WASHINGTON - In the wake of the sinking of the Costa Concordia that killed 25 people in January, a Senate panel Thursday will look into safety, tax and environmental laws governing a cruise ship industry that carried 11 million North Americans last year.

"I believe we must ask why an industry that earns billions pays almost no corporate income tax," says Sen. Jay Rockefeller, D-W.Va., chairman of the transportation committee having the hearing. "The environmental practices of the industry are unconscionable."
The industry is a popular one, and it’s thrived through down economic times. In 2010, it generated nearly $38 billion in economic activity and 330,000 jobs in the USA, according to the Cruise Lines International Association.

The disaster Jan. 13 has put the industry under the microscope. Thursday’s hearing is the second on Capitol Hill in as many days on the Costa Concordia, which ran aground off the Italian island of Giglio.

In Wednesday’s hearing, Rep. John Mica, R-Fla., who chairs the Transportation and Infrastructure Committee, announced plans for a roundtable with the Coast Guard to develop new laws for cruise lines.

Vice Adm. Brian Salerno, deputy commandant for operations, told the House subcommittee on maritime transportation that the Coast Guard is interviewing U.S. passengers from the ship to better understand what happened.

On Jan. 27, the industry began reviewing safety procedures and its operations for possible improvements, according to Christine Duffy, president of the Cruise Lines International Association.

One of the industry’s first decisions, on Feb. 9, was to voluntarily begin safety briefings for passengers when they board a ship, rather than sometime during the first 24 hours of a cruise, as is current law.

Senator rips Costa Concordia's parent company on taxes

WASHINGTON – A Senate chairman blasted Costa Concordia's parent company on Thursday for paying no federal taxes last year and a small fraction of taxes on its $11.3 billion in profit during the last five years.

Sen. Jay Rockefeller, D-W.Va., argued at a transportation committee hearing that cruise ship companies should pay their share of the burden on 22 federal agencies such as the Coast Guard, rather than the 1.1% in federal, state, local or foreign taxes that Carnival Corp. & plc averaged over five years. He invited the companies to move to other countries, if they didn't want to pay.

"The fact is that 1.1% on five years, $11.3 billion in profits is absolutely unthinkable to me," Rockefeller said. "We're not very happy when they don't pay taxes. To me, it's amazing."

Carnival Corp. & plc, which is incorporated in Panama, is the parent company of the Florida-based Carnival Cruise lines and Costa Crociere of Genoa, Italy, which operated the Costa Concordia.

Carnival Corp. spokeswoman Jennifer de la Cruz said in a statement that the majority of Carnival's income was earned outside of the United States, but that "virtually all jurisdictions where our ships call" impose taxes or fees that the company pays.

Because it's impossible to develop an income tax system that fairly apportions taxes to the countries, she said, countries impose taxes on guest counts, ship tonnage or some other measures.

Christine Duffy, president of the industry group Cruise Lines International Association, said she couldn't comment on Carnival, but that companies pay taxes domestically and internationally according to the law.

"I think what is appropriate is that the cruise industry pays its taxes based on the current laws," Duffy said.

When Rockefeller pressed Duffy about whether current policy is fair, she said the companies pay for services.

"Don't think I'm being mean; I'm being fair," Rockefeller said. "You are a world unto yourself."

The captain of a tragedy-struck Italian cruise ship had crashed a luxury liner before while sailing too fast in a German port, according to leaks from an investigation into the disaster published on Friday.

Captain Francesco Schettino "manoeuvred at a speed of 7.7 to 7.9 knots during entry into the port of Warnemunde, causing damage to the Aida Blu cruise ship," his employer notified him in a letter published by La Stampa daily, referring to an incident in June 2010.

(Reuters) - Survivors and relatives of victims of the Costa Concordia shipwreck clamoured for truth at a pre-trial hearing in Italy on Saturday, with some still waiting for identification of the remains of their loved ones 1-1/2 months after the disaster.

The giant cruise liner capsized off the Tuscan island of Giglio after hitting a rock on January 13, killing at least 25 people. Seven people are still unaccounted for, and eight of the bodies found have yet to be identified.

"It is not of use or any help if he embarks on a return trip of 850 km from where he is held under house arrest, just to be present, which would be unnecessary and perhaps with this climate that has been created around him, also a little dangerous for him," he told Reuters Television in an interview this week.

GROSSETO, ITALY — The first hearing of the criminal investigation into the Costa Concordia’s shipwreck was held in a theater Saturday instead of a courthouse because of high demand, with angry survivors seeking compensation, justice and the truth.

The judge at the hearing assigned four experts to analyze the cruise ship’s data recorder and ordered them to report their findings in July, confirming predictions by Prosecutor Francesco Verusio that examination of the data, as well as of conversations involving officers on the ship’s bridge, could take months.

Prosecutors must decide whether to seek a trial against the captain, other top officers and officials of Italian cruise company Costa Crociere SpA, which is owned by Miami-based Carnival Corp. Crucial to their decision could be the experts’ conclusions on several details, including the Concordia’s velocity when it slammed into a reef the night of Jan. 13 off Giglio island, its exact route and what commands were given by whom and when.

  This just doesn't seem right.     The eight bodies that have been recovered must wait further testing of DNA for identification until all the other bodies (believed to be seven) are recovered.

An Italian court on Friday suspended the identification of eight bodies found last week on board the Costa Concordia. Another seven bodies however still remain to be found. The bodies will continue to remain in the Gorseto hospital mortuary, 60 kilometres from Gigilo Island in Italy.

While Costa has reportedly provided legal aid to all those under probe, Bongiovanni has refused to take legal assistance from the company and has instead appointed a private lawyer from Imperia in Italy. The lawyer has moved a petition asking to put all DNA testing on hold, until the remaining missing people are either traced or their bodies recovered. The court has reportedly acquiesced.

Out of the eight bodies recovered, two are reported to be those of Italian national Dayana Arlotti and her father William Arlotti. However confirmation can only be obtained once DNA examinations are conducted.
"The Arlotti family members were hoping to claim the bodies. But now even they have to wait until the court lifts the order," said Rebello.

Terming it an unfair decision, he added, "The dead are being deprived of the right to a decent burial. We have been waiting for over 50 days to learn about our missing loved ones. And when they have recovered eight dead bodies, the process of identifying them has also been put on hold. This is inhuman."

Costa Cruises (www.costacruises.com) said six plans have been submitted by suppliers to remove the hull of Costa Concordia from its rocky perch near Giglio, Italy.

Of the 10 salvage companies asked to bid on the contract, three opted not to bid due to previous commitments. In addition, two have joined forces to present a joint project, Costa said in a statement.

Costa Concordia will not sail again for Carnival Corp. & plc, Micky Arison told Seatrade Insider on Friday in one of his first interviews after the deadly wreck. He also described the ‘terrible feeling’ of first hearing about the accident, underscored the staying power of the Costa brand and praised the crew for evacuating more than 4,000 people.

Arison said the cost of repairing Concordia would be greater than the value of the ship, which will become the property of the underwriters who’ll decide whether to sell or scrap it.

DORAL (CBSMiami) – The fire-damaged Costa Allegra will never again sail for Costa Cruise lines, the subsidiary of Doral based Carnival Cruise Lines said Friday, but despite the line’s problems including the sinking of the Costa Concordia Carnival CEO Mickey Arison said Costa will remain part of Carnival.

In his first interview since the Concordia smashed into rocks near the Italian island of Gigli, damaging the hull and sending it on it’s side to the bottom, Arison defended his personal silence after the disaster, telling CBS4 news partner The Miami Herald that his appearance at the crash site would have been a diversion.

Arison said he didn’t feel it was necessary to “get in front of a camera” after the sinking. “Obviously, I am very sorry it happened,” he said. “When you have 100 ships out there, sometimes unfortunate things happen, but as I said, it was an accident.”
