Four Bay State lawmakers have now joined a growing number of legislators nationwide seeking to pass variations of “Caylee’s Law,” which would make it a felony not to report a missing or a dead child to authorities.

“It’s the right thing to do,” state Rep. David Linsky (D-Natick) said about his bill that would require any parent or guardian to report the death of a minor in their care within 24 hours.

A Linsky aide said so many lawmakers want to support his bill that they extended their deadline for co-sponsors to noon today. Three other state legislators filing similar bills are Rep. Ed Coppinger (D-West Roxbury); Rep. Cheryl Coakley-Rivera (D-Springfield) and Rep. Colleen Garry (D-Dracut).

David Linsky files Caylee's Law

(NECN: Eileen Curran) - Massachusetts Rep. David Linsky (D-Natick) announced that he has filed legislation that would require parents in Massachusetts to report the death of a child.

"The death of Caylee Anthony exposed a large flaw in our judicial system and this bill will close that loophole," said Linsky. "This is a common sense bill. Not reporting the death of a child should be a prosecutable offense."

Any parent, caretaker or legal guardian of a minor child with knowledge of the death of that child who fails to notify authorities within 24 hours of the death would face up to five years in prison under legislation.

This proposed law, of any variation, comes in reaction to the recent acquittal of Casey Anthony.

State Representative Cheryl Coakley-Rivera (D-Springfield) has filed a bill that would give parents and caretakers up to eight hours to report a missing child under the age of twelve, or face criminal penalties.

Two other bills have been filed in the Commonwealth by State Representatives Ed Coppinger (D-Suffolk) and David Linsky (D-Natick). Each of the three bills has different time limits for reporting and various proposed penalties. Coakley-Rivera said they'll likely be combined into a comprehensive bill during the next step, when the legislation moves to hearings in the Judiciary Committee.

Rep. Winslow signs on as co-sponsor of bill

NORFOLK - A local state representative is joining an effort to adopt a version of Florida's "Caylee's Law" to require parents to report the death of a child.

Three separate bills filed recently by Massachusetts legislators would make that a requirement, a reaction to the controversial Florida murder case involving Caylee Anthony, whose death went unreported by her mother and whose skeletal remains were found in 2008, five months after she was reported missing by her grandparents.

State Rep. Daniel Winslow, R-Norfolk, has signed on as one of 22 co-sponsors of a Massachusetts bill filed by state Rep. David Linsky, D-Natick, that would make it a crime for a parent or guardian not to report a death within 24 hours. Penalties would include up to five years in jail or a fine of up to $10,000.
"This gap in the law is troubling," said Winslow, whose district shares a part of Millis with Linsky's. "This is a necessary step to rectify this situation."

State Rep. George Ross, R-Attleboro, said he has been deluged with emails in support of the legislation. The House Republican caucus is planning to release a similar piece of legislation this week.

State Rep. Jay Barrows, R-Mansfield, said he has received about 100 emails from constituents concerning mandatory reporting of deaths or children who have gone missing.

Protect Mass Children, a proponent of child protective laws, supports the effort to pass a statute similar to Caylee's Law in Massachusetts
