red flag to investigators, he said.

“The facts of the case would cause me as an investigator to always want to go further to see if he has done anything anywhere else,” Parker said.

Neighbors say no one has lived in the cabin at 511 Poplar Street in Constable, N.Y., for years.

"The Amish lived in there a few years ago and they didn't stay very long. It's very run down," said Megan Clookey, a neighbor.

"They had, I think, two kids and they were the only ones. I didn't know of anybody else who lived there," neighbor Willard Patnode said.

Nor have they met the man who owns the property.

"It's kind of weird because there are not too many people who are on this road and we usually know everybody," Clookey said.

Perhaps that's because the owner is in Alaska, living behind bars while federal prosecutors decide if he should face the death penalty. That man is Israel Keyes, 34. He's already charged with kidnapping and killing an Anchorage teenager and he's the prime suspect in the double murder of Bill and Lorraine Currier, a Vermont couple randomly abducted from their Essex home and murdered more than a year ago.

According to town records, Keyes purchased the Constable cabin and 10-acre property in 1997. And he's kept up with his taxes ever since.

Before Sunday, no one in local law enforcement had ever publicly acknowledged Keyes' name. But that changed when New Hampshire Senior Assistant Attorney General Jane Young told the Union Leader that police investigating the murder of 11-year-old Celina Cass are getting information from the feds about Israel Keyes. Young told the New Hampshire newspaper: "State Police are aware of Mr. Keyes and they are being provided information through the FBI. Everybody is looked at in these cases. We would be remiss in our duty if we didn't follow up on any new information that came to light."

I spoke to Young on the phone Monday afternoon. She wanted to stress that she's not saying there is a connection between Israel Keyes and the Celina Cass murder case, but she did say she is aware of Keyes and she is looking at any information the FBI sends her way, if only to rule him out as a suspect.

Keyes has not yet been charged in the Essex murders, but charges are expected.

ANCHORAGE - Six months after 18-year-old Samantha Koenig was kidnapped and murdered, authorities are investigating to see if her accused killer, Israel Keyes, could be connected to other cases on the East Coast.

Two weeks ago a Vermont television station, WCAX, reported Keyes might be connected to the disappearance and murder of a couple there.

WCAX reported on June 8, 2011 Keyes checked into a hotel in Essex, Vermont – the same day Bill and Lorraine Currier went missing. Keyes checked out the following day.
Investigators have not yet named a suspect, but gave a few details at a press conference. “The person believed to have committed the murders is in custody in another state and will stay in custody,” said Tristam Coffin, U.S. Attorney for Vermont.

On July 25, 11-year-old Celina Cass went missing from her home in West Stewartstown, New Hampshire. Her body was found in the Connecticut River not far from the Canadian border.

WCAX confirmed Israel Keyes owns a cabin in Constable, New York, which is on the Canadian border. It’s also a four-hour drive from West Stewartstown and an hour and a half from Essex.

Over the weekend the New Hampshire Assistant Attorney General, Jane Young, publicly acknowledged for the first time that investigators were gathering information about Keyes.

An Anchorage man who owns property in Constable in Franklin County is jailed in Alaska on charges that he murdered an 18-year-old woman and extorted a ransom from her family. But he is not just an accused murderer; some, including law enforcement, believe he could be a serial killer.
Israel Keyes, 34, was arrested in March in Texas, extradited to Alaska and subsequently charged with the Feb. 1 murder of 18-year-old Samantha Koenig, who worked as a barista in Anchorage at the time of her death. Alaska-based NBC affiliate KTUU reported April 2 that her body was discovered in a lake near Anchorage that same day.
Keyes is also a suspect in a double homicide in Vermont in 2011, and could be under the microscope for another 2011 murder in New Hampshire.
Franklin County District Attorney Derek P. Champagne said he had never heard of Keyes and does not believe there are unsolved murders in the county to which Keyes could be linked.
“Our office has had no contact with him and neither has state police,” Mr. Champagne said Thursday.
Jefferson County District Attorney Cindy F. Intschert said she is looking into the question of whether her office or area law enforcement has any information or suspicions about Keyes.

A Facebook page, “Have You Ever Met Israel Keyes? Possible Serial Killer,” is tracking the investigation. The page administrators include Ms. Koenig’s father, James Koenig of Anchorage, and Peggy Giles, of Valdez, Alaska. She said Keyes was raised in an Amish family and was one of nine siblings, but Alaska-based CBS affiliate KVTA reported March 19 that one of Keyes’s childhood baby sitters, who was not named, said he was raised in a Mormon family.
They said they have done research on Keyes and passed their findings on to the FBI.
“We’re trying to get a timeline together ... and match his whereabouts up with other missing persons,” Mr. Koenig said. The Facebook group said Keyes may be responsible for a slew of killings, possibly going back to 1996.

Although Keyes has been charged only with the Koenig murder, Burlington, Vt.-based WCAX reported July 23 that he is the prime suspect in the 2011 double murder of Bill and Lorraine Currier. To me it seems that Keyes kills for monetary gain.  Personally, I don't think that he is involved in the death of Celina...unless he took money, credit cards...something of monetary value.

I agree..this was someone local who knew the family's daily routine and where Celina slept...I don't think a stranger picked that house to come in the middle of the night to take her and murder her..It happens, but in this case I think it is far more likely Kevin...who looks so much like her I have wondered about the real relationship there..had more to do with this then not.  I know everyone suspects her stepfather..I don't..I think he was always going to be the fall guy for whatever person did this and knew the family well enough to know their day to day patterns, where everyone slept and the fact the stepfather had a mental illness issue, but no past violent issues..etc.  I really have always thought that Kevin did this.  He is the only one with motive..which I would think was both sexual and jealousy..after all she was the baby in the family..and he was acknowleged as a family friend..but more then likely in my mind a brother

I've been trying to figure out how Celina Cass figures in with possibly being another victim of Israel Keyes.  LE hasn't released much information concerning the abduction and murder of Samantha Koenig.  He's in custody for that case, and LE appears to be making a case against him in the disappearance and likely deaths of Bill and Lorraine Currier but he hasn't been named.  Both of these cases appear to be involved with theft.  How does Celina's murder figure in?  Of course, Israel Keyes may be responsible for many more crimes than we are aware of at this time.

A man charged in the death of an Alaska barista has killed himself, and authorities said Sunday they had linked him to at least seven other possible slayings in three other states.

Israel Keyes was found dead in his Anchorage jail cell Sunday morning. He died of an apparent suicide, U.S. Attorney Karen Loeffler told reporters.

Keyes was facing a March trial in federal court for the murder of 18-year-old Samantha Koenig, who was abducted from an Anchorage coffee kiosk last February. He was later arrested in Texas after using the victim's debit card.

Keyes confessed to killing Koenig, as well as killing Bill and Lorraine Currier of Essex, Vt., Anchorage police chief Mark Mew said.

The bodies of the Curriers have never been found. They were last seen leaving their jobs on June 8, 2011. Co-workers reported them missing the next day.

Keyes also indicated he killed four others in Washington state and one person in New York state, but did not give the victims' names, authorities said.

Koenig's family said there was no apparent previous connection between the teen and the suspect. Reached by phone Sunday, Koenig's father, James Koenig declined to comment on Keyes' death.

Authorities in Vermont have been working with investigators in Alaska since April on the Currier case, the U.S. Attorney's Office in Vermont said in statement Sunday.

Investigators have determined that the couple's home was entered forcibly, and that there was evidence of a possible struggle.

Their car was stolen and was recovered several days after their disappearance at an apartment complex about three-quarters of a mile away from their home.

Keyes was thorough and methodical in disposing victims, authorities said Sunday at a hastily assembled press conference that included the FBI, U.S. Attorney's office and Anchorage police. Only Koenig's body has been recovered.

He didn't have a clear pattern in victims, who ranged widely in age, authorities said. Money appeared to be just a partial motive.

Authorities say they may never know the full extent of Keyes' crimes because he parsed out only a little information at a time, withholding names and locations of most of his victims.

There may be victims in other states as well besides the four states noted by Keyes, FBI Special Agent in Charge Mary Rook said.

The Huntleys were among of dozens of families at St. Paul’s Church in Concord on Tuesday evening for the second of a two-day recognition of victims of violence and of the family and loved ones they left behind. The day, which began with a press conference including Gov. Maggie Hassan and Attorney General Michael Delaney in the morning, is part of National Crime Victims Awareness Week.
Jackson Mwangi pleaded guilty in 2011 to killing Randi Huntley in front of her then-4-year-old son. He’s serving 40 years to life in prison, but Randi Huntley’s family is only left with memories of her. She is memorialized by a decorated square on one of 19 quilts that lined the walls of St. Paul’s Church on Tuesday, each one dedicated to a victim of homicide.

The names of the victims carry meaning, and hearing them read aloud, or seeing their faces on the quilts, helps keep their legacies alive. Names such as:

Noel St. Laurent, the oldest man on the list at age 91, who was killed by his nephew in his Lyndeborough driveway on his way to check the mail.

Celina Cass, the 11-year-old girl who vanished from her northern New Hampshire home and was found dead a week later. To this day, no arrests have been made.

The day aims to comfort victims’ families, said Sandra Matheson, director of the Attorney General’s Office of Victim/Witness Assistance, one of the groups that organizes the service.

"An 11-year-old girl whose disappearance prompted a massive search before her body was found against a dam in the Connecticut River remains a haunting presence in her small rural town.


Celina Cass was last seen hunched over a computer in her family's apartment in West Stewartstown on July 25, 2011. Three years later, no one has been charged with her death, which investigators have called a homicide.

As of the weekend, there were no public memorial services planned to commemorate the third anniversary of Celina's death, and resident Shannon Towle hopes it stays that way. The previous anniversaries have attracted hordes of media, she said, and only served to unnerve children still struggling to cope with the security of their town being shattered.

"The kids who were her close friends are still dealing with this," said Towle, whose family owns the gas station and convenience store across from Celina's apartment in northern New Hampshire. She said news of an arrest would be cause for celebration.

An arrest has been made in the case of a 11-year-old New Hampshire girl who mysteriously vanished and was then found dead in a river five year ago.

Young Celina Cass went missing on July 26, 2011. Her disappearance attracted national attention as the FBI and police agencies from all over New England got involved in her search. Her story appeared on the TODAY show for a week at the time.

Six days after she disappeared her body was found wrapped in a rug at the bottom of a dam on the Connecticut River, barely a half a mile from her home in Stewartstown, N.H.

Her stepfather, Wendell Noyes, 52, was arrested on Monday and charged with second-degree murder, according to the New Hampshire Attorney General's office.

Police had long-suspected Noyes, and he did himself no favors by behaving bizarrely in front of NBC cameras at the time — at one point he threw himself off of his front-porch steps, crawled across the ground, and pretend to toss a grenade.

That incident followed an afternoon where Noyes was questioned by a detective publicly outside his home, in full view of reporters.

At the time of her disappearance, Celina lived with Noyes, her mother, her 13-year-old sister and the 22-year-old son of one of her mother's former boyfriends. Both men were later subpoenaed to testify at grand jury proceedings related to the case. This February, a major crimes squad truck was seen parked outside Noyes' trailer.

On Tuesday, he was wearing an orange jumpsuit as he sat in an office on the other end of the video conference.

Noyes' hearing was a brief, standard formality at the start of any criminal case. A New Hampshire judge read the charges against him, explained that they carry a maximum penalty of life in prison and then asked if he understood.

No pleas were entered, but Noyes did reply through the video link that he understood the charges. Cass wept during the hearing.

Lastly, attorneys discussed the issue of Noyes' competency. They indicated that he had been in a state hospital since December and that previous competency evaluations had been completed for another pending case.

His defense attorney asked for permission to have another competency evaluation performed.

Competency hearing set for Celina Cass's alleged murderer

COLEBROOK –Wendell Noyes, the Stewartstown man accused of killing his 11-year-old stepdaughter, Celina Cass, is scheduled to appear at a competency hearing here next month.

The hearing will be held Aug. 11 at 11 a.m. in 1st Circuit, District Division, Colebrook, before Judge Paul Desjardins, who on June 21 presided over the arraignment of Noyes on one count of second-degree murder.

The state alleges that on or about July 26 and July 27, 2011, Noyes caused Cass’s death by submerging her in the Connecticut River, which is a short distance from the family’s former home on Route 3 in West Stewartstown.

At the June arraignment, Noyes’ lawyer, Marcie Hornick, reminded Desjardins that he had ruled her client incompetent to stand trial in Nov. 2015 on unrelated misdemeanor charges.

COLEBROOK, N.H. - A hearing to determine whether Celina Cass' stepfather is competent to stand trial for her murder was canceled Thursday.

Wendell Noyes, 52, was arrested in June, five years after 11-year-old Celina was found dead in the Connecticut River in West Stewartstown, New Hampshire.

We still don't know what cracked the case because the records remain sealed. But whether Noyes is competent to stand trial is in question. A competency hearing was scheduled for Thursday but it was called off. No word on whether it was rescheduled.

The Caledonian Record reports the hearing for 52-year-old Wendell Noyes was scheduled for Monday in Lancaster. It was canceled on Friday and rescheduled for February.

A competency hearing was called off and rescheduled in both August and September.

Charges against a New Hampshire man accused of killing his 11-year-old stepdaughter and dumping her body in the Connecticut River weighed down with a sandbag have been dismissed after a judge declared that he was mentally ill and not competent to be tried.

Wendell Noyes still could face charges in the death of Celina Cass. Prosecutors still say Noyes killed her because he allegedly believed he had gotten her pregnant and needed to “get rid of her,” according to a newly released arrest affidavit obtained by PEOPLE.

But for now, both the prosecutor and Noyes’ defense attorney agree that a mental health hospital is the best place for Noyes to be.

Noyes’ competency evaluation — which was accepted Monday by Lancaster District Court Judge Paul Desjardins —  indicates he can’t assist in his own defense, leaving the state no choice for now but to dismiss the second-degree murder charge against him, Assistant State’s Attorney Jane Young tells PEOPLE.

“Should he become competent during his lifetime, the state will re-institute the charges against him,” Young says.
