Amsterdam is to create "Scum villages" where nuisance neighbours and anti-social tenants will be exiled from the city and rehoused in caravans or containers with "minimal services" under constant police supervision.

Perhaps this is what crime ridden areas need?  Ban/shun the problem people from the rest of the citizens?

There are already several small-scale trial projects in the Netherlands, including in Amsterdam, where 10 shipping container homes have been set aside for persistent offenders...

I find it hard to believe these are actual shipping containers.  Perhaps they mean mobile home?  Manufactured hut of some sort?

If it is a shipping container, will it be attached to the ground with water, sewer, and other utilities?  Perhaps the shipping containers will enable burned out units to be restored quickly and economically?

The Dutch Parool newspaper observed that the policy was not a new one. In the 19th century, troublemakers were moved to special villages in Drenthe and Overijssel outside Amsterdam. The villages were rarely successful, becoming sink estates for the lawless.

"We have learned from the past," said the mayor's spokesman. "A neighbourhood can deal with one problem family but if there are more the situation escalates."

How close is this to the VDS estate?

"Liberal Amsterdam plans to create 'scum villages'"

Quote
The camps where antisocial tenants will be rehoused for three to six months...

...We want everyone to be who he and she is whether they are gay and lesbian or stand up to violence and are then victims of harassment. We as a society want to defend them."

According to Boer, the villages are not for "the regular nuisance between two neighbours where one has the stereo too loud on Saturday night" but "people who are extremely violent and intimidating and in a clear situation where a victim is being repeatedly harassed".

Those deemed guilty of causing "extreme havoc" will be evicted and placed in temporary homes of a "basic" nature, including converted shipping containers in industrial areas of the city. "We call it a living container,"...

...After up to six months in these houses, scattered around the city, the tenants will be found permanent homes. The city government anticipates moving around 10 families a year into this programme, which starts in 2013.

What is to stop these people from returning to their former neighborhoods?  Would something like this work on the gangbangers in America's neighborhood?  Violent families?  Shower them with services in areas where they cannot harm and torment others?
