I know we have discussed possible animal bones in the mix, but look at this and remember at birth the human skeleton is made up of 275 different bones. As a child grows, bones fuse (join) together to make longer bones. As an adult you would have apx. 206.
Now...remember the size of a child and how small the bones are!! TEENIE TINY!

There are two deputies.

One responded to the first 911 call about a bag on the side of the road, drove by, cleared the scene, and not much was done.  The guy called the crimeline and nothing was done.  He made a 3rd call, again to 911, and a deputy actually met him there.  The deputy spent 1/2 hour there and cleared the scene.  No Canines. 

The meter reader than found the bag again and this time it appears he grabbed it and a skull fell out and finally OCSO did something on the response.

The meter reader is a good citizen and not at all being investigated.  The officers are.  I think it is VERY VERY interesting that they are investigating and putting together a "timeline".

Who were the officers?  Who, more importantly, is the second responding officer that actually went ON SCENE with the meter reader?????

Meter worker is creditable  a deputy came out to meet with him.the third time he called  The first time he called the tip in the bag was on the side of the road.  This was just on the news-Question if the bag was on the side of the road when he called the first tip in who moved the bag.  Why would kc leave it on the side of the road.  The police say meter reader is creditable

I'm sure if this guy read meters in this neighborhood, KC must have known him.  I can't imagine that any male could walk on her property without her introducing herself...if you know what I mean.

I beleive, if what Nieves is saying is the truth, and I have no reason to doubt that, that this meter reader guy called in the tips..then, maybe, he just wanted to do his own personal searching..he just couldnt shake the fact that there was nothing there when he thought there was..
so, he does his own little search and actually finds something..

Please tell me that sounds plausible, because that is the only thing I could come up with right now..and if I have to think of anything else beyond this, that is any more convoluted, I might just pop a vein...LOL...

Do you guys think this guy had something do with it? Is that why its not sitting well with you all?

My hunch:
The Utility worker felt he had a strong indication of something in August. He called it in -- no one responded. He called again - no one responded. The third time he called, they responded and no one "found anything." Water filled up the area after the storms. He was still bothered about it, was in the area and now noticed the water had receded. He made up a "white lie" story about having to pee and happened upon it (although he WAS looking again on purpose). He found it this time. (I bet he didn't think they would remember he called it in back in August).

Bottom line --- why didn't Le follow-up or find it back in August???? --Just my guess

I believe this is 100% what happened.
And when he called again in December, he got a deputy that wasn't involved with Casey.
