They're asking him if the utility worker had prior contact to Casey, he said they are "looking into" the deputy that responded, "why he acted the way he did", and the thoroughness of his response to the tip on the 13th (they are stressing THAT day, not the 11th and 12th).
Maybe Casey had more than one buddy in the police department.

I honestly have no idea what to make of this.

They suggested he was bothered by the idea something was there. Then someone asked if maybe he had a relationship with Casey. It said it was all being investigated.. wow
