"The University's new facilities policy is an important part of an overall plan to provide the safest environment possible to our constituents, and also re-emphasizes our commitment to offer athletic and recreational space for the use of our students, faculty, staff and their guests," Steve Shelow, assistant vice president for University Police and Public Safety, said in a press release. "It's important to note that we will continue to honor prior agreements with outside organizations to use these facilities."

According to Penn State, any exceptions to this policy must be given in writing, and approved by the facilities office responsible for athletic and recreational facility access.


And this new policy is more lipstick on a pig? Even had it been in effect before now, it wouldn't have saved those children.  Unless part of what they are trying to hide is that those facilities had revolving doors for every pedophile in town.

Didn't make sense to me.  Sandusky only brought "one guest" at a time.

Former Pennsylvania State University president Graham B. Spanier on Thursday described recent NCAA sanctions imposed on the college as "unprecedented" and "wrong." He said he would have fought harder against them.

In an interview with the Inquirer, the ex-college head acknowledged that his successor, Rodney Erickson, had been handed a tough task but suggested his decision to accept the punishments was a misstep.

"The NCAA sanctions go well beyond the NCAA's authority," Spanier said in the telephone interview with the Inquirer. "What they did to Penn State is unprecedented. It was done without a hearing and due process. I believe it to be wrong."

In interviews broadcast Wednesday by ABC News and published by The New Yorker magazine, Spanier and his lawyers attacked Freeh's description of what he knew about allegations lodged against Sandusky in 1998 and 2001 as incomplete and biased.

"I wish in hindsight that I would have known more about Jerry Sandusky and his terrible, terrible hidden past so I could have intervened," he told ABC in an interview aired Wednesday.

But the former university president had not previously spoken about Freeh's assertion that Spanier also worked to keep Penn State trustees and other officials in the dark as state investigators closed in on Sandusky's arrest last year.

"I did not downplay it," he said. "I knew very little. The only things I had to go on were the questions I was asked about in my grand jury appearance."

Asked why he waited until nine months after his resignation to speak out, Spanier said that after enduring months of accusations about his own culpability he felt the need to set the record straight.

"In the early months, there was such a media frenzy and a rush to judgment, I wasn't sure I could contribute much to the discussion that people were ready to hear," he said. "I assumed that truth, justice, fairness and reason would prevail. But regrettably, I concluded more recently that it wasn't going to happen."

Graham Spanier, the former president of embattled Penn State University, says the former  board of trustees chair and vice chair didn't want him to resign, but that he felt it was best to step aside to help the university move through the Jerry Sandusky crisis.


“They told me they wished I wouldn't do that,” Spanier said in an interview today with The Patriot-News. “They were so focused on discussing Paterno that they hadn't gotten around to discussing me.”

Spanier's recollection of the five days in November 2011 of discussions between Sandusky's arrest and the ouster of himself and Paterno, is very different from the collective memories of board members who spoke to the New York Times in January.

In that Times story, board members said they rejected his resignation only because they wanted to handle his ouster themselves.

They decided Spanier's fate first, and Paterno's last.

Both were fired, board members told the New York Times.

HARRISBURG, Pa. — The story being told by Penn State president Graham Spanier as he defends himself against accusations that he covered up a sex abuse allegation runs contrary into his own reputation as a detail-oriented manager.

But experts in university governance also suggest that if Spanier truly didn’t know what was going on, he showed a willful ignorance and a disturbing lack of curiosity about a scandal that stood to ruin Penn State’s reputation.

In a series of interviews this week and at a Philadelphia news conference, Spanier and his lawyers have repeatedly portrayed him as somewhat on the sidelines, completely unaware that complaints about former assistant football coach Jerry Sandusky were serious enough to warrant much more than passing attention.

The governance experts acknowledge the job of president requires dealing with a continual stream of problems, but they are raising doubts that Spanier took a less than active role in investigating the scandal that engulfed two of his top lieutenants and longtime football coach Joe Paterno.

“You can say I didn’t know. You can say I was distracted. You can say they didn’t tell me — up to a point,” said Stephen Trachtenberg, who spent three decades as president at the University of Hartford and George Washington University.

“But from what we have heard about what transpired, his vice president, his director of athletics, his coaches allegedly were concealing this bad news from him for such an extensive period of time that I find the story implausible,” he said
