ROME - Officials say divers searching the toppled Costa Concordia have discovered another body in the submerged cruise ship.

The discovery on the third floor deck brings to 16 the number of bodies found since the Jan. 13 grounding. Officials at the Tuscan prefect's office said Tuesday they couldn't immediately confirm Italian news reports that the body was that of a woman.

The discovery was made as a large platform carrying a crane and other equipment hitched itself to the shipwreck, signaling the start of preliminary operations to remove a half-million gallons of fuel from the ship's tanks.

So far 16 bodies have been found, including one located on the third floor deck on Tuesday. At least six of the badly decomposed bodies remain unidentified, and are presumed to be among some of the 17 passengers and crew still unaccounted for.

Divers, meanwhile, continued blasting holes inside the steel-hulled ship to ease access for crews searching for the missing. The search and rescue operation will continue in tandem with the fuel removal operation.

Rome (CNN) -- Rescuers searching the stricken Costa Concordia found a body on bridge 3 Tuesday, bringing the number of confirmed dead from the wreck to 16, civil protection officials said.

The discovery leaves about 16 people still missing from among the roughly 4,200 aboard the cruise liner -- about 3,200 passengers and 1,000 crew members -- at the time of the collision with rocks off the island of Giglio.

Undersea salvage experts will not start siphoning fuel off the partially sunken liner before Saturday, the man in charge of the operation said Tuesday.

Teams of divers have begun to set up the operation, Franco Gabrielli said in remarks televised from Giglio.

He has asked the company that owns the ship to come up with a plan to clean up pollution from the vessel, such as garbage, by Wednesday, he said.

The search for survivors and victims will continue alongside the salvage, said Gabrielli.

Divers used explosives Monday morning to blow more holes in the side of the ship to allow easier access.

The parties involved in the rescue told reporters and residents on the island Sunday that search and rescue efforts will continue -- but that the environmental risk is also becoming urgent.

Officials said they cannot predict how long it will take to clear the wreckage, since that depends on maritime conditions and technical difficulties, but all legal, environmental and human factors will be taken into account.

He warned that the task ahead was complicated and daunting, not least because it takes about 45 minutes to search each cabin, using special cameras and divers.

The Costa Concordia accident is a defining moment in the history of the modern cruise industry. We will need the results of the authorities’ investigations to truly understand and respond to all of the implications. By coincidence, half of our Captains and most of our Hotel Directors arrived in South Florida for our annual Fleet Operations leadership conference over the weekend. Changes to look for:

    Safety Drill before the ship leaves the dock on every sailing- This is just a no-brainer after the Costa Concordia event where hundreds who had embarked the vessel the day of the grounding had received little if any safety instruction.
    The modification or end of Navigational Bridge and behind the scenes tours- They went away right after 9-11 but have crept back in from one cruise line to another as a revenue source that offers an opportunity to cause harm that could affect a ship full of passengers.
    Increased security presence on ships- Although rare, instances of binge drinking and other associated "I'm at sea so its OK" behavior will come under greater control with an increased security presence on ships industry-wide.
    Tighter rules on teens- Teen rape, underage drinking and other associated problems with teen travelers are caused by an environment that inadvertently allows these things to happen. While cruise lines have a zero-tolerance for crime and drugs on ships, the very nature of a cruise ship environment allows them to happen. This will be a tough one to address but one that is overdue for action.
    Passports required- The issue has been kept on hold for years as the travel industry moans that requiring passports for US citizens would prevent many from traveling. One step toward better security and resulting safety would be the increased level of security brought by requiring passports of all passengers embarking any ship, any time.
    Background checks- Critics of the cruise industry point to a lack of diligence that allows sex and drug offenders and child molesters, required to register on land, to easily board cruise ships. Their presence creates an environment of easy prey as underage passengers are allowed to roam free. Once seen as the call of overly-critical cruise foes, the industry will give the topic serious consideration.
    Psychological profiles of command officers- Especially if evidence confirms that the captain of Costa Concordia was on a joy ride to show off the ship to the folks on shore, this will be huge. "Captains ultimately answer to no one -- on board," Carolyn Spencer Brown, editor-in-chief of Cruise Critic told MSNBC. The reasons are steeped in seafaring history, she said. "But I think that's something that will change." More checks and balances are needed, and Brown anticipate changes in the future as a result of the Concordia grounding. "A lot of standardization is probably coming out of this," she said.

GIGLIO, Italy - The official overseeing the search effort of the capsized Costa Concordia has acknowledged it would take a miracle to find any survivors from the Jan. 13 cruise ship grounding.

Franco Gabrielli, head of the national civil protection agency, told reporters Wednesday that recovery operations would nevertheless continue until the ship, which is half-submerged off the Tuscan island of Giglio, was searched as much as possible.
Divers have set off two controlled explosions on the toppled Costa Concordia cruise ship as rescue operations resumed following a brief halt during the night because of bad weather.

EUROPE'S biggest cruise ship operator is trying to distance itself from a disaster in which up to 32 people are feared to have died, as legal pressure mounts on the company.

Grilled by a Senate committee in Rome today, Costa Crociere chief Pier Luigi Foschi said the company was misled by the luxury liner's captain about the scale of the disaster after it crashed into rocks off the island of Giglio.

Foschi admitted however that the company - which is part of US industry leader Carnival Corp - did sometimes encourage its captains to sail close to the coast, saying the practice was "in demand" and "helps enrich the product".

In this case, Foschi stressed however that the manoeuvre "was not authorised".

There are several videos to view at the above link. Among them is one titled "Passengers Flee Sinking Cruise..."  and it shows how loud, confusing and scarey it must have been for those waiting for a lifeboat.
