I find it hard to believe these are actual shipping containers.  Perhaps they mean mobile home?  Manufactured hut of some sort?

If it is a shipping container, will it be attached to the ground with water, sewer, and other utilities?  Perhaps the shipping containers will enable burned out units to be restored quickly and economically?

What is to stop these people from returning to their former neighborhoods?  Would something like this work on the gangbangers in America's neighborhood?  Violent families?  Shower them with services in areas where they cannot harm and torment others?
