WASHINGTON (WUSA9) - A grand jury is considering charging Relisha Rudd's mother with obstruction of justice. Shameka Young insisted her daughter was safe, three weeks after she went missing.

"She should absolutely be charged. She should have never gave her child to a man she just met at the shelter in the beginning that was crazy," said one mother who wanted to remain anonymous.

Parents at the DC General shelter weigh in on the heartbreaking Relisha Rudd case and the possibility that her mother, Shameka Young, could face charges for hindering the investigation as police searched for her daughter.

"I think she knows more than what she's telling folks," she continued. The 8 year old little girl lived at DC General's Shelter with her mother and siblings until her mom gave Khalil Tatum, a shelter janitor, permission to take her in late February. The mother even helped Tatum pose as a doctor in order to take her out of school. Relisha was last seen March 1st.

"We were scared when we thought Tatum was out there because he knows how to get into this shelter," she said, "but now that he's deceased we feel a little more comfortable."
 

Officials with the Community Partnership for the Prevention of Homelessness, the nonprofit agency contracted by the city to run the shelter, says they were unaware of any relationship between Tatum and Relisha, a violation of shelter policy. Managers are now conducting room checks to account for every resident instead of simply knocking on doors for a response.

Relatives said the second-grader, who slept with a teddy bear she named “Baby,” wanted out so desperately that she would fake asthma attacks to stay at their homes. Adults who were close to her at her old school described her arriving with filthy clothes, dirty hair and an empty stomach, and they said she often didn’t want to leave.


This is the saddest history of a child . She didn't have a chance...just made me want to cry.

With the desperate search to find missing 8-year-old Relisha Rudd stalling on Thursday, police have said they want answers from the girl's mother and her boyfriend about her recent unusual activity.

Three weeks after her daughter when missing, Shamika Young had still insisted Relisha was safe and she had stalled social workers who wanted to issue an alert that the girl was missing.

A Grand Jury is now looking into whether Young may have obstructed justice by misleading police. School absences led authorities to only start looking for Relisha on March 19, although she was last seen on March 1.

In the days after Relisha was last seen alive, Young's boyfriend Antonio Wheeler posted a series of photos on Facebook of him holding large rolls of $50 bills and photos of Air Jordan sneakers bought for Relisha's three brothers.

At the same time, the family was living in a homeless shelter, reports WUSA9.
 
Relisha's mother had allowed her to spend time with Tatum, and her family did not report her missing. Repeated absences from school led authorities to start looking for her March 19.

Only after Relisha was reported missing did police in neighboring Prince George's County, Md., find the body of Tatum's wife in a motel room, with the FBI releasing a nation-wide wanted poster.

Police are now reviewing surveillance video from March 1 forward at Union Station in an attempt to determine if someone had put Relisha on a train to a destination still unknown.

Sickening the life this little girl had to have! I hope they arrest the egg donor, take her other kids and throw the book at her! I am so mad right now!
All that cash...was 1 penny offered up for a reward for this missing little girl?
If a child is living in a shelter for as long as she had been, why did someone not step in yo help? The donor could have gotten aid for the kids as well as free daycare as well as a home to stay in at probably a very reduced housing cost. She must have not wanted that or she would have done it! Take the kids in Foster care so they have a chance!

LANHAM, Md. (WNEW) — A grassroots group of concerned citizens met in D.C. Sunday to hand out flyers on behalf of Relisha Rudd.
Relisha was last seen March 1. Authorities have been searching for her since late March after her absences from school triggered an investigation.
The search of a heavily wooded park in northeast Washington for the missing girl concluded late Thursday.
Assisted by multiple local law enforcement agencies, D.C. Police began an exhaustive search of Kenilworth Park last week. Authorities thoroughly scoured the 700-acre park multiple times and found no trace of the girl, though they did find the body of the man suspected of abducting her, Kahlil Malik Tatum.
He was found Monday, and police say it appears that he died of a self-inflicted gunshot wound.
 
The search of park had been categorized as a recovery operation by authorities.
“We came here expecting the worst,” Lanier said. “When we started we were looking for possibly a grave site. We’re relieved that we didn’t find that … we’re always hopeful. Children have been found alive years from the time of their going missing.”
A group of more than 30 residents met Sunday, not giving up hope, either. They are meeting at the Holiday Inn parking lot on Bladensburg Road in Northeast, and are sending groups to canvass the areas of New York Avenue and Bladensburg Road, Pennsylvania Avenue and Minnesota Ave. NE, Benning Road, and Kenilworth Avenue.

On Friday, MPD released a video asking for the public's help in identifying a man in the footage in connection with the missing girl's case. Officials announced today that they interviewed the man, he cooperated with the investigation, but the department "still has not learned any new information as to the whereabouts of Relisha Rudd." Police did not reveal the man's potential connection to the case and have blocked the video.

Police released the video after they completed an exhaustive search of Kenilworth Park and Aquatic Gardens last week. Police Chief Cathy Lanier said there was strong evidence suggesting that Relisha's body could be in the park. Police did not find her body there, nor did they uncover any clues as to where the missing girl could be. Lanier said at the time that "it is heart-wrenchingly frustrating that we don't have answers to where she is."

Why was the second-grader allowed to live with her mother, Shamika Young, a 27-year-old residing in a D.C. homeless shelter with four kids, posting Facebook photos of herself and her boyfriend “high as kites,” whose daughter showed up to school hungry and dirty and who crossed paths with city social workers more than once?
Why wasn’t Relisha removed from that unstable environment long before her mother handed her over to a shelter janitor, Kahlil Malik Tatum, who is believed to have killed his wife before he killed himself?

The answer is complicated, and it involves a woman named Banita Jacks. Jacks also had four kids. She killed them and lived with their mummifying bodies for months before an eviction in 2008 revealed the horrors of the family’s decline. She is serving a 120-year sentence.

That family fell through every possible safety net in the city: schools, social workers, police, neighbors, health-care workers. No one took action. And then everyone took action.

After the bodies were found, the District’s Child and Family Services Agency was inundated with calls from good Samaritans reporting all their bad-parent suspicions. Social workers couldn’t keep up at a time when they were already under fire for negligence.

“When in doubt, pull them out” became the CFSA mantra, leading to one of the highest child removal rates in the country. Social workers were terrified they’d miss another Banita Jacks.

The city’s foster care system was unprepared and quickly cratered. I remember talking to social workers who couldn’t go home to their families because they were still driving around with frightened, trembling children who had just been pulled out of their homes but had no available foster home to go to late at night.

The majority of children who go into foster care are there because of neglect, not abuse, with poverty the root cause. And study after study shows that most children do not fare particularly well in foster care.

“The nuclear secret of child welfare is that most of the children in foster care should not be there,” said Matt Fraidin, a law professor at the University of the District of Columbia David A. Clarke School of Law, whose law clinic students handled scores of foster cases, some with horrifying narratives of kids taken from their homes after a report only to be returned a month later when no wrongdoing was found.

“Most of the children in foster care are harmed more than they are helped by being taken from their families and by being kept in foster care for too long,” he wrote.

This isn’t a commentary on foster parents. There are some fantastic foster parents I’ve met who nurture and repair abused children or go on to adopt them and create loving families. But for most children, the trauma of being removed from their parents and placed with strangers trumps the less-than-ideal conditions in their homes.

In fact, Relisha’s mother is the product of the foster care system in Virginia, where she bounced from home to home from the time she was 6 until she turned 18. Once she aged out of the foster system, Young returned right back to the family she was removed from, as do many other foster kids. She obviously didn’t learn much about how to be a parent before she had Relisha at 19, followed by her three younger brothers.

On her Facebook page, Young bragged about having her kids in expensive, Helly Hansen jackets and Air Jordan shoes even as they were living in a homeless shelter. In her world, this was evidence of a caring parent.

Relisha was almost 2 years old in 2007 when social workers first investigated signs of abuse. Police were called but eventually concluded that no assault had occurred. That was before the ghost of Banita Jacks haunted the system, and the question remains as to whether Relisha fell through the same safety net that lost Jacks’s daughters that year, too.

By the time Relisha’s family was flagged by social workers again in 2010 and 2013, the department had done an about-face, working to keep struggling families intact rather than removing children from their troubled homes.


So does that mean that Relisha’s disappearance and probable death are the tragic by-products of a bad philosophy? No way.

City social workers have been performing far better in recent years. The department is still being scrutinized by a court monitor. But all the monitor’s reports show that cases of abuse have gone down and that investigations are completed faster and are more thorough. Social workers now have teams to review cases for removal, so it’s not just up to one, quick doorstop decision by a single social worker.

Will there be a temptation to go back to removing all the possible Relishas from their troubled homes and putting them into foster care? Yes, but I believe the agency learned from the last overcorrection and won’t do that again, no matter how much everyone wants to make up for what happened to Relisha.

The hindsight that would tell social workers to remove Relisha won’t save her, but it may save her three brothers, who have been placed in foster care.

D.C. Mayor Vincent Gray assigned Deputy Mayor for Education Abigail Smith to take a close look at how school officials handled the case of 8-year-old Relisha Rudd, who has been missing for more than a month.

Gray wants a full review of how the District handled the case.
For almost two weeks into the search for Relisha, high-ranking D.C. officials claimed she was last seen at her school, Payne Elementary, March 7. D.C. Police later determined the little girl, believed to have been handed over by her mother to 51-year-old Khalil Tatum, a janitor at the homeless shelter where she lived, had not been seen alive since March 1. They also determined that Tatum misrepresented himself as Relisha's doctor in phone conversations with social workers and school employees.

Relisha was not officially reported missing until March 19.

Tatum was found dead of an apparent suicide in Kenilworth Park and Aquatic Gardens March 31 during a weeklong search for clues to Relisha’s whereabouts.

Smith said she is committed to a thorough review of not only the Relisha Rudd case, but of how the school system’s policy on such matters is implemented in general and what can be done to improve it.

“We want to ensure both with respect to this case that we understand exactly what all of the policies were that people implemented, how people approached it, but also to look beyond to make sure that those kinds of policies are in place for the future to ensure that we have the kinds of safeguards in place that we know that we need for families,” Smith said.

It's not clear whether the final results of Smith’s investigation will be made public.

WASHINGTON (WNEW/AP) — D.C. Mayor Vincent Gray says he’s directed two deputy mayors to conduct a review of the case of a missing 8-year-old and make recommendations about any needed reforms.
The mayor said in a statement Tuesday that there is no indication that government agencies or staff failed in the case of Relisha Rudd, who has been missing since March 1. It was Relisha’s many absences from school that ultimately caused authorities to go looking for her.
Her suspected abductor, Kahlil Tatum, worked at the city homeless shelter where she was living with her family and posed as a doctor to explain the absences to school officials.
Shamika Young, Relisha’s mother, provided employees of Payne Elementary School in the District with the name and phone number of the “doctor.”
After not receiving written confirmation of Rudd’s illness, school officials visited the shelter where the girl was staying with her family. It was at that time they realized something was wrong.

Rudd’s mother had allowed her to spend time with Tatum, and her family did not report her missing.

Mayor Vincent C. Gray said Wednesday he’d like to close down the shelter for homeless families located on the D.C. General Hospital campus — home to 8-year-old Relisha Rudd until she went missing more than a month ago — but he said that community concerns would make it difficult to open enough smaller facilities across the city to compensate for its loss.
“We need smaller places, but the problem we have is the NIMBYism that exists,” he said in a reference to not-in-my-backyard types. “People will say, ‘Yeah, that’s a great idea; just don’t put it in my neighborhood.’ We’ve got to have the support of the leadership in this city beyond just the government leadership, the elected leadership … to say, ‘Yes, we want to work with you,’ so families when they have a crisis, they will be able to go to a place that is different than D.C. General.”
Gray’s comments came a day after he convened a John A. Wilson Building meeting with major residential landlords as a part of his “500 Families, 100 Days” effort to house those now in shelter beds. On Tuesday, the Gray administration also issued a statement saying it was “committed to moving as many families out of the D.C. General shelter as quickly as possible” and devising a plan to close D.C. General and “provide alternative emergency shelter options.”
Currently, more than 600 families are in the city’s emergency shelter system. Though sub-freezing weather has likely ended for the year, thus freeing the city from its legal obligation to house them, the Gray administration has said it will keep the families sheltered until it can locate more permanent housing arrangements. Gray said Wednesday about 200 units have been tentatively identified for families currently in emergency system, including at D.C. General, whose management has come under new scrutiny in light of Relisha’s disappearance.
“It’s not a good place for children,” he said of the hospital-turned-shelter, which has housed upward of 900 in recent years. “Can you imagine an 8-year-old going to school or a 7-year-old or a 6-year-old or a 9-year-old and having to say … I live at D.C. General, in a shelter? No child wants to do that, and that is psychologically debilitating for a young person.”
But Gray, speaking at a Wednesday news conference, declined to commit to closing D.C. General by a certain date, saying the city would first need to establish a network of smaller emergency shelter units. And that, he said, is where the community opposition comes in.
“It is not a place that a child should be raised, clearly, but that’s unfortunately what we have available to us when we don’t get the cooperation of other leadership across the city to say, we will do our share to accommodate families,” he said. “We don’t want to use D.C. General, but we’ve got to have cooperation in establishing other facilities.”
No names were named, however — not even that of campaign foe and D.C. Council member Muriel Bowser, who pushed back on 2010 plans to locate additional shelter beds in her ward.

WASHINGTON -
There are new questions surrounding the disappearance of 8-year-old Relisha Rudd as the District begins a citywide review of the case.

Could more have been done to protect her in the first place as she lived in one of D.C.'s largest shelters?

D.C.’s Child and Family Services is assigned to check in on 50 kids living at that shelter. Director Brenda Donald told council members that 30 families living at D.C. General are in-home cases. Social workers are assigned to check in on children after problems have been reported.

Donald knows about many of the problems at the large shelter, but on Monday, she admitted that she has never personally been there.

Some consider it a small town. 1,200 people living in hospital rooms at the old D.C. General Hospital. Relisha Rudd and her family lived here for years.

600 kids live in the cramped shelter. We learned about 50 kids in all are under the supervision of children and family services. The director was questioned on Monday.

“Have you yourself been to D.C. General?” Councilmember Jim Graham asked Donald.

“Actually, I have not,” she replied.

“You know, I think I might recommend that,” Graham told her.


Donald said the Relisha Rudd case is different from most in-home cases her agency carries out.

“In all my years in child welfare, this is the only case where we have been actively involved with a missing child who is from an in-home case,” Donald said.

Councilmember Marion Barry wanted specifics about Rudd's disappearance.

“After she was reported missing, at what point did you get involved?” Barry asked.

“I'm not sure how to answer that question,” said Donald.

After careful questioning by Barry, Donald admitted her agency learned of Rudd’s disappearance when police did.

“So what have you done since then in your agency to try to push this forward?” asked Barry.

“That will be part of the review that I can't talk specifically now,” Donald replied.

Donald did say details from each meeting between her social workers and the Rudd family would be included in this citywide review ordered by Mayor Vincent Gray.

The Metropolitan Police Department official told NewsChannel8's Bruce DePuyt that they still "fear the worst, but hope for the best" in the case. "We had an 18-day delay in actually going to look for her," Lanier said of Relisha, who was last seen on March 1 but not reported missing until later that month. "Even on the 19th, when we talked with the family of Relisha, they said, 'Oh, she's not missing. She's with a person that we trust and we know. And she's just fine.'"
Police still made a missing persons report, and by the next morning, police had tracked 51-year-old Kahlil Tatum to the Maryland hotel where his wife was found dead. (Tatum was later found dead of an apparent suicide in a park where police were searching for Relisha.) Lanier said a similar case — where police filed a missing persons report while the family claimed the child was fine — has not occurred during her career. The detectives who responded to the call from social workers and Relisha's school followed their "instincts," Lanier said.

mother is guilty as hell..she knew what was going on...in my opinion...she gave her child to this man..never checking up on her, never wondering when she would be back...not missing her? how very very sad...
