(CARROLL COUNTY) – Investigators are requesting DNA samples from a man that killed himself during a standoff with Boone County law enforcement last month.

55-year-old Paul Etter was identified via a tip as a possible suspect in the Delphi murders, and with him now deceased police would like to use his DNA to either connect him to the crime or eliminate him as a suspect.

Investigators who for years have been working to solve the killings of two girls in Delphi, Indiana, are looking into a kidnapping suspect in nearby Lafayette, Indiana, to see if there "might" be a connection, the sheriff said.

There are "several factors" leading police working the 2017 Delphi killings to look into this month's alleged kidnapping of a 10-year-old girl, Carroll County Sheriff Tobe Leazenby told ABC News on Wednesday.

Leazenby declined to go into detail and stressed that there's no specific link at this point. He said Delphi investigators are following up like they have on several other potential leads over the years.

DELPHI, Ind. (WLS) -- Indiana police may have a break in the Delphi murder case of two teenage girls.
 
Detectives with the Carroll County Sheriff's Office and Indiana State Police announced Monday that they have uncovered a fictitious online profile and are asking for help identifying the person who created it.

Police said the profile "anthony_shots" appears to have been used from 2016 to 2017 on social media apps, including but not limited to, Snapchat and Instagram. The profile allegedly used pictures of a known male model, who is not a person of interest in the investigation.

The unknown creator of the fictitious profile allegedly used it to communicate with juvenile girls to solicit nude images, obtain addresses and attempt to meet them, police said.

INDIANAPOLIS (WISH) — For the first time, a central figure linked to the Delphi murder investigation will be heard. Kegan Kline is due in court Thursday morning.

Kline faces 30 child porn related charges. He used a fake social media profile to solicit pictures from at least 15 underage girls.

He also communicated with Liberty German the day she went missing.

Kline was arrested in August 2020, his case has been delayed more than a half dozen times. A pre-trial conference is scheduled in a Miami County courtroom, though this is largely a procedural hearing, it is the first time we have heard from him since his arrest.
 
Kline may be trying to strike a deal with police and prosecutors in exchange for information, a source told I-Team 8.

“We would be surprised if anything concrete came out about Delphi on Thursday. Now that being said, I think it is important to note that certain things that could potentially could be announced would have an impact on the Delphi case and notably that would be a deal has been reached and Kegan has plead out that would indicate that conversations around Delphi had been a part of that,” said Cain

In addition to the hearing on Thursday, there is one more technical hearing in late December and the full jury trial is scheduled to begin in January of next year.

DELPHI, Ind. — Multiple sources indicate that a man named Richard Allen was booked into the Carroll County Jail Friday in connection with the Delphi murder investigation.

Allen, 50, has been moved to a state facility for his safety, sources said.

Earlier, law enforcement sources told FOX59 that a major development was in the works in the 2017 murders of Libby German and Abby Williams, with a news conference scheduled for Monday with additional details.

On Monday, the Delphi Double Homicide Task Force – which includes the Indiana State Police, the Carroll County Sheriff’s Office, United States Marshals Service, and the Carroll County Prosecutors Office –  will share new details about an arrest.

Here is a timeline on the Delphi murders case.

FEBRUARY 13, 2017: Abigail "Abby" Williams, 13, and Liberty "Libby" German, 14, go on a hike, since they have the day off from school. They do not come home.

FEBRUARY 14, 2017: The bodies of Abby Williams and Libby German are found in a rugged area near a hiking trail.

FEBRUARY 20, 2017: Indiana State Police say a man photographed walking along a trail system around the time two teenage girls later found slain were dropped off by a relative is now considered "the main suspect" in their killings.
 
AUGUST 2022: Podcasters doing a story on the Delphi murders say they have photos of Indiana police searching the Wabash River.

OCTOBER 2022: Kegan Kline going to trial on child pornography charges. He is believed to have communicated with German through a fake social media account shortly before the girls were killed.

OCTOBER 29, 2022: Kelsi German, Liberty's sister, tweets: "Today is the day."

DELPHI, Ind. — When Indiana State Police Superintendent Doug Carter steps up before the microphones of reporters from across the country at the Delphi United Methodist Church Monday morning at 10 a.m., he is expected to announce what charges 50-year-old Richard Allen faces in connection with the murders of two young girls on the banks of Deer Creek beneath the Monon High Bridge on Feb. 13, 2017.

The families and friends of 14-year-old Libby German and 13-year-old Abby Williams, and strangers who have been captivated by this case, will learn what role, if any, investigators claim Allen played in the deaths.

“It is a small community, and you know these families and you love these families and whether you’re their best friends or not, there’s still a part of you and you feel that sadness and that hurt for them,” said Audrey Wardrip.

Allen was arrested on Oct. 26, a week after sources tell Fox 59 News that investigators converged on his house with a search warrant, seizing his car and digging through a firepit out back.

”I saw police cars going down there, a couple police cars and I never thought much of it,” said neighbor Joe Seurynck.

Allen appeared before a judge in Carroll County Circuit Court Friday morning during an initial hearing.

The case and the charges against him are sealed.

Indiana police announced the arrest of a suspect Monday in the 2017 murders of two teenage girls in Delphi, Indiana, a case that has puzzled the community and online crime sleuths for years.

Richard M. Allen, 50, of Delphi, was arrested on two counts of murder in the February 2017 deaths of Abigail “Abby” Williams, 13, and Liberty “Libby” German, 14, Indiana State Police Superintendent Doug Carter announced Monday.

"Today is not a day to celebrate," Carter said, noting the arrest is "a major step in leading to a conclusion in this long term and complex investigation."
 
Carter said limited details will be released on the arrest to protect the integrity of the case and investigation. Officials did not explain what evidence led them to arrest Allen.

He explained the probable cause affidavit and charging documents have been temporarily sealed as “this investigation is far from complete.”

"Since the murders of Abby and Libby 2,086 days ago, the daily investigative team has worked tirelessly and is certainly worthy of mention today," Carter said Monday.

Officials said in the news conference that Allen had his initial hearing and entered a preliminary not guilty plea. A pre-trial date is set for Jan. 13, 2023 and a trial date is slated for March 20, 2023.

“Per the court order we cannot talk about the evidence in the probable cause or the charging information,” Carroll County Prosecutor Nicholas McLeland said. “Right now is not that day. Today is about Abby and Libby, focusing on them.”

McLeland did not answer questions about how long Allen has been a suspect.

Detectives with the Delphi Double Homicide Task Force took 50-year-old Richard Allen, of Delphi, into custody on Oct. 26, 2022 at the Indiana State Police Post in West Lafayette. He was taken to the Carroll County Jail and held there until Friday, Oct. 28, when he was transferred to the White County Jail, where he is currently being held without bond.

Allen was formally charged with two counts of murder on Oct. 28.

Allen had not been previously mentioned as a suspect possibly connected to the girls' deaths.

13News learned Allen is a pharmacy technician and in good standing with the state of Indiana.

Records show Allen lived in a neighborhood several miles southwest of the Monon High Bridge, but less than a five-minute drive away from where the girls were found.

During Monday morning's press conference, Indiana State Police Superintendent Doug Carter said Allen was arrested on two counts of murder.

"I am proud to report to you, that today — actually last Friday — was the day, and an arrest has been made," Carter said.

"This is really important: While I know you are all expecting final details today concerning this arrest, today is not that day. Today is not that day. This investigation is far from complete," Carter said. "The time will come when additional details can be released, but again, today is not that day."

"This investigation is still very ongoing. We are keeping the tip line open ... not only about Richard Allen, but any other person," Carroll County Prosecutor Nick McLeland. "We cannot talk about the evidence in the probable cause or the charging information ... today's about Abby and Libby, focusing on them."

Allen has already made his initial court appearance on the murder charges. He entered a not guilty plea.

DELPHI — The judge assigned to oversee the case against the man charged in connection with the murders of Libby German and Abby Williams has asked to be recused.

Carroll County Judge Benjamin A. Diener recused himself from the case against Richard M. Allen on Thursday.

"The Indiana Supreme Court is in the process of appointing Allen County Judge Fran Gull, as Special Judge in the case. Neither Judge Gull nor Judge Diener can speak to press about the merits of the case," Kathryn Dolan, Chief Public Information Officer for the Indiana Supreme Court said in a statement issued Thursday afternoon
 
Diener filed an order Thursday morning approving the transfer of Allen out of the Carroll County Sheriff's custody and into state custody for safety reasons.

DELPHI, Ind. (AP) — Two attorneys have been appointed to represent the man accused of killing two teenage girls in northern Indiana.

Bradley Rozzi of Logansport will be the lead attorney for Richard Matthew Allen and Andrew Baldwin of Franklin will be co-counsel, online court records updated Monday indicated.

Allen requested a public defender in a letter to Carroll Circuit Court last week, saying both he and his wife can no longer work.
