I find it hard to believe these are actual shipping containers. Perhaps they mean mobile home? Manufactured hut of some sort? If it is a shipping container, will it be attached to the ground with water, sewer, and other utilities? Would something like this work on the gangbangers in America's neighborhood? Violent families? Shower them with services in areas where they cannot harm and torment others?
