VORIGE WEEK werden drie jonge mannen door politiekogels getroffen toen zij een overval probeerden te plegen. Dit gebeurde afzonderlijk van elkaar bij twee overvallen. De krantenberichten melden ook dat in beide gevallen sprake was van politieagenten die zich buiten hun werktijden geconfronteerd zagen met agressie van overvallers. Er vielen twee doden en een derde overvaller is ervandoor gegaan, hoewel ook hij geraakt was door de kogel uit het dienstwapen van de agent.

Bij mij rijst de vraag hoe het mogelijk is dat op een klein eiland als Curaçao iemand met een schotwond niet wordt getraceerd. Zijn er clandestiene klinieken op het eiland? Hoe is het gesteld met de kennis over criminologie bij de politie?

Om met de eerste vraag te beginnen, ik kan me niet voorstellen dat de doktoren op het eiland zich laten gebruiken door criminelen. Het is wel mogelijk dat gewonde criminelen hun heil zoeken in het buitenland. Dus de politie moet in gevallen zoals hierboven genoemd, gericht rechercheren op de plaatsen waar de mensen het land uitgaan en inkomen. Het is dan niet moeilijk om de verdachten op te sporen.

Nu onze tweede vraag: met kennis van criminologie kan de politie een verdachte typeren, de typologie van de dader. Vervolgens kan men een daderprofiel maken naar aanleiding van het delictscenario. En als men op Curaçao wijkgericht werkt kan een wijkteam snel waardevolle informatie verschaffen aan de recherche want met een daderprofiel kan men zelfs het leefmilieu beschrijven. Met een goed functionerend wijkteam kan de verdachte gemakkelijk opgespoord worden.

Verder denk ik dat de minister van Justitie meer geld moet gaan gebruiken om de wijkteams uit te breiden met goedopgeleide mensen. Nederland heeft de beste wijkteams van Europa. Laat de agenten een tijdje in Nederland een korte opleiding volgen. Zelfs Frankrijk heeft de hulp van Nederland ingeroepen om het kunstje te leren. Met wijkagenten alleen ben je er nog niet; de minister moet opdracht geven om de knappe koppen onder gewone agenten en jongeren op de middelbare scholen te motiveren om de nieuwe opleidingen op het gebied van forensische (hbo-)studies te volgen in Nederland. En sinds kort bestaat ook een soort FBI-opleiding in Nederland op het mastersniveau. Aan de Hogeschool Den Bosch kan men hbo-veiligheidstudies volgen.

Internationale criminele organisatie opgerold op Aruba

ORANJESTAD - Op Aruba is tijdens een grootschalige politieactie een internationale criminele organisatie in verdovende middelen opgerold. Daarbij werden acht personen aangehouden die zich zouden bezighouden met afpersing, witwashandel en de in- en uitvoer van cocaïne en heroïne. Verder zijn zes illegalen opgepakt.
 
Meer dan 120 politiemensen hebben op tien locaties huiszoekingen gedaan, onder meer bij een advocatenkantoor. Ook de woning van een telg van de in het verleden van drugshandel beschuldigde Arubaanse familie Mansur, werd doorzocht. Bij de aanhouding van een van de verdachten is door deze met een vuurwapen geschoten. Niemand raakte daarbij gewond. 

Vanwege de omvang van de actie die als 'vuurwapen gevaarlijk' te boek stond, werd de hulp ingeroepen van agenten van het Curaçaose arrestatieteam. Ook werd gebruik gemaakt van financiële en digitale experts uit Nederland en drugshonden van het Korps landelijke politiediensten.

Onderzoek

DEN HAAG/ORANJESTAD — Cijfermatig gezien valt de situatie bij de overheidsfinanciën van Aruba mee, schrijft staatssecretaris Ank Bijleveld (CDA) van Koninkrijksrelaties aan de Tweede Kamer. Het financieringstekort was de afgelopen jaren – afgezien van een enkele negatieve uitschieter – ‘niet buitensporig hoog’ en ook de staatsschuld, die rond de 45 procent BBP (bruto binnenlands product) ligt, is lager dan die van veel lidstaten van de Europese Unie (EU).

De grootste kostenpost van de Arubaanse overheid zijn de consumptieve uitgaven en daarbinnen vooral de personeelskosten, vervolgt de staatssecretaris haar brief van 1 oktober aan het Nederlandse parlement. “Aanbevolen wordt dan ook de jaarlijkse gemiddelde stijging van de personeelskosten en de overige consumptieve uitgaven te maximeren op 3 procent (thans 6 procent per jaar) respectievelijk 2 procent. Hierbij kan, zelfs met een aanbevolen lichte stijging van de overheidsinvesteringen tot 2 procent BBP, vanaf 2009 een begrotingsoverschot worden bereikt en kan de schuldquote dalen tot onder de 40 procent BBP, hetgeen als houdbaar wordt aangemerkt door de NCOF.”

NCOF staat voor Nationale Commissie voor de Openbare Financiën. Bijleveld put in haar schrijven aan de kamer uit het eindrapport van deze commissie. Dit rapport is in opdracht van de Arubaanse minister Nilo Swaen (MEP) van Financiën en Economische Zaken opgesteld. Deze commissie had onder andere tot taak te rapporteren over: normen voor het financieringstekort en de overheidsschuld, de wettelijke verankering en handhaving van deze normen en de wijze waarop het toezicht op het financieel beheer kan worden versterkt. In februari 2007 al presenteerde de commissie haar bevindingen en aanbevelingen in een rapport aan de minister. De Amigoe berichtte hier ook eerder over. Maar in een brief van 26 april vroeg de Tweede Kamercommissie voor Nederlands-Antilliaanse en Arubaanse Zaken (NAAZ) de staatssecretaris een reactie te geven op onder andere dit rapport.

Bijleveld wijst er in dit verband op dat ten aanzien van de Arubaanse publieke financiën ‘er een duidelijke verbetering nodig is’ in het comptabele kader – begrotingsrichtlijnen voor onder andere begrotingsproces en financieel beheer – en dat de commissie voorstelt de comptabiliteitswet- en -regelgeving aan te passen.

“Nadat het rapport was verschenen, heeft op Aruba een brede consultatieronde plaatsgevonden met de belangrijkste belanghebbenden om een breed draagvlak te creëren en is het rapport aanvaard in de ministerraad van Aruba”, informeert de bewindsvrouw. Het rapport is ook ter kennisneming voorgelegd aan de rijksministerraad (het Nederlandse kabinet aangevuld met de twee Gevolmachtigde ministers van de Nederlandse Antillen en Aruba) en ‘oogstte daar lof, ook van mij’.
