The possibility of Aruba closing the case doesn't surprise me, they've been talking about closing it forever.

The family filed a conjoiner long ago to get those documents if the case was ever closed.

I believe he is the man behind this last bit of lies and desperation. He wants this closed before he retires..He has full control of the justice dept right now but will not come october.
