Also Sunday, a man who asked not to be shown on camera, expressed his frustration about the Kyron Horman tipline.

“Chas” said he has called the tip line twice, but hadn’t heard back. He was concerned other people’s tips, like his, were not checked on.

Chas said he saw Terri Horman the day Kyron mysteriously vanished.

“I was on my way to work, driving down Highway 30,” said “Chas.”

It was Friday, June 4th, sometime between 9:15 and 9:45 in the morning. “Chas” was heading south on Highway 30, on his way to work when a white truck pulled out onto the road.

"It came out of one of these side streets, I am not exactly positive which one, but I am pretty much sure that it was north of Logie Trail road.”

Logie Trail Road is right across from Sauvie Island. One of the areas investigators have searched several times.

"I recognize that truck because I have a friend that has a similar truck and I thought it was him.”

But when “Chas” pulled up next to this truck, he saw that it wasn't his friend, it was a red-haired woman, he didn't recognize.

He later realized that “red-haired” woman was Terri Horman.

“I didn't really think anything of it, obviously at that time there was no reason to.”

“Chas” said he’s been following Kyron’s disappearance since day 1, and when police released the flier asking the public to come forward with any information if they had seen Terri Horman or the white truck the day Kyron disappeared. That’s when “Chas” remembered back to June 4th and called the tip line.

“The next day, I called again, and gave a little bit more detailed information because in the back of my mind I was thinking maybe I didn’t give enough information.”

Now 10 days later, “Chas” was left feeling a little frustrated. ....

CUSTODY OF KIARA - NO LEGAL CHALLENGE FOLLOW THROUGH?

It has been over six years since Kaine served the June 2010 restraining order which has denied Terri any contact with Kiara and ... in that same time period Terri's attorneys HAVE FAILED TO FOLLOW with any legal challenge to the status quo.  Why?

The 2010 and 2013 custody motions were withdrawn when Terri was faced with depositions.  Her attorney claimed the Fifth Amendment ... his client's right not to incriminate herself.

The 2014 Custody Agreement?  Terri has yet to follow through with the stipulated agreed to requirements.  She has yet to have any contact with her daughter.  Dr. Phil afforded Terri a pass in Part Two of the interview when Terri was let off the hook in regards to why two years have passed and she has not complied with the reunification requirements

Also ... think about it ... there has never been any legal motion filed by Terri's attorney that challenges the well-being of Kiara under her father's care.

The apparent logic is that Ms. Horman admits that if she speaks, she will incriminate herself in some as-yet-to-be-named crime related to Kyron’s disappearance, yet Mr. Horman is now supposed to trust her to care for his other child, because that’s so obviously in their daughter’s best interest.

Also under review Friday was a motion by Terri to have visitation rights with her daughter. In June, a judge renewed a restraining order original filed by Kaine in June 2010 against his estranged wife that does not allow her contact with him or their now 4-year-old daughter Kiara. On July 8, the same day that Terri subpoenaed O’Donnell, Terri also filed a motion contesting the restraining order.

In its response, on July 13 Kaine’s attorney Peter Engel issued a motion for protective order. In it he wrote:

“Ms. Horman has been in seclusion for three years. She refuses to cooperate with law enforcement.  She intends to exercise her privilege against self-incrimination. She has not contested the FAPA Order since it was originally issued in June of 2010. She has chosen to forego a relationship with the parties’ daughter Kiara, now four years old. Yet, she now expects to conduct one-sided discovery in a single day of depositions, and have a hearing, all while the case is stayed.” ....

Mother is not prevented from testifying about the meeting and could so if she did not choose her right against self-incrimination over her right to explain what may have transpired at the meeting. Father's right should not be impacted because Mother is choosing her right to remain silent over her ability to present testimony that rebuts the Sanchez testimony.  A litigant's decision to invoke the Fifth Amendment again self-incrimination is not without adverse consequences for the litigant. ...."

INQUIRING MINDS WANT TO KNOW

1.  Could there be a connection between the secreting of Kyron and the "strange" male that Terri referred in the Dr. Phil interview ... the "strange" male who on June 3, 2010 ... one day prior to the disappearance of Kyron ... questioned the 7/11 clerk regarding the distance to the school?

2.  Could it be that it was Highway 30 somewhere near the 7/11 where Dede and Terri passed Kyron off to the "strange" male?

3.   Could Dede's former child advocate boyfriend have been a go-between in the planning stage?  Could it be that the "strange" male had been convinced by JW that Kyron was at risk?

The implication?

1.  Terri never was on Sauvie Island on June 4, 2010.  However ... in the January 2016 Nightline interview Terri places herself on Highway 30 on the morning of June 4, 2010 which is parallel to Sauvie Island.

2.  Terri never harmed Kyron but she conveniently has no knowledge of Kyron's whereabouts.  Although Blink's position as evolved ... one month after Kyron's disappearance she said it best.  IMO

I do know these witnesses this man ask the employee where the nearest school was and that employee told him Skyline.  This is the day before.  After all this happened other employee who was working there that day contacted the police that there was a strange guy there ... there was a tape ... did they want to see it.  The cops went over there and viewed the tape.  They were ask if they wanted the tape but said they "were good".  They didn't even take the tape."

Authorities conducted an "investigative search" last weekend regarding the case of Kyron Horman, who went missing in 2010, an official said.

Investigators were searching off U.S. 30, said Capt. Steve Alexander, a Multnomah County Sheriff's Office spokesman. He said he couldn't comment on the reason for the search, what investigators were looking for or what they were doing.

Alexander couldn't immediately give a specific location for last weekend's search. He said in an email that "detectives are actively continuing work on leads and tips" in the case. ....

In the following November 2015 quote ... Desiree did not pull her words out of thin air. There had to have been a foundation.

Could it be that after Terri was observed by "multiple" witnesses leaving Skyline with Kyron she attempted to create an alibi (2 Fred Meyer/Magic Cleaners) and then ... a drive along Highway 30 was where it was at.  At some point (side road) at a prearrange meeting place Kyron (hopefully drugged) was passed of to the "strange male" ... the "strange male" that the employee at 7/11 had observed the day before.

Think about it.  The owner of Magic Cleaners told KGW that Terri came into the establishment "alone" ... no Kiara.  Who was with Kiara in the truck?  Dede?  Could Kyron also have been in the truck?

OFFICIAL REQUEST - JUNE 3RD & 4TH 2010 SURVEILLANCE FOOTAGE

Logic dictates that there was an investigative foundation behind the June 13, 2010 request by authorities for June 3rd and 4th surveillance footage along specific roads in the vicinity of Skyline School.

When the absence of a cell phone tower on the Sauvie Island is considered ... why was there repeated intensive official search efforts on the Island ... why was there also a private search on the Island facilitated by Desiree?  It makes sense that an investigative foundation exists.  Terri's "GPS info from her cell phone?  Witness (Chas) who claims he observed Terri driving a white truck merging onto Hwy 30 from Logie Road?

Think about it.  In Terri's January 2016 interview with ABC she places herself on Highway 30 ... parallel to Sauvie Island .  Did Terri provide this info to investigators at the getgo when questioned regarding her whereabouts on the morning of June 4, 2010?

FAILED POLYGRAPHS - DEAF IN ONE EAR?

I have been totally deaf in my right ear for over 26 years.  Logic dictates if I were taking a polygraph ... I would inform the interrogator who was asking the pertinent questions and ... Terrri Horman e-mails: 'They are blaming me'

"The teacher thought I said I was going to take Kyron with Kitty for a doctor's appt.," she wrote on June 5, 2010. "I said I was going to look at other exhibits - how do you mess that up? His coat and backpack were still at school. I left the school at 9 and he was seen with a man 'chaperone' and 2 girls after I left. There were no men on the chaperone list. That and it was highly chaotic - had to been 300 people running around - no coordination ..."

"The past 2 weeks he's been acting really weird. Staring off into space. Can't remember anything. Walks into the room and then back out, stopping to stare and then move on. The doc thinks that he is having mini seizures and I made an appt on Thursday for next Friday to have him checked out."

That contradicts what multiple sources have told KATU News. In the days before the science fair, Terri informed Kyron's teacher he had the appointment that day, June 4, which is why no one expected he would be in class and was marked absent.

Horman told Finster, "I just don't know what's going on. This is what I did that day."

Finster said Horman had told Kyron's teacher the day before that she was taking the boy to the doctor on Friday, June 11, and gave the teacher paperwork to fill out related to the appointment.

Finster said that when Kyron didn't show up at the bus the afternoon of June 4, Horman talked to the teacher who said she thought that Horman had taken Kyron to the doctor that day. Horman told Finster that the child's teacher was new, in her first year of teaching, and was hard of hearing in one ear. "She doesn't know if she understood her," Finster said.

"Hi all-Kyron's mom here-the new law was enacted after Kyron went missing and because Kyron went missing, a close friend Sal Esquivel helped us to write a law and pass it, to require schools to report a child being absent. With Kyron, we got the call from his Friday absence on the following Monday, after he had been missing for 3 days. Gut wrenching moment for me at the house. All while standing next to the devil that took him and knew what happened. Ms Porter had an email that excused Kyron, email was from Terri herself. That's why the school didn't question it further. It's Terri's fault that Ky is missing today not Skyline's.

As far as security cameras, Chown Hardware, a sub-contracting company I used to work with in Portland, so kindly donated the camera system now in Skyline, after he'd been missing. They installed it free to the school, prior to the start of the next school year."

“Chas” said he has called the tip line twice, but hadn’t heard back. He was concerned other people’s tips, like his, were not checked on.

Chas said he saw Terri Horman the day Kyron mysteriously vanished.

“I was on my way to work, driving down Highway 30,” said “Chas.”

It was Friday, June 4th, sometime between 9:15 and 9:45 in the morning. “Chas” was heading south on Highway 30, on his way to work when a white truck pulled out onto the road.

"It came out of one of these side streets, I am not exactly positive which one, but I am pretty much sure that it was north of Logie Trail road.”

Logie Trail Road is right across from Sauvie Island. One of the areas investigators have searched several times.

"I recognize that truck because I have a friend that has a similar truck and I thought it was him.”

But when “Chas” pulled up next to this truck, he saw that it wasn't his friend, it was a red-haired woman, he didn't recognize.

He later realized that “red-haired” woman was Terri Horman.

“I didn't really think anything of it, obviously at that time there was no reason to.”

Neighbors stop by Brooks Hill Historic church, across the street from the school, to mull over the investigation. "This kind of thing is unheard of," says Jim Kelley, 50.

Kelley, who lives about a mile and a half down hill, at the end of a winding, secluded country lane off Cornelius Pass, said police, federal agents, K-9 teams and helicopters scoured the area Saturday.

"We had two odd sightings of a vehicle on our road Friday," Kelley said. Around 3 p.m., he and a neighbor reported seeing a white pick-up truck with a female driver pull to the end of the long road, idle and then turn around. Then again at 2 a.m. Saturday morning, a similar white pickup truck appeared, idled and when a neighbor loosed her dogs, eased away."

"A, it was strange to have a car there, any car there, that we didn't know, and B, it was strange to have a vehicle come down our dead-end road twice in the same day, hours after a little boy goes missing," said Kelley. "That's beyond rare."

Kelley said authorities have twice searched the deep ravine, creek and railroad tracks located near the end of his street by air and on foot.

Fred Hall, a rancher, said on Monday he saw a white pickup on the Friday that Kyron disappeared about a mile down the road.

“It was a white truck and it had a gal sitting in it,” he said.

Hall said he called in the tip to investigators and told them where he saw the unfamiliar truck on Skyline Boulevard.

“It was parked at one of the gates,” he said.

Investigators said they are specifically searching the land around turnouts that have gates where a car or truck could easily park. Many of the gates aren’t locked and a car or truck could drive in and disappear down a gravel road.

PORTLAND, Ore. -- A truck driver said he saw a child who resembled a missing second-grade boy on Highway 26 on Saturday afternoon.

David Vaughan said he was driving toward Portland when a pickup truck turned in front of him onto Salmon Berry Road in western Washington County. Vaughan said he slammed his brakes to avoid a collision with the gray or black truck.

He said he saw a boy in the front seat who looked like Kyron Horman.

"I saw this young boy looking out the window at me (with) a startled look on his face and that was it until I got home that evening. My wife and I were talking and we saw this come on the news, and it flashed that this looked very familiar to me -- a very distinctive young man and I thought it was worth making a call," Vaughan said.

Vaughan said he received a call back from an FBI agent Monday morning.

I am one with Blink's 2010 response in regards to the timing of Terri's sexting with Michael Cook. Think about it and weep.  Terri's stepson whom she claims she loves as her own son had been missing for only three weeks and a restraining order is denying her any contact with Kiara. Nevertheless ... retaliation against Kaine was paramount.  It defies comprehension.  It defines narcissism.

Multnomah County Chief Deputy District Attorney Rod Underhill said a witness, or witnesses, have reported seeing someone else by the Hormans' extended-cab pickup while it was parked in front of the school between 8:15 a.m. and 8:45 a.m. on June 4, the day Kyron disappeared.

Authorities are seeking to identify the person, or persons, who may have been spotted by the truck as it was parked outside the school's front fence in the shoulder of Northwest Skyline Boulevard. Someone possibly moved the pickup and parked it up a gravel path in front of the school's playground while Terri Moulton Horman was inside the school with her stepson for his science fair.

Underhill said investigators want to identify anybody "in or in immediate proximity to that truck."

"We're looking for additional witnesses," he added, standing in the Brooks Hill Historic Church across from the school in front of blown-up photos of the Horman truck staged at each location.

The appeal to the public comes as investigators continue to try to determine the whereabouts of Terri Moulton Horman and her friend DeDe Spicher during overlapping hours on the day Kyron disappeared.
