Bay Area nurses call for emergency preparedness plan for Ebola

http://abc7news.com/health/nurses-call-for-preparedness-plan-for-ebola/347859/

Quote
Nurses in the Bay Area are upset over what they say is the lack of guidelines and safety measures in the treatment of Ebola.

They took their concerns public Sunday outside Kaiser Permanente Medical Center in Oakland.

National Nurses United gathered to sound the alarm. They said a survey reveals of over 2,000 nurses across the country, an overwhelming majority of hospitals are not doing a good job of training their nurses on how to protect themselves from Ebola.

Most of the nurses say their hospitals, including here in the Bay Area, have not communicated any policy regarding infected patients and they say their hospitals lack proper personal protective equipment.

The nurses are calling on all US hospitals to implement a full emergency preparedness plan for Ebola immediately.

I think it's also important to find out if dogs can carry or spread Ebola.  Caring for Bently is not only humane, but also may shed some light on questions.

IT does appear that dogs can be infected with Ebola. It seems to be an open question if those animals can transmit it to humans.

2nd Texas health worker with Ebola was on flight
October 15, 2014

NEW YORK — The night before she was diagnosed with Ebola, a Texas nurse flew back to the Dallas area from Cleveland, according to health officials who are now trying to contact the other passengers.
The woman is the second nurse apparently infected with Ebola while caring for a Liberian man who died of the disease last Wednesday at Texas Health Presbyterian Hospital in Dallas.
The unidentified nurse flew to Cleveland on Friday, the same day a colleague, nurse Nina Pham, was hospitalized. Pham's diagnosis with Ebola was disclosed on Sunday.
The second nurse returned to Texas on Monday on Frontier Airlines Flight 1143 from Cleveland to Dallas-Fort Worth with 132 other passengers, according to the Centers for Disease Control and Prevention.
The airplane's crew said she had no symptoms of Ebola during her return flight on Monday. But Tuesday morning she developed a fever and on Tuesday night tested positive for Ebola.
Infected Ebola patients are not considered contagious until they have symptoms. But the CDC is asking passengers on Monday's flight to call the health agency so they can be monitored.
The flight landed in Dallas at 8:16 p.m. Monday, stayed there overnight, and underwent a thorough cleaning before returning to service the next day. The cleaning was consistent with CDC guidelines, according to a Frontier Airlines statement released by CDC officials.
The health worker's flight to Cleveland last week happened far enough in advance of her symptoms that the CDC sees no need to contact passengers on that earlier flight, said Barbara Reynolds, a CDC spokeswoman.
Health officials did not immediately release the reason for her trip or where she visited in the Cleveland area. The CDC notified the airline Wednesday morning.
The CDC is asking passengers on the Monday flight to call 1-800-CDC INFO (1-800-232-4636).

One Texas Ebola Patient Will Be Sent to Emory
October 15, 2014

The second health care worker who contracted Ebola at a Dallas hospital after treating an Ebola patient will be flown to Emory University Hospital in Atlanta, federal health officials said Wednesday.

The announcement came after authorities disclosed that the health care worker flew from Cleveland to Dallas on Monday, before she began to feel ill. She was placed in isolation after reporting a low-grade fever on Tuesday
.

“She should not have traveled on a commercial airline,” Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention, told reporters by phone.

Frieden said that the health care worker had had “extensive contact” with Thomas Eric Duncan, the first Ebola patient diagnosed in the United States. He contracted the virus in Liberia and flew to Dallas. He died earlier this month.

The health care worker is the second to test positive for the virus after treating Duncan. Frieden described the worker as ill but clinically stable. Her name was not immediately released.

Ohio Dept. of Health: Texas health worker with Ebola visited Akron
By The Associated Press
Published: October 15, 2014, 11:43 am    Updated: October 15, 2014, 1:29 pm
COLUMBUS, Ohio (WKBN) – Wednesday, the U.S. Centers for Disease Control and Prevention notified state health officials that the second health care worker in Dallas diagnosed with Ebola last night visited family in Akron from October 8-13.

Ohio is working with the CDC and Summit County health officials to identify people who may have been in close contact with the health care worker and implement quarantine as necessary. In addition, Ohio is working with the airline to identify individuals on her return flight to Dallas.

“The Ohio Department of Health has been working since July on its preparedness plan in the event that Ohio ever got positive case in the state, and we’re confident in our efforts to respond efficiently and effectively,” said Dr. Mary DiOrio, State Epidemiologist.

Health officials are alerting airline passengers who were on the same flight as a Texas nurse who was diagnosed with Ebola the next day.

The 132 passengers were on Frontier Airlines Flight 1143 from Cleveland to Dallas-Fort Worth on Monday.

The hospital worker was involved in the care of a Liberian man who died of Ebola last week at Texas Health Presbyterian Hospital in Dallas.

snip from above article......

The CDC has provided the following information on Ebola on its website:

When an infection does occur in humans, the virus can be spread in several ways to others. Ebola is spread through direct contact (through broken skin or mucous membranes in, for example, the eyes, nose, or mouth) with
blood or body fluids (including but not limited to urine, saliva, sweat, feces, vomit, breast milk, and semen) of a person who is sick with Ebola
objects (like needles and syringes) that have been contaminated with the virus
infected animals
Ebola is not spread through the air or by water, or in general, by food. However, in Africa, Ebola may be spread as a result of handling bushmeat (wild animals hunted for food) and contact with infected bats. There is no evidence that mosquitos or other insects can transmit Ebola virus. Only mammals (for example, humans, bats, monkeys, and apes) have shown the ability to become infected with and spread Ebola virus.

Healthcare providers caring for Ebola patients and the family and friends in close contact with Ebola patients are at the highest risk of getting sick because they may come in contact with infected blood or body fluids of sick patients. During outbreaks of Ebola, the disease can spread quickly within healthcare settings (such as a clinic or hospital). Exposure to Ebola can occur in healthcare settings where hospital staff are not wearing appropriate protective equipment, including masks, gowns, and gloves and eye protection. Dedicated medical equipment (preferable disposable, when possible) should be used by healthcare personnel providing patient care. Proper cleaning and disposal of instruments, such as needles and syringes, is also important. If instruments are not disposable, they must be sterilized before being used again. Without adequate sterilization of the instruments, virus transmission can continue and amplify an outbreak. Once someone recovers from Ebola, they can no longer spread the virus. However, Ebola virus has been found in semen for up to 3 months. Abstinence from sex (including oral sex) is recommended for at least 3 months. If abstinence is not possible, condoms may help prevent the spread of disease.

CDC and Frontier Airlines Announce Passenger Notification Underway
On the morning of Oct. 14, the second healthcare worker reported to the hospital with a low-grade fever and was isolated. The Centers for Disease Control and Prevention confirms that the second healthcare worker who tested positive last night for Ebola traveled by air Oct. 13, the day before she reported symptoms.
Because of the proximity in time between the evening flight and first report of illness the following morning, CDC is reaching out to passengers who flew on Frontier Airlines flight 1143 Cleveland to Dallas/Fort Worth Oct. 13.
CDC is asking all 132 passengers on Frontier Airlines flight 1143 Cleveland to Dallas/Fort Worth on October 13 (the flight route was Cleveland to Dallas Fort Worth and landed at 8:16 p.m. CT) to call 1 800-CDC INFO (1 800 232-4636). After 1 p.m. ET, public health professionals will begin interviewing passengers about the flight, answering their questions, and arranging follow up. Individuals who are determined to be at any potential risk will be actively monitored.
The healthcare worker exhibited no signs or symptoms of illness while on flight 1143, according to the crew. Frontier is working closely with CDC to identify and notify passengers who may have traveled on flight 1143 on Oct. 13.  Passengers who may have traveled on flight 1143 should contact CDC at 1 800-CDC INFO (1 800 232-4636).

Frontier Airlines Statement
“At approximately 1:00 a.m. MT on October 15, Frontier was notified by the CDC that a customer traveling on Frontier Airlines flight 1143 Cleveland to Dallas/Fort Worth on Oct. 13 has since tested positive for the Ebola virus. The flight landed in Dallas/Fort Worth at 8:16 p.m. local and remained overnight at the airport having completed its flying for the day at which point the aircraft received a thorough cleaning per our normal procedures which is consistent with CDC guidelines prior to returning to service the next day. It was also cleaned again in Cleveland last night. Previously the customer had traveled from Dallas Fort Worth to Cleveland on Frontier flight 1142 on October 10.
Customer exhibited no symptoms or sign of illness while on flight 1143, according to the crew. Frontier responded immediately upon notification from the CDC by removing the aircraft from service and is working closely with CDC to identify and contact customers who may traveled on flight 1143.
Customers who may have traveled on either flight should contact CDC at 1 800 CDC-INFO.
The safety and security of our customers and employees is our primary concern. Frontier will continue to work closely with CDC and other governmental agencies to ensure proper protocols and procedures are being followed.”

Interim Guidance for Monitoring and Movement of Persons with Ebola Virus Disease Exposure
Updated: August 22, 2014

The world is facing the biggest and most complex Ebola virus disease (EVD) outbreak in history. On August 8, 2014, the EVD outbreak in West Africa was declared by the World Health Organization (WHO) to be a Public Health Emergency of International Concern (PHEIC) because it was determined to be an ‘extraordinary event’ with public health risks to other States. The possible consequences of further international spread are particularly serious considering the following factors:

the virulence of the virus,

the intensive community and health facility transmission patterns, and
the strained health systems in the currently affected and most at-risk countries.
Coordinated public health actions are essential to stop and reverse the spread of Ebola virus. Due to the complex nature and seriousness of the outbreak, CDC has created guidance for monitoring people exposed to Ebola virus and for evaluating their travel, including the application of movement restrictions when indicated.
Controlled movement
Controlled movement requires people to notify the public health authority about their intended travel for 21 days after their last known potential Ebola virus exposure. These individuals should not travel by commercial conveyances (e.g. airplane, ship, long-distance bus, or train). Local use of public transportation (e.g. taxi, bus) by asymptomatic individuals should be discussed with the public health authority. If travel is approved, the exposed person must have timely access to appropriate medical care if symptoms develop during travel. Approved long-distance travel should be by chartered flight or private vehicle; if local public transportation is used, the individual must be able to exit quickly.

Judge temporarily blocks disposal of ashes from Ebola victim's belongings
October 14, 2014

Thomas Eric Duncan's belongings, including clothes, bedding and carpet from his apartment, were burned at the Veolia Environmental Services incinerator in Port Arthur on Friday.

The ashes from his belongings are still at the incinerator but are supposed to be sent to facility in southwest Louisiana.

However, a judge temporarily blocked the disposal.

Louisiana Attorney General Buddy Caldwell says there are too many unknowns with the disease.

Veolia says the material first burned in an incinerator, heated to fifteen-hundred degrees fahrenheit.

After that, it was put through a second burn, with temperatures exceeding two-thousand degrees.

CDC says that should be enough to kill the virus.

Kent State Relatives of Ebola Nurse Told to Stay Away
October 15, 2014

The Ebola-infected nurse who flew from Dallas to Ohio has three relatives who work at Kent State University but did not visit the campus during her visit, officials said Wednesday. A university spokesman said no one from the school had been quarantined but the relatives are being asked to stay off campus and monitor themselves for signs of illness for 21 days.

“She stayed with her family at their home in Summit County and did not step foot on our campus," university President Beverly Warren said of the nurse, who has two degrees from the school. "We want to assure our university community that we are taking this information seriously, taking steps to communicate what we know."

The nurse, whose name has not been released, had extensive contact with Thomas Eric Duncan, the Liberian man who died of Ebola at Texas Presbyterian Hospital on Oct. 8. She traveled from Dallas to Cleveland on Friday and returned on Monday. She was placed in isolation Tuesday after she reported a fever. Dr. Thomas Frieden, director of the Centers for Disease Control and Prevention, told reporters she should not have been flying — because she had cared for the Ebola patient and because she had a temperature of 99.5 degrees before she boarded to go home.

Ebola Patient Traveled By Air Day Before Symptoms Surfaced
October 15, 2014

DALLAS (CBSDFW.COM) – The CDC has announced that the second healthcare worker diagnosed with Ebola — now identified as Amber Joy Vinson of Dallas — traveled by air Oct. 13, the day before she first reported symptoms.
The CDC is now reaching out to all passengers who flew on Frontier Airlines flight 1143 Cleveland to Dallas/Fort Worth. The flight landed at 8:16 p.m. CT.
The CDC is asking all 132 passengers on the flight to call 1 800-CDC INFO (1 800 232-4636). Public health professionals will begin interviewing passengers about the flight after 1 p.m. ET.
Vinson first reported a fever on Tuesday (Oct. 14) and was isolated within 90 minutes, according to officials. She did not exhibit symptoms while on the Monday flight, according to crew members.
“Risk to that individual would have been extremely low,” says Dr. Tom Frieden, Director of the CDC.
However, the passenger notification is needed due to the proximity in time between the flight and the first reported symptoms.
“Those who have exposures to Ebola, she should not have traveled on a commercial airline,” said Dr. Frieden. “The CDC guidance in this setting outlines the need for controlled movement. That can include a charter plane; that can include a car; but it does not include public transport. We will from this moment forward ensure that no other individual who is being monitored for exposure undergoes travel in any way other than controlled movement.”
Frieden specifically noted that the remaining 75 healthcare workers who treated Thomas Duncan at Texas Health Presbyterian Hospital will not be allowed to fly. The CDC will work with local and state officials to accomplish this.

Frontier Airlines is working closely with the CDC to identify and notify all passengers on the flight. The airline also says the plane has been thoroughly cleaned and was removed from service following CDC notification early Wednesday morning.
However, according to Flighttracker, the plane was used for five additional flights on Tuesday before it was removed from service. Those flights include a return flight to Cleveland, Cleveland to Fort Lauderdale–Hollywood International Airport (FLL), FLL to Cleveland, Cleveland to Hartsfield–Jackson Atlanta International Airport (ATL), and ATL to Cleveland.
While in Ohio, Vinson visited relatives, who are employees at Kent State University.  The university is now asking Vinson’s three relatives stay off campus and self-monitor per CDC protocol for the next 21 days out of an “abundance of caution.”

“It’s important to note that the patient was not on the Kent State campus,” said Kent State President Beverly Warren. “She stayed with her family at their home in Summit County and did not step foot on our campus. We want to assure our university community that we are taking this information seriously, taking steps to communicate what we know,” said Dr. Angela DeJulius, director of University Health Services at Kent State

Ebola Test Is Positive in Second Texas Health Worker

The CDC has no idea what they are doing. What CDC said was okay for the nurses and staff to wear for protection is a joke. Paper hospital gowns, gloves and glasses with a little cap. Really. Have you seen what they are wearing over in Africa. There was no area for them to be sprayed down before they took off their protective gear. They reported today some room at the hospital was filled to the ceiling with the dis-guarded protective gear. All this okay-ed by CDC.  Why aren't all the workers in quarantine?

If what they are saying is true. I will not be surprised if we don't have more people coming down with Ebola. The last nurse who flew was wrong. But they are now saying the CDC said she could. Really!! What's wrong with these people. One of the families that were on the return trip, have put them selves in quarantine. The scary part is they are only a few miles from me.

http://www.inquisitr.com/1541821/ebola-is-airborne-university-of-minnesota-cidrap-researchers-claim/

Ebola is airborne, according to a new report by the Center for Infectious Disease Research and Policy (CIDRAP) at the University of Minnesota. Researchers at the university just advised the World Health Organization (WHO) and the Centers for Disease Control (CDC) that “scientific and epidemiologic evidence” now exists that proves Ebola has the potential to be transmitted via exhaled breath and “infectious aerosol particles.”

University of Minnesota CIDRAP scientists are now warning both health care providers and the general public that surgical facemasks will not prevent the transmission of Ebola. According to the airborne Ebola report, medical workers must immediately be given full-hooded protective gear and powered air-purifying respirators. CIDRAP has reportedly been a worldwide leader in addressing public health and safety concerns and preparedness since 2001.

Dallas County could declare Ebola disaster
October 16 2014

DALLAS (AP) - Dallas County commissioners will consider issuing a disaster declaration after Ebola has left a man from Liberia dead and two nurses infected.

Commissioners scheduled an emergency meeting Thursday afternoon. The proposal says Dallas County "has the potential to suffer widespread or severe damage, injury, loss or threat of life resulting from the Ebola virus."

County Judge Clay Jenkins says the declaration could include public travel restrictions on medical personnel exposed to Ebola. The measure could also mean more government assistance.

Thomas Eric Duncan was diagnosed while visiting Dallas. He died Oct. 8 at Texas Health Presbyterian Hospital.

Two nurses who treated Duncan contracted Ebola and remained hospitalized Thursday. One flew to Ohio last weekend via commercial jet and returned to Dallas on Monday. She was confirmed with the virus Wednesday.

3 Central Texas schools cancel classes over Ebola concerns
October 16, 2014

BELTON, Texas -- Three Central Texas schools will be closed on Thursday over health concerns surrounding two students who traveled on a Monday flight with Ebola patient Amber Vinson.

Belton Independent School District Superintendent Dr. Susan Kincannon issued a statement Wednesday explaining the situation to parents.

"Late tonight I learned that officials at the Centers for Disease Control and Prevention (CDC) are re-evaluating the health risk to some passengers on Frontier Airlines Flight #1143 from Cleveland to Dallas. At this time, we do not know if this will include either of the two Belton ISD students who traveled on the flight."

Kincannon said the three campuses — North Belton Middle School and Sparta Elementary, where the two students attended, and a third preschool — will be thoroughly cleaned and disinfected, along with buses.

"It will also allow health officials additional time to re-assess the health risk to passengers on the plane," Kincannon said in the statement "The health and safety of our students is my first priority."

The two students who were on the plane will also be staying at home for the next three weeks where their health will be monitored on a daily basis.

In North Texas, the Eagle Mountain-Saginaw Independent School District said Wednesday night that a family member of a Lake Pointe Elementary School student was aboard Flight 1143 on Monday along with Vinson.

"As a precautionary measure, the family will be isolated for 21 days," the EMS ISD statement said.
