Pope Francis appoints Msgr Alejandro Bunge and Professor Pasquale Passalacqua as President and Director of the Labour Office of the Apostolic See, respectively, also naming Monsignor Giulio Sembeni as the new Office Manager for the Congregation for the Oriental Churches.

Pope Francis on Thursday appointed Monsignor Alejandro W. Bunge, Prelate Auditor of the Tribunal of the Roman Rota, as President of the Labour Office of the Apostolic See.

Born on 21 November 1951 in Argentina, Monsignor Bunge was ordained for the Diocese of San Isidro on 23 December 1978. He obtained a Licentiate in Theology from the Catholic University of Argentina (UCA) and a Doctorate in Canon Law from the Pontifical University of St. Thomas Aquinas.

Monsignor Bunge served as a Professor and Dean of the Faculty of Canon Law of UCA (1996 - 2013), and he is also a professor in other seminaries. Other positions he has held include President and Judicial vicar of the Interdiocesan Court of Buenos Aires, President of the Sociedad Argentina de Derecho Canónico, among others. On 7 April 2013, Pope Francis appointed him as the Prelate Auditor of the Tribunal of the Roman Rota. He is the author of several publications.

Australian academic Rowland wins prestigious Ratzinger Prize for theology

SYDNEY — Tracey Rowland, professor of theology at the University of Notre Dame Australia, has won the Ratzinger Prize for theology, often described as the field’s equivalent to the Nobel Peace Prize.

The award is a stunning win for the Melbourne, Australia-based academic, who is the first Australian and only the third woman to receive the prestigious award.

The Ratzinger Prize is awarded to two individuals each year regardless of their religious denomination.

Pope Francis announced Oct. 1 that Rowland would share this year’s award with Jean-Luc Marion, a French philosopher and Catholic theologian.

The prize is awarded in three areas: the study of sacred Scripture, patristics and theology.

It is presented by the Joseph Ratzinger-Benedict XVI Foundation, which was established in 2010 to support theological research and to promote studies on the theology and teaching of the retired pope.

Archbishop Paul Richard Gallagher made the call in a video message he sent to a virtual summit on biodiversity organized by the United Nations in New York on Wednesday.

Vatican City, Oct 1, 2020 / 07:00 am MT (CNA).- The Vatican’s Secretariat for the Economy released the 2019 balance sheet for the Roman Curia Thursday.

Fr. Juan A. Guerrero, S.J., the department’s prefect, told Vatican News Oct. 1 “the economy of the Holy See should be a house of glass.”

“We want the budget to explain how the Holy See uses its resources to carry out its mission,” he said.

The report comes a week after the resignation of Cardinal Angelo Becciu from the Roman Curia, which followed more than a year of reporting by CNA and other news outlets on various financial scandals involving Becciu and the Holy See’s Secretariat of State.

Guerrero told Vatican News he “reads the newspapers” and that “it is possible that, in some cases, the Holy See was not only badly advised but also cheated.”

“I believe we are learning from past mistakes or recklessness,” he said.

The Holy See balance sheet was also published as the Holy See undergoes an onsite financial inspection by Moneyval, the Council of Europe’s anti-money laundering watchdog.

The evaluation will likely include looking at the role of the Administration of the Patrimony of the Apostolic See (APSA), which functions as the Holy See treasury, sovereign wealth manager, and administers payroll and operating expenses for Vatican City.

Newsroom, Oct 1, 2020 / 01:00 pm MT (CNA).- An investment fund created for the Holy See Secretariat of State to invest Church assets was used to purchase millions in a bond of debt products issued by companies, some with alleged mafia links. Both the investment fund and the bond, which packaged hospital receivables into a debt security, were managed by companies belonging to two businessmen at the center of the ongoing Vatican financial scandal.

Company records examined by CNA show that, on Dec. 31, 2018, the Athena Global Opportunities Fund held 3.9 million euros of investment in Sierra One SPV SrL, a financial special purpose vehicle consisting of bills receivable owed to Italian hospitals and related vendors.

Athena Global Opportunities Fund is owned and managed by Rafaelle Mincione, an Italian businessman living in London. Under the stewardship of Cardinal Angelo Becciu, in 2013 the Secretariat of State invested hundreds of millions of euros with Mincione, with the Athena Global Opportunities Fund serving as a dedicated vehicle for those investments.

Italian government filings examined by CNA show that Sierra One, nominally valued at 100 million euros, was put together by Sunset Enterprise Ltd., which at that time was controlled by Gianluigi Torzi.

CNA Staff, Oct 2, 2020 / 02:30 pm MT (CNA).- Italian media have reported allegations that Cardinal Angelo Becciu transferred several hundred thousand euros from Vatican accounts to an account in Australia during the trial of Cardinal George Pell.

The cardinal has not responded to the allegation, which CNA has not independently corroborated.

Italian newspaper Corriere della Sera reported Friday that the alleged transfer is part of a dossier of evidence being compiled by Vatican investigators and prosecutors against the cardinal, who was forced to resign by Pope Francis on Sept. 24.

According to the Italian newspaper Il Messaggero, the allegations were made by Msgr. Albert Perlasca, Becciu’s former chief deputy at the Secretariat of State. Perlasca and Becciu worked together for several years overseeing aspects of curial governance, including the investment Vatican finances.

Perlasca is believed to be cooperating with Vatican prosecutors as part of an ongoing investigation into financial misconduct at the Secretariat of State over a period of years.

Il Messagaro reported on Friday that, in discussions with Vatican prosecutors, Perlasca accused Becciu of transferring 700,000 euros from a Vatican account to an Australian account during the course of Pell’s trail in Victoria on charges of child sexual abuse. The paper did not specify when Perlasca first made the accusation, did not give a precise date for the alleged transfer, and did not indicate to whom the account in Australia was supposed to belong.

Pope Francis went on Saturday to Assisi for the fifth time during his pontificate. There he signed his new Encyclical Fratelli tutti, before the tomb of St Francis of Assisi, after celebrating Holy Mass.

The Encyclical on fraternity and social friendship was inspired by St Francis, as was the Pope’s second Encyclical, Laudato si’, on the care of our common home, published five years ago.
The Pope traveled to Assisi by car. On the way, the Pope paid a visit to the Monastery of Vallegloria in Spello. Once he reached Assisi, the Pope paid a brief visit to the Protomonastery of Saint Clare and greeted the Poor Clare nuns.

As Peru is labouring under the onslaught of Covid-19 pandemic, Pope Francis is encouraging the people to look up to the crucified Christ, saying He never abandons us. The Pope expressed his closeness to the people of the South American nation in a message to Archbishop Carlos Castillo Mattasoglio of Lima.

The occasion is "mes morado", or the “purple month”, in Lima, which begins with the traditional procession with the image of “Señor de los Milagros”, the “Lord of Miracles”, on the first Saturday of October. Every October, for 332 years, hundreds of thousands of pilgrims from all walks of life participate in the procession through the streets of the capital, Lima, dressed in purple.

The Holy See is pleased to participate in this High-level meeting on the occasion of the twenty-fifth anniversary of the Fourth World Conference on Women held in Beijing.

The Conference drew the world’s attention to important and urgent questions regarding the dignity, role, and rights of women, questions made more significant as we mark the 75th anniversary of the United Nations, whose Charter affirms the equal rights of men and women.[1]

The Holy See actively contributed to the Conference and remains a steadfast promoter of the dignity of women, based fundamentally on the recognition that the dignity of every human being, man or woman, is the foundation of the concept of universal human rights.

Over the past quarter-century, while the world has witnessed many great advances for women, we have also seen the diffusion of what Pope Francis calls a “throwaway culture,”[2] which has brought new forms of poverty and exploitation to many women, as well as new threats to their life and dignity.

“Fraternity is not a trend or a fashion…but the result of concrete acts”. Thus reflected Cardinal Secretary of State Parolin, during the presentation of Pope Francis’s new encyclical Fratelli tutti on Sunday morning. He said the new Encyclical “outlines a culture of fraternity to be applied in international relations”.

Dialogue

If this culture is so implemented, the Cardinal said it will serve as a reminder of the “the integration between countries, the primacy of rules over force, economic development and cooperation and, above all, the use of dialogue, seen not as an anaesthetic or an occasional ‘band-aid’, but as a weapon with a destructive potential far superior to any other armament”.

It is dialogue, the Cardinal continued, that “destroys the barriers in the heart and mind, opens up spaces for forgiveness, and promotes reconciliation”. It’s absence is what allows “international relations to degenerate or rely on the heavy hand of power, allowing opposition and force to prevail”. Dialogue, he said, does not usually make the headlines. Rather, as Fratelli tutti notes, it “quietly helps the world to live much better than we imagine” (Par 198).

Vatican City, Oct 4, 2020 / 08:05 am MT (CNA).- A Vatican presentation Sunday for Pope Francis’ third encyclical, “Fratelli tutti,” highlighted the involvement of the Higher Committee of Human Fraternity and its plans to promote the document.

“Fratelli tutti” was presented to journalists and other guests at the Vatican Oct. 4, shortly before its release.

VATICAN CITY — Pope Francis has called for a “better kind of politics,” a more “open world,” and paths of renewed encounter and dialogue in his latest social encyclical, a letter that he hopes will promote a “rebirth of a universal aspiration” toward “fraternity and social friendship.”

TitledFratelli Tutti (Brothers All), the eight-chapter, 45,000-word document — Francis’ longest encyclical yet — delineates many of today’s socio-economic ills before proposing an ideal world of fraternity where countries are able to be part of a “larger human family.”

The encyclical, which the Pope signed in Assisi on Saturday, was published today, the feast of St. Francis of Assisi, and followed the Angelus and a morning press conference on a Sunday.

The Pope begins in his introduction by explaining that the words Fratelli Tutti are taken from the sixth of 28 admonitions, or rules, that St. Francis of Assisi gave his brother friars — words, Pope Francis writes, that offered them “a way of life marked by the flavor of the Gospel.”

But he focuses in particular on St. Francis’ 25th admonition — “Blessed is the brother who would love and fear his brother as much when he is far from him as he would when with him” — and re-interprets this as calling “for a love that transcends the barriers of geography and distance.”

Noting that “wherever he went,” St. Francis “sowed seeds of peace” and accompanied the “least of his brothers and sisters,” he writes that the 12th-century saint did not “wage a war of words aimed at imposing doctrines” but “simply spread the love of God.”

The Pope draws mostly on his previous documents and messages, the teaching of post-conciliar popes, and some references to St. Thomas Aquinas. And he also regularly cites the Document on Human Fraternity that he signed with Grand Imam of Al-Azhar university, Ahmad Al-Tayyeb, in Abu Dhabi last year, saying the encyclical “takes up and develops some of the great themes raised in the Document.”

In a novelty for an encyclical, Francis says he also has incorporated “a number of letters, documents and considerations” received from “many individuals and groups throughout the world.”

In his introduction to Fratelli Tutti, the Pope says he does not intend the document to be a “complete teaching on fraternal love,” but rather help further “a new vision of fraternity and social friendship that will not remain at the level of words.” He also explains that the Covid-19 pandemic, which “unexpectedly erupted” as he was writing the encyclical, underlined the “fragmentation” and the “inability” of countries to work together.

Speaking to the crowd gathered in St. Peter’s Square, the Pope reflected on the parable of the wicked vinedressers in the Gospel of the day (Mt 21:33-43).

The parable

Pope Francis revises Jesus' parable, which describes a landowner who departs and leaves his vineyard in the hands of tenants. At harvest time he sends some servants to collect the fruit; but the vinedressers welcome the servants with a beating and some even kill them. The master sends other servants, more numerous, but they receive the same treatment. The peak is reached when the landowner decides to send his son: "the vine growers have no respect for him, on the contrary, they think that by eliminating him they can take over the vineyard, and so they kill him too".

Pope Francis appoints a President and Members of the Commission for Confidential Matters, which oversees the awarding of certain public contracts.

Pope Francis appointed Cardinal Kevin Farrell as President of the Commission for Confidential Matters, and Archbishop Filippo Iannone as Secretary. He also named Bishop Fernando Vérgez Alzaga, Bishop Nunzio Galantino, and Father Juan Antonio Guerrero, SJ, as Members of the Commission.

The Holy See Press Office released the news on Monday, saying the Holy Father made the appointments on 29 September.

The Commission was provided for in the new Procurement Code, in order to "supervise" certain contracts which, due to their characteristics, go beyond the rules of the Code itself.

Its task will be to establish on a case-by-case basis which acts of an economic nature require a degree of confidentiality.

In order to understand the meaning of the decision, it is necessary to return to what is read in the "Rules on transparency, control and competition in the procedures for awarding public contracts of the Holy See and Vatican City State”, which was published in June.

Denver Newsroom, Oct 5, 2020 / 12:29 pm MT (CNA).-  When an allegation against a high-ranking churchman makes its way from Vatican-watchers to Italian newspapers to American headlines in just a matter of days, it’s a safe bet the story will have something to do with sex.

And if it’s an allegation that pertains to both sex and money, and includes the possibility of a criminal conspiracy pitting cardinal against cardinal, well, you’ve got a recipe for a best-selling potboiler, to say nothing of a story sure to circle the globe fast, and attract a lot of attention.

So it’s no surprise to see the attention paid to a set of allegations and theories that stemmed from Italian newspaper reports last week: That Cardinal Angelo Becciu sent 700,000 euros of Vatican funds to Australia during Cardinal George Pell’s sexual abuse trial, and that Becciu might have sent the money as a payment for Pell's accusers.

But it should be noted that while the story is now the topic of discussion among Catholics everywhere, the allegations are heavy on innuendo and light on facts, to say the least. At least so far.

The story began with highly speculative media reports suggesting that Becciu transferred funds to Australia, and suggesting that the information may have come from Becciu’s longtime aide, Msgr. Alberto Perlasca, who is said to be cooperating with investigators in a multi-year investigation of numerous charges of financial misconduct and corruption surrounding the Vatican’s Secretariat of State, at which Becciu worked for years.

CNA Staff, Oct 5, 2020 / 05:45 pm MT (CNA).-  The accuser of Cardinal George Pell has denied he was bribed into making allegations of abuse against the cardinal, after Italian media have reported the allegation that Cardinal Angelo Becciu might have wired money to Australia as a bribe during Pell’s trial.

“My client denies any knowledge or receipt of any payments,” attorney Vivian Waller, who represents a man who accused Pell of sexual abuse, said in an Oct. 5 statement. “He won’t be commenting further in response to these allegations.”

That denial came after speculative reports in Italian newspapers indicated that Becciu had been accused of wiring money from an undisclosed Vatican account to Australia while Pell was facing a 2018 criminal trial, on charges that he sexually abused two boys while he was Archbishop of Melbourne in the 1990s.
 
Pell’s former attorney, Robert Richter, QC, has called for an investigation into the allegations, and on Monday morning Pope Francis met with the apostolic nuncio to Australia. Becciu has denied the allegations.
