The man at the heart of a Penn State-style sex abuse scandal at the Citadel is now in prison in Puerto Rico awaiting sentencing for his role in the kidnapping, robbery and murder of a cocaine courier by a SWAT team of fake federal law enforcement agents.

Former Marine Capt. Michael Arpaio, now 37, served 15 months in prison for molesting boys at the South Carolina military college's summer camp between 1995 and 2001. According to lawsuits filed against Arpaio, while a counselor he molested boys, gave them drugs and alcohol and made them watch while he had sex with a woman.

The camp closed in 2006 after the Citadel paid $3.8 million to five campers who said Arpaio had abused them. But alleged abuse at the camp is back in the news because of a fresh lawsuit by another alleged Arpaio victim, and because a second ex-counselor, Skip ReVille, now faces criminal charges of molesting nine boys -- alleged offenses that occurred long after the Citadel failed to tell authorities about a camper's complaint against ReVille.

Arpaio was released from prison in 2004. As part of his guilty plea, Arpaio, was supposed to register as a sex offender on his release. Instead, he seemed to disappear -- until the Charleston Post and Courier found him in federal custody in Puerto Rico.

CHARLESTON, S.C. (CN) - A man claims he was sexually assaulted by a former U.S. Marine captain who volunteered as a counselor at The Citadel's annual summer camp. He claims the assaults happened during 3 weeks at the military college's summer camp in 2001.
     John Doe, who is now between the ages of 21 and 26, sued Michael Arpaio and The Citadel in Charleston County Court.

This is the second such complaint against The Citadel. In 2005 the college settled a civil action filed by five campers who said Arpaio had molested them. The settlement was for $3.8 million.
     Arpaio, was a counselor at The Citadel summer camp between 1995 and 2001, pleaded guilty to several charges stemming from his contact with minors in 2003, after a military court-martial. He subsequently served 15 months in the brig at the Charleston Naval Weapons Station in North Charleston.
     Doe seeks actual, consequential and punitive damages for assault and battery, sexual harassment, intentional infliction of emotional distress-outrage, negligence and gross negligence.
     He is represented by David W. Harwell with the Bell Legal Group in Georgetown, S.C.

Former Marine Capt. Michael Arpaio has turned up in San Juan, Puerto Rico, where he moved in an apparent attempt to avoid registering as a convicted sex offender, records show.

What's more, Arpaio now finds himself on the verge of losing his freedom once again after pleading guilty to a role in a carjacking conspiracy that led to the death of a cocaine courier on the island in 2008.

Arpaio, 37, appeared to drop off the face of the earth in 2004 after he finished serving a 15-month sentence for molesting boys at The Citadel summer camp between 1995 and 2001. The former cadet didn't show up on the national sex offender registry, and no one at the school seemed to know what became of him.

Questions about his whereabouts became more urgent after a sixth former camper filed a lawsuit against Arpaio and The Citadel on Nov. 18, alleging he was sexually molested by the ex-Marine. Attorneys have indicated that at least one more suit against Arpaio is on the way.


A search of public records and court documents led The Post and Courier to Arpaio's September 2008 indictment in Puerto Rico for failing to register as a sex offender.

Arpaio was required to register as a result of his June 2003 guilty plea in military court to charges of indecent assault on a minor, inappropriate conduct of an officer and sodomy with a minor, court records show. He didn't register in his native Georgia after he was released and then spent four years avoiding detection in San Juan, where he became part-owner of a restaurant, court records show.

In January 2009, Arpaio pleaded guilty to a charge of failing to register and was sentenced to 15 months in prison. He was serving that sentence when he was indicted in the carjacking plot, records show.

CHARLESTON, S.C. --

Charleston police are investigating another allegation of inappropriate sexual conduct at The Citadel's former summer camp.

Citadel attorney Dawes Cook said Tuesday the school was notified last week by a lawyer whose client attended the camp in the 1980s. Cook says the school turned the allegation over to police earlier this week.

Police already are investigating allegations of sexual misconduct at the camp, which the school has discontinued.

Cook did not provide details on the allegation but says the school is cooperating with police.

CHARLESTON, S.C. (WCIV) -- According to Citadel attorney Dawes Cooke, another person has come forward with an allegation of inappropriate conduct during The Citadel summer camp -- in this case it took place in the mid-1980s.

"The client alleges that he experienced inappropriate conduct during that time. Yesterday we shared this information and the allegation with local law enforcement," Cooke said. "The Citadel is fully cooperating with the Charleston Police Department as they pursue this matter. Additionally, we encourage anyone who may have knowledge of inappropriate conduct at the summer camp to please contact law enforcement officials."

Cooke said because the allegation is now subject to a possible law enforcement investigation, there will be no further comment.

In addition to the ReVille case, attorneys for The Citadel are also working a lawsuit related to claims against another former Citadel summer camp counselor, Michael Arpaio. The Bell Law Firm in Georgetown is representing a former camper in the case in which he claims he was fondled by Arpaio.

Arpaio pleaded guilty to indecent assault, conduct unbecoming of an officer and providing alcohol to a minor in 2003 following a 2011 investigation.
