With the Apostolic Constitution “Pascite Gregem Dei,” Pope Francis reforms Book VI of the Code of Canon Law, continuing a revision begun by Benedict XVI and applying penal sanctions to more criminal offenses. The new text is a more agile tool for correction, which is to be applied promptly to “avoid more serious evils and to soothe the wounds caused by human weakness.”

“Tend the flock of God, guarding it not by constraint but willingly, as it pleases God” (cf. 1 Pet 5:2). The Apostolic Constitution “Pascite Gregem Dei”, with which Pope Francis reforms Book VI of the Code of Canon Law on penal sanctions in the Church, begins with these words of the Apostle Peter. The new text, presented on Tuesday in the Holy See Press Office, enters into force on 8 December.

“In order to respond adequately to the needs of the Church throughout the world,” explains Pope Francis, “it appeared evident that the penal discipline promulgated by St. John Paul II on January 25, 1983 in the Code of Canon Law needed to be revised, and that it required modification in such a way as to allow Pastors to employ it as a more agile salvific and corrective tool, to be applied promptly and with pastoral charity to avoid more serious evils and to soothe the wounds caused by human weakness.”

The Pope recalls that Benedict XVI launched this revision in 2007, a process which engaged, “in a spirit of collegiality and cooperation,” with Canon Law experts from around the world, as well as with Bishops’ Conferences, major superiors of religious institutes, and Dicasteries of the Roman Curia. The resulting intense and complex text was submitted to the Pope in February 2020.

The WHO’s 74th World Health Assembly adopted a resolution on Monday granting the Holy See a non-Member State ******* status.

The Holy See has been accorded a non-Member State ******* status by the World Health Organization (WHO), the United Nations specialized health agency, a proof of the Church’s involvement and commitment to issues concerning the human family.

“On Monday, 31 May 2021, the World Health Assembly adopted, by consensus, Resolution “Participation of the Holy See in the World Health Organization” presented by Italy, which formalizes the participation of the Holy See in the work of the World Health Organization as a non-Member State *******,” said the Holy See Press Office in a statement on Tuesday.  It said, “This decision reflects the relationship that the Holy See has continuously maintained with this Organization since 1953 and it bears witness to the commitment of the family of nations in addressing, through dialogue and international solidarity, the global health challenges that afflict humanity.”

Before choosing His disciples, Luke says, Jesus went up the mountain to pray and spent the whole night praying to God. At daylight, He chose His disciples naming them apostles. Prayer, which is dialogue with the Father, the Pope said, is the criterion of this choice, which many not appear to be the best ones, especially with regard to Judas, the future traitor. But the Pope said that the names of the disciples were written in God’s plan.

According to the website of the US Internal Revenue Service, the Holy See and the Vatican City State have just been listed among the equivalent jurisdictions in terms of financial security and know-your-customer rules.

The laws of the Vatican City State and the Holy See which have strengthened transparency and financial oversight in recent years continue to gain international recognition, including from the United States.

The Internal Revenue Service (IRS), the US government agency responsible for collecting federal taxes, published its recognition in recent days on its website.

The Vatican is now listed among the jurisdictions which have auditing rules for financial security that conform to the best international standards. The United States has therefore recognized that the Vatican's know-your-customer rules are equivalent to its own.

On the day the Vatican celebrates the Solemnity of Corpus Christi, Pope Francis appointed Filipino Archbishop Adolfo Tito Yllana as Apostolic Nuncio to Israel and Cyprus and Apostolic Delegate to Jerusalem and Palestine.

The prelate has represented the Holy See on four continents: Africa, Asia, Europe and Oceania. Now Pope Francis is calling him to carry out an important mission in the Holy Land.

Prior to this appointment, 73-year-old Archbishop Yilana had been serving as Apostolic Nuncio to Australia. He succeeds Archbishop Leopoldo Girelli, who was appointed Apostolic Nuncio to India last March.

Pope Francis’ planned visit to Hungary in September is threatening to cause a diplomatic rift after it has emerged the Holy Father may only stay three hours in the country, omit a courtesy visit to Hungary’s president, and then spend a possible three and a half days in neighboring Slovakia.

According to sources in the Vatican and Hungary, efforts are being made to convince the Pope to stay in Hungary beyond the morning of Sept. 12 where he will celebrate the closing Mass of the International Eucharistic Congress taking place in the capital Budapest.

The Congregation for the Divine Worship might soon issue a document modifying some of the provisions of Benedict XVI’s motu proprio Summorum Pontificum, a source within the congregation told CNA.

Rumors about possible restrictions imposed on Summorum Pontificum spread last week after the Pope had a closed-door Q&A with the members of the Italian bishops conference gathered in Rome for their annual plenary assembly.

Speaking with the bishops, the pope indeed hinted at new regulations about the celebrations of the Mass in the extraordinary form, although he did not get into details, two bishops attending the conference told CNA.

According to the sources, the pope did say that a third draft of the document is currently under study.

With Summorum Pontificum, Benedict XVI universally liberalized the celebration of the Mass according to the Missal of St. John XXIII.

A “personal declaration” from the Cardinal, posted on the Archdiocesan website, says the Pope has authorized the publication of the letter: Pope Francis, the statement reads, “has now informed me that this letter may be published and that I should keep performing my service as a bishop until his decision is made.”

Now the pope has the duty to do more to preserve the unity of the universal Church.” On the same day as the the Archbishop of Munich announced his resounding resignation, due to the sexual abuse scandal in Germany, Cardinal Gerhard L. Muller chose to be interviewed on La Nuova Bussola Quotidiano weekly webcast to comment on the Church in Germany, battered by the winds of schism and a resignation which leaves a deep gash in the body of the Church.

The Prefect emeritus of the Congregation for the Doctrine of the Faith (CDF), was interviewed by the editor Riccardo Cascioli. He spoke about the situation in his home country Germany and of how Marx's decision provoked by the abuse scandal has nothing to do with the synodal process.

Referring to the breakaway blessings of gay couples, on May 10, which took place in numerous German dioceses and marked the culmination of a schism that began with a very ambiguous synodal path, Müller said, “this resignation and the so-called synodal path are two different matters. These two points cannot be confused, but at the same time this “path” has also failed because, as we have seen, it is going in a direction that has nothing to do with the Church, its foundations, the Bible and the apostolic tradition”.

Archbishop Jurkovič has been serving as Permanent ******* of the Holy See to the Office of the United Nations and Specialized Institutions in Geneva, to the World Trade Organization and, also as the Holy See's Representative to the International Organization for Migration.

Born in Kočevje, in southern Slovenia, Ivan Jurkovič was ordained a priest on 29 June 1977. He graduated in theology from the University of Ljubljana, then trained as a diplomat at the Pontifical Ecclesiastical Academy. In 1984 he entered the diplomatic service of the Holy See, serving as secretary at the nunciature in South Korea. In 1988 he received his doctorate in canon law and until 1992 served as financial auditor at the nunciature in Colombia. From 1992 to 1996 he worked at the nunciature in Russia.

Built on a hilltop above Lake Albano, Castel Gandolfo was for centuries the retreat for popes seeking to escape Rome’s sweltering summer heat. Pope Benedict once strolled past well-groomed hedges, lemon trees and rose bushes. John Paul II prayed by a statue of the Madonna overlooking a pond with lily pads and goldfish.

Yet unlike his predecessors, Pope Francis has avoided the palace, preferring to stay at the Vatican throughout the summer.

Presiding over the Corpus Christi Mass in Saint Peter’s Basilica, Pope Francis in his homily reflected on three images present in the passage from Mark's Gospel read in the day's liturgy.

The first image is that of the man carrying a pitcher of water, the guide who would bring the disciples to the Upper Room. The Pope said this image can be seen as a call to recognize “our thirst for God, to sense our need for Him, to long for His presence and love, to realize that we cannot go it alone, but need the Food and Drink of eternal life to sustain us on our journey.” The sad thing is that in modern times, this thirst for God has become weaker, the Pope observed, and the Church today is called “to encounter people and to learn how to recognize and revive their thirst for God and their desire for the Gospel.”

Pope Francis’ tweet on Tuesday invites believers of all faiths to be artisans of peace and set aside a minute to pray for peace according to their own religious tradition.

Pope Francis is inviting men and women of all faiths to join in prayer for peace: Today at 1pm International Catholic Action is calling for the dedication of "one minute for peace", each according to his or her own religious tradition. Let us pray in particular for the Holy Land and for Myanmar” is his tweet for Tuesday morning.
 
Regarding the time, she concluded, it does  not refer to a time zone, but the 1pm time line is relative to each country specific State, and starting in the Philippines it will continue “in a great collective prayer for peace. “

Pope Francis met Monday with the President of the Republic of Austria, Alexander Van der Bellen, in the Vatican Apostolic Palace, according to a statement from the Holy See Press Office.

Mr. Van der Bellen subsequently met with Vatican Secretary of State, Cardinal Pietro Parolin, accompanied by the Secretary for Relations with States, Archbishop Paul Richard Gallagher.

During the cordial talks, appreciation was expressed for the good relations between the Holy See and Austria.

Pope orders visitation of Vatican’s Congregation for Clergy

ROME – Pope Francis earlier this month asked an Italian bishop and expert in canon law to conduct visitation of the curial Congregation for Clergy, much like the one that recently concluded of the Vatican’s liturgy department.

In a letter to diocesan priests widely reported on by Italian news outlets, including Italian newspapers La Stampa and L’Unione Monregalese and the official online news outlet of the Italian bishops, SIR, Bishop Egidio Miragoli of Mondovì said he had been tasked with the job.

Miragoli, who holds a doctorate in canon law from Rome’s Pontifical Gregorian University, was appointed to lead the Diocese of Mondovì by Pope Francis in September 2017.

In his letter, sent out the morning of June 7 to all priests in his diocese, Miragoli said he was approached by Pope Francis, who wanted “to ask me for a favor,” during the Italian bishops’ recent plenary assembly late last month.

On that occasion, he said, the pope asked him “to make a visitation, in his name, to the Congregation for Clergy.” On June 3, the two had a private meeting at the pope’s residence in the Vatican’s Santa Marta guesthouse where the pope “explained his expectations to me better.”

“Needless to say, the request took me by surprise, and of course I gave my availability,” Miragoli said, explaining that he will begin meeting with individual staff members Wednesday, June 9, and that the visitation will likely take up the entire month of June, “albeit not continually.”

The U.S. bishops next week will deliberate and vote on whether to draft a teaching document on the Eucharist – despite the recent request of some bishops to delay such a discussion.

At the bishops’ virtual spring meeting scheduled for June 16-18, one agenda item that has received scrutiny is consideration of “Eucharistic consistency.” The agenda item is a “proposal to draft a formal statement” on “the meaning of the Eucharist in the life of the Church.” The proposal comes from the bishops’ doctrine committee.

In a May 22 memo to the U.S. bishops, the president of the conference – Archbishop Jose Gomez of Los Angeles – explained that the proposal for such a document came from the doctrine committee. The committee followed the administrative procedures for securing an agenda item on the matter, he said.

Further, the proposed outline of the document “reflects recent guidance from the Holy See,” Archbishop Gomez said, referring to a May 7 letter from the prefect of the Vatican Congregation for the Doctrine of the Faith, Cardinal Luis Ladaria, to Gomez and, by extension, the U.S. bishops.

VATICAN CITY — The Catholic Bishops’ Conference of Hungary issued a statement Wednesday saying that Pope Francis will meet with the country’s president and prime minister when he visits Budapest in September.

The bishops confirmed that the Holy Father is “expected to arrive in Hungary on Sept. 12, 2021, for the closing Mass of the 52nd International Eucharistic Congress,” adding that “prior to the Mass, it is planned he will meet separately with the leaders of the Hungarian state, President János Áder, Prime Minister Viktor Orbán, members of the government and other senior state leaders.”

In their statement, the bishops said they found it “unfortunate that false information and misinterpretations of the Holy Father's program in Hungary, which is still being organized, have spread in local and international media.” They added that “the rumor that the Holy Father would have excluded anyone from his program is untrue.”
