Fort Hood sex assault prevention officer charged in prostitution ring

Army officials on Friday charged a former Fort Hood sexual assault prevention officer with 21 counts of abusive sexual contact, pandering, conspiracy and adultery, among others, in a case that had focused national attention on the issue of military sexual assault.
Sgt. 1st Class Gregory McQueen is accused of setting up a prostitution ring at Fort Hood and recruting young, cash-strapped female privates to have sex with older soldiers. At the time he served as the Sexual Harassment/Assault Response and Prevention officer for a battalion within Fort Hood’s III Corps headquarters. He has since been suspended from that post.
According to investigative documents obtained by the American-Statesman, the alleged ring was revealed when a young private told authorities McQueen tried to recruit her and then sexually assaulted her during what she termed an “interview.” The soldier said another female soldier told her she made “like $400-$500” at Fort Hood parties, according to the documents.
The private later told a staff sergeant that McQueen “preys on young females who are in bad financial situations and that he keeps their pictures on his cell phone,” according to a sworn statement.
 
A pre-trial evidentiary hearing is scheduled to begin March 20, which will determine whether McQueen faces a court-martial on the charges.
When the investigation into McQueen was first revealed last year, it helped spur the push to revamp the military’s rules on prosecuting sexual assault cases. On Thursday, the U.S. Senate shot down a bill that would have removed prosecution of such cases from the purview of military commanders and put them in the hands of prosecutors.
Critics say the change would result in the reporting of more sexual assaults. A Pentagon study showed that almost 90 percent of military sexual assaults aren’t reported.

FORT HOOD — A former sexual assault prevention officer at Fort Hood faces charges at a hearing today that he set up a prostitution ring that sought to set up cash-strapped female soldiers with higher ranking officers for sex.
Sgt. 1st Class Gregory McQueen is accused of pandering, conspiracy, maltreatment of a subordinate, abusive sexual contact, adultery and detrimental conduct. McQueen, a non-commissioned officer, was a low-level coordinator in Fort Hood’s sexual assault and harassment program.
The Article 32 hearing is similar to a grand jury proceeding in civilian court and an investigating officer will recommend if the case should go to trial. Several service members are scheduled to testify about McQueen’s alleged involvement in the ring.
 
McQueen’s hearing is expected to last two days. The case has put increasing pressure on the military to address sexual misconduct in the ranks.

At the time he served as the Sexual Harassment/Assault Response and Prevention officer for a battalion within Fort Hood’s III Corps headquarters.
Full court marshal sounds good to me.  Under the circumstances, and given McQueen's rank and position, anything less would be dishonor to the female soldiers.  McQueen knew far better than the average soldier about these things and should be held to that standard.  He misused his position and was making money off the backs of soldiers that were the most vulnerable.  McQueen should have protected the soldiers, not used them in such a way to make a buck.  JMHO 


FORT HOOD — The Article 32 hearing for Sgt. First Class Gregory McQueen, who is accused of recruiting young female soldiers for a prostitution ring, has concluded at Ft. Hood.
The investigating officer, Lt. Colonel James Varley, will make a recommendation to the convening authority, Brigadier General Clark Lemasters, about whether the case should go to a full court martial.
During the second day of testimony Wednesday, witnesses testified about the impact of McQueen’s alleged conduct on the Army’s SHARP, or Sexual Harassment/Assault Response and Prevention, program. McQueen was a SHARP representative for his battalion, responsible for being the person to whom soldiers could report incidents of sexual assault and sexual harassment without fear.
Sgt. First Class Jennifer Dice, a SHARP representative who worked with McQueen, told the court that the accusations against him had damaged morale and reduced the trust among soldiers necessary for the SHARP program to work.
