(NECN: Julie Loncich, Rockport, Mass.) - One minute, Caleigh Anne Harrison was playing with her family at Long Beach in Rockport, Mass. - and then the next, she was gone.

It is a mystery that kept several agencies in Rockport, Mass. busy throughout the day Thursday, as they intensely searched for 2-year-old Caleigh. State police say she was with her mother, 4-year-old sister and dog around noon. When her mother turned her back, she was gone.

"He said, 'You gotta help me, you gotta help me, she's missing, she's missing,'" said family friend Dan Rapp, describing the frantic phone call he received from Caleigh's father.

"He said that his wife was at the waters edge with the dog, playing with a ball," said Rapp. "The ball went into rough water, she went to get the ball and when she turned around, the daughter was missing."

The family was on or near this foot bridge between Long Beach and Cape Hedge Beach on the rocky shore.

"They were in an area where an estuary empties," said Mass. State Police spokesman Dave Procopio. "At that time of day, it would have been emptying out into the Atlantic Ocean. It was probably right after high tide."

State Police dive teams spent four hours in the rough conditions before suspending their efforts for the night. Helicopters searched the ocean, creek and land from above, and police searched 200 nearby cottages and cars - all came up with nothing.

And while police say they won't rule out any possibility, many signs point to the ocean.

After searching unsuccessfully for hours by air, land, and sea, authorities did not rule out any causes in the disappearance of a 2-year-old girl Thursday at a Rockport beach, a State Police spokesman said.

David Procopio said Caleigh Anne Harrison was playing at Long Beach with her mother, 4-year-old sister, and the family dog when she went missing shortly after noon Thursday.

“The circumstances are mysterious -- at one point she was there with her sister and a few minutes later, there was one little girl standing there,” Procopio said. “So we are praying for a good outcome, but we also need to investigate every possible scenario, including some that are potentially very tragic.”

A woman who answered the phone at Caleigh’s home and identified herself as the toddler’s grandmother declined to comment Thursday night.

An early investigation indicated that Caleigh’s sister, mother, and the dog were playing with a ball that went over a wall separating the beach from nearby cottages, Procopio said. He said the girl’s mother went to retrieve the ball and momentarily lost sight of the children. When she looked back, Caleigh was gone.

Procopio said an inlet from the ocean that would have carried strong currents as the tide receded Thursday was a short distance from where the family was playing. He also said powerful riptides churn the waters off the beach.

Water temperatures off Rockport are approximately 48 degrees, said Bob Thompson, a National Weather Service meteorologist.

State troopers, Rockport police officers, and canine teams searched the beach area, cottages, and cars for Caleigh with no success Thursday afternoon. Six divers, two helicopters, and a few boats from the State Police and the US Coast Guard also assisted in the search, but Procopio said they did not find anything.

“We have not ruled out foul play, we have not ruled out an accidental fall into the ocean, and we have not ruled out that there could be some other scenario that presents itself,” Procopio said.

Ok, there is already two different stories......one...the ball went into deeper water and the Mother went to get it, turned around and the girl was gone........the other the ball went over the fence towards nearby cottages and the Mother went to retreave it so.......guess we have to wait till the entire story comes out!

Massachusetts State Police are seeking the public’s help locating Caleigh Harrison, last seen at Long Beach in Rockport.

Caleigh Anne Harrison, who is 2 years, 9 months old, was last seen around noon at Long Beach, Rockport police Officer James Hurst said.

Caleigh, who has light brown hair and blue-gray eyes, was wearing a light pink T-shirt and dark pink capri pants, state police said.

Local and state police are currently searching the beach and surrounding area for any signs of the toddler. Coast Guard boat and helicopter crews are also taking part in the search.

Police say Caleigh, who's three months shy of her third birthday, was last seen around noon Thursday with her mother, 4-year-old sister and their dog on Long Beach. The family is from Gloucester.

ROCKPORT — The U.S. Coast Guard has pulled back its role in the saerch for the missing 2-year-old Caleigh Ann Harrison, viewing the case now as a recovery mission, rather than one of search and rescue.

Massachusetts State Police reiterated this afternoon that they have not ruled any cause of her disappearance, including foul play. But authorities are clearly concentrating their search on a premise that Caleigh went into the water while her mom had briefly left the girls' to retrieve their ball, which had gone over a nearby wall.

The site where Caleigh was last seen, where Long Beach meets Cape Hedge Beach, has been roped off with yellow crime scene tape, though Procopio said the scene was a potential crime scene, not a certain one.

Locals are searching for Caleigh as well, on their own or in small groups. Several fishing boats were noted in the area, and they also seemed to be searching the water.

"We don't want a lot people out there," said State Police Spekesman David Procopio. "We appreciate their good intentions, but leave it to the trained searchers."

Expected rough seas has forced state police to postpone for a day dispatching a 20-person dive team around Rockport’s coastline to search for a missing 2-year-old girl.

On Wednesday troopers will also use side-scan sonar in an attempt to look at the ocean floor in that area in an attempt to find Caleigh Anne Harrison who disappeared Thursday while she, her sister and dog, visited Cape Hedge beach with their mother.

“To date no possible cause for her disappearance has been ruled out,” state police spokesman David Procopio said in a statement.

He said the 20-person dive team as well as the sonar scan was scheduled for tomorrow, but has been postponed for expected bad weather. He said the dive team will deploy Wednesday at 9 a.m. from the beach and search rocky outcroppings “well into the afternoon.”

ROCKPORT — With wet weather today continuing to stall the search for 2-year-old Caleigh Ann Harrison, and rough seas also forecast for tomorrow, Massachusetts State Police have pushed back to Wednesday any resumption of the formal serach for missing Gloucester 2-year-old, Caleigh Ann Harrison.

But other aspects of the investigation are ongoing — with new hopes are being pinned on the results of a weekend interview with Caleigh's 4-year-old sister to help find the missing child.

Elizabeth Harrison, 4, spoke with a person trained in caring for children with traumatic experiences — described as a child psychologist by family members — on Saturday, according to David Harrison, Jr., brother of Caleigh's father, Anthony Harrison. Elizabeth had initially told State Police she could not remember what happened in the last moments before Caleigh disappeared. Authorities have not advised family members any results from Saturday's interview.

Massachusetts State Police reiterated this morning that foul play could not be ruled out at this point — noting that, though there seems to be no evidence of an abduction, without proof that Caleigh went into the ocean, alternative scenarios cannot be discounted either.

Procopio said lats this afternoon that a renewed coastal search by divers and with state police helicopters, initially planned for tomorrow morning, will not restart until Wednesday. Search For Missing Girl To Resume On Rockport Beach

ROCKPORT (CBS) – State and local police will resume their search at a beach in Rockport Friday afternoon for a toddler who was last seen there more than two weeks ago

“Today’s operation is prompted by a private citizen’s dog, who had a strong reaction to some type of stimuli on in a very specific area of the beach yesterday afternoon. Rockport and State Police responded to the area where the dog was digging late yesterday afternoon, located along the waterline near Saratoga Creek, but we were hindered in our effort by the incoming tide. We will resume the search on or around 3 p.m. today; low tide is around 4 p.m.,” State police spokesman Dave Procopio said in a statement.

Police searched in vain after returning for a second day yesterday looking for evidence in the mysterious two-week-old disappearance of Gloucester toddler Caleigh Anne Harrison along Rockport's Long Beach, said state police spokesman David Procopio.

Investigators launched into action Thursday when a man walking his dog reported his pet was acting oddly. State and Rockport police searched the area Thursday and brought in more resources yesterday.

Police revisited the section of the beach with search dogs and a backhoe yesterday, but after hours of searching and digging, they reported "nothing found."

Skin-like material was discovered this morning on Good Harbor Beach, less than a mile south of the place from which Gloucester 2-year-old Caleigh Harrison disappeared nearly three weeks ago.

Although Gloucester detective Steve Mizzoni said he was virtually certain the material was not from a human, it was sent to the state medical examiner for forensic examination.

The discovery was made by the Gloucester Department of Public Works beach sweeper, who clears the rack each morning and found the material in seaweed.

"They found some skin, but it doesn't appear that the remains are human," said Mizzoni, who studied them after they were pulled from the sand by the DPW's Charlie Nicastro early this morning. "It looks like dark bedsheet, shredded, or the membrane from some animal — a seal or a deer — that has been in the ocean for months."

Mizzoni said that Rockport Police were also called in upon the discovery of the material on Good Harbor Beach.

The events surrounding Caleigh's disappearance remain uncertain. While not ruling out foul play, Massachusetts state Police have said there is no evidence pointing to an abduction, despite claims by Caleigh's parents, Hammond and Anthony Harrison, that 4-year-old Elizabeth has talked of seeing a man on the beach who may have taken her little sister. Police have interviewed Elizabeth both in the immediate aftermath of Caleigh's disappearance, and two days later, with the aid of an investigative child psychologist.

Police, however, also called up a search of the waters off Long Beach April 26, after a week's worth of scouring the area yielded no apparent clues; authorities also briefly revived the search last Friday after a resident's dog began barking and digging in an area of the beach near where Caleigh disappeared, but that response also yielded nothing.

The 4-year-old sister may hold crucial information into Caleigh's whereabouts, but how reliable is a young child?

Dr. Robin Deutsch, Child Forensic Psychologist and Director of the Center of Excellence for Children, Families and the Law at the Massachusetts School of Professional Psychology, joined "The Morning Show" to discuss the case further.

Dr. Deutsch says absolutely a 4-year-old can definitely have the mental capacity to act as a witness to a crime. Developmentally the child does have the cognitive capacity to accurately report what she saw.

To sum up, the child is capable of reporting what she saw, but we do not know what she has been told, what she has heard, or what reactions to her story she's witnessed that would influence her responses.

The most important thing for the child to understand is that this is not her fault. She will need constant reassurance that she is not to blame, and she is not the cause of her sister's disappearance.

The father of missing Gloucester tot Caleigh Harrison said he’s stunned his comment to a Rockport cop led the Department of Children and Families to investigate his estranged wife’s ability to care for their other child.
 
Anthony Harrison told the Herald he was simply worried about his wife, Allison Hammond — who was with Caleigh the day she vanished from Long Beach in Rockport — and mentioned his concern Thursday to Rockport officer Dan Mahoney.
 
“It was just like a conversation. A simple conversation. It wasn’t like I wanted to report that she wasn’t fit,” Harrison said. “I didn’t think this was going to happen.”

Kimmence, who identifies himself as "a close friend of the family" of Caleigh Harrison, who vanished from Rockport's Long Beach on April 19, was speaking at the townwide candlelight vigil held for the toddler on May 11, at Gloucester's Fishermen's Memorial.

Kimmence is not alone in wondering why the police never activated an Amber Alert for 21/2-year-old Caleigh Harrison.

Like members of Caleigh's own family, many of the young parents who turned up in droves at the candlelight vigil that night said they wondered aloud from Day One why police had not immediately issued an Amber Alert when Caleigh disappeared while on an outing with her mother, Allison Hammond, and her 4-year-old sister, Elizabeth.

"Most people," says Maureen Flatley, of the Boston-based nonprofit Mission for the Missing, "assume that the Amber Alert is automatic when a child disappears, but that's just not so."

For an Amber Alert to be activated, explained Flatley, who has worked closely with Caleigh Harrison's family over the weeks since her disappearance, criteria has to be met, an abduction has to be witnessed.


That came as a shock to Caleigh's family, who, like "most people" had assumed the Amber Alert was automatic. On April 19, they learned the hard way that they were sadly mistaken.

First and foremost, those guidelines, as stated on the official Amber Alert website, "require law enforcement to confirm an abduction prior to issuing an alert ... as well as descriptive information about the suspect and the suspect's vehicle."

The key word here, even more than "suspect," is "vehicle."

The Amber Alert system relies largely on vehicular identification for its success. Absent a description of a vehicle, suspect, or an eyewitness account of an abduction, an Amber Alert could not be activated by Rockport Police or State Police responding to Long Beach on April 19.

Issuing alerts in the absence of significant information that an abduction has occurred could, according to the Amber Alert website, lead to abuse of the system. An astounding 2,300 American adults and chidren are reported missing every day, it further notes, hence, overuse of this nationwide system could easily undermine its effectiveness.

Renewed search for Caleigh planned for tomorrrow

Days after a tattered pair of pink children's pants — similar to the pair toddler Caleigh Harrison wore the day of her disappearance — was found on Gloucester's Good Harbor Beach, a group that promotes the awareness of cases involving missing children will be working with law enforcement officials and others in a renewed search for Caleigh on Wednesday.

Maureen Flatley of Essex, a volunteer with Mission for the Missing, a Boston-based nonprofit, is organizing the search with law enforcement officials, dog teams, and a state forensic anthropologist. The plan, Flatley said in an email to the Times, is to conduct will conduct a land search in the area of the beach Wednesday, beginning at 10:30 a.m. — a time that coincides with the 10:45 high tide.

The search teams, which will include members of Caleigh's family, will meet at 10:30 a.m. for a briefing, then the dog teams will deploy about 11 a.m.

A tattered pair of pink pants, similar to those worn by Caleigh on the day of her disappearance, was found tangled in lobster-catching gear on the shore of nearby Good Harbor Beach in Gloucester Friday, the (Gloucester, Mass.) Times reported Tuesday.

Flatley said a search of the beach Wednesday morning, which will coincide with high tide, will be conducted with the involvement of her group, law enforcement officials, dog teams and a state forensic anthropologist.

Rockport Police Chief John McCarthy said the found pants are "very, very similar" to those Caleigh wore, and will undergo DNA testing.

ROCKPORT, Mass. (WHDH) -- Officials are combing through the area where pieces of pants that likely belonged to Caleigh Harrison were found in a lobster trap.
 
Recent weather conditions helped searchers Wednesday. Officials said recent storms churned up the waters.
 
Searchers with dogs looked for any type of evidence as to what happened to Caleigh. The new search comes after parts of pink pants washed up on Good Harbor Beach in Gloucester last week. The pants were similar to those 2-year-old Caleigh was wearing when she disappeared from a Rockport beach seven months ago.

Many of Caleigh Harrison's relatives say they've accepted their missing toddler is gone, and they're backing off from earlier comments suggesting she may have been kidnapped. It’s been emotional from the start.

Closure isn’t the best way to describe this. This family is having an extremely difficult time letting go, but saying some things have changed and in that way they are trying their best to move on.
“The possibility of her being taken from the beach is so slim, still a possibility, but you need to start looking at things in a different way,” says Caleigh’s father Anthony.

Nearly three months after their little Caleigh went missing on Long Beach in Rockport, her grandparents and father have all but dismissed any other possible theories for her disappearance.
“The possibility that she was swept out to sea is very, very strong. We’re never going to stop looking for her. We’re never going to stop praying,” her father says.

They had a seaside vigil with much of the Gloucester fishing community, and they turned to investigators, former law enforcement, with the group Mission for the Missing, that also interviewed several witnesses by the beach.
Alan Tate, co-founder of Mission for the Missing, says nobody saw a vehicle that didn’t belong in the neighborhood.
Caleigh’s older sister used to speak about seeing a strange man on the beach that day, but her father says she doesn’t speak about that anymore.

So after all of this, there will be no memorial service and no easy days ahead.
“People say some days are better than others,” says Anthony. “I say some days are worse than others because every day is horrible.”
