The parents of a 5-year-old boy found dead in a septic tank in Pulaski County are under arrest on charges of abuse and neglect.

Ashley White and Paul Thomas are being held without bond in the New River Valley Regional Jail.

Noah Thomas' body was found in a septic tank one week ago, after a frantic five-day search. He was laid to rest on Wednesday. Officers say the cause of death remains unclear and a full autopsy is not complete. The FBI is providing forensic support, assisting Pulaski authorities with the collection and analysis of evidence.

Police received more than 100 tips from around the country in the search for Noah. Some tipsters said they had seen the boys, while others reported suspicious vehicles in the child's neighborhood.

PULASKI COUNTY (WSLS 10) - Noah Thomas' parents have been arrested on charges of abuse and neglect of children according to statements made by Sheriff Jim Davis with the Pulaski County Sheriff's Office.

Ashley White and Paul Thomas were being held at the New River Valley Jail without bond. Their 6-month-old baby girl has been removed by child protective services.

A news conference was held at 4:00 p.m., where the sheriff made the announcement. 

Investigators who spoke at the news conference said they expect the continuing investigation could take months. The cause of death for 5-year-old Noah Thomas had not been determined, which they said would be a key piece of evidence in the case.

Investigators were asked by reporters at the news conference about the circumstances and evidence which led them to arrest the parents. Investigators said due to the ongoing nature of the investigation, they could not answer those questions at the time.

PULASKI – A week after their five-year-old son was found dead, the parents of Noah Terry Thomas have been arrested and charged with felony child abuse and neglect.

Ashley Jennifer White and Paul Raymond Thomas are currently being held in the New River Valley Regional Jail without bond.

In a press conference on Thursday, Pulaski County Commonwealth’s Attorney Mike Fleenor said that the charges are in relation to both Noah, and his infant sister Abigail.

“Please rest assured that the sheriff’s office and the office of the commonwealth’s attorney have spent considerable time and effort on this case and we anticipate that our jobs are far from over,” Fleenor said.

County Sheriff Jim Davis confirmed that Abigail had been removed from the parent’s house the day after Noah’s disappearance by the sheriff’s office and Pulaski County Department of Social Services.

Paul Thomas was charged under a subsection of the law that relates to “reckless disregard for human life.” His charges are a class 6 felony and carry with them a minimum of a one year prison sentence and up to five years for each charge.

Ashley White was charged under two different subsections of the law. One charge, like Paul’s, relates to “reckless disregard for human life” and carries with it the same punishment. However, she is also being charged under a more serious subsection that is a class 4 felony which is punishable by no less than two years and no more than 10 years. That subsection involves “serious injuries” to a child that were received under an adult’s care. Those injuries, as defined by state code include: "disfigurement, a fracture, a severe burn or laceration, mutilation, maiming, forced ingestion of dangerous substances, or life threatening internal injuries."

Thinking about how it was stated on the day Noah's body was found:

perhaps LE was trying to make the parents think that someone had seen them deposit Noah's body there and were hoping that would spur on a confession.

Just my thought on why we have heard 2 contradictory statements concerning this from LE.

A Juvenile and Domestic Relations judge in Wythe County is expected to preside over the arraignment at 1 p.m. White and Thomas are expected to appear through video conference in Wythe County.

I am assuming the reason the arraignment is being held by a neighboring county (Wythe) is because Pulaski Juvenile and Domestic Relations District Court is not holding court today.
