Bend Woman Now Missing For a Week
Lori "Woody" Blaylock's Neighbors Fear For Her Life

By Mackenzie Wilson and Barney Lerten, KTVZ.COM
POSTED: 6:27 pm PDT November 3, 2010
UPDATED: 6:10 pm PDT November 4, 2010

BEND, Ore. -- Bend police detectives said Thursday they are still trying to find a woman who apparently walked away from her northeast Bend home a week ago and has not been seen or heard from since.

Co-workers of Lori J. Blaylock, 48, reported her missing to police Tuesday. Her husband Steve was the last to see her the evening of Thursday, Oct. 28. She reportedly walked away from their home at 2671 NE Genet Court, said Sgt. Brian Kindel.

Lori Davis has been a neighbor of the Blaylocks for years. She said if her friend planned to be gone for such a long time, she would have told someone.

"It's very unusual for her to be gone for this long of a period," Davis said. "Especially without her vehicle."

Blaylock's Ford truck is still in her driveway.

Davis said she's also concerned because it's not like Blaylock to just not show up to her job at St. Charles Medical Center-Bend.

"She was always good about letting her work know if she was going to be gone for a long period of time," Davis said.

St. Charles put out a statement saying they are very concerned for Lori, adding they are cooperating fully with the police investigation.

Blaylock last was seen wearing a black sweater with a white stripe on the sleeves, blue jeans and white tennis shoes and carrying a black purse with backpack-style straps.

Kindel said “detectives are actively investigating this missing person report.”

He told KTVZ.COM they don’t know if foul play was involved or not, but added, “We are checking all angles.”

"I think we're all a little bit suspicious," Davis said. "And nervous."

"We're concerned she's been gone for so long. And tomorrow, it will be a week," Kindle said. "That's a long time to be away without anyone hearing anything from her, so that's out of character for her, to be gone that long."

Bend police began their investigation early Wednesday, and say they have talked to a lot of people in the area. They even brought in a police dog to look for clues.

Detectives went door to door in Blaylock's neighborhood Thursday afternoon.

Davis said she hopes detectives find answers to their questions -- sooner than later.

"If she's out there, I hope she comes home safe and sound," Davis said. "I hope she's okay, I'm very scared for her."

Friends also say they've been searching and neighbors told us she was friendly and they would never expect anything like this to happen.

NewsChannel 21 caught up with Blaylock's husband, Steve, at their home Wednesday night. He declined to talk with us on camera, but he did say when Lori left, he thought she would simply be back that night. He said he loves her and wants her back home safely.

Two recent photos of Blaylock were released by police, in hopes of helping find her.

Anyone with information on her whereabouts was asked to contact Bend police through the Deschutes County non-emergency dispatch number, (541) 693-6911.

BEND, Ore. – The husband of a Bend woman says he saw her leaving their Northeast Genet Court home around 10 p.m. Thursday, Oct. 28.

More than a week later, she has yet to turn up.

Search teams have scoured the area around the woman's home over the past week, looking for any clue to Lori "Woody" Blaylock's whereabouts. The search continued Saturday – in and around this tree-dotted cul-de-sac and other areas where Blaylock might have voluntarily gone – but "with negative results," the Bend Police Department reports.

"Lori Blaylock has not been located at this time," said Lt. Paul Kansky Saturday, "and her disappearance is continuing to be investigated by the Bend Police Department."

The ABC affiliate station in Bend, KOHD, reports Blaylock's husband says he last saw her walking "away from the residence." She is reported to have been wearing a black sweater with a white stripe on the sleeves, blue jeans and white tennis shoes, slinging a black purse with backpack-style straps.

Anyone with information on the whereabouts of Lori Blaylock is asked to call the Bend Police Department at (541) 693-6911.

Missing Bend Woman's Home, Cars Examined
Police Seek Public Sightings of Isuzu SUV With Cargo Trailer

By Barney Lerten and Joe Burns, KTVZ.COM
POSTED: 3:50 pm PST November 9, 2010
UPDATED: 6:29 pm PST November 9, 2010

BEND, Ore. -- The nearly 2-week investigation into a northeast Bend woman’s disappearance took a serious new turn Tuesday as police searched her home and three vehicles, and asked the public if it saw an SUV and utility trailer in the area or on a mountain pass around the time she vanished.

Detectives, assisted by the Oregon State Police Crime Lab based in Bend, served a search warrant Tuesday morning at the home of Lori “Woody” Blaylock and her husband Steve at 2671 NE Genet Court, said Sgt. Brian Kindel.

Neighbors saw large forensics lab vehicles and crime scene tape as authorities searched the home, as well as the vehicles, including an Isuzu Trooper.

“The subject of the search is to look for any clues that may explain Lori Blaylock’s disappearance,” Kindel said in a news release.

Lauren Dovolis, who works as a caregiver near the Blaylocks' home, woke up to the commotion Tuesday morning, and she hopes the outcome is good.

"Mainly, (I feel) sympathy for her and I hope that they can find her," Dovolis said.

Police asked for the public’s help, including residents of Deschutes, Marion, Lane and Jefferson counties as they still called it a missing person investigation, though no doubt with some dark undertones.

If anyone has seen a white Isuzu Trooper pulling a white utility trailer between Tuesday, Oct. 26 and Sunday, Oct. 31, they were asked to contact Bend police at (541) 322-2960 or after hours through Deschutes County 911 dispatchers at (541) 693-6911.

Sgt. Ben Gregory said the Trooper was one of the three vehicles examined at the home, and the trailer also has been located and examined, though he would not say where it was found or where it is located now.

Kindel said they are trying to learn of the Isuzu and trailer’s whereabouts in the period of time from two days before to three days after Blaylock’s husband said she walked away from her home.

“It is possible the vehicle and trailer traveled over one of the Cascade Mountain range passes during this time frame,” Kindel said in a news release.

The four-door Isuzu Trooper has Oregon license plate 975 BBW, with a roof rack and a rear spare tire with a cover that reads “Isuzu Trooper.”

The “Cargo Express” utility trailer is about five feet wide and about eight feet long. It has damage to the left-front corner panel.

"Knowing its location and its whereabouts may reveal Lori Blaylock's disappearance," Gregory said.

The back and right side of the trailer have large black letters that read “Nash Blaylock #706” and “Marley Blaylock #5.” The back of the trailer has a decal that reads “Cargo Express” and “706.”

Police arrested Steven Paul Blaylock, the 45-year-old husband of missing Bend woman Lori “Woody” Blaylock yesterday on suspicion of murder, Bend police said today.

Police said they were actively searching for the 48-year-old respiratory therapist’s remains at undisclosed location.

On Tuesday, detectives and investigators with the Bend office of the Oregon State Police Crime Lab served a search warrant at Blaylock’s home, and searched three vehicles and an enclosed trailer.

They asked for anyone who may have seen at white SUV hauling a white, enclosed trailer over any Cascade mountain pass from Tuesday, October 26, and Sunday, October 31, or in Deschutes, Marion, Lane, and Jefferson  counties to call them.

Police said Steven Blaylock was booked into the Deschutes County Jail on a probable cause affidavit for murder, second-degree domestic assault and tampering with evidence. He is being held without bail.

Court documents were unavailable today because of the Veteran’s Day holiday. Jail records show that Blaylock is scheduled to be arraigned Friday in Deschutes County Circuit Court.

Steven Blaylock, told police he last saw his wife of two months on the evening of October 28 at her home in the 2600 block of Northeast Genet Court.

He told told police she walked away  wearing a black sweater with white stripe on the sleeves, blue jeans, white tennis shoes and carrying a black purse with backpack-style straps. Police now say that Blaylock murdered his wife on Wednesday, Oct. 27.

Diedre Moore, a close friend of Lori Blaylock’s who went to Lane Community College with her in the 1990s, said Blaylock has worked as a respiratory therapist at St. Charles Medical Center for the past 18 years.

Moore said Blaylock has been married to her husband Steve Blaylock for 15 months, a wedding that took place after a short, two-month courtship.

BEND, Ore. - Police say they have reason to believe the husband of a missing Bend woman disposed of his wife's body and now they are asking for the public's help in locating her.

Lori Blaylock, 48, was last seen on Oct. 28. Her husband told police she walked away from their home around 10 p.m. that night and never came back. Co-workers reported her missing on Nov. 2 when she failed to report for work.

Search teams initially scoured the area around Blaylock's home looking for any clues to her whereabouts, but they came up empty handed. As the invesigation into the woman's disappearance developed, detectives began taking a close look at her husband, 45-year-old Steven Paul Blaylock.

Earlier this week, investigators searched the couple's home and turned their focus on two vehicles that were on the property - an SUV and an enclosed utility trailer. They asked that anyone who might have seen the vehicles between Tuesday, Oct. 26, and Sunday, Oct. 31 to contact them.

The next day, police announced they had arrested Steven Paul Blaylock (pictured at right), saying they had "developed probable cause that he murdered his wife." He faces charges of murder, second-degree domestic assault and tampering with evidence.

Late Thursday, the Bend Police Department issued a news release saying they believe Steven Paul Blaylock disposed of his wife's body in the area between Marion Forks and the town of Idanha, along Highway 22 in Marion County. They say they believe her body may have been dumped in the North Santiam River and they are focusing their search on forest land and the river both east and west of the town of Idanha.

Police are asking residents along the North Santiam River to search their property and report anything they find that might be related to this investigation. They say if you do find something that could be considered evidence, do not move or touch it. You can reach the Bend Police Department at (541) 322-2960 or after hours at (541) 693-6911. The lead detective on the case is Pat Hartley. You may also leave anonymous information on the Marion County Sheriff's Office Tip Line at (503) 540-8079.

If you find what you believe to be Lori Blaylock's body, call 911 immediately.

Clothes of missing, murdered Bend woman found

SALEM -- Clothing belonging to Lori Blaylock of Saturday along the Santiam River about four miles downstream from Marion Forks.

Blaylock was reported missing Nov. 2 by co-workers at St. Charles Medical Center. Last week, her husband Steven Blaylock was accused of her murder.

Detectives from Bend police and the Marion County sheriff's office were assisted by a Linn County dive team.  They searched the Santiam River Saturday and Sunday but could not find her remains. The search effort included a cadaver dog.

A black and white sweater worn by Blaylock was found under a tree along the river Friday but the rest of her clothes and a purse were not found, said sheriff's office spokesman Don Thomsen.

Investigators believe her body is somewhere between Marion Forks and the community of Idanha along Oregon 22, either in the river or in the woods along the Santiam.

Her body may have been taken there sometime between Oct. 26 and Oct. 31.

Detectives are asking anyone who may have spotted Steven or Lori Blaylock and an Isuzu Trooper and trailer on those dates to call Bend police.

Lori Blaylock is white, age 48, 5 foot 7 and 150. Along with the sweater, she was wearing jeans and white shoes.

Steven Blaylock is white, age 46, 5 foot 10 and 170 with medium length brown hair and no facial hair.

The Trooper is a 1993 model year, white, with a roof rack and a spare tire mounted on the back with a cover that says Isuzu Trooper. The license is 975 BBW.

The trailer is an eight-foot Cargo Express brand, white, with damage to the left front corner. The trailer has large black lettering on the back and sides that reads 'Nash Blaylock #707' and 'Marley Blaylock #5' and a emblem on the back that reads '706.'

Anyone with information should call the Bend Police Department at (541) 322.2960 or after hours at (541) 693.6911. The lead Detective is Pat Hartley.

Suspected murder victim still not found

Bend police spent the weekend continuing their search of the Santiam River for the body of Lori Blaylock, a Eugene native whose husband is accused of killing her last month.

Police said Monday that they found Blaylock’s black-and-white sweater covered with debris, underneath a tree along the river, about four miles downstream from the Linn County community of Marion Forks. Her pants, shoes and purse were not found, police said.

A swift-water raft team, divers and a cadaver dog have worked with detectives on the search. Police allege that Blaylock’s husband, Steven Blaylock, disposed of her body in the river.

Steven Blaylock is being held in the Deschutes County Jail on a murder charge.

Bend police said that, while additional searches of the river have not been ruled out, they are becoming problematic due to the water’s swiftness and continuing winterlike weather.

BEND, Ore. -- Court documents obtained by NewsChannel 21 Wednesday shed some new light on what may have happened the night 48-year-old Lori Blaylock died.

Officials have said the Bend woman was murdered by her husband, 46-year-old Steven Blaylock, who was arraigned two weeks ago.

Blaylock is charged with one count each of murder and one count of manslaughter.

In the 10-page court file, the Deschutes County District Attorney's Office says Steven Blaylock was under 'the influence of extreme emotional disturbance' when he killed Lori.

The documents also say she died in Deschutes County, sometime between October 26th and November 2nd.

Investigators believe Steven dumped her body along the Santiam River in Marion County, but that search has been called off for the winter due to harsh conditions.

Steven Blaylock is scheduled to enter a plea Dec. 20.

Body in Santiam River 'could be' Lori Blaylock

By KATU News and Jennifer Meacham KATU.com Staff

By KATU News and Jennifer Meacham KATU.com Staff December 11, 2010

IDANHA, Ore. – Marion County sheriff's deputies have located a body in the Santiam River near the city of Idanha.

The spokesperson said the body "could be" that of Lori J. Blaylock, a Bend woman who was reported to be last seen by her husband Oct. 28. The body was found on the Marion County/Linn County line, in an area just off of the North Santiam Highway.

"It's clearly a recovery operation, not a rescue," the spokesperson said.

The Marion County Sheriff's Office spokesperson said deputies will wait until Sunday morning to attempt to recover the body.

The Santiam River was one area of interest for detectives in the search for Blaylock, who was known to friends and coworkers as "Woody." That search prompted police to ask people on the roads between Bend and Idanha to report any sightings of a white Isuzu Trooper pulling a white trailer between Oct. 26 and Oct. 31. On Nov. 13, her black-and-white sweater was found in debris under a tree about 4 1/2 miles downstream from Marion Forks.

Blaylock was not reported missing until several days after her husband claims she walked "away from the residence" – in the darkness with a sling-bag over her shoulder and only that black-and-white sweater to keep her warm. Co-workers of Blaylock, who was a respiratory therapist at St. Charles Medical Center Bend, helped spearhead a search when Blaylock did not show up for work the following week.

Blaylock's husband, 46-year-old Steven P. Blaylock, now faces murder and manslaughter charges. In his first court appearance Nov. 13, it was announced that prosecutors believe Steven Blaylock killed his wife "while under the influence of extreme emotional disturbance."

It must be excruciating for family and friends not to know where Lori's body is, and only know she is dead.  I hope this turns out to be her so they can properly lay her to rest.  LE and the swift water rescuers should be highly commended to keep searching till she was found in the cold weather and the treacherous water.

High water delays divers
December 14, 2010

It could be days or even weeks before the North Santiam River level east of Idanha drops enough for the Linn County Sheriff’s Office Dive Team to safely recover a body hung up on tree branches about four feet below the surface.

The body is thought to be that of Lori Blaylock of Bend, who has been missing since Oct. 28. Authorities believe she was killed and then dumped into the river about a mile from where the body was found. Her husband, Steven Paul Blaylock, is charged in her death. He is in the Deschutes County Jai
l.

Kayakers spotted the body about 12:30 p.m. Saturday, but did not report the sighting until later that afternoon because there is no cell service in the area, said Linn County Detective Sgt. Bob Clark, who supervises the county’s dive team.

Divers tried to get to the body over the weekend, but debris and fast-moving water prevented a recovery, he said. He estimates the body is about 35 feet from shore.

“We’re dealing with high, swift water so we can’t get a boat in there at all,” Clark said. “The body is trapped in an eddy, so a boat above it would just turn in circles. That’s why we will work from the bank.”

Members of the county’s search and rescue team will carry the divers’ gear down a 160-foot embankment to the dive site when conditions are right. It will take four certified divers to perform the recovery.

The diver in the water will be attached to a safety rope containing a communication line. Visibility is about a foot, so a diver on the bank will guide the diver in the water to the area where the body is using the line, Clark said.

Another diver will watch the operation from the bank, and a fourth will be downstream ready to rescue the diver in the water should he become detached from his safety line.

A grappling hook or other device will not be used to retrieve the body. The case is a homicide “so we don’t want to tear anything or cause injury to the body,” he said.

Clark does worry that the body could become dislodged and float down the river before they get to it. Another problem is the longer the body is in the water, the harder it will be to identify.

Linn County’s dive team is comprised of 12 members. They work in patrol, detectives and in the jail. Two divers are civilians.

The team was formed in the 1970s to recover drowning victims and perform water rescues, Clark said. The other closest dive teams are in Lane and Clackamas counties.

It is expensive to equip and run a dive operation, he said. Much of the expense is overtime pay, as teams work long hours.

“A couple of years ago, it cost $10,000 to recover a body from Salmon Creek Falls off of the Little North Fork between Gates and Mill City,” Clark said. “Most of that cost was overtime.”

Strong currents hamper Santiam River recovery

Story Updated: Dec 15, 2010 at 9:28 AM PST

DANHA, Ore. – High water and dangerous currents are preventing divers from recovering a body from the North Santiam River ... and possibly solving a murder mystery.

Kayakers spotted the body Saturday, stuck in some branches just east of the town of Idanha on the Marion/Linn County border.

However, recent rains caused the North Santiam River water level to rise more than 2 inches just over the weekend, and river flow also sped up from 2,200 cubic feet per second on Saturday to around 5,000 cubic feet per second by Sunday alone.

"The location and timing of this discovery could indicate that the body is that of Lori Blaylock," deputies report.  However, "it must be stressed that at this time, no positive identification has been made."

Lori "Woody" Blaylock is a mother of two missing from Bend since October. Her sweater was found this past month near Marion Forks, which is upstream from where the body was discovered.

Blaylock's husband has been arrested for murder.

"Marion County Deputies hiked into the location, but it was dark when they arrived and recovery of the body wasn't feasible," authorities said in a press release.

Given the forecast, the river levels will be monitored by Linn County and another attempt to recover the body will be made when conditions improve. No estimate is available as to when this might occur.

River conditions delay body recovery
December 21, 2010

Efforts to recover a body presumed to be that of missing Bend woman Lori “Woody” Blaylock from the North Santiam River have again been delayed because of fast-moving water.

Kayakers spotted the body Dec. 11 east of Detroit Lake, near the town of Idanha. Since then, however, weather and water conditions have not been suitable for Linn County Sheriff’s Office divers to get in the water. Undersheriff Bruce Riley said officials returned to the area Saturday but were not able to see the body.

Blaylock, 48, was reported missing Nov. 2. Her husband, Steven Blaylock, has been charged with her murder. He was scheduled to enter a plea Monday, but his attorney asked for a 30-day delay.

Body in N. Santiam River Appears to Have Moved
Saturday, January 08th 2011 12:13pm

Linn County Undersheriff reports that their dive teams have discovered that the body found in the water of north Santiam River had moved. Police believe that it is the body of missing bend woman, Lori Blaylock. A written report states that a dive team went into the water where they last found the body and determined that the body must have been dislodged from the underwater debris where it was trapped. Now, they have to begin the search again.  The 48 year old Blaylock was reported missing on November 2nd when she failed to show up for her job at St. Charles Medical Center. Her husband, Steven Blaylock, 46,  is indicted on one count of murder in her disappearance. He is scheduled to enter a plea in Deschutes County Court on January 20th.

Linn halts search for body
January 22, 2011

The Linn County sheriff’s office has temporarily called off the search for the body of a Bend woman believed to have been killed and dumped in the North Santiam River some three months ago.

Searches by the Linn County dive team of the North Santiam River and Detroit Lake, the most recent on Thursday, didn’t turn up the body.

Lori Blaylock, 48, has been missing since Oct. 28. Deschutes County has charged her husband, Steven Blaylock, with her murder.

In December, kayakers  spotted what they and police believe was Lori Blaylock’s body. A dive team was dispatched, but the water level had risen and the team did not find the body.

“The water level has fluctuated so much,” said Linn Sheriff Tim Mueller. “We have been up there many times, using quite a bit of manpower.”

From 8:30 a.m. to 4 p.m. Thursday, about 40 personnel searched 10 miles from the mouth of the North Santiam River to Detroit Reservoir, on both sides of the bank and in the water — the area where Blaylock indicated he dumped the body, the sheriff said.

Mueller said conditions in the river have made the search extremely difficult.

“Divers couldn’t see 2 inches away from their face, it was so muddy,” he said.  The river is also full of debris and moving dangerously fast, he added.

“I’m not trying to be harsh,” Mueller said, “but I am not going to risk someone’s life on finding a dead person. Until river conditions change, we’re done.”

The search is to resume in early to mid May, Mueller said. The Marion County Sheriff’s Office does not have its own dive team.

“We don’t like the fact the woman is in that river,” Mueller said. “We want Bend to get the criminal piece wrapped up and we want to get this lady home. She deserves that.”

Spotlight on the Missing: 115 people search for Bend woman Lori Blaylock
April 5, 2011

BEND, Oregon -- Public safety workers and approximately 115 volunteers searched six miles of the North Santiam River on Saturday looking for any sign of 48-year-old Lori "Woody" Blaylock, ::snipping2::
The Marian County Sheriff’s Office said no major discoveries were made during  Saturday’s search.

The search spanned a six-mile stretch along the river as it feeds into the east end of Detroit Lake and an additional 4.5 miles of lake shoreline about 50 miles east of Salem.

Four boats were used to search the lakeshore and four cadaver dogs were used to search the riverbank and other areas, The Oregonian reports. ::snipping2::
A number of items were collected on Saturday and will be examined further to see if they are in any way related to the case, the sheriff’s office said. Police did not say what those items were.

Don Thomson, spokesman for the Marion County Sheriff’s Office said the search was extremely difficult due to weather conditions that included snow, rain, and sleet.

Steven Blaylock Stuns Court with Body-Dumping Details

Posted by Rachelle Dragani on November 19, 2011 8:38 AM.

Steven Blaylock shocked the courtroom Thursday when he gave details about why he dumped his wife's body in a river after he murdered her.

According to a report from the Huffington Post, Blaylock said he recalls his late wife saying that if her remains couldn't be shot into space or buried at sea, she wanted to be scattered in a river to feed her friends, the fish.

Upon hearing Blaylock's emotionless telling of Lori 'Woody' Blaylock's wishes, her sister rushed out of the courtroom yelling 'You make me sick!'

Remains await identification
September 5, 2012

 ::snipping2::
According to Marion County Sheriff’s Office public information officer Don Thomson, the remains were found about a mile from the water in a remote hunting area.

Thomson said there are no missing people in his county, and pointed to high-profile missing persons cases like Kyron Horman, the 9-year-old Portland boy who disappeared in June 2010, and Lori “Woody" Blaylock, the Bend woman whose husband murdered her in November 2010 and dumped her body in the North Santiam River near Marion Forks.

According to a press release, hunters found the skeletal remains off state Highway 22, near Niagara Park. That’s more than 25 miles from Marion Forks.

The bones have been sent to the medical examiner’s office. Thomson cautioned the remains might never be identified.

“It all depends on what we’re able to determine, on how many bones we collect," he said.

Authorities try to ID remains at Detroit Lake
Updated September 4, 2012

SALEM, Ore. (AP) — Marion County officials say skeletal remains were found over the weekend in a remote area of the Santiam Canyon in the Cascade Range, and law enforcement officers said their thoughts immediately turned to a Bend woman whose husband was convicted of killing her.
 ::snipping2::
After being arrested, her husband, Steven Blaylock, led officers to a spot along the North Santiam River, upstream of the site where hunters reported finding the remains Saturday, and said he had dumped her body there. He helped them find pieces of clothing hidden on the bank.

Several searches of the river and Detroit Lake turned up no remains. Kayakers told authorities in late 2010 they had seen a body tangled in a fallen tree, but by the time officers arrived, it was gone.
 ::snipping2::
The Marion County Sheriff's Office said Tuesday the bones are believed to be human, no identification has been made, and the remains will be sent to the medical examiner's office.

Lt. Tad Larson, a sheriff's office spokesman, said he didn't know of any missing persons cases in Marion County that might be related to the discovery.

"Blaylock was the first one that came to my mind," Larson said.

He said he couldn't say what body parts were found, or exactly where. "I don't believe it was in the water," he said.

The Marion County Sheriff's Office is investigating possible human remains found Saturday west of Detroit Lake, downstream from where Lori “Woody" Blaylock's body was dumped after she was murdered by her husband in 2010.

Bend Police Capt. Jim Porter said his office had not sent any personnel to the area and had no plans to get involved.

“We're letting local officials complete their investigation," Porter said. “We will wait to see if this is related to any cases that the Bend Police Department has been involved in."

Marion County Sheriff's Office Lt. Tad Larson said detectives had been at the site all weekend, and that the investigation was ongoing. Larson confirmed that possible human remains had been discovered, though he said he didn't know which parts of the body were found.
