(OHIO) - A kidnapping case that started in Dothan ended in Ohio when a family on the run with the victim knocked on someone's door.

The case involves a kidnapped 15-year-old girl, the girl's mother and stepfather who are married, and five other siblings.

It was just before midnight Friday. Christina Covert wasn't surprised to get a knock on the door from her ex-boyfriend Charles Partin. Covert's 9-year-old son had been living in Alabama with Partin and his wife Julie Ann Bethke, and five other children.

The FBI told Covert that Partin and the others fled Alabama Monday after he kidnapped Bethke's 15-year-old daughter from a hospital.

Partin, Bethke Arrested on Warrants for Kidnapping

CINCINNATI – Charles "Dean" Partin, 36 years old, was arrested in Cincinnati, OH on a federal warrant for kidnapping. Partin is suspected of kidnapping his minor stepdaughter from the Southeast Alabama Medical Center on September 17, 2012.

The FBI Cincinnati SWAT Team rescued the victim at a residence in the Price Hill neighborhood of Cincinnati. Julie Ann Bethke, age 36, the mother of the minor, was also arrested on a state warrant out of Alabama for interference with the custody of a minor.

Charles Partin and Julie Bethke are the minor's non-custodial parents.

The investigation was led by the FBI's Mobile, Alabama Division. The Cincinnati Police Department assisted in the local operation.

Alabama Kidnapping Victim Found in Price Hill

Officials say Partin and Bethke were going to lose custody of the 6 children in their care. The family has been on the run since the kidnapping was reported in Alabama. There was a report of them being spotted in Texas at one point, asking for money from a church. Police say they were traveling in a stolen van.

One of the children in the couple's custody is Partin's 9 year-old son with a woman from Price Hill, Christina Covert. She told Local 12 that she was contacted by a detective and the FBI about the kidnapping and to look out for the family on the run.

When Partin and the family showed up at her apartment in Price Hill, she said she contacted officials and that's how the family was found. All the children are now in foster care.

Alleged child abductors face extradition to Alabama
Published: September 24, 2012 Updated: September 24, 2012 - 4:45 PM

Charles Dean Partin and Julie Ann Bethke will return to Alabama once authorities extradite them on criminal charges related to their multi-state flight from authorities after allegedly abducting a 15-year-old girl last week.

Dothan Police Sgt. Rachel David said Partin will be extradited back to Alabama to face federal kidnapping charges in U.S. Middle District criminal court and Bethke will return to face state interference with child custody charges. David said other charges against the pair may be forthcoming, including theft charges regarding a stolen vehicle they allegedly used in their flight from authorities.

David also confirmed Partin has a warrant for his arrest from Tennessee on a statutory rape charge.

According to court documents, Ailene Lander, Bethke’s daughter and Partin’s stepdaughter, was taken from a doctor’s office at Southeast Alabama Medical Center last Monday. Lander, who was in DHR custody at the time, had been taken there for an appointment. Partin and Bethke were identified as suspects in the abduction shortly thereafter.

According to an affidavit by an FBI agent, Partin and Bethke made a detailed plan to take Lander from DHR custody. The plan included “ambushing” the DHR escort, discarding a Verizon phone, switching vehicles, recovering belongings stashed with an ex-girlfriend of Partin’s in Theodore, finding work and making enough money for a border crossing to Mexico.

New Details in Dothan Kidnapping Case

We're learning more about the days that led up to a kidnapping that started in Dothan and ended in Cincinnati, Ohio.

Police say the victim, Ailene Landers, 15, of Dothan and her common-law step-father, Charles "Dean" Partin, 36, were caught in a sexual act at a Tennessee campsite just days before she was abducted. Partin is accused of kidnapping the teen with the help of her biological mother, Julie Bethke.

According to federal court documents, an officer with the Hamilton County, Tennessee Sheriff's Office got called to a campground on September 3, 2012. He claimed a campground worker reported seeing an adult man engaged in a sexual act with a young girl. Police identified the man as Partin and the girl as Landers.

Investigators say at first Partin claimed the girl was 18, a "friend of the family," and they were on vacation together.

Meanwhile, other officers interviewed Landers and learned she was actually 15 years old, five months pregnant, and Partin was her common-law step-father.

At this point officers say they located a hand-written note that appeared to be from Landers' mother in which he stated she relinquished all guardianship for her daughter to Partin. The note was signed but not notarized.

Bethke, Landers' mother, was unable to travel to Tennessee to pick up her daughter so officers turned her over to the custody of Tennessee Child Protective Services.

Three days later a Barbour County judge placed Landers in the temporary custody of the Alabama Department of Human Resources until a thorough investigation into the sexual abuse charges could be complete.

Police said DHR workers received unconfirmed information from Partin's co-workers that he bragged he was the father of the teen's unborn child.

I hope Ailene can be removed far enough (and not just distance) from this situation.  She and her unborn child will need to be sheltered and protected.  Ailene needs to be given the tools and training to over come this. She may think at this time she wanted to be  with Partin, but I hope she can realize the wrong thinking in it.   I fear if she can't, then history may repeat itself or even worse may happen.

I don't really think Ailene's egg donor has a below avg IQ, doesn't present herself as mentally unstable or physically handicapped......so WTFFFFFFFFF!!!!!!!  How in the hell does LE catch the dtr and common-law step creep in a sexual act, haul her in to the station to be picked up by Mom, she can't go get her, the state places her in their custody for protection and still the so-called Mom participates in a plan to steal her from the state and hide her in diff locations hopefully eluding LE now and forever!!!  Was always 1000% sure the baby belonged to stepcreep but what were they thinking?  I guess they were really stupid enough to think they could disappear with no money!  Why did the egg donor go along with this?  So many questions I want answers to!

A spokesman for Alabama's welfare agency says a worker couldn't have stopped the abduction of a 15-year-old girl from a medical office in Dothan.

Barry Spear of the Alabama Department of Human Resources said Thursday child welfare workers don't carry guns and aren't trained to fight off would-be threats to children.

Clayton woman faces felony charge in child abduction
By: Matt Elofson | Dothan Eagle

A Clayton woman now faces a felony interference with child custody charge nearly a month after she and a man led local and federal authorities on a nationwide manhunt.

Court records show Houston County Sheriff’s deputies have served the felony warrant charging 33-year-old Julie Bethke with interference with child custody. The warrant alleged Bethke took or enticed 15-year-old Ailene Lander from the lawful custody of a Barbour County Department of Human Resources worker on Sept. 17.

According to an affidavit by an FBI agent, Partin and Bethke made a detailed plan to take Lander from DHR custody.
