On July 16, recalls the day of the person imprisoned or day rehabilitation. The situation in prisons is worrying, but more so for those in criminal and Challapalca located between Tacna and Puno, about 4500 meters above sea level. This prison was closed in 2003 but then reopened in 2007. Currently home to 104 people from 44,880 inmates nationwide. In what follows, I share some of my personal testimony to show the difficulties to be overcome to arrive and leave.

Some years ago I visited the Challapalca to interview an inmate. In coordination with their families, we boarded a bus from Lima to Moquegua delayed about 20 hours away. Hence, seven people we hire car to move us to a place called Mazocruz, located in Puno. We traveled more tight in the car with food packages that transferred prisoners to their families. The trip was quite uncomfortable, even more than the route was up and the ride was enough curves, I was the only man besides the driver and one of the passengers was a chubby lady. We arrived at night Mazocruz, after a journey of about two hours, everything was dark and going down, I felt a strong cold air that was coming over my body. At dark we entered a house pulling packages of food and groceries. The inn has prepared a little chicken broth, but not all ate well, I noticed that almost all women with whom I traveled were with severe headaches and complained of dizziness, height and cold, only took a little mate. Announced they would leave very early for the criminal, but I could not fall sleep well because much of the silence of the night was interrupted by some of the women who were vomiting and suffering from severe headache and cold.

Still, I woke at dawn to be on time. While enlisted awakened and I took a while to go for a walk and get something hot to drink, to leave the house, a dense fog would not let me see well, only saw silhouettes of a few people who at that time traveled like ghosts in a fog. The cold was intense, but stay in the house I was sitting or standing to cool further. I entered a shop offering hot mate, I did not hesitate an instant.

Linger heading into the prison because he was chubby woman who fainted by the height altitude sickness, we took first place but it was closed because on Saturday, then went to another place where the nurse on duty happily attended and applied a blister. We hired a van to get more comfortable, and the fog had dissipated completely. On the way they appreciated the sadness and loneliness of the Altiplano, Bolivia is beyond the driver told us. The whole landscape was flat and the sun high in the morning began to recreate a little life to nature. We stopped a while to stretch your legs, and felt a little hot, but cold in the shade felt strong. Before coming to the prison after about two hours away, we stopped at a health post, the nurse gave us some recommendations.

The driver announced the final stop. A few houses over the military base, the penalty and a small bridge, made up the entire infrastructure of the place. A sign was made known to the military base located in the upper part of Peru and welcomed us. The plump woman seemed still dizzy, still dared to enter the prison. With packages and all entered upon staff review of INPE.

As the inmate interviewed, I felt my legs were freezing cold and was going up to the rest of my body. I was invited but was insufficient hot meal, I paid an extra sweater and wool trousers for use inside. The indoor seemed a freezer despite the daylight. After the interview had come to climb up cold. I said goodbye to the inmate and his family with whom he traveled, they were going to stay one more day for a month then just could return again.

Before leaving the prison was unleashed a hail of ice grains hitting the face. Hurriedly entered the small house where the family were to spend the night tonight, and I awaited a car to get me out of that place. The House explained that a truck was coming to take me to Tacna. I waited about an hour and boarded a huge truck. Going up to the hopper, the companion of the driver told me to open a huge plastic sheet covering a huge bulk to protect the hail that fell. I lifted the plastic and great was my surprise to note that under this cloak, there was a group of about 20 people, men women and children all huddled with their feet and trying to remove the plastic inside mounds of ice that filtered. I did not think anymore and was one of them also, no one made a lively conversation despite my insistence to ask if this car would take me to Tacna. At times people in unison up the plastic with her arms so that the ice who flocked to her, to slide to avoid the weight on our heads. I felt the truck up, down, then up, then down. About an hour away, we could remove the plastic sheet, hail had stopped falling and the landscape that was visible was different, was not the cold plains of the plateau, but we were among some hills with tall vegetation, rocks and small plants and colors half so strange to me.

As the truck moved more sense this time down, I felt that the cold was saying goodbye to my body, rubbing my hands and my feet stepped on strong, moving my shoulders and arms to avoid stiff. Was clearing the afternoon and the landscape changed even more, leaving behind the heights of Tacna and slowly drawn out a different geography. Almost at death o'clock we reached a town with many houses and people, with asphalt and sidewalks. Everyone got out, I asked if we had arrived at Tacna but they said we were in Tarata and only arrived there. It was useless to get another car at the time, I chose to sleep in Tarata and the hotel through the main square were most abysmal. That night I could not sleep thinking about the plump lady had affected him up last night, and I imagined how I would spend the night in the middle of the height. Very early I took the bus to Tacna and colorful landscape was totally different from the previous day, we went down to the city. In Tacna heat was strong and prepared to board my bus back to Lima noon. A long journey of about 24 hours I expected, was accompanied by people with big bundles of goods that had crowded around the bus. The rest is part known among customs officers of the road and traders of goods from Tacna to Lima.

The Peruvian prison treatment: Challapalca is actually a criminal punishment and exile, is the "Peruvian Siberia," the coldest Russian prison where he is going to stop, as considered, "the dregs of humanity." I have no information on how much may have changed the conditions in these eight years for the relocation of families to Challapalca. The state's commitment was to facilitate the visit to that place from a judgment of the Constitutional Court, but in 2002 there was a report of the Ombudsman, and in 2003 the Human Rights Commission recommended the closure of penalty for not meeting the conditions to be inhabited. Challapalca deteriorates not only the inmates but also their families and servants stationed there in poor prison conditions. Now we are in times of extreme cold, imagine the cold and hopefully we can take shelter Challapalca, at least with a blanket.

Are you questioning why former members of SM stand by Caps and his buddies or are you questioning why Caps & his buddies
were side-tracking the search going on with the Persistence?


Yes!  Once the dots were connnected and it was exposed that Anonimo and CapsLockWizard were one ... I would have thought that all Monkeys who followed Caps theories for over a year would have gotten off his bandwagon ... especially when the contents of Anonimo's comments on the FP were considered ... comments that despicably undermined the mother and stepfather of Natalee Holloway.  However ... some Monkeys continued to uphold Caps.  Why?

I have been looking for some place where I could leave some of my comments without leaving my name. We still have people in Alabama who will burn things down if things don’t go their way.

Without using any four letter words I can assure all of you have some valid points in expressing what you think happened. There are a lot of people out here who feel the same way. There are still a lot of questions which need answering.

I can assure you that the FBI is aware of all your concerns. They are looking at it from every angle. What happened in Aruba was supposed to have stayed in Aruba. Then the cameras showed up! This was when Beth knew they were in trouble. Her words, not mine.

As soon as the FBI can make an Alabama connection the case will become a federal case. You did see how fast the Investigators up here put the finger on those three college boys who burned down those churches didn’t you?

Well, I waited 16 months to find something which I can confide my suspicions in.

There were over a million comments posted on the Internet during this period. I feel that someone with a computer and a little knowledge about the teen who vanished in Aruba will also confide in this web site as long as they can be sure their idenity is safe.

Some other school mates who either saw, or heard, something about what happened down there.

I believe this enough that I am willing to stick my neck out and start posting some of the things I know about the case which have not been brought up on any of those cable news networks.

But first ask your self this question ? why is Beth and Jug no longer together. I, too, have asked that question. I think Jug butted out when Beth went running all over the country promoting this International Safe Travels thing. She lost a lot of her support here.

Some things are a matter of public record. Marrages, divorces, and ownership of property. Do you know what a prenup. is?

The reason why it was kept in Aruba is because as long as it stays down there the FBI can’t toutch it. If a connection with the USA can be made, then it will become a federal case.

The mother took the daughter to some meetings on how to behave in a foreign country. Then she dropped her off at a friend’s house for the flight to Aruba.

Then the socer mom took off with two friends to a lake house in Hot Springs, AK 5 hours north of B’Ham! And for three days no contact with Aruba. Then for 4-5 hours after the teen did not show up for muster the mother gets a call from one of the adults on the trip.
Question. How is it possible that the mom can make the same day flight to Aruba while on the same day the kid was missing? How quick she was to get everything together, travel 5 hour from Hot Spring, pack, make a sign, and flight to Aruba.
Question. When she arrived in Aruba, what Written Sign She was holding in Her Hand?
“MY DAUGHTER WAS KIDNAPED SIGN”

How did she know she was kiddnaped…?? Answer these questions please.

If the mother had of wanted to lollygag around a pool some where she could have gone on the trip too if she was that concerned about the safety of her daughter.

Two of the girl’s step cousins were on the same trip. Don’t you think they were the designated drivers? Or the look outs? One even fingered Joran as having played cards with some of the teens from MB.

Has any one of you ever been on a beach alone with a young woman? Have you ever tried to get a drunk to do something they didn’t want to? Then join the Army and travel a little. You’ll see.

This is all for now. If I get some response then I will start asking the hard questions the cable news didn’t ask. You can ask some good questions too. The good ones will be forwarded to the FBI in Alabama who are working on it too.

or is it that they are afraid of the 3 alleged perps that have hurts their island so much that they are afraid of them?,

The Public Prosecutor was able to hear these 30 people in four months, but we were unable to contact most of them. Either they had moved to America, to another state so their contact data was not available immediately, or they had suddenly left the island. I personally think – also because the statements that we do have, are favorable to my client – many of those statements with the Public Prosecutor were false and that Justice is now doing their utmost to keep these people out of our reach.”

A 28-year-old man, D. Koolman, was shot and killed in front of Julio's Snack & Pool Bar in San Nicolas after the Children's Parade on Sunday.

Apparently Koolman had been in the bar for a while when he went outside to talk to a man with dreadlocks dressed in white. The man suddenly pulled a gun and shot the victim at least 4 times at a short distance of one to two meters.

A friend of the suspect arrived in a Chrysler after the shots were fired, moved to the passenger's side, the suspect got in the car and drove away.

Friends of the victim transported him to the Medical Center in San Nicolas themselves; just moments after they arrived a doctor declared him dead.

“We do manual revisions on people, but we are lacking specialized equipment… to be more efficient,” said the INPE’s Jose Luis Perez.

“To make up for this deficiency, we have manual metal detectors, but the ideal is to have these body scanners in six prisons,” he said. “This is urgent and the 32 million soles will be used for this.”

Perez said that in the Ancon I prison, the ex-Piedras Gordas prison on the north outskirts of Lima, there are 130 cameras, but 60 are not functioning.

Peru’s prisons are notorious for their lack of security and overcrowding. A recent report by Peru’s ombudsman, the Defensoria del Pueblo, found that there were about 48,000 inmates in the prison system, which has the infrastructure for only 28,000 people.

Peru has got the right idea.  Spend the money to tighten the screws, and not to improve prison conditions.  I love it!
