Work by salvage teams and engineers is scheduled to start in May with an estimated total completion time ranging at one year. The cost of the salvage operation is expected to reach around US$288 million.

It would be far less expensive to break the ship into 300 ton sections, but with this option, the surrounding area may be negatively impacted. The area near Giglio Island where the wreck is located is designated as a maritime reserve and is home to various mammals, marine animals and plant species.

Costa company officials did state that the vessel will be removed in its entirety, but have not decided on who will get the contract yet. Ten companies are in the race for the rights to the project. Now that the procedure has been confirmed, Costa will narrow down their options to three companies in the next week. A few U.S. salvage firms are in the running, but Netherlands-based Smit maybe be in the lead, as they just finished removing over 2,000 tons of diesel fuel from the capsized liner.

  Underwater inspections and procedures in the caretaking phase of the Concordia aftermath proceeded as technicians from Smit Salvage and Neri carried on with their efforts to clear debris and objects that fell out of the sunken vessel.

Given the number of incidents, it's surprising that major cruise lines can still be so lax when it comes to safety precautions. That the Costa Concordia was at sea without a functioning black box -- imagine an airplane being allowed to fly passengers without a black box -- is a testament to the less-than-conscientious attitude of the industry to passenger safety and security. (There were subsequent news reports suggesting the black box was recovered, but these appear to refer to bridge voice recordings, which are quite different.)

Unfortunately, ship accidents are not the only safety concerns facing cruise passengers. Between Oct. 1, 2007, and Sept. 30, 2008, the FBI received 421 reports of onboard crime from cruise ships, including 115 simple assaults, 16 assaults with serious bodily injury, 101 thefts, and 154 sex-related incidents. Cruise ships made these crime reports following March 2007 congressional hearings in which the cruise industry made a commitment to report to the FBI all crimes against U.S. citizens (though the data also include some reports regarding foreign nationals). The rate of sexual assault on Carnival Cruise Lines in 2007 and 2008 was a surprisingly high 115 per 100,000 passengers.

With the former cruise ship captain facing last-instance hearings on several charges of negligence and manslaughter under Italian Navigation Law, Rome-based supreme Cassation Court prosecutors are essentially requesting that the February 6 Florence Appeal Court's house arrest rulings be left standing. The Prosecution's requests oppose those of the Grosseto Prosecutor's Office - requesting that Francesco Schettino face jail - and of the defence - which is requesting Schettino's release from house arrests.

Rome - Italy's top appeals court began hearing on Tuesday an appeal against a house arrest order issued to the captain of the Costa Concordia, the cruise ship that sank in January.

Lawyers representing Schettino want his house arrest lifted pending the outcome of an investigation into the sinking of the ship.

Prosecutors have also lodged an appeal with the Cassation arguing that Schettino should be held in prison and not under house arrest. The prosecutors say the captain may attempt to flee from justice or tamper with the evidence in the case.

Italy's highest court is expected to rule Tuesday on whether the captain of the wrecked Costa Concordia cruise ship will remain under house arrest.

Prosecutors want Capt. Francesco Schettino to be held behind bars while he is investigated for possible criminal charges, but his lawyers argue he should be given his freedom.

Italy's Supreme Court, known as the Court of Cassation, is also expected to rule on the admissibility of the captain's phone intercepts at the police station following his detention right after the shipwreck.

The five-judge panel met Tuesday morning in Rome to consider Schettino's house arrest and is expected to give a verdict later.

The hearing was closed to the media.

The court may decide to uphold a previous lower court ruling that the captain should remain under house arrest.

Alternatively, he could be released, be put in jail, or remain under house arrest but with fewer restrictions on his movement.

Schettino's first officer, Ciro Ambrosio, and six other officers both on the ship and from the firm Costa in Genova are under investigation over allegations including manslaughter, shipwreck and failure to report the accident, the prosecutor said.

No one has yet been charged in connection with the incident.

Italy's Civil Protection agency said Tuesday that 30 bodies had been recovered from the wreck, of which 25 have been identified and five are still in process of identification.

Two people remain missing.

Captain Francesco Schettino of the ill-fated Costa Concordia cruise ship will remain under house arrest, Italy's Supreme Court ruled on Tuesday.

Captain Schettino was immediately arrested after the incident on informal charges of manslaughter, abandoning ship and failure to report an accident, and placed under house arrest in Meta di Sorrento, on the bay of Naples. After a three-hour hearing on Tuesday, the five-judge panel of Italy's Supreme Court of Cassation upheld the Court of Review of Florence's decision, and Schettino will remain detained as an investigation continues.
According to Italian daily Corriere Della Sera, Schettino was allowed to leave his home for Easter dinner with his sister, for three hours.

Although he has admitted to taking the ship off course, Schettino has said that he should be praised because of a quick maneuver that saved thousands of lives; as the ship began to list, he turned the boat to shore, eventually landing on the rocky reef where the vessel still sits. But, Schettino was also the first one off the ship and failed to lead the emergency evacuation efforts, a duty that his required by his title.

A new report in Vanity Fair details for the first time a number of other mistakes made by the captain, including the “jaw-droppingly stupid" one of dropping the anchor with too much slack, which made the ship tilt further.

Additionally, Giglio police chief Roberto Galli told the magazine that Shettino did not flee the scene by taxi as earlier reported, but instead sat on shore watching the ship sink.

The salvage operation to move the capsized Costa Concordia away from the island of Giglio, where it ran aground three months ago, will begin next month, an official said on Thursday.

Civil Protection official Fabrizio Curcio told reporters at a conference on the island that he expected contracts to be signed by the end of April and the operation to begin in mid-May.

Sources close to the operation said two consortia were on the short list to carry out the salvage work. One was composed of Smit Salvage of the Netherlands and Italy’s Neri and the other by Titan Salvage of the United States and Micoperi of Greece.

Last 5 Cruise Ship Bodies Identified; 2 Americans Named

(CNN) -- The last five bodies recovered from the wrecked Costa Concordia cruise liner have been identified, the mayor's office in the Italian city of Grosseto said Tuesday.

Two Americans, Gerald and Barbara Heil, were among those named in the statement from the mayor's office.

The others are identified as two Germans, Christina and Norbert Ganz, and an Italian crew member, Giuseppe Girolamo. Two people remain missing, the mayor's office said.


At least 30 people died when the cruise liner struck rocks and turned on its side off the Italian island of Giglio January 13.

Recovery teams have spent weeks searching the submerged decks and cabins for those who failed to escape the sinking vessel.

In a posting on its website Tuesday, the Interior Ministry named Barbara and Gerald Heil of Minnesota, the sole American victims of the Jan. 13 disaster, as among the bodies retrieved from the wreck.

The ministry posting also identified Christina Mathi Ganz and Norbert Josef Ganz, of Germany, and an Italian crewman after weeks of DNA testing and other exams.

Divers are still searching the wreck for a female Italian passenger and an Indian crewman who are missing and presumed dead. The two have already been included in the death toll of 32.

ROME — Officials investigating the wreck of the Costa Concordia cruise liner on Tuesday identified the bodies of five people including an Italian drummer who gave up his place on a lifeboat to a child.

Thirty-year-old Giuseppe Girolamo who played in a band on the vessel was last seen on the ship’s bridge as it keeled over on the night of January 13
Witnesses were quoted by Italian media as saying they saw the long-haired rocker, who started working on the ship in October, give up his place for a boy.

Removing Costa Concordia from its rocky perch at Giglio will be ‘a technological wonder to pull off,’ Micky Arison told shareholders at this week’s Carnival Corp. & plc annual meeting.

‘This will be an unprecedented salvage operation. It’s never been done before,’ the Carnival chairman and ceo said, adding that a number of movies will be made. Arison said refloating the ship (instead of cutting it apart) is the best option, for environmental reasons.

Carnival Corp. (CCL)’s Costa Crociere SpA said the removal of the shipwrecked Costa Concordia from Giglio island in Italy was awarded to Titan Salvage and Micoperi.

The operation, subject to final approval by Italian authorities, will begin early next month and is expected to take about a year, the company said today in a statement.

The wreck will be removed in one piece, re-floated and towed to an Italian port, Costa Crociere said. Fuel removal was completed on March 24 and throughout the operation environmental protection will have “top priority,” the company said.
