The United States Capitol was placed on lockdown Thursday afternoon after a woman tried to ram a car into the White House gate, was chased by Secret Service and exchanged shots with police, sources said.
The suspect — who sources said had a child in the car — was shot and killed, and a shelter-in-place order was lifted at about 3 p.m. At least one Capitol Police officer was injured but apparently not shot.
"This appears to be an isolated incident," said Capitol Police Chief Kim Dine. "Both scenes are under control."
President Barack Obama was briefed about the harrowing incident, which came in the midst of the government shutdown that has created a tense atmosphere on Capitol Hill.
It started a little before 2:30 p.m. when the woman in a black car tried to breach White House security at 15th St. and E, law-enforcement sources said.
She did not get through and was chased at high speeds for about 12 blocks, the sources said.
Her car hit a Capitol Police vehicle at Second St. and Constitution Ave. and then crashed into barricades a few blocks away, Dine said.
Law-enforcement sources said she began firing and was shot. The child was reported to be safe.
Her motive was unknown but Dine said there was no reason to think it was an act of terrorism.

It started at 2:18 p.m. when the woman in a black car tried to breach White House security at 15th St. and E, law-enforcement sources said.
She did not get through and was chased at high speeds for about 12 blocks, the sources said.
Her car hit a Capitol Police vehicle at Second St. and Constitution Ave. and then crashed into barricades a few blocks away, Dine said.
Law-enforcement sources said she began firing and was shot. The child was reported to be safe.
Her motive was unknown but Dine said there was no reason to think it was an act of terrorism.
Rep. Gerry Connolly, who was on the balcony talking to his colleagues, described a "burst" of gunfire from the House side of the Capitol, towards the House office buildings.
"It was like the first volley in a 21-gun salute," Rep. Matthew Cartwright told MNSNBC.
Travis Gillbert, who watched the chase from the roof of the Newseum, said vehicles involved "had several close encounters with other vehicles during the case."

NBC's Brian Williams reports on the shooting at the US Capitol, with NBC's Kelly O'Donnell in the Capitol building, NBC's Pete Williams with what's known about the shootings, and NBC's Kristen Welker at the White House.
"It was very dangerous," he said.
An NBC satellite truck operator saw several police cars with lights flashing near the gardens below the Capitol when he suddenly heard rapid-fire shots. Several police cars could then be seen chasing the black car, he reported.
The FBI responded to the scene, and a helicopter landed in front of the Capitol to medevac the injured officer.
A message from the Capitol Police ordered anyone in a House office to "shelter in place," but that order was lifted a short time later.
The House recessed, and the Senate went into a quorum call — dispensing momentarily with its official business — shortly thereafter.

Shots fired at Capitol after chase from White House
October 3, 2013

A car chase that began when an unknown driver tried to breach a White House security barrier ended across downtown Washington near the U.S. Capitol, with a confrontation that included shots fired and one Capitol Police officer injured, police said.

It appeared that the woman driving the car was injured in the final confrontation near 2nd Street and Constitution Avenue NE at about 2 p.m. But U.S. Capitol Police Chief Kim Dine said her condition was unknown. It appeared, from his account, that all shots had been fired by police officers trying to stop the woman’s car.

Dine said that “possibly we believe there was a child in the car” with her during the chase.

The Capitol Police officer was apparently injured when his squad car was struck during the chase, Dine said. He added that shots may also have been fired near the beginning of the chase, when uniformed Secret Service officers first tried to stop the woman’s car near the White House.

The chase and the shootings triggered a brief lockdown in the Capitol, which was full of lawmakers and staff focused on the ongoing government shutdown. Officers ran through the ornate hallways carrying semiautomatic weapons. But no one in the Capitol complex was hurt, and the House resumed its business before 4 p.m.

“We have no information that this is related to terrorism, or is anything other than an isolated incident,” Dine said. He gave no information about the driver’s identity, or a possible motive.

The chase apparently stretched across downtown Washington: it began at the security barriers outside one icon, and ended at the barriers outside another.

It began near the White House, at 15th Street and Pennsylvania Avenue NW. Oregon residents B.J. and Susan Campbell saw a black Infiniti driven by a woman heading west on Pennsylvania, into a security checkpoint. The driver went about 20 yards, B.J. Campbell said, before rapidly turning the car around at the concrete security barriers.

“The Secret Service guy was just having a cow,” B.J. Campbell said. “Yelling at her and banging on the car.” The Secret Service officers pulled a black metal gate into her path and she slowed to try to go around it. Then the agent moved the gate in front of her again.

At that point “she just gunned it,” B.J. Campbell said. “She ran the barricade down and the guy; knocked him up onto her hood. He rolled off into the street and she tore off down Pennsylvania Avenue.” The whole encounter lasted about 20 seconds, he said.


A few moments later and about 16 blocks away, eyewitnesses reported seeing a black car speeding through Capitol Hill streets, pursued by several police vehicles.

“At first I thought the driver was trying to get out of the way of police but then I realized he was being chased,” said Giancarlo Refalo, a tourist from Malta.

Refalo said he heard several gunshots followed by “lots of screaming and shouting.” Then the black vehicle came back on 1st Street toward Constitution chased by police. “They were swerving all over the place,” he said “by that time I was hiding in the bushes because I was so scared.”

“We was up at the Capitol, seeing some of the protesters, saw five or six cop cars chasing that car,” said Ryan Christiansen, from Idaho Falls, Idaho. He said it was a small black car that looked like a Toyota Celica, and that police had chased it “around and around” a traffic circle near the Capitol.

“I thought it was a motorcade,” he said.

“He was pulling away, and somewhere between six and eight shots were fired,” Christiansen said. Police tried to corner the driver with their cars and block him in, “but he got out of that and got away.”

He said he heard the shots and police told them all to hit the ground.

At the same time, Rep. Gerald E. Connolly (D-Va.) was on a balcony of the Capitol building. “It was almost like two very rapid fire bursts, very loud,” Connolly said. He was standing with Rep. Matt Cartwright (D-Pa.) when they heard two bursts of gunfire. Connolly thought the shots had come from the opposite direction, toward the House office buildings to the south.

After the shots, Connolly said, “that’s when we saw people fleeing, and we realized this was no fireworks,” Connolly said. “It sounds liked the first volley of a 21 -gun salute.”

Connolly said he could see people fleeing away from the Rayburn building and police officers running towards it before he was shepherded back into the building.The D.C. fire and emergency medical services department said one person had been transported to a hospital for treatment.

The order sent to Capitol personnel began with an all-caps message: SHELTER IN PLACE. “Gunshots have been reported on Capitol Hill requiring staff in all Senate Office Buildings to immediately shelter in place. Close, lock and stay away from external doors and windows,” said the message, sent by Capitol Police.

Washington (CNN) -- Police near the U.S. Capitol opened fire on Thursday on a car being chased by authorities, hitting a woman driving the vehicle that also contained a child, an intelligence source told CNN.
The child appeared to be uninjured, according to the source and witnesses.
Capitol Police said an officer was injured in a crash during the afternoon chase that began near the White House.
The chaotic scene, with gunfire erupting near the heart of the U.S. government, brought a swarm of emergency vehicles and caused Congress and surrounding offices to be temporarily locked down.
 
The chase began when the woman driving a black sedan got involved in some kind of verbal altercation with officers at a security checkpoint a block from the White House, the intelligence source said.
As police cars arrived at the scene, the vehicle sped away and led police on a wild chase that included running red lights, according to the source.
When the vehicle approached the area of the Capitol building more than a mile away, officers opened fire at some point, the source said.
The black vehicle crashed into a police car and then into security barriers near the Capitol building, said police and witnesses.
In Congress, a Capitol Police bulletin said reports of gunshots required "all occupants in all House office buildings to shelter in place."
"Close, lock and stay away from external doors and windows," the bulletin said. Authorities later lifted the lockdown, with police saying they believed the incident was isolated with no connection to terrorism.
Two people, including a police officer, were transported to a local hospital.
 
"The timing on this was really kind of scary," said Republican Rep. Blake Farenthold of Texas. "Capitol Hill police are at a lower personnel level because of the shutdown."

Police Shoot Driver Outside Capitol After Chase
October 3, 2013

A woman driving a black Infiniti with a young child inside tried to ram through a White House barricade Thursday, then led police on a chase that ended in gunfire outside the Capitol, witnesses and officials said.

Tourists watched the shooting unfold on Constitution Avenue outside the Capitol as lawmakers inside debated how to end a government shutdown. Police quickly locked down the entire complex temporarily, and both houses of Congress went into recess.

The driver's condition was not clear after police fired at the car. Authorities performed several minutes of CPR on someone near the driver's side of the car, then carried that person away.

Police described it as an isolated event and saw no indications of terrorism.

The pursuit began when a car with Connecticut plates sped onto the driveway leading to the White House, over a set of lowered barricades. When she couldn't get through a second barrier, she spun the car in the opposite direction, flipping a Secret Service officer over the hood of the car as she sped away, said B.J. Campbell, a visiting tourist from Portland, Ore.

A fleet of police and Secret Service cars chased the Infiniti toward Capitol Hill.

"The car was trying to get away. But it was going over the median and over the curb," said Matthew Coursen, who was on his way to a legislative office building when the Infiniti sped by him. "The car got boxed in and that's when I saw an officer of some kind draw his weapon and fire shots into the car."

Coursen watched the shooting from his cab window.

"I thought to myself, 'The car is getting blocked in. The car is going to surrender,'" he said. "Now the cop has his weapon out. The car kept trying to get away. Then he fired shots."

It was not clear whether the driver was armed.

Capitol Police Chief Kim Dine would not disclose the driver's condition but said she was in custody.

Senate Sergeant at Arms Terrance Gainer said a child was taken from the car to a hospital but said he knew of no harm to the youngster. Tourist Edmund Ofori-Attah said the child appeared to be about 2 to 3 years old.

A police officer was injured in the traffic accident but Gainer said the injuries were not life threatening.
 
U.S. Capitol Police on the plaza around the Capitol said they were working without pay as the result of the shutdown.

Driving a black car, the 34-year-old woman rammed security barricades "at the very outer perimeter of the White House," U.S. Secret Service spokesman Ed Donovan said. Then the car, carrying a 1-year-old girl, raced up Pennsylvania Avenue toward the Capitol where Congress was in session.

Police gave chase and fired at the car. It finally came to a halt near the Capitol building, said Capitol Police Chief Kim Dine.

"My understanding is there was a 1-year-old child in the car," Dine said. "I believe one of our officers rescued the child," who was taken to a hospital.

The incident rattled Washington just three weeks after a government contractor opened fire at the Washington Navy Yard, about 1.5 miles from the Capitol, killing 12 people and wounding three others before he was shot to death by police.

Michael McCaul, the chairman of the House of Representatives Homeland Security Committee, told CNN that officials believe the woman driving the car in Thursday's incident may have had mental health problems.

"I got that from multiple sources - that they think she may have had some mental health issues," he said. "Obviously the way she responded at the gate near the White House and then turning around and hitting Secret Service."

The woman was a resident of Connecticut and the girl in the car was her daughter, McCaul said.
 
Two officers were hurt in Thursday's incident. One was a Secret Service officer who was struck by the suspect's car outside the White House, Donovan said.

The other was a Capitol Police officer whose car struck a barricade during the mid-afternoon chase. It ranged over about a mile and a half and lasted just a few minutes, officials said.

All the shooting appears to have been done by police; law enforcement sources said the suspect did not shoot a gun and there is no indication that she had one.

The suspect in the high-speed chase between the White House and the Capitol Building was identified Friday by a law enforcement source as a dental hygienist from Connecticut with a history of mental issues.

The source identified the woman as Miriam Carey, 34, of Stamford, Conn. Carey tried to plow her car into a barricade at the White House, then led cops on a high-speed chase before being shot dead near the Capitol, according to reports.

Rep. Michael McCaul, chairman of the House Homeland Security Committee, told Fox News that investigators believed  Carey suffered "serious" mental issues and that President Obama was trying to communicate with her through radio waves.

Sources tell Fox News that the FBI is currently investigating how long the suspect was in Washington, DC and why she had travelled there from Connecticut.

Leslie Silva, a Stamford lawyer who has represented Carey, said she was unaware of any connection or reason why Carey would have been in Washington.

NY funeral for Conn. woman killed in DC car chase

The service for 34-year-old Miriam Carey is planned for Tuesday morning in Brooklyn.
The dental hygienist from Stamford, Conn., is survived by her 1-year-old daughter, who was in the vehicle during the Oct. 3 car chase through the streets of Washington.
Carey had been diagnosed with postpartum depression and psychosis. Authorities say she believed President Barack Obama was monitoring her electronically.
A public viewing and wake was held Monday at Grace Funeral Chapel, where the funeral is scheduled.
In Washington, a prayer vigil was held for her Monday on Capitol Hill.

STAMFORD, Conn. (CBSNewYork) — Stamford police have released several 911 tapes that shed light on the emotional state of Miriam Carey, the woman who led Capitol Hill police on a car chase earlier this month before she was shot dead.

As CBS 2′s Tracee Carrasco reported, the calls made to police by Carey, 34, from her Stamford condo paint a disturbing picture of a new mother.

“I have some people prowling outside my window,” she said in one call. “They’ve been prowling outside of my window all day.”

At times sounding confused, Carey explained a bizarre scene to the 911 operator.
Operator: “They’re, what, outside your window?”
Carey: “People, like … “
Operator: “Loitering?”
Carey: “Loitering and actually trying to videotape me, outside my window.”
Operator: “Do you know who they are?”
Carey: “Yes, I do. … ”
Operator: “Why are they trying to videotape you?”
Carey: “Because they’ve been stalking me for the past several months.”

Stamford police said Carey, who grew up in the Bedford-Stuyvesant section of Brooklyn, told officers last December that President Barack Obama had placed her under surveillance, and she described herself as the “Prophet of Stamford.”

Carey’s boyfriend, Eric Francis, also called 911 twice to report she was having delusions and becoming violent, police said.
