Casey Anthony verdict could prompt changes in N.C. state law

With many Americans outraged by the verdict in the Casey Anthony case, two North Carolina lawmakers are leading the charge for a new state law that would increase the punishment for a parent or guardian who fails to notify law enforcement about a dead or missing child.

“How in the world could a missing child not be reported?” asked State Rep. Kelly Hastings, a Republican from Cherryville who represents Gaston and Cleveland Counties.

A new bill aims to close a loop hole in North Carolina's child abuse law.

"Along with the sadness of the death and the crime and all that, there was the fact there was an issue reporting a missing child in timely manner to the proper authorities," Sponsor of the bill State Representative Kelly Hastings said.

Hastings says this is not a political move. He gives credit to the constituents for letting their opinion be known.

It's unclear when the new bill could be signed into law, but Hastings hopes it happens before next year.

The law could be similar to the recently passed Laura's Law. That law gives harsher penalties to repeat DUI offenders.

Ingle would co-sponsor Caylee's Law

While North Carolina legislators aren’t expected to address it until January, there are already discussions under way to make child abuse statutes in this state more specific and to make failing to report a child missing a felony.

The House gave unanimous approval Thursday to the bill that also would create a misdemeanor if any other person reasonably suspects a child may be in danger but fails to talk to law enforcement within a reasonable time.

The bill is named "Caylee's Law," referring to Florida toddler Caylee Anthony, who wasn't reported missing until 31 days after she vanished in 2008 and had died. Caylee's mother was acquitted of murder but convicted of lying to investigators.

Parents without a previous criminal history wouldn't receive active prison time on a first offense.

The bill now goes to the Senate.
