SACRAMENTO (CBS13) – The Sacramento County Sheriff’s Department says it has learned a baby has been missing for 11 months after his mother was arrested earlier this week.
Dwight Stallings, 22 months old, was born in May 2010 but has not been seen by family members since sometime in April 2011, the sheriff’s department said.

Sheriff’s detectives have been working with the Elk Grove Police Department and Child Protective Services, both of whom have had contact with the baby’s mother, Tanisha Edwards.

Edwards is currently in custody at the Sacramento County Main Jail for a violation of her probation for being under the influence of a controlled substance. She was arrested at her mother’s residence by the Elk Grove Police Department on Thursday after a CPS warrant was issued for her to produce the child and she was found to be under the influence, sheriff’s Deputy Jason Ramos said.

ELK GROVE, CA - Sacramento County sheriff's investigators need the public's help to find a baby boy who has been missing since April 2011.

Dwight Stallings, 22 months old, has not been seen by family members since last April.

Law enforcement recently learned the boy has been unaccounted for during the last 11 months and are aggressively seeking his whereabouts.

Saturday afternoon, the baby's mother, Tanisha Edwards, was in custody at the Sacramento County Jail for a violation of her probation and a Child Protective Services (CPS)-issued warrant for her arrest.

"She didn't tell me anything. She just said he's with someone else or being babysat," said Tanisha's mother Barbara Edwards when asked what her daughter said about the whereabouts of the baby over the past year.

According to Deputy Jason Ramos, detectives have been working with the Elk Grove Police Department, as well as CPS, both of whom have had contact with Edwards throughout the course of the investigation.

Ramos said Edwards has been unable to give law enforcement authorities any information that can lead to Dwight's location.

Detectives believe Dwight may possibly be living under a different, unknown name. Officials also believe there's a good chance the boy could be dead.

SACRAMENTO (CBS13) – While a missing boy’s mother faced a judge on Monday, investigators are charged with the daunting task of finding the toddler nearly a year after he was last reported being seen.

The glaring question: How could a baby not be seen for 11 months and never be reported missing? Child Protective Services won’t even confirm with CBS13 that it has a case on Dwight Stallings and is refusing to answer our questions.

We know from the sheriff’s department that CPS unsuccessfully tried to contact Dwight and his mother, Tanisha Edwards four times last April and once in August because of concerns over Edwards’s drug use.

We also know at some point CPS issued a protective custody warrant for the mother to hand over the child.

Though CPS won’t tell us, the baby’s grandmother, Barbara Edwards says CPS opened the case on baby Dwight just shortly after he was born in May 2010. After seeing her grandson for the last time in April, Barbara Ewards says she recently reached out to the CPS case worker to again find out if they’d found Dwight.

That’s when she says she was told they were closing the case without ever reporting the baby missing.

Though CPS won’t comment on Dwight’s case, the agency says there is no guideline for how long it waits before reporting a missing child.

But while little Dwight’s Christmas presents still wait for him in his grandmother’s living room. We had to ask why Barbara Edwards didn’t contact police herself after seeing her daughter without Dwight on numerous occasions. In fact, Tanisha Edwards was at her mother’s home in Elk Grove when she was arrested last week.

So why didn’t she turn her daughter in?

“Because CPS was handling the case, everything was through CPS so I’m thinking CPS was doing what they were supposed to do,” she sai
d.

Calling it a "tragic case," Sacramento County sheriff's and Child Protective Services officials insisted late Tuesday that they are taking aggressive action to find a 22-month-old boy who has been missing for nearly a year.

But they were less interested in discussing how little Dwight Stallings could have disappeared last April without a missing person's report being filed until last week.

"I absolutely understand the public outcry, and we are very concerned about this baby," said Michelle Callejas, the recently installed chief of Sacramento County CPS. "It is a tragic situation, and we will do our best to locate this child."
The baby Dwight case is a fiery start for Callejas, who took over the agency in December after a series of scandals and investigative reports in The Bee led to overhaul of agency leadership and its policies.

The latest case will likely renew questions about how CPS evaluates risky home situations and how thoroughly its front-line workers document their findings.

In a news conference county officials called Tuesday with sheriff's spokesman Jason Ramos, Callejas declined repeatedly to answer questions, citing confidentiality laws.

Ramos said officials wanted to refute the perception that agencies "either have not been cooperative or have not had a cooperative relationship."

Callejas would not say who she thought was responsible for the situation, but Ramos said the blame ultimately lies with the child's mother.

"The buck stops there to a certain extent," he said.

Tanisha Edwards, 35, is in custody and has been unwilling or unable to provide information on Dwight's whereabouts.

"There's been a certain degree of contradiction in her statements," Ramos said.

Callejas said that, at a minimum, a social worker dealing with a troubled family under CPS supervision should see a child once a month. In more serious cases, a child would be seen several times a week, she said.

Callejas emphasized that she could not discuss whether Dwight was under the agency's watch, despite the fact that other officials have confirmed that.

One source told The Bee that two warrants were issued by the Juvenile Court for Edwards' arrest in May and August of last year, both on violations of the Welfare and Institutions Code. The two warrants alleged that Edwards had failed to produce a dependent child when ordered to do so, according to the source.

Despite those warrants, law enforcement apparently did not learn a child was missing until last week.

"Suffice it to say, it is not the usual starting point for a missing person's investigation," Ramos said.

Sheriff's detectives are combing through old addresses and contacting former acquaintances in a search for the toddler. They have created a DNA profile for Dwight for a statewide database that conceivably could be matched to a deceased "Baby Doe" in another jurisdiction.

Eunice Queener is perhaps among the last who saw baby Dwight with his mother Tanisha Edwards last April. She was a trusted friend.

Queener met Edwards through Volunteers of America - a drug rehabilitation program, and often watched Dwight at night for Edwards.

"Giving mom a break and helping mom get things together for the morning, if she had a schedule, making sure that her child was cared for," Queener said.

Queener believes Edwards having Dwight to care for full-time may have been overwhelming at a time Edwards wasn't prepared, being in rehab.

"I don't think she had the real mother, that it would take," Queener said.

According to Det. McBeth-Childs, Edwards gave conflicting statements regarding Stallings's whereabouts. Edwards said the toddler is with unidentified relatives; Dwight is with unknown black Muslim women; he was taken by unknown males dressed in black; and he died due to an illness at an unknown hospital.

Edwards also claims she doesn't know how to reach the people who have Stallings. She said two women called her with updates on Stallings until December 2011.

"Although it is possible that Edwards has successfully kept this baby hidden from law enforcement authorities, surely she has NOT kept baby Dwight hidden from the entire community," Ramos said. "We hope that by releasing photos of Edwards and baby Dwight together, that someone/anyone who has had any contact with this child during the past eleven months will be motivated to come forward with information to help us provide a successful resolution to this case."

Edwards and her former roommate said Dwight maybe known by a different name since Edwards was trying to hide him from CPS.

McBeth-Childs said Edwards hid Stallings from CPS last year when they tried to remove the toddler from her custody after she failed drug tests.

Edwards is also not working with deputies to confirm that Stallings is alive.

Tanisha Edwards, whose missing 22-month-old son Dwight Stallings is at the center of an aggressive search by local officials, admitted to investigators that she was trying to hide the baby from social workers because she had failed drug tests, the Sacramento County Sheriff's Department said Wednesday.

But how the 35-year-old Edwards hid the child remains unclear, as detectives sort through conflicting and sometimes nonsensical statements from the woman.

SACRAMENTO (CBS13) - The reward has now doubled but despite dozens of tips, bounty hunter Leonard Padilla says he hasn’t found anyone who has seen baby Dwight in almost a year.

Two search dogs, under the guidance of Sacramento Sheriff’s investigators searched tha vacant field off East Southgate Drive.

“We don’t have any specific info [sic] about the area, but this is close to the area where the child was last seen,” said Det. Robert Tracy, Sacramento Sheriff’s Department.

Homicide detectives took control of the case Friday; nearly a year after 22-month-old Dwight Stallings was last seen.

They stress, the toddler could still be alive, but because Dwight’s mother Tanisha Edwards won’t tell them where he is, investigators are considering all possibilities.

Padilla believes the worst, despite a $3000 reward he’s offered and dozens of calls from the public.

“They all say the same thing. Haven’t seen the baby in a year, haven’t seen the baby in 10 months,” said Padilla.

Padilla says the case mirrors that of Casey Anthony, the Florida mom acquitted on charges of killing her daughter. Padilla bailed her out of jail in exchange for information on her daughter’s whereabouts.

“We’re dealing with the exact same situation as in Florida, same thing, child’s dead. She knows. What do we do?” said Padilla.

Edwards pleaded no contest to felony child endangerment under circumstances likely to produce great bodily harm or death and three counts of perjury on Feb. 5. The search for the 11-month-old child began four years ago in April 2011 when Child Protective Services caseworkers went to Edwards’ apartment after she failed a CPS-mandated drug test.



Since then, Edwards has given multiple conflicting accounts about the whereabouts of Baby Dwight, finally settling on “I don’t know”.

The child endangerment and perjury charges were the only charges investigators could prove beyond a reasonable doubt, Chief Deputy District Attorney Steve Grippi told The Bee in February.

Little evidence has been recovered and the child’s missing person case remains open. He was last seen by relatives three days before the CPS visit and both his father, Hasuan Stallings, and his maternal grandmother, Barbara Edwards, said they heard the infant in the background of phone calls with Edwards later in April.

Edwards was originally arrested in the “Baby Dwight” case on June 4, 2011 on a protective-custody warrant. After testifying in family court to a couple different scenarios in which she gave the baby to his father’s relatives, she was released from custody. She was arrested again in March 2012 when she was found under the influence of Oxycontin, a violation of her probation for a previous felony conviction.

She has been in prison since August 2012. She was charged with child endangerment and perjury in October 2013.

The mystery of a boy who disappeared in bizarre circumstances last year has deepened after it was revealed his mother tried to convinced a judge she handed him to two burka-clad strangers.
 
Sealed papers show the drug addict mother of one-year-old Dwight Stallings, Tanisha Edwards, told authorities she last saw her son at a motel in Nevada.
 
The child, who turned two last month, has not been seen by family members or neighbours in Sacramento since April last year.

Edwards claimed she had decided to travel to Kentucky with the boy but stopped off en route in Nevada.
 
There, she said, she discovered Dwight's father, Hasaun Stallings, had been arrested back in Sacramento.
 
Court records show he was charged March 30, 2011, with false imprisonment, battery against a spouse and vandalism.

Edwards told the court that she felt she needed to return to Sacramento to clear out the couple's apartment, and 'it would have been too hard for me... with a one-year-old'.
 
So, she claimed, she handed him over to two women in burkas she had never seen before in a Motel 6 parking lot, and walked away.
 
By mid April, after Edwards' return, the authorities started getting concerned about her child's whereabouts.

The county's Child Protective Services agency, which had an open case on the family, made four attempts on their own or with sheriff's deputies to find the mother that month, but were unsuccessful.
 
A warrant for her arrest was then issued on May 26 and on June 8 the 35-year-old was brought before a Juvenile Court and asked to account for why her child was not there.

 
But at the hearing, Jerilyn Borack released her from custody, despite finding the tale ludicrous.

 
According to The Sacramento Bee, which revealed the papers, Edwards was allowed to go free - without having to produce her child - because no one objected.
 
It was only then that a huge police operation was launched to find the boy.
 
Sacramento County sheriff's investigators have expressed concern that the child may be dead, and that the delay in beginning the search may have jeopardised their efforts to find him.
 
The Juvenile Court played a pivotal role in that timeline when Borack cut the mother loose last year, despite commenting at the hearing that Edwards' story 'really stretches the imagination.'
 
The court transcript shows that at one point, Borack asked her: 'He's with people you don't know?'
 
Edwards, who has two other children, responded: 'Exactly
but it can't be no worse than what you read in the paper.'
 
Edwards eventually disappeared again, eluding both the court and county Child Protective Services until she was arrested in March on suspicion of violating probation and being under the influence of a narcotic.
 
According to The Sacramento Bee, she remains in jail, unwilling or unable to help or to even say whether it was daytime or night when she last saw the child.
 
Sacramento sheriff's homicide detectives say they have few clues to his whereabouts.
