MORGAN COUNTY, Ind.-- Police confirm the man arrested in Colorado on Monday and called a person of interest in the murders of Delphi teens Abby Williams and Libby German was living homeless in Morgan County the same week the girls' bodies were found.
 
"The last address that he reported with us was that he was staying homeless in the area of State Road 67 under the bridges," said Captain Brent Worth.

Due to Nations' status as a homeless person and a convicted sex offender, he was required to check in weekly with an investigator at the Sheriff's Department.
 
"He came in on February 7, 2017 and then came in on February 14, 2017 and checked in, said Worth.

A sheriff's department in Colorado contacted Indiana State Police after receiving multiple tips comparing Nations' mugshot to the sketch of the Delphi killer.

The two departments have since been comparing notes and see if there were any connections in the cases and Indiana State Police even flew troopers "with intimate knowledge" of the Delphi investigation to Colorado to interview Nations and "collect evidence."

So far, Nations does not face any charges in connection with Delphi and Indiana State Police have not said what connection, if any, there might be between the two cases.

Two Indiana State Police detectives have returned from Colorado following their investigation into Daniel Nations in relation to the Delphi murders with no further information.

In a press release, the Indiana State Police said, "The Indiana State Police can share, that thus far, there has been no information developed to specifically include or exclude Daniel Nations as a suspect in the Delphi homicides."

Police added that Nations is still in custody in Colorado, and that they will continue to look over the information they got from their visit.

Nations is a registered sex offender in Indiana. He was arrested last Monday on weapons charges for allegedly threatening mountain bikers with a hatchet.

Abigail Williams, 13, and Liberty German, 14, were murdered in February.

DELPHI, Ind. – We are learning more about Daniel Nations, a person of interest in the murders of Abby Williams and Libby German. Our partners at Crime Watch Daily spoke with Daniel Nations' grandmother in South Carolina. She says she has not heard from him in years.

“I was his guardian until he turned 18 and I sent him through school. Then he went to the Army and then he got married then he got divorced. I do not know what happened to him,” said Nations grandma Frona Hamm.

NDIANAPOLIS — A broader DNA database is helping police find suspects to unsolved crimes. Perhaps soon it might mean finding the man who killed Delphi teens Libby German and Abby Williams.

Indiana law prescribing the collection of DNA changed Jan. 1, expanding the DNA samplings to include anyone accused of a felony. Before the new law took effect, Indiana only collected DNA — a genetic fingerprint unique to each individual — if a person was convicted.

"This will open the doors to cases we have DNA from but don't have a suspect," Indiana State Police Sgt. Kim Riley said Tuesday when asked about the expanded index system.

Riley continued the investigation's longstanding practice of not saying whether they had DNA in the case.

The broader database already has snared suspects in Indiana cases in 44 counties, according to Indiana State Police, who cited a recent DNA match to an unsolved rape in an Indiana county. The match came as a result of the new law. It also has ginned up 23 hits between Indiana and other states, according to a press release from the state police.

"We are very pleased with the results we've seen thus far and are confident more and more crimes will be solved with the combination of convicted and arrested persons' samples being matched ...," said Maj. Steve Holland, commander of the Indiana State Police Laboratory Division.

Carroll County Sheriff Tobe Leazenby said running any evidence they have against the broader DNA database is something investigators have not discussed, but it's worth exploring.

The question is when to request the comparison since the new law creates an ever expansive database. Do investigators run a comparison now or wait a few more months after more suspected felons have been  arrested, Leazenby rhetorically asked, thinking aloud during the interview.

Indiana State Police reported that 46 DNA "hits" have been attributed to samples from 3,330 new convicted offenders during the first three months of 2018, and 72 "hits" during that same time have been linked to cases from samples taken by jail officers of felony suspects.

JOHNSON COUNTY, Ind. -- Daniel Nations pleaded guilty Wednesday to a felony charge of failure to register as a sex or violent offender in Johnson County.

Nations is considered a person of interest in the Delphi murders of Abigail Williams and Liberty German.

The charge he pleaded guilty to in Johnson County is unrelated to the Delphi investigation
.

Nations was placed on probation but that condition will be dropped if he moves back to Colorado.

Additional conditions of Nations probation include appearing at the Johnson County Sheriff's Office to be fingerprinted and have his picture taken. He must also submit a DNA sample to the Indiana Department of Corrections.

Richmond radio station Kicks 96 reports Eldridge's case has ben forward to the FBI, but investigators say it's too early to make a connection and are not calling Eldridge a person of interest. They only say they investigate all leads that come to them, reminding people they've had nearly a half-dozen individuals reported to them based on resemblance.

Superintendent Doug Carter will unveil details during a public news conference at noon Monday at the Canal Center, 1030 North Washington St., Delphi.

Sgt. Kim Riley, a spokesman for the State Police, said Friday that “significant information” will be unveiled Monday. Riley would not give any more details, other than to confirm that no one has been arrested yet in the case.

Authorities on Monday released video of a man suspected of killing two Indiana teenagers two years ago and urged the public to scrutinize the footage, which shows him walking on an abandoned railroad bridge the girls visited while out hiking the day they were slain.

The Indiana State Police also released a new sketch of the suspect, which State Police Superintendent Doug Carter said was produced thanks to "new information and intelligence" collected during the investigation into the February 2017 killings of 14-year-old Liberty German and 13-year-old Abigail Williams.

During a briefing in the girls' hometown of Delphi, he said a previously released omposite sketch that depicted a white man with a goatee, cap and hooded sweater is now secondary to the new sketch, which shows a clean-shaven, younger looking man.

Investigators still haven't said how the teens were killed, and they declined to take questions at Monday's briefing. Carter said investigators believe the suspect is between the ages of 18 and 40, and that he either lives or lived in Delphi or regularly visits or works in the area. He vowed that police will solve the case and he addressed the suspect directly during the briefing.

Bringing renewed attention to a shocking case, Indiana State Police on Monday unveiled an updated sketch of the man they believe killed teens Abigail Williams and Liberty German in Delphi in February 2017.

This sketch shows a smooth-faced man with a narrow nose and thin lips. This face appears much younger than one shown in another sketch of the killer released nearly two years ago.

But this sketch is not new. The sketch released on Monday was drawn on Feb. 17, 2017, a few days after the victims' bodies were found. The picture was based on the description of a person who saw something that the person felt needed to be reported, according to the sketch artist.

Likewise, video and audio that State Police released to the public Monday had been retrieved two years ago from Libby's phone.

State Police spokesman Sgt. Kim Riley on Tuesday declined to explain why investigators now believe this sketch provides a more accurate representation of the killer. He also refused to say why they held the video and audio until now.

"The investigation, tips and leads have pointed us in a different direction," Riley said

CARROLL COUNTY, Ind. (WLFI) - "I wonder how he approached the girls, what angle did he use,” asked Jeanine Scowden.

Those in attendance like Helen Rausch are still searching for answers after Monday's press conference.

"Just wondering who did it? It's a very tragic thing,” she asked.

Police asked for the public's help Monday afternoon identifying a vehicle of interest in the case.

But Larry Scowden believes the request comes too late into the investigation.

"It's awful cold now after two years I don't know if that's going to help much. Who's going to remember if they've seen a truck there two years ago,” said Scowden.

Which I find odd. He didn't say girls, down the hill. I find that an odd thing to say.


Maybe it's just me, but he seems to walk with a limp to his left
foot.

Also, the hands in his pocket is odd. Maybe he had a gun
and that is why the girls didn't run from him????
Most men would walk with their hands out and show the gun
so that is odd.

He just doesn't have any significant threatening manner
in this photo of himself towards the girls. And I don't
think that new sketch is him, it looks too young.


This new photo is not new the article states, but based on a sketch drawn
a few days after the victim's bodies were discovered, and based
on something someone saw that they felt they needed to report.

BASED ON THAT INFORMATION AND THE VIDEO I WATCHED:
I surmise that there may have been more than one person
involved and I say this because of the mannerism of that
man in the video. He is nonchalant in his walking of his
victims where I believe are in front of him based on the
angle of the camera that is recording him. Why didn't the
girls run? Is my first question, I ask myself and it may
have been because there wasn't just this guy there.
And the way that man is in the video, he isn't concerned about
having to "catch his prey" because he doesn't even look at them
and is I think having difficulty walking with that leg for some
reason. I believe the police detectives need to look for a man
who has or had some kind of impairment to his leg.


Were these girls assaulted, that is something the police detectives
are not releasing or I didn't find. How were they murdered, I didn't find that either
so I think that his being withheld as well.

It just doesn't make sense to me, and trust me, I was just like those little
girls when I was young, always out in empty areas playing. I just know
how I thought and I would have run like the wind. These girls are probably
like that but didn't run, for a reason and you need to consider why not.
There is the
possibility that he told them he had a gun in his pocket and that scared them, but
gosh the one little girl had the presence of mind, to record on her cell phone.
So, why not take off running - unless she was just too scared.

That is why I suspect there is another individual involved. There is a reason
both or one of these girls didn't take off. AND consider why that
guy is not watching them or holding a gun on them, he is more concerned with
where his feet are being placed than on his victims, why?

 

Another odd thing about the video that I noted is
he isn't looking up at his victims. That is odd to
me, he is looking down at the ground with wood on it, as
though he has trouble walking which makes me think he has
an impairment of some kind to one of his legs/foot.

The man depicted in an old sketch released to the public two years ago is no longer believed to be the person who killed teens Abigail Williams and Liberty German in Delphi, Indiana State Police said.

The man in the 2017 sketch was a person of interest in the investigation during that period, police said.

Now, that's no longer the case. Investigators believe the man shown in a sketch released during a press conference on Monday "more accurately" represents the person who killed the teens in February 2017, State Police said in a news release on Wednesday.

While both sketches were drawn in 2017, police clarified that the renderings are "not the same person."


The old sketch shows a man in the age range of 40 to 50 years old, according to police. He appears to be older than the newly released sketch, which appears to depict a much younger man.

On Wednesday, police said the man in the second sketch could be in his 20s to late 30s. His appearance could be different, police say, if he has grown facial hair or has longer or shorter hair.

"The Delphi community should reflect back on people they know in the community that look similar to the sketch released on April 22," the release said.
