I think some people think that because their dogs are little and don't run away or spend much time outside, that they really don't need to be registered...

Also, I find it funny that it is the law to have a doggie license, but any fool can go out and have children! Certainly, the Anthonys probably didn't even bother to register their dog, how can we expect them to be responsible for their granddaughter!
