Indiana State Police add new resources to assist in Delphi investigation

DELPHI, Ind. – Each Indiana State Police post has been equipped with resources to assist in the investigation of two teen girls murdered in Delphi over a month ago.

An investigation squad has been set up at each ISP post and troopers have been assigned to follow up on tips.

The Indianapolis squad has been assigned 140 tips in the past two weeks and troopers are actively checking on every single one.

STANTON, Mich. — Where distance once separated two rural towns, grief has filled the space.

Cliff Williams and the rest of the Williams family can only sit and wait and wonder how they lost their little Abby so soon.

“They may have lived a ways away, but they were very close," Lucy Hubbard said of the close bond between her brother Cliff and his only granddaughter - her great niece - Abigail Williams.
 
Hubbard said Abby and her mother moved to Delphi to live with the teen's grandmother shortly after she was born, shortly after Abby's grandparents separated.

Though Grandpa Cliff remained in West Michigan, Hubbard said he never wavered from taking time to see Abby, who he called his 'bumblebee.'
 
The family is now planning a memorial fundraiser luncheon on Sunday, March 26 between 2-5 p.m. at the Stanton American Legion Post. Money raised will go toward a scholarship in Abby's name which will help to send at least one student from Central Montcalm High School to the American Legion Boys State/Girls State program, which teaches government and leadership.

Attendees will also be invited to release more than 100 orange balloons in the teen's honor.

DELPHI, Ind. – The investigation into the deaths of 14-year-old Liberty German and 13-year-old Abigail Williams will change a bit in the coming weeks

The Carroll County Sheriff, Delphi police, Indiana State Police, and FBI announced today that they will begin the “normalization” process.
 
Police say throughout the past several weeks, the number of tips coming in has dwindled and the number remaining are within the realm of manageability for investigators involved in day-to-day operations.

They want to stress that this does not mean the investigation is going “cold,” and each investigator remains strongly committed to solving the case.
 
“We stress this investigation is ongoing and is not without resolve as we will find those responsible and reach proper closure for Abby and Libby and their families,” Carroll County Sheriff Tobe Leazenby said.

i know with only 3 words to listen to.........

ive listened and listened to, the prop owner and the
( i think) neighbor guy and the recording of suspect
voices and a few other voices from interviews in and
around delphi. to me the suspect recording dosent
have that same midwest area sound, as the longtime
residents
if i had to guess, id go with Chicago area, that maybe
why know one has given a for sure this is the guy tip
large city,keeps to self, dosent really know others that
well, and maybe travels for job a lot

i have a neighbor like that, i think ive seen him 4x ,an
i know for sure only spoke to him one time, in the 15yrs
ive lived here. if i saw him and it wasnt in his yard, i dont
think i would know him. i think he works for the R&R

MONTICELLO, Ind. - Five weeks after Abby Williams and Liberty German were found murdered in Delphi, a neighboring community joined together in support of their families.

Abby’s mother Anna spoke at the memorial event held in Monticello Saturday.

“These girls were the most precious gifts we had,” Anna said.
 
Through tears, Williams thanked the dozens of people gathered outside the White County Courthouse and the investigators working on the case.

“We will forever be grateful to the men and women who have spent countless hours to help us find justice,” she said.

We just feel that the more tips we get in, the more information we get, the closer we get to this and every person we clear makes it actually easier for us to do our job," Indiana State Police Sgt. Currently, there are 15 to 25 active investigators working on the case.

During a court hearing Monday, the property owner pleaded guilty to the probation violation and a new felony charge of being a habitual traffic violator.

As part of a plea agreement, charges of false informing and obstruction of justice were dropped, according to deputy prosecutor Jerry Bean.

Bean would not comment on the nature of the latter two charges. He declined to disclose what time the man visited the transfer station.

He will be sentenced 11 a.m. Monday and could face up to 4½ years in prison. His attorney, Andrew Achey, was not immediately available for comment.

A week after his arrest, police searched the property owner's home, outbuildings, automobiles and land as part of the ongoing investigation into Delphi's high-profile double homicide.

The search was the first time investigators had gathered evidence from inside his home. Previously, police had scoured the woods near Deer Creek where the girls' bodies were found.

As of Monday, Indiana State Police Sgt. Kim Riley said detectives are "still waiting" on that evidence to be processed. He stressed that the property owner has not been labelled a suspect.

CARROLL COUNTY, Ind.-- The owner of the land where two Delphi girls were found murdered in February was sentenced to almost four years in prison on illegal driving charges.

Ron Logan, 77, pleaded guilty to being a habitual traffic violator and violating probation by getting behind the wheel of his truck after a judge told him not to drive following his most recent 2014 drunk driving arrest.

“Maybe in the future no one else will be murdered in my backyard,” Logan told Carroll Superior Judge Kurtis Fouts, apparently to the surprise of his own attorney, when asked if he wished to speak up for himself.
 
Between 2010 and 2014, Logan was arrested for drunk driving four times, resulting in three convictions.

Judge Fouts noted previous leniency in sentencing Logan to probation and other alternative terms.

“I know he’s had chances before,” said Angie, “but I think with support we could have made sure that he wasn’t going to have a vehicle, we could have made sure that he needed to go where he needed to go.”

Logan’s sentence includes 22 months to serve on his original probation violation plus another two years after his guilty pleas as a habitual traffic violator, though Judge Fouts indicated he is free to appeal the consecutive sentences.

“You’re a danger to this community,” said the judge.

Logan received 31 days credit for the time he served without bond in the Carroll County Jail since his arrest.

Logan, 77, put his head in one hand and wiped his eyes repeatedly with both hands after Carroll County Superior Court Judge Kurtis Fouts handed down the sentence, which was only six months shy of the maximum Logan could get.

Logansport attorney Andrew Achey asked for Fouts to be lenient, reminding him more than once that Logan is 77 years old, has lived in the county all of his life, served in the Navy, has lived in his home for 53 years and that he has a reverse mortgage on the home that requires him to live there or the property to be sold.

Last week he plead guilty to a felony charge of operating a vehicle as a habitual traffic offender, and probation violation.

This is in regard to video showing him driving to the trash transfer station the day the girls bodies were discovered, despite his license being suspended.

As well as being spotted drinking alcohol, which violated his probation.

In court he and his attorney pleaded for a light sentence, Ron asking for “time served and go home”. Adding that he was selling his truck and that he would lose the home he has owned for 53 years due to a reverse mortgage if he was put behind bars.

Even claiming the murders pushed him to drink stating “Maybe in the future no one else will be murdered in my backyard.”

A sentiment Angie echoed.

“I think he was very stressed over that and upset and he probably did need a beer I know I would.”

A killer stole German and Williams' young lives on Feb. 13 in a desolate, wooded spot along Deer Creek east of the Monon High Bridge. Two months to the day, the killer remains on the loose, but investigators remain confident that his days of freedom are numbered.

“We’ve got the best of the best on board with this investigation, including our local guys," Carroll County Sheriff Tobe Leazenby said Thursday morning when asked about catching the killer.

Police collected a significant amount of evidence from the scene, but police aren't specifically saying what that evidence is. It's being analyzed, Leazenby said, and Carroll County sheriff's Detective Kevin Hammond said most of the evidence went to the Indiana State Police lab, but some went to the FBI lab.

“We’ve gotten some (analysis) back, but we can’t really discuss what we’ve gotten back,” Hammond said. “There’s a large amount of stuff to be tested.”
 
Many, including police, figured that the killer would have been caught by now.

"The biggest thing I hear is why we’re not releasing more information to help people help us," Liggett said when asked about the community's concern about a killer on the loose. "We absolutely can’t because ... the person or persons we’re looking for — some of this stuff, they will be the only ones to know.”

The tight lid on information released to the public is about preserving the integrity of the case for the courtroom, Leazenby explained.

Police have not had any luck making an arrest. Monday, they released a composite sketch of the suspect and again asked the public's help in identifying the man.
 
The suspect sketch
The person in the sketch is described as a white male between 5 feet 6 inches and 5 feet 10 inches tall, weighing 180 to 220 pounds, with reddish brown hair and unknown eye color, a news release Monday said. This sketch depicts a hat that may not be accurate. State police ask that people focus on the man's facial features.
The drawing is the result of information received during the investigation.
Police ask anyone with information about the murders or the suspect to call an anonymous tip line at 844-459-5786 or e-mail abbyandlibbytip@cacoshrf.com.

Police circulated this photo of a man who was on the Delphi Historic Trails on February 13.

Family of slain Indiana teen hopes new sketch reignites public interest

 
Police insist their investigation has not gone cold, but after drawing national attention and generating thousands of tips, they still don't know the suspect's name, reports CBS News correspondent Don Dahler.

Investigators hope the new sketch, drawn by an FBI artist, will reignite the public's interest.
 
The sketch is based in part on a witness who claims to have seen the man around the time the girls disappeared on this railway trail on February 13.
 
Fear of the suspect apparently kept the witness from coming forward sooner.
 
"The person was not clear on the color of the eyes, but the person said it was definitely not blue," Riley said
.
 
Police do know what their suspect sounds like thanks to a previously released audio snippet that was recorded by German.

"The likelihood of solving the case is still very high," said former FBI assistant director Ron Hosko.

Hosko says it's unclear how reliable the new sketch is, but at least it forces the public to pay attention again.
