The 11-year-old’s biological mother, who lives in Charlotte, said she still has parental rights to her son and has kept in regular contact with Larson. She said she last saw her son about a year ago, and her communications with Larson have dwindled in recent months. She said her son wants to live with her, and that her family had begun discussions on bringing that about.

In 2009, Larson filed a civil complaint against the biological mother over child support for the boy. A judge ordered the mother to pay $50 a month and an additional $5 a month on $500 that was overdue.

That said, the mother described her relationship with Larson as one frequently marked by respect and mutual support. But she also said Larson regularly described her son as unruly, highly destructive to family property, and abusive to animals.

She said she’s never seen her son act this way. “If he’s so bad, give him back to me,” the mother said. “I’ll find him the help he needs.”

“I still have the utmost respect for Wanda,” she added. “She was wrong in the way she dealt with my son, but I’ve never seen her as a monster.”

"I always thought my son was too skinny," the 11-year-old boy's mother said Tuesday during a phone interview.
She does not want to be identified.

 She says her son always complained about being hungry and even went to a neighbor's house begging for food.

Cathey said that the smell inside the home took his breath away and that the children lived among dogs and feces.

All the children appeared to suffering from malnutrition and Cathey said that the first thing law enforcement did for them was to buy them pizza.

 

Wanda Sue Larson, 57, was arrested and charged with child abuse and false imprisonment on Friday after a deputy found the boy shivering and handcuffed by his ankle to the front porch, the Union County, North Carolina sheriff's office said.

Larson, a supervisor at the county's Child Protective Services office, was not home when the child was discovered but is accused of being complicit in the mistreatment, according to sheriff's officials.

Authorities also arrested Dorian Lee Harper, 57, who along with Larson was serving as a foster parent to the child. The couple has four adopted children in addition to the foster child.

A deputy was responding to an animal services complaint at a neighboring property when he saw the child handcuffed to the porch.

I wonder if it was ever reported by the school or teachers to anyone that the children appeared to be suffering from malnutrition?  They have all these animals on their property, and I'd like to know if they were underfed or mistreated also?  If so, they should be seized and rehomed, with charges brought.  Why did they have all these animals and their children were underfed?  Was it $ or priorities or what?  Bless the beasts and the children...

Thank you seahorse.  It appears I need to read the articles.     Well, I was wondering if the children were home schooled and that answered my question.  From what I've been able to gather, different areas differ in their home school requirements.  I have friends that home school their children and they work very hard to be sure their kids are getting a good education.  They schedule field trips, stay in contact with other home schoolers in the area and meet as a group and etc.  And then there are other children in the news that I've read about that were either never in public school or removed from public school to be home schooled, when in fact they got little if any home schooling.  There are cases where children who were supposed to be home schooled were found to be missing for a long time and never reported missing.  The children in this case appeared malnourished.  If they were at school each day, that would have a better chance of being seen imo. 

The family had well fed exotic animals, but malnourished children that had come to them through foster/adoption.  Hmmm....  I too wonder if the kids were about $$$.  I wonder if they raised the animals for $$ too.

DHHS says the foster care license for Wanda Larson and Dorian Harper expired in 2010.

The state health department says Wanda Sue Larson ran a foster home for a dozen years, between 1998 and 2010 along with her partner Dorian Lee Harper. But their license expired in December 2010, and they have not had foster children in their home since 2009.

Some of my family grew up in the country but this is outlandish.

Chain these two "adults" up to the front porch in the cold weather.  I have no sympathy for whatever the circumstances were - about the child being difficult or special.

Dog feces in the house?  Come on y'all?  The people who raise dogs for fighting and have animal cruelty charges against them ( always in our news around here) get tough sentences.

Has anyone seen photos of Larson and Harper?  They're faces are pretty well filled out (chubby cheeks) and it doesn't appear they've missed any dinners lately.  The animals were well fed (and I'm glad to know that), Larson & Harper were obviously well fed, but the children were suffering from malnutrition.  For shame!!!  This article says Harper is on "administrative leave", which doesn't indicate to me whether that's paid or not.  Either way, I hope his days working at any medical facility is numbered.  JMHO

A Department of Social Services worker that has been under investigation since a young boy was found handcuffed to a porch has been fired, according to Union County Officials.

Wanda Sue Larson, 57, was on investigatory suspension with no pay while Union County Deputies investigated the incident. On Friday, officials told WBTV she had been fired.

A release from Union County states Larson was fired for "Unacceptable personnel conduct and grossly inefficient job performance."
 
WBTV has learned that three of the children are related to one another. All of the children have been living with Larson for several years, family members told WBTV.

Deputies said that based on the general living conditions at the home, they initiated a criminal investigation. Harper and Larson were taken into custody at the scene.

Officials told WBTV that Larson had been a Union County DSS employee since 2003 and currently was employed as a supervisor.

She is reportedly handling dozens of cases for the county. Brett Vines, a spokesperson for DSS, said they have asked the state to help investigate the county's protocol and practices concerning Larson.

All of Larson's cases are being divided among the other DSS supervisors. He said they are trying to find out how Larson's personal adoption and fostering cases were supervised and handled. They children were not given to Larson's care while she worked for Union County.

A statement released by Union County officials Monday states, "None of the five children in the home of Mr. Harper and Ms. Larson were placed by Union County during the time that Ms. Larson has been employed by the Union County Department of Social Services."

According to her personnel file, Larson was reportedly placed on disciplinary suspension in May 2012. The reason for the suspension is not listed in the file.

Both Larson and Harper were charged with intentional child abuse inflicting serious injury, false imprisonment, and cruelty to animals due to the condition of some of the family pets.

Larson was also charged with willful failure to discharge her duty as a public official.

Carolina's Healthcare System told WBTV Harper is an RN at Carolinas Medical Center - Union's Emergency Room. Harper is on administrative leave, according to officials.

Larson and Harper appeared in jail suits and chains inside a district court Monday morning. A judge assigned them public defenders and upheld their bond amounts.

Harper is being held under a $500,000 secured bond, while Larson's bond is set at $525,000.

Officials told WBTV that while Larson was not home when the children were found, she is accused of being complicit in the ongoing mistreatment of the children. She and Harper had adopted four of the children, and were serving as foster parents of the 11-year-old, who was found on the porch.

Two of the 11-year-old boy's relatives came to the courthouse Monday. They said they are fighting to get the boy back and have been for several years.

The boy's biological mother, who only wanted to be named as "Maria" to protect her son, said the discovery was a blessing.

"I guess it was their type of punishment. To me that's just so crazy they would do that type of punishment," said the Maria.

She says Larson took her son into foster care seven years ago.

"I've never completely moved on. I loved that boy with all my heart," Maria said about her effort to get the boy back.

She and her relatives said they dropped off case documents to the Sheriff's Office Monday to help in the investigation.

It's a case getting national attention.

Captain Ronnie Whitaker said because of the Larson's job with DSS in Union County, the kids were transferred to the care of a system in another county.
