Among other items, salvage workers this week removed much of the mast, the giant 'C' for the name of the ship, the slide for the swimming pool and parts of the radar equipment. The work, being done jointly by the American firm, Titan Salvage and the Italian firm, Micoperi, is necessary now so vessels needed to work close to that area of the boat can do so.
“The preliminary work has begun before the ship is stabilized, which will happen in the next few months,” Sergio Ortelli, mayor of Giglio, told media on Wednesday. The operation will see the ship refloated, towed away and then scrapped at an as yet undetermined port; it's expected to cost $300 million.

ROME—A US law firm said Tuesday it is suing Carnival, the American owner of the cruise liner shipwrecked off Italy this year, for allegedly leading its designers to sacrifice safety for profits.
 
The Eaves law firm said it was suing for punitive damages in California over the design of the doomed luxury Costa Concordia and hoped that a win would see all similarly designed cruise ships declared unseaworthy.

Eaves, who said he is part of a collective of lawyers representing around 150 claimants from the liner, said the ship's design was fatally flawed "because it was top-heavy and had a propensity to roll."

The firm alleges Carnival "controlled or at least heavily influenced the design of the MV Costa Concordia to suit its commercial needs as opposed to best or even good marine practices."
 
It also brought legal proceedings against the architects, named simply as "John Does," for "designing the vessel to maximize passenger carrying capacity, but at the expense of seaworthiness, and passenger safety."
 
"The ship's shallow draught, the area below the waterline, made it unstable, so that it tilted quickly over and many lifeboats became useless," Eaves said.

Eaves said the ship's designers had "followed outmoded standards" for a vessel that size, adding that he hoped a win on this case would force the International Maritime Organisation (IMO) to bring in up-to-date rules.
 
"The problem at the moment is that the IMO's rules are just guidelines. There are no punitive consequences for those who flaunt the rules," he said.
 
The suit calls on the court to award plaintiffs "at least $10,000,000 and punitive damages" and Eaves said he expects a ruling within a year.
 
Should the court find the corporation guilty of using a dangerous design for the Concordia, the ruling may mean "a significant if not majority of the existing cruise fleet would be suspended," he said.

ITALY (CBS) -- A lawsuit against the world's largest cruise operator Carnival Corp alleges the company profited from an unsafe ship design, lawyer John Arthur Eaves said on Tuesday (June 26).

n a new lawsuit, Eaves claimed the design of the ship was at fault and had played a part in the slow and problematic evacuation of the vessel."We filed a claim against Carnival, and against the architects and designers for the propensity of Costa Concordia to roll and list and because of the maze-effect within the vessel," Eaves said.

Eaves is representing clients from several countries and has urged survivors and victims' relatives to sue the parent company in the United States rather than the subsidiary in Italy to increase compensation payments and help push through worldwide changes. Carnival is based in Miami.

The lawsuit, filed in California, seeks a minimum of $10 million U.S. dollars (USD) for two unnamed plaintiffs plus punitive damages.

Titan Salvage says Costa Concordia removed by early in New Year

The American marine salvage company that is working to refloat the Costa Concordia, says work is going well. Initial reports suggested the boat would be gone by the spring of 2013, but Titan Salvage said it will be earlier.
Titan, working with Micoperi of Italy, is refloating the boat and will then tow it away to an as yet undetermined port to be scrapped. Their timeline now says that the boat should be fully removed from the waters off the shore of the Italian island of Giglio early in the New Year. There will be further work at that time to clean debris from the ocean floor.

A Dutch film company, Prorama, has a camera in place on the shore and is filming the entire salvage operation. Company director Bo de Visser, says they will create time-lapse movies of the boat's refloating and removal. They have a website, The Last Salute, where a live feed of the activities around the ship can be viewed during daylight hours.

In the wake of the Costa Concordia incident, the Cruise Lines International Association (CLIA) and the European Cruise Council (ECC) has adopted two new safety policies - the latest in a series of recommendations that will be submitted to the IMO.

The policies relate to the recording of passenger nationality and common elements of musters and emergency instructions, resulting from the Cruise Industry Operational Safety Review launched in January 2012.

The Nationality of Passengers policy was developed in response to the request of governments at the May meeting of the IMO's Maritime Safety Committee meeting.

It details that the nationality of each passenger onboard should be recorded and made readily available to search and rescue personnel as appropriate. Under the Common Elements of Musters and Emergency Instructions policy, member cruise lines have specified twelve common elements that will be communicated to passengers in musters and emergency instructions - including a description of key safety systems and features and an explanation of emergency routing systems and recognising emergency exits. Both new policies exceed current international regulatory requirements.

Rome - The Italian cruise ship which crashed in January killing 32 people was sailing with its sealed doors open, unapproved maps and faulty instruments, a newspaper reported on Tuesday citing investigators.

Some of the technical apparatus on board the Costa Concordia had been broken since 9 January - four days before the tragedy on the Italian island of Giglio, Corriere della Sera said, citing leaked documents from the inquiry.

The report quoted a response from ship owner Costa Crociere saying that it was not aware the sealed doors were open, that the maps were the captain's responsibility and that the glitches did not stop the ship from sailing.

A court hearing is due on 21 July at which the full results of technical analysis will be revealed. Captain Francesco Schettino and eight others including three executives from Costa Crociere are under investigation.

The black box was also reportedly out of action at the time of the impact, meaning investigators have to rely on a computer that was switched off at 23:36 and may never be able to piece together the exact events of that night.

The contract provides for the construction in different Fincantieri shipyards of 30 steel watertight boxes, which will be used to right and refloat the vessel.

As part of the salvage plan to remove the wreck of the Costa Concordia, to be carried out by the Italo-American Titan-Micoperi consortium appointed by Costa Crociere, Fincantieri has been awarded a contract worth tens of millions of euros for the building of the watertight boxes, known as caissons, to be used in the operation to refloat the ship.

A total of 30 steel caissons, with combined weight of approximately 11,500 tonnes, will be built in different Fincantieri shipyards.

The Costa Concordia salvage plan entails the use of these caissons in order to right and refloat the wreck so that it can be removed in one piece.

Once the ship has been stabilized, caissons will be fixed to the upper side of the hull and gradually filled with water as part of the operation to right the ship; righting will be performed using a system of “strand jacks” – a hydraulic mechanism for pulling cables – fixed to an undersea platform.  When the ship is upright, caissons full of water will also be fixed to the other side of the hull.  Then the caissons on both sides will be emptied to refloat the wreck; once floated, the wreck will be towed to an Italian port.

COMMENTS made by Terry Wogan, where he appeared to joke about the Costa Concordia tragedy on Radio 2, breached broadcasting guidelines, the BBC Trust has found.

Listeners complained the comments, nine days after the cruise ship ran aground in January, were “inappropriate and offensive”,

It was reported that at least 11 people had died at the time the comments were made and the search for survivors was still ongoing. The number of casualties later rose to 32.

Sir Terry made a joke after disco track Rock The Boat was played on his two-hour live Sunday morning show, Weekend Wogan.

As the song faded, he mused on whether it had been an appropriate song and joked about the ship’s captain and wanting to be the first in the lifeboat if the BBC went down.

“Frankly if I had my time over again, and given the boating tragedy in Italy, I mightn’t have picked that as an opening song,” he chuckled.

“Rock The Boat, argh, Captain Coward,” he added.

Later, after the news bulletin he said to the announcer: “I don’t know about you ... but I’ll be the last to leave the BBC.”

He added later: “Not sinking is it? Me first, never mind the women and children, I’m not even Italian.”

Magistrates in the Tuscan town of Grosseto who are handling the case said Mr. Schettino would no longer have to remain confined to his home in Meta di Sorrento near Naples but would have to remain in the town.

He would also no longer be bound by the strict conditions of house arrest which prevented him from communicating with anyone apart from his lawyer and close family.

The judges’ ruling said that the period Mr. Schettino had spent under house arrest had already had a deterrent effect and he would remain under adequate supervision by authorities.

Mr. Schettino faces charges of multiple manslaughter, causing the accident and abandoning ship prematurely. A pre-trial hearing was held in Grosseto, near Florence, in March.

"The bigger they build those boats, the more likely people are not going to be able to escape when they have serious incident," Rockefeller says in a preview for CNN's special, titled "Cruise to Disaster."

Rockefeller is chairman of the Senate's Commerce, Science and Transportation Committee. Lawmakers in both chambers have called for reviews of the safety of U.S. cruise ships after the Costa Concordia accident, in which at least 30 people died when the ship ran into a reef off the coast of Isola del Giglio.

After his release from house arrest Thursday, the captain of the capsized Costa Concordia defended his actions the night of the shipwreck.

Francesco Schettino, the captain of the Costa Concordia ship which ran aground killing more than 30 people, claims a "divine hand" guided him during the disaster, preventing greater tragedy, reported Travel Mole, a British industry newsletter.

In a letter explaining his version of events, published in Italy’s La Corriere della Sera newspaper, he defended his actions after the ship struck rocks and capsized off the coast of Tuscany in January.

He was able to make the claims after being released from house arrest Thursday.

Schettino faces charges of manslaughter, shipwreck and abandonment of his vessel.

He has publicly denied all these charges, claiming the reef that tore into the Concordia was not on his navigational charts.

In the letter, Schettino said it was only when he saw "white foam" that he realised how close the ship was sailing to the rocks.

“ That was the sign that led me to give the order to steer starboard, by pure instinct. In that moment a divine hand no doubt rested upon my head. If I had continued on that path we would have hit the rocks with the bow. It would have been a catastrophe,’’ he said.

Captain Francesco Schettino, who is suspected of multiple manslaughter and abandoning ship ahead of his passengers, is negotiating two EUR 50,000 interviews, one with a TV channel and another with a news magazine.

Schettino's lawyer, Paul Bastianini, confirmed to La Stampa, that lucrative deals were currently being brokered on behalf of his client, The Independent reports.

“There are no signed agreements yet. We want to maximise the interests of Captain Schettino so that the two exclusives go out together in order that one doesn't devalue the other,” the paper quoted Bastianini, as saying.

The news follows unconfirmed rumours that a US publisher was looking into a book deal with Schettino.

Meanwhile, Carlo Rienzi, the president of the Codacons consumer group, which is leading a class action against Costa Cruises, the owners of the Concordia, said that they would try taking ‘every euro Schettino earns and give it to families of those who've lost loved ones’.

The Costa Concordia made headlines around the world when it ran aground in January after some ill-advised showboating by the ship's captain. What many people following the story of the luxury cruise liner's calamity did not know was the important role that 3D data capture played in the rescue efforts. This hidden "tale of an (extra)ordinary day of survey" was revealed by Marco Bacchiochi, Application Specialist - 3D Imaging Products, Codevintec, in a presentation he gave at the Optech Terrestrial Laser Scanning Users' Meeting in Nice last week.

Bacchiochi explained that Codevintec was called in by the Italian Fire Brigade, which managed the initial intervention, to provide know-how on a broad range of (terrestrial and seaborne) surveying methods that would be used to give a complete overview of the site of the incident. The emergency response team was particular keen to know exactly what the Costa Concordia was resting on, as there were fears it might move during the rescue operation.

In addition to a Reson multibeam echosounder and a PSS Orion position and altitude measurement system, Codevintec brought in its Optech ILRIS terrestrial lidar unit to collect data on the part of the ship visible above the waterline. The lidar and bathymetric data were processed using Reson PDS2000 software to produce a working 3D model of the scene of the shipwreck.

The survey instruments were installed on the Milan Fire Brigade's research vessel Nereide and, following some calibration and synchronisation checks, scanning began at 10:00 a.m. By 3 p.m., the results were being shown to the crisis team, illustrating the speed with which useful lidar data can be made available in an emergency response situation.

"It was really amazing," said Bacchiochi.
