In light of the not guilty verdict handed down by jurors yesterday in the Casey Anthony trial, Rep. Bill Hager, R-Boca Raton, announced he is drafting legislation to create “Caylee’s Law.”
The bill would make it a felony for a parent or legal guardian to fail to timely report a missing child, in cases where the parent knew or should have known that the child was possibly in danger.

A proposed "Caylee's Law" in Florida dealing with the timely notification to law enforcement authorities when a child disappears may have merit, but it should be carefully and narrowly crafted to avoid unfairly prosecuting parents, teachers and caregivers.
It is already a misdemeanor under Florida law to fail to report a disappearance in a timely manner
. But in a direct response to Casey Anthony's failure to report her daughter's disappearance for 31 days, a bill co-sponsored by state Reps. Jose Felix Diaz, R-Miami and Rep. Scott Plakon, R-Longwood, would make it a felony to fail to report the disappearance of a child 12 years of age or younger within 48 hours. The legislation also would make it a felony to fail to notify law enforcement of the death of the child or the location of a corpse within two hours. And "Caylee's Law" would make it a felony to provide false information to law enforcement investigating the death or disappearance of a child.

(CBS/WKMG/AP) ORLANDO, Fla. - "Caylee's Law," which would make it a felony for parents or caregivers to not report the death of a child to authorities within one hour and a child's disappearance within 24 hours, is gaining momentum in Florida as well as other states, and Casey Anthony's father George has decided to speak out in support of it.
Talks of the legislation began shortly after Casey Anthony was found not guilty of murder in the death of her 2-year-old daughter, Caylee. A petition for the new law has1.1 million signatures, including George Anthony's, reports CBS affiliate WKMG.
"This is a great legacy for my granddaughter. Other children still need assistance. If it reflects on my daughter, well, so be it," George Anthony said to a Washington Post blogger.

Under Negron’s proposal, Anthony could have been sentenced to 20 years in prison.
Anthony’s acquittal prompted Florida legislators to file a flurry of “Caylee’s Law” measures, but Negron said he did not want to craft a new law specifically in response to the Anthony verdict. Unlike the other bills, Negron said he would not attach the child’s name to the measure.
“But the bottom line is, if your child is missing and you’re intentionally and willfully misleading law enforcement, that’s evil behavior and it won’t be tolerated. By making it a third-degree felony, I think we’re making that statement,” he said.
Anthony, now 25, was convicted of lying to investigators about working at a Universal Studios theme park, about leaving her daughter with an imaginary nanny, about leaving the child with friends and about receiving a telephone call from her.

ORLANDO — When the Florida Legislature begins its 2012 session next month it will do so just six months after a jury acquitted Casey Anthony of killing her 2-year-old daughter in one of the state’s most high-profile murder trials.
That verdict has some legislators pushing a law that would make it a felony if a parent or guardian doesn’t tell authorities a child is missing or dead within a certain period. Some legal experts and law enforcement officials say the law as written reaches too far.

Giving false information to police about a missing child could soon land someone behind bars for a long time. Legislation heard by House and Senate Committees today in Tallahassee makes it a felony with a possible five years in prison to mislead police, but the sentences could be a whole lot longer.
Casey Anthony was sentenced on four counts of lying about her missing and dead daughter. She served just under three years. but under proposed legislation sponsored by State Senator Joe Negron, Anthony could have been sentenced to 5 years on each count for a total of 20 years.
“I think it would be utterly reprehensible for a parent to know that their child is missing and intentionally steer law enforcement in the wrong direction,” Negron told the Senate Criminal Justice Committee when presenting the bill.
State Senator Alan Hays thinks the punishment should be even tougher and said so “SenatorNegron, I’m ready to throw them under the jail and throw the key away.”

Once referred to as Caylee’s law, neither bill still carries the name. Sponsors say they don’t want the focus to be on just this one case.
“But we want to make sure everyone knows we won’t tolerate people lying to the police when there is a child unaccounted for” says Negron.

TALLAHASSEE, Fla. -- A bill inspired by 2-year-old Caylee Anthony's death is moving in the Florida House after being changed to match the Senate's version.
The bill (HB 37) that won unanimous approval Tuesday from the House Justice Appropriations Subcommittee no longer sets deadlines for parents to report a child missing or dead.
Police say that could result in unintended consequences.
Instead, it increases the maximum penalty from a year in jail to five years in prison for knowingly making a false statement to police about a missing child.

[Tallahassee, FL] A measure inspired by the death of Caylee Anthony was approved unanimously Wednesday by the Florida House Judiciary Committee.
As reported by Sunshine Slate back in July of 2011, the bill previously known as “Caylee’s Law” was originally proposed by State Rep. Bill Hager (R-87/Boca Raton) in the media. It has undergone changes since then, including its name. Hager is now a co-sponsor of the bill.
“What we witnessed in the case of two year old Caylee Anthony was truly tragic,” Hager said in a press release at the time. “Placing a law on the books requiring parents and guardians to report missing children who are in significant danger in a timely manner will ensure that parents are held accountable for their actions.”
“It will also assure that we put justice on the side of those among us who are most vulnerable,” he said.
The bill in its current form (HB 37) would make it a third-degree felony for parents or guardians to lie to law enforcement officials when a child under 16 is missing, dies or is seriously injured.

A bill crafted as a result of an emotional murder trial last summer in Orlando, was unanimously supported by the Florida Senate on Thursday and is off to the desk of Gov. Rick Scott.
HB 37
would require a caregiver to report if any child 16 or younger is missing. Failure to do so would be a third-degree felony, the penalty bumped up to a second-degree felony if the child is harmed while missing.
The bill was inspired by the death of 2-year-old Caylee Anthony, the daughter of Casey Anthony who was acquitted last summer of first-degree murder, aggravated child abuse and aggravated manslaughter in the girl’s death.
Currently, providing false information is a misdemeanor.
