Pope approves "abuse of office" proposals for bishops in sex abuse cases

(Vatican Radio) Pope Francis has created a new Vatican tribunal section to hear cases of bishops who fail to protect children from sexually abusive priests. The head of the Vatican press office, Fr Federico Lombardi, made the announcement during a briefing on the work of the Council of nine cardinals which met with Pope Francis at his Santa Marta residence from Monday June 8th to Wednesday June 10th. Philippa Hitchen has the details:

The Pontifical Commission for the Protection of Minors presented a five point plan to the Pope and his closest advisors at this week’s meeting, including the establishment of a “new judicial section” to examine all cases of bishops accused of abusing their office and failing to report crimes committed by priests in their care. The new office will be set up within the Congregation for the Doctrine of the Faith which will be mandated to judge all such cases connected to the abuse of children and vulnerable adults.

Fr Lombardi said Pope Francis will appoint a Secretary and some permanent staff for the new department, which will have a five year period to develop and evaluate the effectiveness of these new procedures. The move marks an important step in the ongoing process to hold Church leaders accountable for the actions of abusive priests – something that abuse survivors have insisted is essential to both the healing and prevention efforts..

Also under discussion at the Council of Cardinals meeting this week was the ongoing financial reforms, presented by Australian Cardinal George Pell who heads the new Vatican Secretariat for the Economy. He spoke of three new working groups which have been set up to examine income and investments, another to manage human resources and a third to evaluate the effectiveness of the Holy See’s information technology systems.

The cardinals also heard a report from the director of the Vatican Television Centre, Msgr Dario Viganò who heads a new commission for the reorganization of Vatican communications. That commission is working on a restructuring plan for a gradual integration of the different media offices to take place over four years, without requiring job losses.

Finally the Council of Cardinals also discussed the Pope’s forthcoming encyclical on the environment due to be released on June 18th under the auspices of the Pontifical Justice and Peace Council. Bishops around the world have been sent some introductory and educational material to highlight and hopefully better promote what Fr Lombardi described as this “important event in the life of the Universal Church”.

The next meeting of the Council of Cardinals is scheduled to take place between 14th and the 16th September 2015.

The tenth meeting of the Council of Cardinals comes to an end


Vatican City, 10 June 2015 (VIS) – The director of the Holy See Press Office, Fr. Federico Lombardi, S.J., gave a briefing this morning on the work of the tenth meeting of the Council of Cardinals, which began on Monday and concluded this morning in the Domus Sanctae Marthae. The Holy Father attended all the sessions, both morning and afternoon, on Monday and Tuesday; however as usual he did not participate in this morning's session due to the Wednesday general audience.

Cardinal Laurent Mosengwo Pasinya was unable to attend the meeting.

The first day was dedicated largely to the examination of the draft Preamble of the new Constitution, which will be further elaborated.

With regard to financial and economic reform, Cardinal Pell, prefect of the Secretariat for the Economy, presented a report with updated information on the financial reforms. He mentioned the appointment of the new Auditor General, the approval of the new Statute for Pension Funds and the completion of the list of bodies subject to the control and supervision of the Council for the Economy, in accordance with its Statutes. He also referred to three new initiatives of the Council for the Economy, constituting three working groups: one for the analysis of income and investments; one for human resources management, and a third for the study of the existing IT systems, their compatibility and their efficiency. He concluded by reporting on the progress of the various current activities of the Secretariat for the Economy.

Vatican City, Jun 10, 2015 / 02:01 am (CNA/EWTN News).- During his visit to the Pontifical Council for Legislative Texts last week, Pope Francis was updated on the office's important work, which is focused on interpreting the laws of the Church.

As part of his tour of various dicasteries in the Roman Curia, the Pope on June 1 visited the Pontifical Council for Legislative Texts, followed by the Congregations for the Causes of Saints, Bishops, and Divine Worship.

Upon his arrival at the pontifical council, Francis was greeted by the council's president, Cardinal Francesco Coccopalmerio, who is a member of the commission established in August 2014 to prepare a proposal of the reform of the marriage annulment process. The commission is meant to simplify and streamline the procedure while safeguarding the indissolubility of marriage, and its work was mentioned during the meeting.

Vatican City, Jun 10, 2015 / 01:44 pm (CNA/EWTN News).- In the second meeting between Pope Francis and Russian president Vladimir Putin, held on Wednesday at the Vatican, the discussion focused on the current crises in both Ukraine and the Middle East.

Under Putin, Russia has annexed the Crimean peninsula from Ukraine; and according to the Ukrainian government and Western nations, Russian arms and soldiers are fighting alongside pro-Russian separatists in the east of the country. Putin has denied the presence of Russian soldiers in Ukraine.

A June 10 communique from the Vatican revealed that Pope Francis stressed to Putin the need to “engage in a sincere and great effort to achieve peace” in the Ukrainian conflict.

He also emphasized the importance of rebuilding a climate of dialogue in which all parties are committed to carry out former peace agreements decided on in Minsk earlier this year.

Mention was also made of the serious humanitarian situation, with particular regard to the access of humanitarian workers to areas in need.

Putin and Pope Francis also discussed the situation in the Middle East, particularly Iraq and Syria, where Russia has backed president Bashar al-Assad in the country's civil war. The situation had also been the central point of the Francis' and Putin's first meeting, in 2013.

They spoke of the urgency of pursuing peace in the region with the help of the international community, and the need to protect religious minorities, particularly Christians.

After a delay of 70 minutes, Putin arrived at the Vatican by way of the Via della Conciliazione, the large street leading up to St. Peter’s Square.

The private encounter lasted 50 minutes, and was conducted in through two interpreters, one for the Pope in Italian and one for Putin in Russian.

Once the Russian president arrived, Pope Francis greeted him by saying “welcome” in German, and the president responded saying nothing, but giving a nod of acknowledgment.

Although the two looked at each other once they sat down in the meeting room, they remained silent until the door was closed. Pope Francis was described as being “very serious” from the moment the two greeted each other, although he began to “warm up” a bit during the group photo.

Putin gave the Pope a golden embroidery of the church of San Salvatore, saying “this is the Church of San Salvatore, which was destroyed in the Soviet age and was rebuilt.”

For his part, Pope Francis gave the president a large medal of the Angel of Peace crafted by artist Guido Veroi as well as a copy of his apostolic exhortation Evangelii Gaudium.

When giving Putin the medal, Francis told him that this is “the angel of peace, who defeats all war and speaks about solidarity among peoples,” and said that the joy of the Gospel “has many religious, human, geopolitical and social reflections” while handing him the exhortation.

At the end of the encounter Putin told the Pope that “it has been a great pleasure, an honor to meet you,” and said goodbye.

Vatican City: Pope Francis urged Russian President Vladimir Putin on Wednesday to commit himself to a "sincere and great effort" to achieve peace in Ukraine, the Vatican said.

The two met for about 50 minutes and agreed on the need to recreate a climate of dialogue in Ukraine, the Vatican added, and to implement a peace deal designed to end fighting between Ukrainian government forces and pro-Russian separatist rebels.

Putin met the pope after holding talks with Italian Prime Minister Matteo Renzi in Milan where the Italian leader showed little sign of breaking ranks over European Union sanctions on Russia in response to Moscow's role in the Ukraine crisis.

(Vatican Radio) Journey, service and giving freely of oneself:  true Christian witness encompasses all of these characteristics.  That’s what Pope Francis stressed in his Homily at Santa Marta Thursday.  The Pope said that followers of Jesus are called to serve and to proclaim the Gospel freely – and not to be deceived by the belief that Salvation comes through worldly things.

In his Homily, the Pope drew inspiration from the Gospel passage in which Jesus sends out his disciples to proclaim the Good News. A disciple of the Lord, he said, is called to set out on a journey that is not a "stroll" but a mission to proclaim the Gospel and spread the good news of Salvation.

Announce the Good News through an inner journey

This, he added,  “is the task Jesus gives to his disciples. If a disciple stays still and doesn’t go out, he does not give back to others what he has received in Baptism; he is not a true disciple of Jesus.  He lacks the missionary; he can’t get out of himself [to be able] to bring something good to others ":

"The journey of the disciple of Jesus is to go beyond [the limits] to bring this good news. But there is another pathway for the disciple of Jesus: the inner journey, the path within, the path of the disciple who seeks the Lord every day, through prayer, in meditation.”

In written remarks consigned to the Bishops, Pope Francis noted that the countries of Latvia and Estonia had been oppressed for a long time by regimes founded on ideologies contrary to human dignity and human freedom. Now, he warned the Bishops, “you must measure yourselves against other insidious dangers, such as secularism and relativism.” He encouraged them to work without tiring, having confidence “in the proclamation of the Gospel of Christ, the word of salvation for every man of every time and every culture.”

Vatican City, 11 June 2015 (VIS) – The right to food, the problem of waste, the impact of the market on hunger, the primacy of agricultural development, water issues, land grabbing, and dependence on external aid were the central themes of the address given this morning by Pope Francis to the 450 participants at the 39th Conference of the FAO (Food and Agriculture Organization), whom he received in audience in the Clementine Hall of the Apostolic Palace.

“Faced with the poverty of many of our brothers and sisters,” said the Pope, “sometimes I think that the issue of hunger and agricultural development has now become one of the many problems in this time of crisis. … Our tendency to 'defect' when faced with difficult issues is human,” but “we must respond to the imperative of access to necessary food is a right for all. Human rights permit no exclusions. Certainly, we can take comfort knowing that the number of hungry persons in 1992, 1.2 million, has been reduced even though the world population has grown. However, there is little point to noting the numbers or even projecting a series of concrete commitments and recommendations to be implemented in policies and investments if we neglect the obligation to 'eradicate hunger and prevent all forms of malnutrition in the world'.”

Cardinal Gianfranco Ravasi, General Commissioner of the Holy See for Expo Milan 2015, Archbishop Giovanni Angelo Becciu, substitute for General Affairs of the Secretariat of State, Cardinal Angelo Bagnasco, president on the Italian Episcopal Conference, and Cardinal Angelo Scola, Archbishop of Milan, all spoke this morning. This afternoon the “Courtyard of the Gentiles” will also intervene with a presentation on the theme of “The Faces of the Earth”.

During the course of the celebrations this morning, Archbishop Becciu's speech emphasized that the Holy See considers the vast objective of ensuring an adequate level of nutrition as a real necessity, a result of true sharing, the same which is evidenced in the participation of so many countries in Expo Milan 2015.

(Vatican Radio) Pope Francis on Friday met with the Prime Minister of Poland, Ewa Kopacz. She later met with Archbishop Paul R. Gallagher, Secretary for Relations with States.

A statement from the Holy See Press Office called the discussions “cordial”, and said they spoke about the preparations for 2016’s World Youth Day in Poland, which Pope Francis is expected to attend. The statement called the cooperation in these preparations “serene and efficient”.

Pope Francis leads meditation for international gathering of priests

(Vatican Radio) Pope Francis might add a visit to Kenya to his African trip in November, and protecting the environment is an issue which should bring together believers of all traditions and non-believers alike.

These were some of the things learned during a two-hour meeting Pope Francis held with priests in Rome’s Papal Basilica of St. John Lateran.  The Cathedral church is this week hosting an International retreat for priests, organized by International Catholic Charismatic Renewal Services and the Catholic Fraternity.

Pope Francis confirmed he will visit the Central African Republic and Uganda during his November trip, but said adding Kenya to the journey was “possible but not sure” because of organizational problems.

The spiritual retreat beings together bishops, priests, and celibate deacons from around the world under the theme "Called to Holiness for a New Evangelization".

Pope Francis gave off-the-cuff remarks in Spanish, and began by speaking about the importance of unity in the Church, even saying if a priest has a problem with his bishop, he should tell him to his face, “like men”, adding the same goes for a bishop with a problem with one of his priests.

“There are quarrels and arguments in the Church? Well, it makes good news! This is so since the beginning,” the Pope said. “A church without quarrels is a dead church. Do you know where there aren’t any quarrels? In cemeteries!”

Pope Francis then made a special mention of the women working in the Church, remembering that on the day of the descent of the Holy Spirit, women were there.

He called the genius of women in the Church “a grace”, and pointed out the Church is feminine.

Pope confirms plans to visit Central African Republic, Uganda in November

Vatican City, Jun 12, 2015 / 11:44 am (CNA/EWTN News).- Pope Francis said today that he is planning to travel to Africa in November, specifically to the Central African Republic, Uganda, and possibly Kenya.

During a meeting with hundreds of priests from around the world participating in the Third World Priests Retreat in the Basilica of St. John Lateran, the Pope responded to the question from an African priest asking when he planned to come to Africa.

“God willing, I will be in Africa in November. In the Central African Republic first and then Uganda,” he responded.

The pontiff added that it “is possible” that he may also go to Kenya, but said this is not certain, because of organizational challenges.

He also noted that the trip will come “before the presidential transition in the Central African Republic, and Uganda after the 50th anniversary of the martyrs, though a little late.”

Washington D.C., Jun 12, 2015 / 05:11 am (CNA/EWTN News).- The global Catholic population is growing – so quickly, in fact, that priest and parish numbers cannot keep up, says a new study on trends in the worldwide Church.

And this poses a challenge: With an overall growth in the number of Catholics, especially in Africa and Asia, but not enough growth in the number of parishes and priests to supplement it, there are fewer opportunities for Catholics to receive the sacraments and participate in their parishes.

“The Church still faces a global 21st century problem of keeping Catholics engaged with parish and sacramental life,” stated the study by the Center for Applied Research in the Apostolate (CARA) at Georgetown University.

The study “Global Catholicism” drew from Vatican statistics and other surveys since 1980 to detail where the Catholic Church has grown and shrunk at the parish level and to predict the demographics of the next few decades for the Church.

This growth was examined at the parish level because parish life is ultimately the “brick and mortar” of the Church where Catholics receive the sacraments, associate with fellow Catholics, and participate the most in their faith, the study explained.

It tallied the growth of Catholics, priests, religious, parishes, reception of sacraments, seminarians, and Catholic welfare institutions like hospitals and schools in five regions -- Africa, Asia, Europe, Oceania, and the Americas.

Abu Dhabi - A new Catholic church dedicated to Saint Paul was inaugurated today, Friday, June 12, in Mussaffah, in the presence of Cardinal Pietro Parolin, Vatican secretary of State.
 
The day before, the initial opening ceremony was also attended by the Minister for Culture Nahyan bin Mubarak, who in his speech stressed that the opening of a new church highlights the "religious tolerance" of national leaders, while Cardinal Parolin noticed how the consecration and dedication of a new church also represents "a sign of vitality" of the local church community, and Bishop Paul Hinder, OFM, apostolic Vicar for South Arabia, expressed gratitude "for the stability and the peace that we enjoy in this Country". UAE is home to about 900 thousand Catholics: the community is made up of immigrant workers who mostly come from other Asian countries: Philippines and India. The new Catholic church, the second built in the Country - where today Cardinal Parolin celebrated the first Mass, with the rites of consecration and dedication, before thousands of faithful - will offer its pastoral service primarily to the more than 60 thousand Catholics residing in the region that includes the towns of Mussaffah, Mohammed bin Zayed City and Khalifa City.

Pope to Scouts: You are called to collaborate in the pastoral life of the Church

Pope Francis met this morning with thousands of members of the Association of Italian Catholic Guides and Scouts (AGESCI) in St. Peter’s Square. In his address, the Holy Father thanked the scouts, as well as their leaders and chaplains, saying that they are “a precious part of the Church in Italy.”

“You offer an important contribution to the families in their educational mission to children, youth and young adults,” he said.

The Pope expressed his hope that the scouts may always feel as a part of the greater Christian community. 

He also noted that they can bring new fervor to the evangelization and the capacity to build bridges in a society that has the “habit of building walls.”

“You are called to find ways to integrate yourselves in the pastoral care of the particular Church, establishing relationships of respect and collaboration at all levels with your bishops, with pastors and other priests, educators and members of other ecclesial associations present in the parish and in the same territory, and not be content with a ‘decorative’ presence on Sundays or major events.”

Promote human person, social stability, Pope tells Italian judiciary council

(Vatican Radio) Pope Francis met with the Italian Superior Council of the Judiciary at the Vatican on Saturday. The Pope told council members it is important for all public authorities to use their office to promote the human person and to give stability and solidity to society.

Globalization brings with it confusion and disorientation and can introduce concepts, norms and customs that are foreign to the social fabric, said Pope Francis.

In a context of such “deep shocks” to a culture’s roots, the Pope said it is important for public authorities to use their office to “make the foundations for human coexistence” more “stable” and “solid” through “the recuperation of fundamental values.”

“To these values, Christianity has offered the most appropriate true foundation: the love of God, which is inseparable from love of others,” he said.

These fundamental values can serve as an “effective dam” against the increase in crime and “the scourge of corruption,” which also affect developed democracies, he said.

Education is also important in this process as a preventive strategy, offering new generations “an anthropology, that is not relativist, and a model of life that are able to meet the high and deep inspirations of the human soul,” he said.

“To this end,” he continued, “institutions are required to recover a long-term strategy, geared to the promotion of the human person and to peaceful co-existence.”

People who have a judicial function contribute to building this, he said.

Pope Francis: The Seed of God’s Word Has Been Entrusted to Us

“As the humble seed grows in the earth, so does the Word work with the power of God in the hearts of those who listen.”

These were the words of Pope Francis during his Sunday Angelus Address to the faithful gathered in St. Peter’s Square. The Holy Father reflected on today’s Gospel from St. Mark, which recalls two of Jesus’ parable on the sprouting seed and the mustard seed
.

In the first parable Jesus says that the seed grows  and that “of its own accord the land yields fruit, first the blade, then the ear, then the full grain in the ear.”

The Pope explained that the seed is a symbolic image to represent the fruitfulness of the Word of God.

“As the humble seed grows in the earth, so does the Word work with the power of God in the hearts of those who listen,” the Pope said. “God has entrusted his Word to our earth, that is to each one of us with our concrete humanity. We can be confident because the Word of God is a creating word, destined to become the ‘full grain in the ear.’”

The Pope went on to say that once received, the Word of God sprouts and matures in ways that are unknown. However, he noted, this indicates that it is always God who makes His Kingdom grow. He once again called on the faithful to carry a pocket-sized Bible. Reading it, he said,  “is the strength that makes the life of the Kingdom of God sprout in us.”

Pope: ‘Laudato Sii’ Encyclical Addressed to All

During his greeting to faithful following his address, Pope Francis spoke on his upcoming encyclical.

The anticipated encyclical on ecology, entitled “Laudato sii: On the Care of our Common Home”, will be published on Thursday, June 18th
.
 
“I invite you to accompany this event with a renewed attention to the situation of environmental degradation, but also of recovery, in its territories,” the Holy Father said to the faithful in St. Peter’s Square.

“This Encyclical is addressed to all: let us pray so that all may receive its message and grow in the responsibility towards the common home that God has entrusted to all.”

The encyclical will be presented this week to journalists at a press conference by Cardinal Peter Turkson, President of the Pontifical Council for Justice and Peace; Metropolitan John (Zizioulas) of Pergamon, representing the Ecumenical Patriarchate and the Orthodox Church; and Prof. John Schellnhuber, Founding Director of the Potsdam Institute for Climate Impact Research.

The Pope tells families to stand-up to ideological attacks

(Vatican Radio) Pope Francis on Sunday evening urged parents and families to stand up to “ideological colonizations that poison the soul.”

He was speaking to some 25,000 faithful from the dioceses of Rome for the opening of the Diocese’s annual Ecclesial Convention, dedicated this year to the theme of the family.

Present with Pope Francis in St. Peter’s Square for the occasion were many Catholic families as well as the Cardinal Vicar Agostino Vallini and a high percentage of the 350 parish priests of Rome
.

During his address to those present, Pope Francis touched on many issues including the need for a “spiritual rebirth” for the city of Rome which is currently shaken by a corruption scandal involving municipal authorities.

But his focus was mostly on the family and on the Synod of Bishops on the Family to be held in the Vatican in October, and he appealed to the many parents present to safeguard their children from ideological attacks against the institution of the family and all that is sacred which – he said – “are so hurtful and destroy society, the Nation, families”.

“God calls men and women to be parents who believe in love, who believe in its beauty,” the Pope said June 14.
