Caylee's Law Movement Spreading Across The Country

After Casey Anthony was found not guilty of murder by a jury in Floriday, a movement called Caylee's Law has spread across the nation and right here at home.

The movement was started by Oklahoma mother Michelle Crowder. The movement states it should be illegal to not report the disappearance of a child to law enforcement in a timely manner after Caylee Anthony was not reported missing for 31 days.

In the first 48 hours, half a million people have signed the petition at change.org. The hope is to get lawmakers in all 50 states to take action. Florida has already started drafting legislation and several other states have vowed to do the same. California is doing the initial research to move forward with legislation as well.

RIVERSIDE (CBS) — Legislators all over the country are introducing so-called “Caylee’s Laws” — proposed laws that would make it a felony for a parent or guardian to fail to report their child missing.

The law, of course, is inspired by the acquittal last week of Casey Anthony in the death of her daughter, Caylee.

Wednesday a Riverside County lawmaker said California was jumping on that national bandwagon.

Assemblyman Paul Cook (R – Beaumont) said that he readying a “Caylee’s Law” bill for California that would close off the kind of loopholes that allowed Anthony to avoid serving time in prison for lying to police during the investigation into her 2-year-old’s disappearance and subsequent murder.

“Parents are the legal and moral caretakers of their children, and if something happens, they should notify the proper authorities,” Cook said.

“When a child goes missing or, in the worst-case scenario, a child dies, the early hours are critical to law enforcement,” he said. “Our laws shouldn’t allow bad actors like Casey Anthony to wait over a month to report a missing child. This bill will go after people like her but won’t incriminate well-meaning or distraught parents.”

Assemblywoman Holly Mitchell (D-Culver City) has introduced AB 1432, which she dubbed "Caylee's Law." The measure would make it a felony in California to fail to report the death or disappearance of a child, age 14 or younger, to law enforcement authorities within 24 hours.

SACRAMENTO, Calif. /California Newswire/ — State Assemblymembers Isadore Hall, III (D- Los Angeles), Paul Cook (R – Yucaipa) and Cathleen Galgiani (D- Stockton) today lead a bi-partisan coalition of legislators in announcing the planned introduction of ‘Caylee’s Law’.

As to be introduced, ‘Caylee’s Law’ will make it a felony for a parent, guardian or caregiver to fail to report the death of a child to authorities within two hours of the child’s death. Additionally, the measure would make it a felony for a parent, guardian or caregiver to fail to report a missing child under the age of 12 to authorities within 48 hours of the child’s disappearance. The measure also includes an urgency clause, which, if approved by the Legislature and signed into law by Governor Jerry Brown, would take effect immediately.

Although it is late in the legislative session to introduce new laws, Mitchell, a member of the Assembly Public Safety Committee and long-time activist on behalf of children, believes she's well positioned to lead the charge to bring “Caylee’s Law” into reality. She looks to gamer bipartisan support and enlist child advocacy organizations in the effort to get the bill swiftly signed into law. Similar legislation is being considered in other states.

“Public awareness of the need for the bill is, tragically, very high now,” said Mitchell. “We are answering the call to get new tools in the hands of law enforcement so that a negligent person or abusive parent need never be free on a technicality again.” AB 1432 has been introduced as an emergency bill so it can progress through legislative process and not be subject to usual deadlines.

Assembly passes bill sparked by Caylee Anthony murder case

The Assembly approved new parental obligations today in response to a much-publicized Florida case in which Casey Anthony waited a month to report her 2-year-old daughter missing but ultimately was acquitted of her murder.

Assembly Bill 1432 would make parents or guardians guilty of a misdemeanor if they knowingly fail to report, within 24 hours, the disappearance of a child younger than 14.

AB 1432 was approved Sunday on the Assembly Floor 67-3 according to a news release. Caylee's Law would make it a felony in California to fail to report the death or disappearance of a child, aged 14 or younger, within 24 hours.

According to the Sacramento Bee, offenders could be jailed for a year and fined $2,000 for failing to report a youngster who is missing and in danger or one who has died as a result of a crime.

Legislation known as "Caylee's Law" has been approved by the California Assembly, said Assemblymember Mike Morrell (R-Rancho Cucamonga).

AB 1432, which passed by a 67-3 vote, would make it a felony for a parent to not report a child (14 years or younger) missing within 24 hours, if there is reason to believe that the child's disappearance is a result of a crime.

"I am pleased that my colleagues have joined with us in supporting reasonable policy to ensure that missing children are reported to the authorities," said Morrell, who proposed the bill along with Holly Mitchell (D-Culver City).

"Out of the horrific tragedy that struck Caylee Anthony, we have realized, unfortunately, the negligence of some parents and the need for that negligence to be corrected."
