Looks like a pipeline of sorts to me...shallow enough for photo...but it could not interfere with water travel...boats, etc...(don't know really, jmo)

They do look like holding tanks. They are very similar to both some big gasoline tanks we have here in town and also to water tanks at the water treatment facility.

For what it's worth my DH, that works at a water treatment plant, says that looks like either a desalinization plant or a sewage plant.  He said those round things look like what he called clarifiers.  He said they look like some kind of covered filtration system. Then again, he's not sure from the photos.  Rob resized them and now they are too small for details. LOL

The other thing that makes it hard to tell is that when you tilt the picture on Google Earth in order to get a better view, it just flattens out everything so you can't see any details.  Rolling Eyes

Thats my guess and it funnels to that bldg on the other side of the forest.

Apparently they found enough explosives to do as much damage as the Oklahoma City bombing.
