Police Seek Missing 911 Dispatcher

Reported By: Jaye Watson
Last Modified: 3/26/2007 7:40:43 PM

The search is on for a missing 41-year-old Walker County woman who works as a 911 dispatcher for the county.

Teresa Parker was one of the first 911 dispatchers hired in Walker County 15 years ago. Those close to her knew her 14-year marriage to police officer Sgt. Sam Parker was ending. She was moving out.

She went to visit her sister last Wednesday night, and that was the last time she was seen.

Her mother called to report her missing on Saturday. Sam Parker told police he thought she had already moved out, and that was why he had not reported her missing.

"Sam appeared to be extremely worried about his wife," said Lafayette police chief Tommy Freeman. "He's distraught in regard to his wife. But as he told me, his best medicine was to keep active and keep his mind busy."

Police said they are worried, because thought she has gone out of town before, she always stayed in close contact with her family -- but not this time. Police used GPS to locate her phone, and they know the last time it was used. That is information they say they cannot release.

The GBI is heading up the investigation into her disappearance because she is a 911 dispatcher. They were asked if there was a history of domestic violence in the marriage.

"We're still looking at several things that have happened in the past," said GBI agent James Harris.

Police and Parker's family are asking anyone with any information into her disappearance to call police.

Wow, this does not sound good.  I hope her husband had nothing to do with it.  I wonder what else they know that they can not say and are following up on.

Dispatcher Missing For Week; Search Continues

POSTED: 5:10 pm EDT March 28, 2007
UPDATED: 6:32 pm EDT March 28, 2007

ATLANTA -- Searchers have been scouring the remote woodlands of Northwest Georgia and looking for clues into the mysterious disappearance of a 911 dispatcher.

Teresa Parker last clocked out of her job one week ago in Walker County and she hasn’t been seen or heard from since.

Even without any solid leads, searchers took to the air and again scoured the woods trying to solve the disappearance of Parker.

Family members could only anxiously wait for word.

“There’s a lot of sadness in my heart because deep down I know what’s happened. But I’m hoping for the best,” said family member Jonathan Wilson.

I wonder what he means .. like he thinks foul play or like he thinks her husband did it, or he thinks like suicide?  Doesn't sound good.

FoxNews reported witin the past hour that the husband's police cruiser had been confiscated and tested for evidence.  A spokesman said that no evidence was found that she had been in the vehicle, and it was presumed that the car would be released.

They also said that the search goes on, but police were not giving any indication where they were concentrating or why.  Family members have also recruited people to help with the search, and have asked for any bit of info or possible evidence to be given to the police, even the worse case scenario.

They said that the husband's sister may be speaking on his behalf...not sure if it's a press conference...have not seen anything, as yet.

The search teams will be concentrating on an area south of Lafayette, Georgia, and north of the Chattooga County line bounded on the east by Taylor's Ridge and on the west by Pigeon Mountain, according to Sheriff Wilson.

The investigation into a missing Walker County 911 dispatcher has taken a new turn.

Investigators confiscated the patrol car assigned to Teresa Parker’s estranged husband.

Sam Parker is a sergeant with the LaFayette police department.

Records show at least three domestic violence reports between Parker and her husband.

The couple also had a mutual restraining order, and are going through a divorce.

Thursday night, family and friends gathered for a candlelight prayer vigil.

The group says they remain optimistic about Parker's safe return.

She disappeared nine days ago

Family: 'Big' Development in Case of Missing 911 Operator in Georgia To Be Announced
Tuesday , April 03, 2007

Georgia officials will hold a 2 p.m. press conference Tuesday to discuss a "big" development in the case of missing 911 operator Theresa Parker, family members confirmed to FOX News.

Parker has been missing since the night of March 21, when she last spoke to a relative over the phone. Some of her family members have said they suspected that her husband, Sam Parker, had something to do with her disappearance. Sam Parker is a police officer with the LaFayette Police Department. The two were in the midst of a divorce when Theresa disappeared.

Jonathan Wilson, Theresa's brother-in-law, told FOX News on Tuesday that "it will be a big story" when the news is announced later in the day.

"This is a great development," he said, but "it isn't what we thought."

He added: "We are very pleased. It's not what I hoped, but it's going to be big."

The press conference will be held at the Walker County Police Department.

A source close to the case told FOX News that the development in the case is a "side issue."

Authorities on Tuesday began draining a large pond in their search for Theresa Parker. The pond is near the home of Sam Parker.

"We felt like it was one we needed to search," Walker County Sheriff Steve Wilson said Monday, adding that the pond will take a couple of days to drain.

Wilson and other family members had told FOX News that the Georgia Bureau of Investigation — which is heading up the investigation into Theresa's disappearance — had named Sam a "person of interest," and that the family has the "green light" to go ahead and voice their concern about him.

Sam Parker's sister Carolyn Wooten gave a statement on Friday saying that he had "done nothing to harm" Theresa Parker.

Sam Parker was expected to be back at work this week. But his boss, LaFayette Director of Public Safety Tommy Freeman, said Parker has extended his leave until sometime next week.

The GBI executed a search warrant for Sam Parker's home on Saturday. It was the third search of the residence; Sam Parker had consented to the first two and was present.

"Sam has cooperated with the GBI each time the GBI has asked him to come in for the missing persons," Walker County Sheriff Steve Wilson told FOX News on Monday.

Asked if authorities were close to arresting someone in connection with Theresa's disappearance: "We are proceeding very cautiously with the investigation. We want to be sure we do everything that is right. I certainly don't want to put a timetable out there."

Christina Hill, Theresa Parker's sister, also told FOX News she had similar concerns about Sam Parker.

"I can honestly say that I do believe he's involved. That’s what I feel, that’s what I know in my heart," Hill said. “I know of an incident last year where she was really scared, she was really afraid. And she looked me in the eyes and told me that she was afraid that she was going to die."

Sam Parker had moved out of the home he and his wife once shared, and Theresa was in the midst of moving to a neighboring town when she disappeared.

Georgia Police Announce Arrest Connected to Case of Missing 911 Operator
Tuesday , April 03, 2007

Walker County officials on Tuesday announced an arrest made in connection to the case of missing 911 operator Theresa Parker.

A LaFayette police officer was arrested and charged with making false statements to police in regards to the case, Walker County Sheriff Steve Wilson announced. The officer arrested is not Sam Parker, Theresa's husband, who is a sergeant on the same police force. The man arrested is the next-in-line supervisor on the same shift as Sam Parker.

The arrest was made around 9 p.m. Monday night.

"This is part of the missing persons case the GBI has been investigating over the past week," Wilson said.

"We have made an arrest pertaining to this case," added Jerry Scott, assistant special-agent-in-charge at the Georgia Bureau of Investigation, which is handling the case. "The investigation is continuing, we're making progress in the case and hopefully, we'll have a resolution … in the near future."

The arrested man is in a neighboring county jail "for his own safety and for the safety of our staff at the Walker County Sheriff's Office," Wilson added.

Harbin Chaffin

Police Officer Arrested In Missing Woman Case

POSTED: 10:36 am EDT April 3, 2007
UPDATED: 4:22 pm EDT April 3, 2007

LAFAYETTE, Ga -- A police officer who works with the estranged husband of a missing Walker County 911 dispatcher has been charged with making false statements in the investigation of the missing woman.

Walker County Sheriff Steve Wilson and Georgia Bureau of Investigation Agent Jerry Scott said Tuesday that LaFayette police officer Harbin Chaffin was arrested for making false statements.

Chaffin works as a supervisor on the same shift as Sgt. Sam Parker, estranged husband of dispatcher, Theresa Parker, who has been missing since March 21.

Wilson and Scott declined say what the false statements pertained to, but the investigation has included dozens of interviews.

Wilson, said Chaffin's arrest was not a resolution in the case, but it was progress.

"And, any progress is significant," he said.

Meanwhile, crews continued Tuesday to drain a large pond on property located near the home where the Parkers had lived before their separation.

Police divers had searched the pond over the weekend, but investigators decided to drain the pond to inspect it more carefully. It was said to be deep and have brush and obstructions that made it difficult for divers.

Sam Parker, a veteran LaFayette Police Department sergeant, has been on leave from his job since his wife was reported missing.

Georgia Bureau of Investigation special agent James Harris told the Chattanooga Times Free Press on Saturday that Sam Parker is considered a "person of interest" in the disappearance of his wife.

The couple was in the process of getting a divorce when the woman disappeared.

Theresa Parker was last seen late on March 21, and family members reported her missing early March 24.

Hmmmm, nothing speaks louder to the guilt of Sgt. Sam Parker than one of his co-workers covering up for him. If there was nothing to hide, he wouldn't
have lied,  simple. Time for the old lie detector.......

Police: Missing Woman's Husband Had Explosives

POSTED: 2:20 pm EDT April 13, 2007
UPDATED: 4:57 pm EDT April 13, 2007

LAFAYETTA, Ga. -- Police said Friday they found explosives in the work locker of the husband of Theresa Parker, missing since March 21.

Officials told Channel 2's Joyce Oscar that Sam Parker has been fired from his position as sergeant for the LaFayette police department because of the discovery.

The explosives were found during a search by the GBI on April 3.

Investigators have called Sam Parker "a person of interest" in the disappearance of his estranged wife.

Theresa Parker, 41, was last heard from the night of March 21. Her family reported her missing three days later.

Authorities say her car was still at her house, where she lived alone.

Parker was in the middle of a divorce from Sam Parker when she disappeared and family members have said the couple had a history of domestic problems. According to 911 logs, police were called to the Parker residence for domestic disputes at least twice, once in 2002 and again in 2004.

Neighbors say Sgt. Parker threatened to hurt himself

04/15/07

Former LaFayette police Sgt. Sam Parker was escorted by his personal physician from his home on Cordell Avenue late Friday night after a call to 911 indicated trouble at the home.

Reports from neighbors who declined to be indentified indicated that Parker “was threatening to hurt himself.”

Walker County Sheriff Steve Wilson spoke with Parker. “He is receiving medical attention, and is under the care of his physician.” Wilson said at the scene after Parker left.

Parker was fired from his job Friday because of explosive devices found by the Georgia Bureau of Investigation in his work locker during a search last week. That search was part of the investigation into the disappearance of Parker’s estranged wife Theresa, who was last seen March 21.

Although GBI has named Sam Parker as a “person of interest” and has questioned him extensively, LaFayette Director of Public Safety Tommy Freeman said his firing is in no way connected to the investigation of his wife’s disappearance.

Sheriff Wilson arrived at Parker’s home after authorities had blocked off on Cordell Avenue in anticipation of a potential standoff and the need for medical personnel. Wilson declined to elaborate on the specific nature of the 911 call or by whom it was placed.

Wilson said he summoned Parker’s sister Carolyn Wooten to the scene as well as Parker’s personal physician. “She went inside the house and then she and Sam came out and spoke with us in the driveway.”

Wilson said that Parker was very despondent. “He communicated to me that it had been a very bad day – he had lost his job, investigators have been coming down hard on him and he didn’t know where his wife was.”

Wilson characterized the situation as “a good ending to what could have been a tragic evening.”

“When we responded here we certainly didn’t know what the outcome would be,” the sheriff said. “I’ve known Sam for 27 years, and I’m happy to report that we were able to defuse a very tense moment.”

The sheriff said that he was the only law enforcement officer up at the house during the situation, and that there were no threats made or weapons brandished. The sheriff declined to elaborate further as to Parker’s mental state or where he is being treated.
