As you prepare your Sunshine Week coverage, there are myriad resources in the online toolkit that any participant can download for free. We urge you to check back often, as new material is being received and posted constantly.

Federal, state and local lawmakers, as well as open government experts have contributed opinion columns on topics relevant to Sunshine Week. Editorial cartoons donated by the artists can be used by anyone for free in relation to their Sunshine Week coverage. We also have posted an infographic created by McClatchy-Tribune Graphics for anyone to use March 11-17.

House may vote on open records bill during Sunshine Week

Sunshine Week may bring a little more of it to the Oklahoma Legislature.


State Rep. Jason Murphey, R-Guthrie, is optimistic that his bill creating an open records and open meetings law for the Legislature will get a House vote this week.

If so, it would come during Sunshine Week, which was started in 2005 by the American Society of News Editors to promote dialogue about public access to government records, information and meetings. Sunshine Week is set to coincide with the birthday of founding father James Madison on March 16.

Oklahoma's Open Meetings and Open Records acts, adopted in 1985, specifically exempt the Legislature and judiciary. This may surprise many Oklahomans, but Mark Thomas of the Oklahoma Press Association said there were good reasons for the exemption at the time.

"The Oklahoma Constitution says the House and the Senate - and the judiciary - shall set their own rules," Thomas said. "Because of that, there was some thought they shouldn't be included in the law."

Murphey has a little more jaundiced explanation.

"I think they had to do that to get something passed," he said.

Click on a state in the U.S. Map in the article and it will  the Freedom of Information Act Policy for that particular state.  It appears it's not always enough to have laws, but there must also be enforcement of the laws.

Citadel molestation

What: Allegations surfaced that Louis ReVille had molested students at The Citadel's summer camp.

What the records exposed: At first, The Citadel refused to release public documents related to its investigation into ReVille, but eventually relented.

The documents revealed how the school tried to minimize its legal exposure and failed to report ReVille to authorities.

The school's president didn't learn about some of these details until the newspaper submitted its FOIA request, prompting a public apology.
