Elizabeth’s boyfriend, Edwardo Fabien Flores Rosales, is wanted for kidnapping, police said. A warrant is expected to be issued for his arrest.

Police: Man groomed missing Kennewick teen, moved in on her block

http://www.tri-cityherald.com/2013/12/06/2716349/fbi-takes-over-case-of-missing.html

A 19-year-old man accused of abducting a Kennewick girl moved into a house on the same block as the teen just days before she left town with him, police said Friday.

Edwardo Fabien Flores Rosales started an online relationship with Elizabeth Romero while he was living in Hood River, Ore., said Kennewick police Sgt. Ken Lattin. After talking with the 14-year-old through Facebook, Rosales told his family he got a job and moved to Kennewick on Thanksgiving Day.

Rosales paid a full month’s rent for a room in a house on the same block as the girl, Lattin said.

Just days later, he had packed up his stuff, left his house key behind and took off with Elizabeth.

Her family had met Rosales before the abduction. They later told police they did not approve of the relationship, Lattin said.

Rosales used his Facebook conversations with Elizabeth to groom her for an abduction, Lattin said. Authorities believe though it appears the teen willingly got into the SUV, she could be in danger.

“We do not think his intentions are good,” Lattin told the Herald.

Police: Missing teen or abductor may be in contact with Tri-City friends
December 9, 2013

Police believe a missing Kennewick teen or the 19-year-old man suspected of abducting her have tried to contact friends since an Amber Alert was issued last week.

Investigators followed up on a handful of tips over the weekend from across the West Coast, though none brought them any closer to finding Elizabeth Romero.

Police officials are hoping anyone who has heard from either Elizabeth or Edwardo Fabien Flores Rosales will contact them.

"The biggest thing is that we really, strongly believe somebody here in the Tri-Cities has had contact with one of them," said Sgt. Ken Lattin, Kennewick police spokesman. "Somebody knows something. We just want to make sure she is safe."

CHP Cancels Amber Alert, Girl Found in Mexico
Tuesday, Dec 10, 2013  |  Updated 6:01 PM PST

The California Highway Patrol says a missing teenager from Washington has been safely located in Mexico.

The CHP did not give details on how they located 14-year-old Elizabeth Romero, but canceled a statewide Amber Alert that had been active since last Thursday.

Washington police said the teen was abducted in the town of Kennewick, Washington a day earlier.

The CHP issued the alert because they thought she and her abductor may be headed to Mexico.

Her boyfriend, Edwardo Fabian Flores Rosales, is still on the loose, according to police.

Police: missing Wash. girl is in Mexico
December 10, 2013 Updated 2 hours ago

KENNEWICK, Wash. — Police in Kennewick, Wash., say a missing 14-year-old girl has talked with her mother and says she is in Mexico and is OK.

KNDO says (http://is.gd/qQ72WW ) police confirmed Tuesday that the mother of Elizabeth Romero spoke with her daughter by phone and the girl said she is in Jalisco, Mexico.

Police say there is still a warrant out for the arrest of 19-year-old Edwardo Fabien Flores Rosales for investigation of second-degree kidnapping. Officers are also looking for a second person suspected of aiding Rosales.

Investigators say Romero has family in Jalisco and her mother is working to get her daughter connected with those relatives.

Up to Elizabeth Romero's family to get her back from Mexico
Published: Dec 11, 2013 at 6:48 PM PST

KENNEWICK, Wash. -- Kennewick Police say the safe recovery of a 14-year old is now really out of their hands. Elizabeth Romero's disappearance triggered an Amber Alert last week.

Police announced Tuesday she'd been located in Mexico. But they have no jurisdiction to go get her. It will be up to Elizabeth's family to arrange for her return. The teenager willingly got into her 19-year old boyfriend's car last week, but officers don't think she knew she'd be taken to Mexico.

Edwardo Rosales is a wanted man and police say a second person helped his flight out of the country.

Missing Kennewick teen has not contacted police

Tyler Richardson, Tri-City HeraldDecember 13, 2013

Local police said Friday they still have not heard from a Kennewick teen reported missing last week.

Elizabeth Romero reportedly called her mother earlier this week to say she was in Jalisco, Mexico, and not injured, police officials said. Police canceled an Amber Alert issued Dec. 5 after confirming Elizabeth had called.

Authorities can't say for sure where the 14-year-old is now or if she is in danger, said Kennewick police Sgt. Randy Maynard. Elizabeth's family has told police they haven't spoken to her since she last called.

The family was "satisfied" after speaking with Elizabeth that she was not in danger, police officials said.

"We are nowhere close to saying 'here's what happened' or 'here's what transpired when they left,' " Maynard said. "We may never be able to answer these questions because there may be a limited amount of people who are aware of those details. The case is still very active."

The man accused of abducting the teen, Edwardo Fabien Flores Rosales, is wanted by authorities. Police say he and Elizabeth have been dating for a short period of time. A kidnapping warrant has been issued for Rosales' arrest.

Now that Elizabeth is believed to be in Mexico, local authorities -- who don't have jurisdiction across the border -- are limited in what they can do to try to bring Elizabeth home, Maynard said. Local police have been told Mexican authorities don't plan to get involved in the case. Police believe Rosales, 19, may be in Mexico too, though they don't know for sure.

Police have tried to reach out to different private organizations to see if they would help reunite Elizabeth and her family, Maynard said. He didn't say which organizations. Elizabeth reportedly has family in Jalisco whom her mother was trying to connect her with.

Police are unsure how or when Elizabeth crossed the border, Maynard said.

"We continue to investigate to try to uncover any potential evidence or statements that helps shed some light on the situation," Maynard said. "We are not absolutely certain of all the sequences of events."

Local police have investigated several people to see if they may have known about or helped in the abduction, Maynard said. Officials believe a second suspect may have helped Rosales get away. No charges have been filed.

A local FBI agent has handed the case back over to the Kennewick Police Department.

"I can look back over the past 10 years and there were no steps wasted, and there are no regrets,'' she said. "I did all I knew to do and I think that gives me greater peace now." "I've lived every parent's worst nightmare and I'm the parent that nobody wants to be," she said.
