Which is more important - quantity or content?

Does fewer mean better?  Is more better?

Is content and purpose more important than quantity?

Please tell me the content and quality of all the executive orders ever given by any president, then we can compare. 

The content is likely available on the internet somewhere, just like the numbers in the opening post.

The quality, I imagine, is best judged by American citizens.  Is he overstepping his authority?  Ignoring the will of the people?  Trying to go around Congress an put in practice, unpopular legislation that didn't make it through Congress?
