Authorities searching for missing 21-year-old Pennsylvania woman

Authorities are searching for a missing 21-year-old Pennsylvania woman who vanished after partying with friends at a local nightclub.   

Kortne Ciera Stouffer, of Palmyra, Pa., was last seen around 3:45 a.m. at her apartment July 29, after returning from a night of dancing at the Hardware Bar in downtown Harrisburg.

When police later searched the young woman's home they found the door locked and her purse, cellphone and dog still inside, according to local reports.

"Kortne is very close to her family and rarely goes a day without talking to numerous immediate family members who live close by," the family's attorney, Karl Rominger, said in a statement. "Her sudden disappearance is completely out of character and with every day that passes, the family is becoming more concerned."

More information came to light Thursday surrounding the disappearance of 21-year-old Kortne Stouffer.

Police were called to Stouffer’s Palmyra apartment on two occasions for noise complaints on the morning of her disappearance about two weeks ago, according to Matthew Scott, the family’s spokesman.

Scott said that after Stouffer and a male friend returned to her West Main Street apartment after being in downtown Harrisburg, she got into an argument with a neighbor.

Police first responded to Stouffer’s West Main Street apartment at 3:15 a.m. on July 29 after receiving noise complaints, Scott said. Police made everyone go back to their own apartments and then left at 3:49 a.m.

That was the last time a credible source saw Stouffer, Scott said.

Scott Stouffer said he's had difficulty believing the overnight guest's story.

"He was the last person to see my daughter. I felt there was more there. I still feel there's more there," Scott said, later adding, "It's hard for me to believe that in a span of three hours that someone just vanishes, and you're in the same house and you have no idea. You hear nothing, you see nothing."

Scott added that he didn't believe there were romantic intentions between the two, because Kortne was in a long-term relationship with her boyfriend and is "very loyal" to him.

Kortne had reportedly gone out with friends Saturday night to the Hardware Bar in Harrisburg, and Scott said he believes the man may have decided to stay over at her apartment because they may have been drinking.

Wendy added that Kortne had not had much contact with the man since she started dating her boyfriend. The boyfriend was not at the apartment that weekend. Wendy said the boyfriend has a "very strong alibi."

"They (Kortne and the unidentified man) were friends two years ago. They would hang out and do stuff as group. Since dating her boyfriend, they did not have a lot of contact," she said. "He stopped by about a month ago. It was the first time her boyfriend had any interaction with him and met him. I think because her boyfriend was away, she thought she could hang out with him, ...he could protect her, he was a guy friend to hang out with."

The Stouffers do not know if the man's vehicle has been seized by police.

The disappearance 17 days ago of 21-year-old Palmyra woman Kortne Stouffer is being investigated as a possible kidnapping, but District Attorney Dave Arnold said that is more or less standard procedure for missing-person cases.

Arnold said the cover page of a search warrant that investigators used to look through Stouffer's apartment and car indicates that "kidnapping" and "unlawful restraint" are the possible crimes being investigated.

"There's a section of that cover page that references the possible crime ... and it says in there kidnapping and unlawful restraint," he said. "There are certain things you have to fill out in the form, and that's what was filled in there."

While the warrant itself is sealed, the front page is not, Arnold said.

Stouffer was officially last seen about 3:45 a.m. on Sunday, July 29, when police went to her apartment at 810 W. Main St. to investigate a noise complaint.

According to her family, Stouffer had gone to a bar in downtown Harrisburg the previous night with three acquaintances. One of those acquaintances spent the night at her apartment.

The overnight guest, whose name has not been disclosed, said he awoke about 7:30 a.m. and discovered Stouffer was not there, so he left.

When Stouffer did not show up for work on Monday, July 30, her mother went to her apartment. She found the door unlocked and Stouffer's wallet and cell phone inside and her car parked outside. But Stouffer was not there.

Stouffer's car was impounded by county detectives on Aug. 1.

Arnold said there are no updates on the case.

Scott Stouffer, Kortne's father, told reporters Monday afternoon that he had a better sense of what investigators are doing after meeting with Arnold and detectives working on his daughter's disappearance. But he did not provide specific details of what they discussed.

On Monday, Scott Stouffer repeated what he has said before during the past two weeks. He believes that his daughter was taken from her apartment.

Stouffer family spokesman Matt Scott said Monday he was unaware of any recent developments. In the meantime, the family continues to search for her.

"The family continues to search areas of interest on our own," he said. "We've had several searches on horseback. The family is diligently searching and continues to look for information."

Scott said the family plans to start selling T-shirts to help raise award money and awareness.

A reward for information leading to Stouffer's whereabouts now amounts to more than $25,000, Scott said.

Wendy Stouffer, the missing woman's mother, said that more than 5,000 flyers with her daughter's photos on them were handed out this past weekend.

Three billboards with her daughter's photos and information about her disappearance have been erected along routes 422 and 322, Mrs. Stouffer said.

An online tipline has been set up, she said. Mrs. Stouffer said anyone with any information can send it to: Kortneinfo@gmail.com.

The Stouffers also appeared on CNN's Headline News Monday night.

Stouffer's parents told abc27 News last week that a friend stayed at the apartment after Stouffer and others returned from a night of dancing in Harrisburg.

Police had initially reported that the last person to see Stouffer was a neighbor, but her parents said she and a male friend came back to the apartment shortly after 3 a.m.

Neighbors called police twice that morning, according to Stouffer's parents. The first complaint was over Stouffer's dog. Police spoke with Stouffer and left, but returned later for a complaint of "banging and stomping." During the second visit, Stouffer's parents said the officers left after no one answered the door.

Stouffer's father says he spoke with the male friend, who claims he and Stouffer went to sleep and he awoke in the morning to find Stouffer gone; leaving behind her car keys, cell phone, and her shoes.

Her parents say they know the friend well and are on good terms. Their daughter has known the man for about two years and her mother and father are aware of no problems between the two.

The only outward sign of progress in the investigation of Kortne Stouffer’s disappearance is the growing reward for information. The reward has surpassed $31,000 as the result of orders taken this week for tie-dyed shirts being sold to raise reward money.

Today, family friend and spokesman Matthew Scott said there were no new developments in her July 29 disappearance. Stouffer, who is blond and attractive and worked at a hair salon, had gone dancing with friends in Harrisburg on the Saturday night prior to her disappearance.

According to family and friends, Kortne Stouffer went out dancing in Harrisburg on July 28, returned to her Palmyra apartment early the next morning, and then vanished.

One of Stouffer's friends stayed at her apartment that night. abc27 News tracked down the man who said he stayed at the apartment. He may very well have been last person to see the 21-year-old before she disappeared.

The man did not go on camera and he did not want to use his name, but he did give us some more insight into the hours leading up to Stouffer's disappearance.

PALMYRA, Pa. (WHTM) -

Last week Milton Rodriguez said authorities showed up to his Palmyra home with a search warrant. The warrant, Rodriguez said, was for his car.

"They had a search warrant to go through my car and we left them search the house," Rodriguez said.

He said they took the car for several days to search it. The vehicle is a gold 2004 Acura TL.

Rodriguez said Kortne Stouffer was in the four door sedan hours before she disappeared.

The night of the 28th Rodriguez told abc27 he and some friends were at the Gas Station Pub in Hummelstown. He said Stouffer was there and asked if she could go with them to downtown Harrisburg.

"She asked is she could get a ride with us downtown and I said, 'yeah sure you can come with us downtown'," Rodriguez said.

The 21-year-old vanished more than two weeks ago from her apartment without a trace after a night out at a local bar and arguments with the neighbor. But what about the mystery man who was in her apartment that night? Her parents join me live.

Up next we talk to the parents o f a beautiful missing woman. They`re desperately searching for her, and they say they have new information.

(COMMERCIAL BREAK)

UNIDENTIFIED FEMALE: Family and friends gathered at the fire station to search for Kortne who has been missing for ten days. But no sign of Kortne.

UNIDENTIFIED FEMALE: I haven`t been able to sleep right lately, not just knowing where she is.

UNIDENTIFIED FEMALE: They knocked on the doors and they left.

UNIDENTIFIED FEMALE: The police were right there. Volunteers search a field close to Kortne`s apartment where she was last seen.

UNIDENTIFIED MALE: If you`re a father, I hope this hits you. I want her back.

UNIDENTIFIED MALE: There was a male in her apartment. He woke up at 7:30 and left and my daughter wasn`t there.

UNIDENTIFIED FEMALE: Kortne thought that he was a friend of hers.

UNIDENTIFIED FEMALE: Kortne is gone. Kortne is gone.

UNIDENTIFIED MALE: Tell us what it is you want. We just want our daughter back.

UNIDENTIFIED FEMALE: We just want her to come home. I just want her home.

VELEZ-MITCHELL: Tonight, disturbing new questions about a mystery man as police investigate the disappearance of this beautiful 21-year-old woman as a kidnapping. That`s what they are calling it now. Kortne Stouffer vanished without a trace from her own Pennsylvania apartment two weeks ago. She left a bar in Harrisburg, Pennsylvania and went home.

Shortly after that a series of strange 911 calls send cops to her apartment, not once, but twice. Right around the time she disappeared. The first 911 call that reported a loud argument involving Kortne and a neighbor. The second 911 call from the person living below. This is her apartment. Complained of stomping and banging coming from her apartment. That time Kortne`s parents say cops went to the daughter`s door, but nobody answered so they left.

Last week on this show the devastated parents revealed for the first time that Kortne was not alone inside her apartment. She was with a male friend.

(BEGIN VIDEO CLIP)

SCOTT STOUFFER, FATHER OF MISSING 21-YEAR-OLD: There was a male with her in her apartment. And it was one of the gentlemen with her that evening. I guess they stayed over at the apartment that evening with her. I don`t think it`s something we need to hold back on at this time. I think it`s something that should be known.

VELEZ-MITCHELL: Who is the male friend? Why hasn`t he come forward, and why didn`t the cops mention him to the media? Kortne`s parents told us that he slept over at the daughter`s apartment that night and claims when he woke up she was just gone.

(BEGIN VIDEO CLIP)

STOUFFER: He was the last person to see my daughter. So I felt that there was just more there. I still feel there`s more there. It`s difficult.

WENDY STOUFFER, MOTHER OF MISSING 21-YEAR-OLD: We know that he left. We have video of him at a store texting Kortne and saying I left. I didn`t see you. What happened to you?

(END VIDEO CLIP)

VELEZ-MITCHELL: Straight out to investigative reporter, Jon Leiberman.

Jon, it doesn`t make any sense. If he indeed spent the night there, then he should have been there when cops knocked on the door when they heard the complaint of banging from the apartment below. But nobody answered the door. So, this doesn`t add up.

JON LEIBERMAN, HLN CONTRIBUTOR: Jane, this is a huge mystery at this point. And police are trying to piece together the relationships between Kortne and a number of different people. For example, Kortne lived with her boyfriend. But he was not home during this early morning. She was there with another acquaintance, a friend who she was out partying with prior to that. And she had an argument with a neighbor.

So we understand from police that everybody is still a suspect here. Nobody has been cleared and I want to point this out Jane, we have obtained the search warrant for that home and police are trying to find out if drugs played a role in any of this as well.

They went into her home. They were looking for journals, diaries, letters; obviously, that speaks to them wanting to find out the nature of her relationships. But also they were looking for controlled substances and their related paraphernalia, cell phones, bank records, computers. They want to know if perhaps drugs played any role in this disappearance as well.

VELEZ-MITCHELL: Now Kortne`s family believes she went missing between 4:00 and 7:30 in the morning before dawn, Sunday, July 29th. She was out on a Saturday night. So many young people go out on a Saturday night. And they come back late.

After she got home from the bar, Kortne got in an argument with her neighbor. The cops were called at 3:12 in the morning. They got there three minutes later, told Kortne and the neighbor go back inside your apartments. Be quiet. They left at 3:49. 4:12, just about 20 minutes later, somebody hears loud banging coming from Kortne`s apartment, the cops are called but nobody answers Kortne`s door. So they leave at 4:36. So Kortne`s male friend allegedly slept over.

So I think her parents are here now. Scott Stouffer and Wendy Stouffer, our hearts go out to her. We want to be helpful. We know you`re going through a hellish experience right now. Given this mystery male, we`re not naming him. He`s not considered a suspect, but police haven`t ruled anyone out.

There are two options, ok. There`s banging heard. The cops show up. They knock on the door. Nobody answers. What explanation -- I understand you talked to this mystery man who was there and slept over -- what explanation did he offer for why he didn`t answer the door when the cops knocked and what explanation did he offer for the banging that the person downstairs heard?

SCOTT STOUFFER, FATHER OF MISSING WOMAN: Well, I think the explanation that nobody heard the cops knocking for the first part of your question. And the second part of your question, could you repeat that again?

VELEZ-MITCHELL: What explanation did he offer of the banging below your daughter`s apartment? In other words, the people below your daughter`s apartment heard banging coming from the apartment where he reportedly was with your daughter -- your daughter`s apartment. What explanation did he offer for that noise?

S. STOUFFER: Just that Kortne was still angry from the dispute with the neighbor and she took a little bit longer to calm down.

VELEZ-MITCHELL: Do you buy that?

S. STOUFFER: I can`t really comment on whether I buy it or not. I don`t really. I just don`t really understand -- excuse me -- I just don`t understand how she can just not be heard or seen and walk out of the apartment. That`s difficult.

VELEZ-MITCHELL: Wendy, again, my heart goes out to you. There are no words. We`re trying to figure out this terrible mystery.

What have these last two weeks been like for you? Tell us what you`re going through because I know that all our viewers care and our thoughts and prayers are with you.

WENDY STOUFFER, MOTHER OF MISSING WOMAN: These last 16 days have been hell. I talk to my daughter all the time and I haven`t been able to talk to her. I don`t know where she is. I don`t know if she`s hurt, if she`s not eating. I just want her to come home.

VELEZ-MITCHELL: This search warrant that I`m holding in my hand that we`ve obtained -- by the way, we keep calling the DA`s office and we can`t get any response from them. So we`re going off a search warrant. It`s describing what happened now as a kidnapping. I know that`s disturbing for me to mention to you. But again we`re trying to discuss all the facts and throw them all out there.

You`ve talked to the DA or the DA`s office. What have they told you? What are their theories?

S. STOUFFER: Well, I spent, you know, almost two hours at the DA`s office today, and I believe they are making every effort to find Kortne. But there isn`t a lot of evidence. I mean there`s not a lot of places to go. And they`re trying diligently, I believe they are.

I believe that Dave Arnold, the district attorney, and all the detectives I was with today including one of the officers from the Marlboro Police Department, as I said earlier today. I honestly and sincerely believe they`re treating it as if this was their daughter. But everybody is at a loss.

I`m sure there`s some information that they`re keeping or not sharing with me and I respect that.

I know I'm not the brightest bulb in the bunch but it seems to me this loud banging heard by the neighbor below was this poor girl being killed.  He's pulled the classic "text the person missing to give myself an alibi", trick!  Someone tell me if the man not wanting to be identified (that stayed with her that night) is the same one that had his Acura searched?

No, the Acura belongs to the man interviewed in an earlier link posted by MuffyBee.  You should watch the interview and read the comments under the article, they're interesting.

Essentially, according to the two men last with Kortne, She hitched a ride to a bar with them.  She got in an altercation at the bar with another woman and one male witness with her states she was asked to leave by a staff member at the bar.  In the comments section of the article someone states that bar staff were asked if this was true and they stated that no altercations were witnessed that night and no one was asked to leave.

Anyway, the two men and Kortne leave.  There may have been others with them, that much is not clear at this time.  The owner of the vehicle is dropped off at home and the other man, a fried of Kortne's, goes home with her. 

I agree with your assessment.  Why would there only be noises of banging and slamming and no voices heard?  That is strange.  If Kortne were still angry it seems she would also be speaking not just walking around banging things then off to sleep so quickly that within minutes she does not hear the police knock.  That's hard to fathom. 

My next question is did anyone else go out with them that night and if so did anyone else go to Kortne's apartment?

Man says police searched his car following Kortne Stouffer disappearance

PALMYRA, Pa. (WHTM) -

Last week Milton Rodriguez said authorities showed up to his Palmyra home with a search warrant. The warrant, Rodriguez said, was for his car.

"They had a search warrant to go through my car and we left them search the house," Rodriguez said.

He said they took the car for several days to search it. The vehicle is a gold 2004 Acura TL.

Rodriguez said Kortne Stouffer was in the four door sedan hours before she disappeared.

The night of the 28th Rodriguez told abc27 he and some friends were at the Gas Station Pub in Hummelstown. He said Stouffer was there and asked if she could go with them to downtown Harrisburg.

"She asked is she could get a ride with us downtown and I said, 'yeah sure you can come with us downtown'," Rodriguez said.
