Citadel President Gen. John Rosa apologized Monday for not reporting that a counselor had engaged in inappropriate sexual contact with a teenage boy at a summer camp that was run by the college. The apology comes late and rings hollow.

The counselor, Louis “Skip” ReVille, is accused of sexually abusing several teenage and pre-teenage boys in the Charleston area in the years after he worked at the Citadel camp. In 2007, one former camper told the school that ReVille had engaged in inappropriate sexual conduct with him when he was 14 years old.

ReVille, a graduate of The Citadel, has admitted to sexually abusing three boys while working as a coach, vice principal and Bible school teacher. Arrested on Oct. 28, he is charged with five cases of sexual abuse and police expect other charges will be filed.

The extensive details of ReVille’s crimes would not have come to light if it had not been for The Post and Courier. The Post and Courier assigned several reporters who investigated the many different sides of the story, producing well-researched, well-supported, and well-written stories that remind us of the invaluable role that newspapers play in our lives.

The ReVille story reminds us why newspapers are still necessary in a digital world where snake oil is sold as journalism on partisan blogs, talk radio, and cable news programs, and where news reporting has been gutted for higher profits by corporations that run television networks and local television stations.

The ReVille story also presents a disturbing parallel to the one involving former Penn State University defensive coordinator Jerry Sandusky, who is accused of sexually molesting eight boys. Football coach Joe Paterno and university president Graham Spanier were fired because they did not do enough after a witness said he had seen Sandusky having sex with a 10-year-old in a shower at the team’s practice complex.

The Post and Courier and police investigations linked ReVille to the Citadel camp in the days after his arrest. When the newspaper tried to question Citadel officials, the school refused to cooperate. The Citadel ignored the newspaper’s Freedom of Information request until it realized that as a state school it had no choice but to comply.

The newspaper reported that hundreds of documents revealed that The Citadel purposely decided that it was more important to protect its reputation than it was the welfare of a teenage boy.

If The Citadel had reported the incident in 2007, the lawyer of the boy who made the complaint said, “What we’re seeing now as a community may never have happened.”

Louis "Skip" ReVille, 32, a decorated alum of the famed military college and principal at a Christian prep school in Mount Pleasant, S.C, was arrested on Oct. 28 and admitted to molesting or performing oral sex on some of the nearly dozen teen boys who have come forward, according to local reports.

ReVille allegedly had a history of preying on boys dating back to his years at The Citadel, but the military college dropped the ball on investigating allegations that surfaced four years ago, the school said.

While working as a counselor at the college's summer camp in 2002, the ex-cadet allegedly lured two campers into his room with pizza and Chinese food and showed them porn on his computer, the school said.

While there was no touching involved, the ex-camper who complained to the school in 2007 said the trio "engaged in sexual activity," the statement said.

ReVille denied the accusations and the school eventually dropped an investigation into the matter after talking to the accuser's family but finding no proof.

The incident was not reported to the police.

ReVille graduated from The Citadel and went on to work and coach at nearly a dozen schools, churches and youth programs around the Charleston area before becoming principal of Coastal Christian Preparatory school last year.

His arrest devastated the local community and left shaken Citadel officials saying they were "profoundly sorry" for missing an opportunity to report a potential predator to police.

"At the time we took what we thought were the necessary steps. It's now clear we should have done more," Citadel President retired Lt. Gen. John W. Rosa said at a press conference Monday.

Rosa said the school didn't go to the police because the complaint "was not criminal in nature" and the accuser's family wanted to settle the matter privately and not get the cops involved.

But a lawyer for the accusers' family, Mullins McLeod, said The Citadel is accountable.

"Had The Citadel reported facts , what we're seeing now might not have happened," McLeod said, adding that the family, who now lives in Texas, was considering suing the school.

Rosa said the school has turned over all the documents relating to their 2007 investigation to Charleston police.

ReVille faces 14 sex abuse charges and was being held in a county jail on $1 million bond.

Just in case you believed that Penn State was the only university with the problem of child sex abuse on campus, The Citadel’s president just publicly apologized for failing to report information about alleged abuse that had occurred during a summer camp held at the military college.

And that is not the only brush with the issue for The Citadel, which apparently settled claims against another Citadel camp counselor to the tune of $3.8 million in 2006.

Does anyone truly think Penn State and the Citadel are the only two universities in the country with secrets to hide on child sex abuse?  Me neither.

(CBS/WCSC) CHARLESTON, SC - The man accused of sexually abusing boys while a camp counselor at The Citadel has reportedly been working with children for a decade.

According to CBS affiliate WCSC, since 2002, Louis ReVille, 32, has been an English teacher, a principal, a tennis coach, and even a licensed foster parent.

ReVille was arrested on October 28 and police say he has confessed to sexually assaulting five teenage boys that he coached in Mt. Pleasant, S.C.

He is charged with three counts of criminal sexual conduct with a minor and three counts of lewd acts on a minor. The investigation is ongoing.

In 2007, the Citadel received a complaint from a former camper who said that in 2002 ReVille invited him and another boy into his room to watch pornography. According to the statement by the Citadel, they did not touch each other, but engaged in sexual activity.

Haley wants answers in coach abuse case

(AP) -- Gov. Nikki Haley says she wants to know why The Citadel didn't give police information about a complaint against a former Citadel camp counselor now charged with five counts of molesting young boys.

Haley says anytime anyone has information about such a situation it needs to be turned over to police.

Citadel President John Rosa has said the college lost public

trust by not aggressively pursuing a 2007 report about a complaint against 32-year-old Louis ReVille involving an incident five years earlier at the camp.

Rosa said the college is investigating and has hired a New York

company to review Citadel procedures and make a report.

Louis "Skip" ReVille was a role model – or at least those at The Citadel believed so. Around about the same time he was allegedly bringing summer campers to his room for Chinese food and pizza in exchange for having them watch pornography and touch themselves, he was the president of the Bulldog-Bullpup program.

It was a role that warranted interaction with anywhere between six and 10 at-risk youth for each year he was involved.

In the Bulldog-Bullpup program, cadet volunteers are matched with young people from the community who are in need of role models.

Along with one-on-one opportunities for the cadets to work with "Bullpups" on self-esteem and social skills, the program hosts three holiday parties a year. Children chosen for the program are selected based on meetings between Citadel representatives and local school counselors.

Charlene Gunnells, media relations coordinator at The Citadel, said there have been no complaints against ReVille while he was at the helm of the program.

"None that we are aware of," she said.

Currently there are 11 charges against ReVille, many of which local law enforcement officials say he has confessed. Still, investigators say more charges are expected. The Citadel is at the heart of child sex abuse scandal talk. Citadel President Lt. Gen. John Rosa admitted this week the college failed in its handling of a 2007 report of sexual abuse against ReVille.

Now, state leaders and lawmakers across the country are demanding answers and pushing for tougher laws on reporting abuse.

On Thursday, the top Democrat on the House education committee, Rep. George Miller from California, called for a hearing on the sex abuse scandals at The Citadel and Penn State.

It's an action that has been supported by many lawmakers, regardless of party lines.

MOUNT PLEASANT, S.C. (WCIV) -- Attorneys representing the families of five victims of Louis "Skip" ReVille have asked Pinewood Prep to preserve any and all records relating to ReVille and his employment at the school.

"It's pretty routine when you have a suspicion that could be pertinent to a claim," said attorney, Gregg Meyers

Meyers represents the five families of the alleged victims sexually abused by ReVille.

"I'm not saying any of them are students at Pinewood," Meyers said. "Their contact with Skip ReVille was after 2007 when The Citadel's inaction might have prevented some of these boys from being molested."

In the early 2000s, ReVille served as a Citadel camp counselor.  Earlier this week, The Citadel admitted mishandling a 2007 case involving ReVille and claims of abuse from a past camper.

"We're sorry that we didn't pursue it more," said Lt. Gen. John Rosa, The Citadel's president.

After The Citadel, ReVille taught English between 2002 and 2006 at Pinewood Prep until school leaders decided to not renew his contract. They say it was for instructional reasons.

A letter was sent by the law offices of Pierce, Herns, Sloan & Wilson and Gregg Meyers, of counsel to Jeff Anderson & Associates PA to Pinewood Prep's Head of School, Dr. Carolyn Baechtle.

"It is critical to these families that all records in your possession that in any manner reference Mr. ReVille are preserved. You are hereby on notice that the following documents should under no circumstances be destroyed for any reason without a Court Order allowing their destruction. If you do not agree to comply with this request please let me know immediately so that legal action may be taken to preserve the documents and data," it stated.

The documents asked for preservation include the background check on ReVille, emails sent to ReVille, job reviews about ReVille, all complaints made about ReVille, his personnel file, and any documents relating to ReVille.

While there are no lawsuits against any of the places Reville once worked, Meyers says he plans to approach them in the near future.

"We may write to them and say 'do you want to have a conversation about this or do you want to have charges that we fight about?' " he said.

South Carolina's top police agency has joined the investigation of Louis "Skip" ReVille as The Citadel continues to draw heat for mishandling allegations and allowing the admitted molester to roam free.

Also Friday, a former foster child who lived with ReVille said another state agency seems to have dropped the ball in investigating his time as a foster parent to four kids. The teen said he has been waiting for weeks to speak with state social workers about a porn and masturbation session that mirrored what reportedly occurred at The Citadel.

The State Law Enforcement Division confirmed it has joined the investigation into The Citadel scandal at the request of Charleston police.

They will look into a teen's 2007 allegations that ReVille lured young campers into his room to watch porn and masturbate while serving as the camp's senior counselor.

The Post and Courier asked police whether they will investigate The Citadel's failure to report that complaint to authorities. Police responded, "The investigation will incorporate all relevant issues based on evidence discovered during the ongoing probe."

Under state law, numerous professions, including teachers, principals, clergy and police, are required to report instances of suspected child abuse. College administrators are not specifically mentioned in the law, but attorneys for some of ReVille's alleged victims argue they are there by extension.

GEORGETOWN, S.C. November 18, 2011- The Bell Legal Group filed a new civil suit in the South Carolina Court of Common Pleas, Charleston County, against convicted sex-offender Michael J. Arpaio, Jr. and The Citadel, a Charleston-based military college.

The new case, involving a former camper at the Citadel Summer Camp, will seek damages for sexual acts against a minor.  The action is filed by Bell Legal Group attorneys including founding partner J. Edward Bell, III and David W. Harwell, Retired Chief Justice of the South Carolina Supreme Court.

The Bell Legal group sued Arpaio and The Citadel in 2005 on behalf of their clients, five campers who participated in The Citadel Summer Camp program. The victims were awarded a $3.8 million settlement in the civil action.  The law firm has recently been contacted about handling multiple new claims against Arpaio, and has filed suit on behalf of one victim this week.

Arpaio, a former U. S. Marine and counselor at The Citadel Summer Camp between 1995 and 2001, pled guilty to various charges in 2003 following a United States court-martial.   Arpaio served 15 months of his 10-year sentence in a South Carolina military prison.

The firm’s case involves a young man who attended the Citadel Summer Camp in 2001.  The former camper had previously been identified as a possible witness through the course of discovery in the 2005 civil actions, but did not choose to come forward until October 2011.  The victim contacted Bell Legal Group and sought representation prior to this week’s allegations of sexual misconduct against Louis Neal ReVille.

The Citadel is now under scrutiny for the way it handled a sex abuse allegation against Louis "Skip" ReVille who worked at the school as a camp counselor from 2000 to 2004. The man leading the school, President Lieutenant General John Rosa, is feeling the heat.

Over the last few weeks, he said he's heard people call for the school's Lieutenant General to step down from his post but Carter's not falling in line.
 
"At the Citadel our standard is higher," says Carter. "People look it at us and say they have a really high standard and maybe we can pick a flaw in it. We tend to try and destroy our heroes perhaps."
 
Rosa held a press conference a week ago today confronting allegations that the Citadel didn't do enough while investigating a 2007 complaint of child sex abuse against former camp counselor Louis "Skip" ReVille.
 
Rosa said the school was sorry that they didn't pursue it more and the military college acted on the best information they had available to them.
 
But Rosa's remarks and statement the school didn't handle the investigation properly sent shockwave's through the ranks.
 
A handful of alumni told Live 5 News they aren't happy with Rosa's judgement and want him out but didn't want to have their names and statements made public.
 
But other alumni support the Lieutenant General, like Carter.

The issues being discussed we are told, are the recent, filing of the lawsuit, against the school over the Arpaio case and contractual matters, with Guidepost Solutions. A firm, first, hired by the school to help with the Reville investigation.

We asked the Chairman of the BOV, Col. Douglas Snyder a few questions, as he was entering the meeting Tuesday afternoon.

They included whats next in the in investigation-- as well as what's ahead for school president, Lt. General John Rosa. Who some believe, may have not done enough, after the school learned of the allegations of sexual abuse.

The Citadel's Shame

Carroll says many graduates are hesitant to speak out against the Citadel — "You don't want to criticize the mother institution," he says. To him, that's a big part of the problem with the way the Skip ReVille case was handled. When a former camper from the school's now-defunct summer camp came to the administration in 2007 and made an accusation against ReVille, a 2002 Citadel graduate, the only people who investigated that accusation were fellow Citadel graduates and employees.

After ReVille was arrested in Mt. Pleasant on Oct. 28 on a charge that he had fondled a child, at least eight more people told police that they, too, had been molested by ReVille as children. It's the same opened-floodgate effect that played a role in the investigation of Charleston teacher Edward Mein Fischer in the late 1990s. One former student of Fischer's came forward with allegations in 1997, saying that Fischer had sexually assaulted him in the 1980s while he was a student at James Island High School. After his arrest was announced, 12 other students came forward to the solicitor with accusations. In 1999, Fischer received a 20-year prison sentence for 13 counts of sexual abuse, although he later confessed to victimizing 39 boys in his 40-year career.

Gregg Meyers, a Charleston lawyer who represented the families of many of Fischer's victims, sees another important similarity between Fischer's story and ReVille's: A school had the chance to stop a molester before he could hurt other children, and it failed to do so. Before Fischer taught at James Island, he was a teacher and athletic advisor at the private Porter-Gaud School. When officials there caught wind of accusations being made against Fischer, they declined to report it to police. Fischer left the school, and Porter-Gaud provided recommendations that got him jobs at other schools.

"The Citadel wasn't out affirmatively trying to help ReVille get another job," Meyers says, "but they were doing nothing to limit his exposure. Any child that this guy molested after 2007 is going to the Citadel and saying, 'What were you doing sitting silent? ' "

After working as a counselor at a Citadel summer camp from 2001 to 2003, ReVille continued to surround himself with children. He taught English and coached basketball at Pinewood Preparatory School in Summerville from 2002 to 2006, hosted four foster children in his home from 2004 to 2006, coached at the Mt. Pleasant Recreation Department from 2007 to 2011, coached tennis at Bishop England High School from 2008 to 2010, and coached basketball at Moultrie Middle School from 2009 to 2011. At the time of his arrest, he was a vice principal at Coastal Christian Preparatory School. He also held boys' Bible studies with the youth of Eastbridge Presbyterian Church, where he and his wife are members.

Meyers says five families have contacted him for consultation so far, saying their children were victims of ReVille's. He says any claims made against the Citadel will have to be investigated on an individual basis.

"Now if you want to hand me a good lawsuit, by all means, keep quiet, don't say anything, don't investigate, and don't report," he says.

 Documents released by the Citadel surrounding the ReVille case indicate a pattern that Meyers calls "thinking it halfway through." The first half is to wonder whether the family of the victim will sue the school for the incident, and the Citadel appears to have put a lot of thought into that. The second half, which there is no indication that the school followed through on, was to find out where ReVille was currently working to let the employer know about the allegations.

One of the main players in the released documents is attorney Mark C. Brandenburg, general counsel for the Citadel. The genesis and authorship of some pages in the packet are sketchy, and a spokesman from the school has refused to explain certain ambiguities.
Some things are crystal clear, though. What is known is that in May 2007, Brandenburg sent a letter to a claims manager at the Insurance Reserve Fund, a branch of the State Budget and Control Board that provides insurance for the college, asking for financial support to travel to the family and interview them about their claims. His reasoning was that "the school believes it would be beneficial to both the IRF and the institution, and the most likely approach to lead to a quick and inexpensive resolution of this claim."

Brandenberg got approval for the reimbursement and traveled to interview the former camper and his parents in July 2007 (see story, p. 26). When he arrived, the camper told Brandenburg that he had been coerced into watching pornography and masturbating in ReVille's room in 2002. The young man pleaded, "I don't want him to do to another kid what he did to me."

The camper's father, a Citadel graduate, indicated that he did not want to sue the school, but he asked what the school could do about letting his son enroll as a student. His son's grades had gone down the tubes after the summer of 2002, and he had recently received a rejection letter from the school.

"I think this young man deserves for the Citadel to take another look at him," the father said. Later, he added, "And — and that's — you know — but it's up to him. He's an adult. But for me, I think the Citadel was — was part of the root cause. I think that it can be part of the root cause to fix him. And, you know, I think it's a very inexpensive way for the Citadel to say, do you know what? We'll fix our own. We'll — we'll — we'll keep this within — within a family, and off we go."

In a later e-mail to the IRF, Brandenburg wrote about the father, "He is a Citadel graduate ... and I suspect feeling much of the typical desire that graduates have to see their sons attend the Citadel." He wrote of the son that he "seems interested in attending, though not as interested as his father is in seeing him attend." He also said he detected "animosity" from the former camper's mother.

Ultimately, the school offered to help the former camper work his way through remedial classes at a community college so he could get into the school, and Brandenburg even got approval from the IRF for a $20,000 settlement to be paid to the family. But the documents indicate the family stopped contact with the school after freshman matriculation in 2007, and in August 2008, a representative from the IRF wrote a letter to Brandenburg indicating that the agency would close the ReVille file "due to a lack of pursuit" by the family.

Time appears to have run out for the family of that camper to sue the Citadel over the ReVille case. As Brandenburg indicated in an e-mail to the IRF, his interview with the family in July 2007 was "an unequivocal trigger of the statute of limitations." The family had three years to act. However, families of later victims could still sue the Citadel for failing to stop ReVille.

The school never turned the accusation over to police, and nowhere in the documents is there an indication that the school tried to contact ReVille's later employers to advise them of the claim that had been made.

To be fair, Brandenburg's job is to protect the Citadel's legal interests. The school was sued in 2003 when five campers from the same summer camp claimed they had been molested by Marine Corps Capt. Michael Arpaio, who later served 15 months of a 10-year prison sentence for sexual abuse. The school ended the suit in 2006 with a $3.8 million settlement, but another former camper came forward with a lawsuit against Arpaio and the Citadel last week.

So aside from Brandenburg, who else knew about the allegation against ReVille? According to a letter written by Brandenburg to the IRF, the boy's father initially tried to call the college's president, Lt. Gen. John W. Rosa, when he heard the claim from his son. Rosa's secretary answered the phone, and Brandenburg responded on behalf of the president. Meeting itineraries show that Brandenburg spoke with Rosa multiple times about the case, although Rosa has said that it was presented to him as a matter of settlement, not a criminal matter.

Rosa, for his part, is no newcomer when it comes to dealing with sex scandals. As a former Air Force major general, he was promoted to superintendent of the Air Force Academy in Colorado Springs, Colo., in 2003 after four leaders of the school were removed in the wake of a systematic cover-up of the rapes of dozens of female cadets.

According to Rosa, Brandenburg tried to contact other campers to corroborate the claims he had heard. "After initial communications were not returned, it was understood they did not want to speak with us," Rosa said. He says the camp staff, when questioned, spoke highly of ReVille, who had been elected Honor Court chair and received a graduation award for public service during his time as a student. ReVille denied the camper's accusation.

The administration of the Citadel kept the accusations under wraps until after ReVille was arrested in October. This was in spite of Brandenburg's assertion, in an e-mail to the IRF, that the camper's story was "believable."

"Skip, as I have reported before, denies all of this," Brandenburg wrote. "However, Arpaio's initial denials were equally forceful, and unfortunately, ultimately proved totally false."

 Gregg Meyers has worked on many child sexual abuse cases involving schools and churches, and he knows the telltale errors that institutions commit when someone comes forward with an accusation.

He lists three steps that any organization should take:

1. Report the complaint to police. Even if the evidence is insufficient to prove the claim, turn it over to someone whose job it is to investigate such things.

2. Ask around to find out if any other children have been affected in your own institution.

3. Find out where the accused person works, and give the employer notice of the accusation.

The Citadel took none of these steps.

Like many of my fellow Citadel graduates and Charlestonians, I am outraged at the events that have unfolded at the hands of former graduate Skip ReVille – who is facing fourteen counts of sexually abusing young boys.

I think it is time for a change at The Citadel and it should start at the top.

Winston Churchill once said that “the price of greatness is responsibility.” The Citadel has a responsibility to its students, staff and all those it serves. I am outraged at the gross misconduct and dereliction of duty that has occurred at the school because members of the Citadel’s leadership failed to act in a responsible manner.

This incident was reported to the office of the President of The Citadel and its general counsel. So while, General John Rosa was the first person who knew about these allegations, he was the last person to do anything about them, even at the request of the victim and his parents. Yes, President Rosa, you failed to do enough.

Now, it is time to take responsibility.

Summerville police confirmed today they are trying to track down a number of victims identified by ReVille in his statements to investigators.

Capt. Jon Rogers didn’t have a firm count on the number of victims, but he said there are “several” who were reportedly molested by ReVille, who lived in Summerville at one point. The victims appear to have been underage boys, he said.

ReVille, 32, has been naming victims and providing details of his crimes since his arrest in Mount Pleasant on Oct. 28, authorities have said. The former coach, teacher and Bible study leader had access to hundreds of children throughout the region through his work over the past decade.

Rogers said Summerville police learned in the past week of potential victims in their town. They are still early in their investigation and he cautioned that it could take some time to track down those involved and determine if they want to pursue charges. At this point, no arrest warrants have been issued for ReVille in Summerville, he said.

ReVille wants to continue cooperating with investigators and has no plans to seek a trial to refute the numerous sexual abuse charges filed against him, his attorney said today.

ReVille appeared in bond court this morning on six new counts related to four boys between the ages of 12 and 15 in Mount Pleasant. He previously had been charged with molesting five other boys in that town.

Magistrate Judge Linda Lombard set his bail at $400,000 on the new charges, bringing his total bail to about $1.4 million.

Hanahan police have indicated that they plan to charge ReVille with molesting five boys in their community. Charleston police and the State Law Enforcement Division are also investigating whether any sexual abuse occurred at The Citadel, where ReVille supervised boys in a summer camp.

His attorney Craig Jones said ReVille is “extremely sorrowful” and feels ashamed of his actions. He remains strong and is determined to do whatever he can to lessen the impact on the victims.

Jones said ReVille is meeting with investigators a couple of times every week and that the majority of names that have surfaced in the case are coming from him.

More emails released by The Citadel on Wednesday show the school hoped to dodge a criminal investigation and lawsuit by conducting its own private inquiry into allegations against molester Louis "Skip" ReVille in 2007.

Some 47 pages of newly discovered emails show The Citadel's in-house attorney, Mark Brandenburg, was keenly aware of the school's exposure to a camper's complaint about ReVille and spent months trying to help the college avoid publicity and financial damages.
n one email to a party whose name was blacked out, Brandenburg noted that the complaining camper had not approached law enforcement or filed a civil suit over sexual abuse allegations against ReVille.

"Moreover, I am hopeful that, by conducting an investigation on behalf of the school, no 'formal' investigation -- criminal or civil -- will occur," Brandenburg stated. "Of course, I cannot guarantee that, as I have no control over what the complainant does."

At the time, the military college was still reeling from another sex abuse scandal at its summer camp that resulted in nearly $4 million in settlements.

With the dust barely settled on that case, Brandenburg found himself fielding allegations from a teen who said ReVille had watched porn and masturbated with young boys while serving as the camp's senior counselor in 2002.

The emails detailing Brandenburg's work on the complaint provide further evidence that The Citadel was more concerned about protecting itself than stopping a possible predator who, by then, was working as a teacher and coach in the community. Now, that predator, ReVille, has confessed to molesting at least nine other boys since his Citadel years, and the college faces accusations that it might have saved those kids from abuse had it just told police what it knew about him in 2007.

The emails, coupled with previously released documents, reveal a purposeful effort to handle the matter out of the public eye. The Citadel has maintained this was done out of respect for the family's desire for privacy.

Around this same time, Brandenburg was already calculating the statute of limitations on the camper's allegations and sizing up the school's potential financial exposure in emails to the state Insurance Reserve Fund. The fund footed the bill for his investigation and would likely pay out any settlement or judgment in the case, as it had in the previous sex-abuse scandal.
In a May 18, 2007, exchange, a fund representative suggested Brandenburg hold off on interviews until they could further research how the statute of limitations would apply in this case.

Brandenburg replied that he already was quite familiar with the law from his work on the recently settled cases stemming from former Marine Capt. Michael Arpaio's molestation of boys at The Citadel's camp. That is one reason why the school "settled for such large amounts in those cases," he said. It also gave him pause in sizing up the ReVille matter.

"I am NOT optimistic that we can escape this case, or others, based purely on the statute," Brandenburg wrote. "I have much more to say on the matter, but would prefer to do so on the phone, rather than in e-mail."

In July of that year, Brandenburg traveled to Texas to interview the former camper and his family. In a later e-mail to his Insurance Reserve Fund contact, he noted that teen's story remained consistent and he found the boy to be believable.

In November 2007, Brandenburg wrote the same contact about his discussions with the boy's family about helping him to get into a community college and, possibly, The Citadel. There was also discussion of a potential $20,000 settlement with the boy. Brandenburg, however, said he hadn't heard from the boy's family since August and hadn't pushed the issue.

"I plan to put this file back in my file cabinet, but do not plan to take any action on it further," he stated.

The matter, in fact, was then shelved without police being notified.

The fallout

ReVille, 32, went on to coach and teach around the Lowcountry for years. He is now accused of molesting nine boys in Mount Pleasant, and authorities have indicated more charges are on the way. Charleston police and the State Law Enforcement Division also are investigating ReVille's actions at The Citadel summer camp, where he worked from 2000 to 2004.

The emails released Wednesday are in addition to hundreds of pages of documents The Citadel handed over Nov. 14 in response to a Freedom of Information request. The new emails were only recently discovered on an external hard drive, according to Jeff Perez, the school's vice president of external affairs.

CHARLESTON, South Carolina (Reuters)- Newly released documents tied to a 2007 internal probe of child sexual abuse allegations against a camp counselor at The Citadel show a school lawyer hoped a criminal investigation of the matter could be avoided.

Local and state police are investigating The Citadel -- South Carolina's military college -- for not reporting to authorities a 2007 allegation by a former summer camper that he was sexually abused by the counselor five years earlier, when he was 14.

The case emerged in public in the wake of the child abuse scandal at Penn State University involving a football coach. Another case of alleged sexual abuse by a coach has prompted an investigation at Syracuse University.

The man at the center of the allegations, former camp counselor Louis "Skip" ReVille, was arrested last month on separate charges of abusing five boys in Mount Pleasant, South Carolina. Police said he had admitted to those crimes, and more charges have since been filed.

A Citadel graduate, ReVille had worked as a counselor at the school's camp for three summers between 2001 and 2003. The Citadel closed its camp in 2006. ReVille had worked elsewhere as a school principal and sports coach.

The Citadel did not report the allegations to police, instead asking in-house counsel Mark Brandenburg to investigate, and took no further action.

"I found (the former camper) to be believable," Brandenburg wrote in an e-mail in August 2007, according to the documents released by The Citadel on Wednesday.

"His story remained the same as the one he related to me over to the phone some time ago," Brandenburg wrote.

"No 'formal' civil or criminal investigation has been initiated," he wrote in another email that month.

"Although the complainant could certainly file a report with the police, which would start a criminal investigation, or file a lawsuit in civil court, which would start a civil investigation, the complainant has done neither."

"Moreover, I am hopeful that, by conducting an investigation on behalf of the school, no 'formal' investigation -- civil or criminal -- will occur," Brandenburg wrote.

The documents state The Citadel wanted to reach a financial settlement with the family, and Brandenburg was authorized to offer them $20,000.

Julie Moore, a Charleston lawyer for the former camper, said last month that: "When (the family) went to The Citadel in 2007, they wanted to make sure that there were no other victims of Skip ReVille. They didn't want any other family to go through what they went through."

"Fortunately, since we now have an interview with (the former camper), we have an unequivocal trigger for the statute of limitations," Brandenburg wrote in a November 2007 email, going on to detail when the period for bringing formal charges might expire under the statute.

The documents show Brandenburg referring to the former camper's allegations as "a new round of sexual abuse at the summer camp" and linked the case with a previous child sexual assault case at The Citadel.

In 2006, the school paid a $3.8 million judgment in a civil suit filed by five former campers who said they were sexually assault by Marine officer and camp counselor Michael Arpaio. Arpaio was court-martialed for the crimes by the U.S. Marine Corps and served time in Charleston's Navy Brig.

"Skip (ReVille), as I have reported, denies all this," Brandenburg wrote in an e-mail. "However, Arpaio's initial denials were equally forceful, and, unfortunately, ultimately proved totally false."

The military college's governing board has asked state Attorney General Alan Wilson to review its handling of the case. But Wilson's office said he has no plans to get involved until all criminal investigations into ReVille are completed, a process that could stretch well into next year.

Mark Plowden, a spokesman for Wilson, said he couldn't even offer an estimate as to when his office might begin its work. He and others have stressed that the attorney general's office is not an investigative agency, so it would likely hire an independent counsel to conduct the review.

Doug Snyder, chairman of The Citadel Board of Visitors, said the board had hoped the review would get under way sooner, but the matter is out of its hands at this point. He maintained that the board will comply with all investigations and make whatever changes are necessary.

Snyder insisted that the board will take the attorney general's recommendations seriously. "We're the ones who asked them to come in," he said.

At issue is the decision- making process that occurred in 2007 after a teen accused ReVille of watching porn and masturbating with young boys at the school's summer camp five years earlier.

The school shelved the matter without notifying police following an internal investigation that yielded no action.

ReVille, by his own admission, went on to molest at least nine boys in Mount Pleasant while working as a coach, teacher and youth group leader at various schools, a gym and a church.

The Citadel has released hundreds of pages of documents pertaining to the case, but so far, the written record of the complaint's handling is limited to emails authored by Mark Brandenburg, the in-house attorney who interviewed the camper.

Brandenburg's emails show that the school tried to dodge an outside criminal investigation and lawsuit by handling the matter out of the public eye.

The documents, however, provide very little information as to who at The Citadel directed Brandenburg's hand in the case and authorized the steps he took.

The emails deal almost exclusively with communications Brandenburg had with third parties, such as former counselors at the camp and representatives from the state Insurance Reserve Fund, which footed the bill for his investigation and would likely pay out any settlement or judgment.

There is nothing to indicate his dealings with administrators, such as Citadel President John Rosa, or the 11-member Board of Visitors, composed entirely of Citadel graduates.
It remains unclear how much those officials knew, when they knew it or what role they played in the outcome. That's important, because legal canons may have prevented Brandenburg from notifying police on his own, a breach of attorney- client privilege.

Those in charge, however, had no such restrictions.

The camper's complaint reportedly went straight to the president's office in April 2007, but Rosa has said he didn't even read a 157-page transcript of Brandenburg's interview with the camper until last month.

Snyder said the board was aware of the allegations against ReVille in 2007, but he couldn't say specifically what the board was told about the complaint. Snyder was on the board at the time, but wasn't its chairman.

"We all knew about ReVille, yes," he said. "Knowing something and knowing all the details is entirely different."

Lawsuit filed in Citadel sex abuse scandal

Attorneys on Wednesday announced a civil lawsuit against The Citadel on behalf of the mother of a young man who alleges he was sexually abused by Louis ReVille, a former counselor at the academy in Charleston, South Carolina.

The alleged abuse took place on several occasions in 2007 and continued for more than a year, CNN affiliate WCBD reported.

The lawsuit, announced in Charleston by attorneys Jeff Anderson and Gregg Meyers, alleges that The Citadel was grossly negligent in not reporting knowledge of an alleged previous abuse case by ReVille, according to WCBD.

ReVille was arrested in October on charges of molesting at least five children in alleged incidents around Charleston, unrelated to The Citadel accusations. According to court documents, he has admitted guilt in at least three cases involving incidents between November 2010 and October 2011.

Citadel attorney Dawes Cook said Tuesday the school was notified last week by a lawyer whose client attended the camp in the 1980s. Cook says the school turned the allegation over to police earlier this week.

Police already are investigating allegations of sexual misconduct at the camp, which the school has discontinued.

"The client alleges that he experienced inappropriate conduct during that time. Yesterday we shared this information and the allegation with local law enforcement," Cooke said. "The Citadel is fully cooperating with the Charleston Police Department as they pursue this matter. Additionally, we encourage anyone who may have knowledge of inappropriate conduct at the summer camp to please contact law enforcement officials."

Cooke said because the allegation is now subject to a possible law enforcement investigation, there will be no further comment.

In addition to the ReVille case, attorneys for The Citadel are also working a lawsuit related to claims against another former Citadel summer camp counselor, Michael Arpaio. The Bell Law Firm in Georgetown is representing a former camper in the case in which he claims he was fondled by Arpaio.

Arpaio pleaded guilty to indecent assault, conduct unbecoming of an officer and providing alcohol to a minor in 2003 following a 2011 investigation.

Attorneys issued a subpoena to jailed molester Louis "Skip" ReVille on Tuesday, seeking audio and visual recordings he allegedly made of Pinewood Preparatory School students.

The subpoena was issued by Motley Rice lawyers who represent one of ReVille's former students at Pinewood. They have filed a lawsuit against Pinewood and its former headmaster, Glyn Cowlishaw, accusing the private school of failing to protect their client from sexual abuse on as many as 15 occasions.

ReVille reportedly identified the former student as one of his victims, attorneys have said. ReVille's lawyer, Craig Jones, did not return a phone call Tuesday seeking comment on the matter.

Represented by Motley Rice, a second alleged sexual abuse victim of Charleston-area teacher and coach Louis “Skip” ReVille filed a civil lawsuit today against Pinewood Preparatory School, its former headmaster Glyn Cowlishaw, and former guidance counselor Brendan Diffley.

John Doe 2 alleges that Pinewood Prep, Cowlishaw and Diffley were notified that ReVille improperly touched him and other boy students while on school property but did not report it as required by law. At that time, Doe 2 was a middle school student. The suit also alleges that Pinewood Prep and Cowlishaw were negligent in their hiring, retention and supervision of ReVille.

“Based on new evidence, we believe these mandatory reporters at Pinewood missed opportunities to stop this predator,” said David Hoyle, a Motley Rice lawyer for Doe 2. “We want this lawsuit to serve as a reminder to all mandatory reporters – teachers, school counselors, and principals, among others – that they must follow the law and protect the children in their care.”

The filing claims a civil conspiracy, alleging that the three defendants engaged in a conspiracy of silence by failing to notify law enforcement and by taking affirmative steps to keep others from notifying law enforcement.

Going from the pathetic to the tragic, while the Penn State pedophile scandal was playing out late last year, an equally seamy episode was unraveling in SC, this one involving a man long considered above suspicion, Louis “Skip” ReVille.  This married men and father of triples was arrested for allegedly molesting boys while working as a counselor at the Citadel’s summer camp (Charleston) and serving as vice principal at the Coastal Christian Preparatory School (Mount Pleasant).

ReVille was a Citadel graduate and while working at the camp he allegedly showed pornography to boys and engaged in “sexual activity.”  At Mt. Pleasant’s Velocity Sports Performance, an elite training facility, ReVille hosted all night “lock-in” sleepovers for boys.  Parents dropped off their sons and ReVille hosted a night’s entertainment mixing basketball, Bible study and other activities.  So upstanding was this alleged pedophile, he held Bible study classes for boys at a local Dunkin’ Donuts shop.

According the Crimeinfo.com, SC has a total of 30,311 registered sex offenders.   One imprisoned sex offender is Eddie Fisher, another Citadel alumni.  He was a teacher for four decades, teaching at area Catholic schools like Bishop England and Sacred Heart Elementary.  He was convicted in 1999 for molesting at least 39 boys and received a 20-year sentence.

Pinewood Preparatory School officials want the public to know they don't think a former student's December lawsuit against the elite private academy is worth the paper it's printed on.

Pinewood filed court papers Monday categorically denying the alumnus' allegations that the school and its former headmaster, Glyn Cowlishaw, covered up molestation by one-time teacher Louis "Skip" ReVille.

James Mann, chairman of the school's board of trustees, also took aim at the former student, known only as John Doe, in a written statement describing the complaint as "unfounded and without merit."
"Mr. ReVille was terminated solely for his failure to teach at the academic level that we expect from our teaching staff and is expected by the families who have sent their children to Pinewood for more than 60 years," Mann stated. "Those who claim that Mr. ReVille was terminated for any other reasons are misleading and wrong.

CHARLESTON, S.C. — The Citadel wants a judge to toss out a lawsuit that alleges a young boy was sexually abused because the military college never told police about an abuse complaint concerning one of its former camp counselors.

The college received a 2007 complaint from a camper who alleged he had been molested by Louis "Skip" ReVille, a counselor at the school's summer camp almost a decade ago. While the college did an internal investigation, it never reported ReVille to police.

ReVille, a Citadel graduate, is now charged with molesting nine youngsters after he left The Citadel when he was a teacher and coach in Charleston area schools, recreation programs and churches.

In December, a mother who lives out of state sued, alleging that her son would not have been abused later by ReVille had the military college reported him to police.

In a response, attorney Randell Stoney said the military school "specifically denies any and all allegations that imply or suggest it knew of ReVille's dangerousness in 2007."

The school's response said the suit doesn't prove parental emotional distress and the claims are barred under the South Carolina Tort Claims Act, which says in part that a governmental entity is not liable for a loss resulting from "the criminal actions of third persons."

A House panel unanimously approved a measure that would punish universities, colleges and schools for failing to report child molestation with a $1 million fine per incident and heightened penalties for child molesters.

Child sexual abuse scandals at Penn State University, Syracuse University and the Citadel prompted Rep. Chris Dorworth to sponsor the measure at the request of influential lobbyist Ron Book, whose daughter Lauren is a child abuse survivor.

The scandals at the universities outside Florida exposed loopholes in state law, Book said, about required reporting of suspected sexual abuse on minors.

Current law only requires people to report suspected child sexual abuse if the perpetrator is believed to be a caretaker of the child. The bill (HB 1355) would change that, and also require that the Department of Children and Families child abuse hotline handle reports of any kind. Currently hotline operators accept all calls but refer some callers to law enforcement agencies.

"What you find is that universities, especially ones that have popular athletic programs, people try to protect those institutions. And when they do that, they make a decision that the institution is more important than the child," Dorworth, R-Lake Mary.

The Ninth Circuit Solicitor's Office announced Tuesday the grand jury indictment of suspected child predator Louis "Skip" ReVille on 22 felony counts related to sex crimes involving 15 victims.
During a press conference at the Charleston County Solicitor's Office, officials said the charges are regarding oral sex incidents performed by ReVille on minors.

The former Charleston-area teacher and coach, who police say confessed to sexually abusing up to a dozen school-aged boys, worked as a teacher and coach at various schools in the Lowcountry.

Solicitor Scarlett Wilson said that the 22-count indictment involves 15 separate victims in Charleston County. According to Wilson, the victims in Charleston County were between the ages of 11 and 14.

Authorities say ReVille has one victim in Berkeley County and six in Dorchester County. ReVille has not been indicted on charges involving those victims.

Trial dates have been set for the end of June. If convicted, Reville could face a 20-year sentence for each count.

ReVille is being held in the Charleston County Detention Center on more than $1 million bond.

Louis "Skip" ReVille became one of the Lowcountry's most prolific molesters Tuesday as his tally of alleged victims rose to 22 amid a sweeping round of indictments that could land him in prison for more than 100 years.

Ninth Circuit Solicitor Scarlett Wilson announced that a grand jury had indicted the former coach and teacher on 22 counts of molesting and/or showing pornographic material to 15 young boys in Charleston County.
Additional indictments against ReVille are expected in the next month in connection with six more victims in Dorchester County and another molested boy in Berkeley County, Wilson said.

Some of the Dorchester victims are former students of Pinewood Preparatory School, where ReVille taught from 2002 to 2006, she said.

Wilson also announced that The Citadel won't face criminal charges for failing to notify police about a 2007 complaint regarding ReVille holding porn and masturbation sessions at the school's summer camp five years before.

According to court records, ReVille's attorney Craig Jones ordered ReVille to be transported from the jail to a forensic psychiatrist's office on March 2. On December 13, ReVille spent several hours undergoing an evaluation at the same doctor's office.
ReVille faces charges of criminal sexual conduct and lewd act on a minor by the Mt. Pleasant Police Department. Police say he molested or assaulted nine boys.

Attorneys in the case have said ReVille may have had up to 30 victims. More charges are expected to be filed.

ReVille has been in jail since his arrest on October 28. His bond is set at more than $1 million.

According to Charleston County Sheriff's Office officials, ReVille remains separated from the jail's general population, based on safety concerns.

At his last bond court hearing in November, Jones said ReVille had been cooperating with investigators. Jones also said in November there would probably not be a trial.

"He has indicated to me that he does not want to go to trial. He doesn't want the victims to relive anything," Jones said November 23rd after ReVille's second bond court hearing.

Whether that remains to be true and when he is expected to go before a judge, is still unclear.

When Citadel officials heard in 2007 that former camp counselor Louis "Skip" ReVille lured boys into his dorm room with the promise of Chinese food, then showed them pornographic movies, they were not legally obligated to inform police.

It's just as easy for car-pool drivers or youth-league coaches to withhold signs of child abuse or neglect. Even if bruises and suspicious stories cry for action.

Pending South Carolina legislation has the momentum to change that, but can't help the boys the jailed ReVille is charged with molesting - and doesn't do nearly enough, said leading Lowcountry child abuse prevention advocates.

State Sen. Mike Rose wants to expand the state's mandatory reporter law to include everyone over 18. Senate Bill 1054 last week passed 36-0 on its second reading.

"We need to err on the side of protecting the children," Rose said Wednesday.

Gov. Nikki Haley agreed.

"Sexual abuse will not be tolerated in South Carolina and the governor supports efforts to stop it," Haley spokesman Rob Godfrey said. "She appreciates Senator Rose's leadership on the issue."

Mandatory reporter laws differ among states but typically require teachers, nurses and clergy, among others, to tell authorities about child abuse or neglect.

After announcing Tuesday that a grand jury had indicted ReVille on 22 counts, 9th Circuit Solicitor Scarlett Wilson said South Carolina's reporting statute should be expanded to

ReVille had various coaching jobs after he graduated from The Citadel in 2002 until his arrest in October, and few of the positions required ReVille or his supervisors to report signs of abuse.

Jolie Logan of Darkness to Light said reporting laws alone do not "fix the problem."

"I am excited that legislators are interested in helping," said Logan, chief executive officer of the Charleston-based child abuse prevention organization. "But we need to stop the abuse or we will be forever fighting the problem. Education will have to accompany law changes."

The Rose bill does not impose a penalty for failure to report.

"If it did, it wouldn't pass the Senate," Rose said. "But at least people will know there is a legal duty to report."

The complaint also adds that in March of 2004, Pinewood Prep officials were notified by a parent that ReVille had "touched the groins of multiple male students" while on Pinewood Prep property.

The complaint states that Diffley and former Pinewood Prep headmaster, Glyn Cowlishaw, met with Reville on March 16, 2004 and told him, in writing, that he was not to spend "extra-curricular time with students without parental and school permission" nor were students to visit his home.

The complaint also says that Cowlishaw and Diffley "mandated that ReVille seek counseling as a condition of continued employment."


Listed in the amended complaint are graphic details of the abuse allegedly suffered by the plaintiff and other Pinewood students while at ReVille's home. The abuses are listed as spanning almost two years while the plaintiff was between 12 and 14-years-old.

CHARLESTON (AP) -- Police warned The Citadel more than a decade ago about questionable behavior involving counselors and campers at the school's Charleston campus.

Former AFA boss in the middle of sex assault lawsuits

In a lawsuit filed against the school's president, attorneys for a former camper say that retired U.S. Air Force Lt. Gen. John Rosa was told in 2007 that a camper had been molested by a former Citadel cadet working as a camp counselor at the school five years earlier, but that Rosa didn't report the allegation to police.

Instead, according to the lawsuit, Rosa offered the camper money not to raise the issue in court and only began speaking out about the abuse allegations last year, after media reports surfaced concerning allegations against the counselor, Louis "Skip" ReVille.

Rosa is a former superintendent at the Air Force Academy. He was brought to the Colorado Springs campus at the height of the academy's 2003 sexual assault scandal and mandated sweeping changes at the school to curb sexual assault and gender discrimination in the ranks.

According to the lawsuits, ReVille had been working as a contract employee in The Citadel's writing and learning center in 2007 but abruptly stopped working for the school several months before his contract was set to expire. Paperwork included with the lawsuit shows that ReVille's contract was to run through the end of June 2007 but that he parted ways with the school in a "mutually satisfactory release" in March of that year.

Had he alerted authorities, Rosa could have potentially prevented ReVille from harming other boys, the lawsuit says. ReVille has been indicted on 22 felony counts of molesting young boys, and his attorney has said his client is sorry for any pain he has caused.

Rosa has said that The Citadel should have done more after the camper's 2007 complaint. A Citadel graduate, Rosa was tapped in 2003 by the Pentagon to serve as superintendent of the Air Force Academy in the wake of a sexual assault scandal that found female cadets feared they would be disciplined if they reported rapes. He went to The Citadel in 2006.

Solicitor Scarlett Wilson has said The Citadel faces no criminal liability for not reporting an abuse allegation involving ReVillle. But the lawsuits filed Monday are civil in nature and, while they don't seek specific dollar amounts, the attorney who filed them said that his clients want The Citadel to set up a program to prevent further abuse.

"They hope to play a small part in the prevention of future sexual abuse," plaintiffs' attorney Mullins McLeod said.

An attorney for the school did not return a message Monday.

"The abuse was terrible," McLeod said in a news conference on Monday. "After he left The Citadel, ReVille formed a fraternity of victims called 'The Killers,' and he had nicknames for them based on the size and shape of their penises."

Initiation into 'The Killers' required performing oral sex on ReVille, the lawsuit said. The college engaged in a conspiracy to protect itself, McLeod said. Had The Citadel stopped ReVille in 2007, two of the other alleged victims would not have been abused in the following years, the lawsuit said.

One of those young men said ReVille sexually abused him hundreds of times starting at age 12, and the other reported that ReVille began abusing him when the alleged victim was 10.

Citadel attorney Dawes Cooke Jr. said several of the allegations made in the lawsuits were false. He said Rosa did not conspire to cover-up accusations against ReVille and disputed that ReVille previously tried to turn himself in to police.

Cooke said ReVille was a temporary employee in 2007 and had submitted his resignation before the abuse claims were made that year.

"We intend to vigorously defend all three of these cases," Cooke said, adding the school denies any negligence in the case of the former camper.

The suits seek unspecified damages for "severe and irreparable emotional harm," McLeod said.

In 2006, the school paid a $3.8 million judgment in a civil suit filed by five former campers who said they were sexually assaulted by Marine officer and camp counselor Michael Arpaio. Arpaio was court-martialed for the crimes by the U.S. Marine Corps and served time in Charleston's Navy Brig.

eVille was indicted on seven counts of criminal solicitation of a minor, four counts of performing a lewd act on a minor, two counts of disseminating pornography to a minor, one count or criminal sexual conduct in the first degree with a minor and one count of criminal sexual conduct in the second degree with a minor. 

Solicitor Pascoe tells us the indictments are from a total of eight victims, ages ranging from 10 to 17.

On March 6, Solicitor Scarlett Wilson announced 22 charges out of Berkeley and Charleston counties.

Wilson said the ages of most of the victims, all male, range from at least 11-years-old to 14. She said there are a few cases in other counties that could involve teens as old as 15 or 16.

CHARLESTON, S.C. (WCIV) – The Diocese of Charleston's bishop will hold a special mass on Sunday commemorating child abuse prevention month and the recent policy changes regarding child sexual abuse allegations.

The mass will be offered for the healing of child sexual abuse victims and their families and in recognition of the Diocese's newly adopted policy that addresses sexual abuse allegations, according to a press release.

"This special mass will be an opportunity for the Catholic community to pray for all victims of abuse and to remind everyone about the importance of protecting God's children," said Most Reverend Guglielmone, Bishop of Charleston.

In December, the Diocese adopted new policies following the arrest of Louis ‘Skip' ReVille, who has been charged with molesting several young boys. ReVille worked at Bishop England High School where he coached tennis between 2008-2010. In a press release on November 23, 2011 stated:

The Diocese is unaware of any Bishop England student who has reported being abused by Mr. ReVille while he was the tennis coach at the school.

While ReVille had no prior criminal background, shortly after his arrest Diocese officials admitted he was not subjected to a background screen and did not attend a safe environment training session.

The Diocese then adopted the new policies involving child sexual abuse allegations. The revisions will go into effect on April 15th, the day of the special mass led by Most Reverend Guglielmone.

CHARLESTON, S.C. (WCIV) -- The Louis "Skip" Reville case this fall caused a local organization to think twice about the set-up for one of their youth programs.

Louie's Kids is an organization with a goal to help fight childhood obesity. In 2010, they created a program called Run Buddies.

"Initially, when it was created, it was to pair adults and children together one-on-one where they would meet together either at the home of the child and go to a park somewhere or run in the neighborhood," said Ashley Gunnin, executive director of Louie's Kids.

But with child molestation in the headlines, the program started to see fewer participants.

"We turned it into clinics so that they are now meeting together at a school, 10 to 12 kids at a time, 4 or 5 adults with the coach with them," said Gunnin. "So, we just completely revamped the program to make it work for everyone."

And the revised program, which started in January, gave the parents the assurance they needed.

"We still are doing the same background check, and it's actually more extensive than if you just went to get a quick five dollar SLED check. It's a company out of Texas, and they do the last four or five places that people have lived… It's a little bit more money than a normal one would be," Gunnin said.

The changes have proved to be successful, and they are hoping to expand the run clinics to other parts of the Lowcountry in the future.

ABC News 4 also reached out to Big Brothers Big Sisters to see if their policies had changed.

Admitted molester Louis “Skip” ReVille is scheduled to appear in a Charleston County courtroom Wednesday morning in connection with the host of charges he faces in three counties, First Circuit Solicitor David Pascoe confirmed this morning.

Pascoe would not discuss the nature of the proceeding, and 9th Circuit Solicitor Scarlett Wilson, who represents Charleston County, has not returned phone calls from The Post and Courier.

But a source close to the investigation said ReVille is scheduled to plead guilty to several molestation charges during the morning appearance.

His attorney, Craig Jones of Mount Pleasant, was unavailable for comment this morning.

ReVille is accused of molesting 23 young men over the past decade. He faces 22 charges in Charleston County, 15 counts in Dorchester County and 11 counts in Berkeley County. In all, he could be sentenced to more than 100 years in prison.

He has been jailed since his arrest in Mount Pleasant in October, and his attorney has said he is cooperating with police investigating his crimes. His bail is set at more than $1 million.

A former South Carolina teacher and coach has been sentenced to 50 years after pleading guilty to nearly two dozen child sex charges.

 Louis ReVille entered the plea in Charleston Wednesday, saying he is sorry and is the only one responsible for his actions.

 He received 50 years on the most serious charge, first-degree criminal sexual conduct with a minor. On the other counts, Circuit Judge Markley Dennis gave ReVille sentences ranging from 10 to 20 years, with the terms to run at the same time.

CHARLESTON - The Citadel Board of Visitors agreed Friday to hire two outside firms to handle an independent probe of how the military college handled a 2007 complaint about a former camp counselor now serving 50 years in prison for molesting boys.

The board, after meeting three hours in executive session, agreed to hire MDB International of Alexandria, Va., and Anne Franke, who founded Wise Results LLC in Washington, D.C.

The investigation centers on how the college handled a complaint about Louis "Skip" ReVille, a Citadel graduate and former teacher who worked at schools, camps, churches and recreation programs in the Charleston area. He was sentenced in June after pleading guilty to 22 abuse counts.

Columbia attorney Joe McCulloch was hired earlier this month as special counsel to handle the investigation. It will not only focus on what happened five years ago, but also evaluate current college policies.

MDB International is an internationally known investigative firm.

"They are staffed with a full staff of top-notch investigative expertise, many of them former FBI agents," McCulloch said. He said Franke is an expert in the area of protecting minors on campus and policy evaluation.

McCulloch said the two firms, selected from a pool of 15, will handle the investigation and report their findings to him, which, in turn, he will give the board.

CHARLESTON, S.C. (WCIV) -- Officials at the Citadel have confirmed that more sexual assault complaints have been reported at the military college.

According to Charlene Gunnels with the Citadel Office of External Affairs,  two cadets reported incidents to Citadel Public Safety officers last week.

Gunnels says the accused was a 2011 graduate and is no longer at the Citadel.

According to the report from the Citadel's Department of Public Safety, there are two separate complaints filed against the same former cadet, involving a total of four incidents. Both victims claim they were attacked in the suspect's dorm room. Another assault allegedly took place while on a trip to Washington D.C.

No one has been arrested as both victims said they did not wish to pursue the case further than filing reports with the school. The Citadel requested all names be withheld from this report, to protect the identities of current cadets.

The Citadel has asked the State Law Enforcement Division to investigate as required under the Jessica Horton Act.

Report: 'The Citadel at odds with own ideals'

CHARLESTON, SC (WCIV) -- A Citadel self-evaluation has been made available to the public.

The Citadel released the 23-page report to ABC News 4 Monday. In it, The Citadel is called "an institution at odds with its own ideals and values."

Leaders held the review from January to July. In the wake of past shortcomings and successes, the goal was to include the entire campus, to identify the biggest issues.

The report was commissioned by The Citadel and completed by the Institutional Program Assessment Committee, or IPAC.

The committee listed 14 recommendations, which The Citadel must immediately address and improve upon.

"What you see in there are all the things that you need work, and some of the things are alarming to you," said Citadel President, Lt. Gen. John Rosa.

IPAC consisted of six panels to examine campus issues ranging from hazing, discipline and alcohol as well as sexual abuse and harassment. The review was critical of The Citadel's disciplinary system, calling it broken.

Due to concerns for his safety, prison officials chose to keep ReVille at Kirkland within the Department of Corrections’ protective custody unit. It houses inmates with special security concerns in a controlled environment, Newsom said.

ReVille is separated from the general population of inmates, about 256 of them, and even eats his meals in his single-person cell, according to Newsom. He’s not the only one with protection at the state prison’s unit. Twenty-seven other inmates also are housed in protective custody.

The state has no special facility for sex offenders, so ReVille could have ended up in the general inmate population, where child molesters exist at the bottom of the pecking order and often are targeted for violence and abuse, authorities have said.

During his sentencing, Circuit Judge Markley Dennis called the case a tragedy and admitted he had wrestled with the decision when he learned he would rule over the case.

“Part of me would like to put you where you couldn’t possibly see daylight again,” he said in court.

Dennis sentenced him to 50 years in prison. Prison officials couldn’t speculate whether ReVille will remain there during his entire sentence.

“He will stay there until they feel it’s safe to move him,” Newsom said.

He must serve at least 85 percent of his sentence. He will be 74 years old when he is eligible for release in the year 2054. ReVille already has filed a motion for a judge to reconsider his sentence, according to court records.

CHARLESTON, S.C. (WCIV) -- In the wake of an internal review accusing the military college of "being at odds with its own ideals," Citadel officials have announced an expanded partnership with Darkness to Light.

The review, performed by the college from January to July of this year, was highly critical of The Citadel's procedures on youth related programs. It even went so far as to call the Citadel an "incident waiting to happen."

To better protect minors on campus, the report recommended all employees, campus residents, students and volunteers receive Darkness to Light, stewards of children training.

Rosa announced the extended partnership with D2L Monday, including universal training. Faculty training will begin as soon as next week. Cadets will begin sexual abuse prevention training in January. In all, more than 3,600 people will go through the program.

"It's a combination of video, where they will watch video of adult survivors talking about this issue," said Jolie Logan, of Darkness to Light. "They also do some work in a workbook, and then there's discussion."

By next fall it will become part of The Citadel curriculum.

"We have a program called Citadel 101, it's an orientation for freshman," Rosa said. "We'll offer this training for freshman in Citadel 101."

Leaders say The Citadel is the only college in the country to offer the comprehensive training on child sexual abuse prevention. The college will pay more than $24,000 to D2L to fund the first year of training.

The training is mandatory every three years for faculty members.
